“Growing electrical power generation” did not belong to
the main growth targets during 1st to 4th Plans
Statistical capacity was limited by the lagging statistical skill
“Dress warmly and eat one’s fill” was the main goal
Cotton Production Agriculture(food)
In the 1970s,
“growing electrical
power generation”
became one of the
main growth
targets of China

Severe power shortages have occurred nationwide
Part of China experienced a more than 20% increase in electricity consumption, causing 21 out of 29 provinces to suffer power shortages.
2002
2003
2004 The situation worsened further
26 provinces had to shed load, especially in the highly developed industrial regions of
Jiangsu and Zhejiang, where factories had to be shut down part of the week.
Loss of GDP worth tens of billions of US dollars.
The power shortage was estimated at 35 GW.
