INTRODUCTION
For many years, two problems have been associated with the Milson Panel Fasteners used toattach access covers on the F-15 and other aircraft. * The retaining rings designed to secure the Sleeve Bolts to the cover whenever it is opened
have not performed this functioon adequately. * The self locking or prevailing torque feature, designed to prevent disengagement of the fasten
ers in flight has demonstrated a very limited cycle life.
These difficulties have combined to produce a FOD potential, which affects aircraft safety. The retain-ing ring deficiency has also led to a maintenance problem. When loose fasteners are reinstalled, it isdifficult to establish the proper grip length at each location. This can affect structural integrity in areaswhere inadequate fastener lengths are used.
DISCUSSION
An extensive development program directed toward elimination of these problems has been completed.The TriMil fastening system, which is based on simplifying the task of retrofitting existing aircraft, hasbeen fully qualified for a major aircraft manufacruer. It has also been installed on engine bay doors on threein-service F-15 aircraft, S/N 77-0142, S/N 86-0148 and S/N 86-0150. These installations have beensubjected to normal maintenance and flight operations, with no reported discrepancies. The first of theseprototypes was completed in February 1992.
Enclosure 1) is a copy of the entry in TO 1F-15C-3-1, Structural Repair Manual, which authoirizes thereplacement of Milson Sleeve Bolts and Retaining Rings with TriMil Stud Nuts and Retaining Rings.This documentation should also be included in TO 1F-15A-3-1. As noted in Enclosure 2), theTriMil Stud Nut part numbers have been changed, but this has been done only to separate the fasteners tobe used by the Air Force from those used by airframe contractors. There is no change in the hardwareconfiguratioon of mechanical properties. These TO entries will be updated in the near future.
Enclosure 2) is a detailed set of installation instructions to be used for converting any access cover onany F-15 aircraft from Milson fasteners to TriMil fasteners. Included in this data are two listings. TableI provides a Milson/TriMil interchangeability list covering all existing and obsolete Milson part numbers.Note that the only material llisted for the TriMil is Stainless Steel (CRES) which is the chosen replacementfor the two Milson materials, Alloy Steel and CRES. Table II is a tabulation of all applicable TriMIl partnumbers along with their National Stock Numbers.

The Tri-Mil system includes a stud nutand retaining assembly which are used withexisting Milson receptacles installed in aircraft.Sheet gap closure and hole misalignment capa-bilities of the Milson fastener are maintained withTri-Mil system.

3-121. Installation Procedure.
a. Open access cover by disengagingexisting Milson fasteners.
b. Remove and dispose of Milson sleevebolts and retaining rings.
TO 1F-15C-3-1c. Select Tri-Mil replacement stud
from Table 3-12.
d. Insert Tri-Mil stud into fastener holein access cover left open by removal of Milsonsleeve bolt. See figure 3-62.
e. Align internal tabs of retaining ringwith open slots at end of stud nut. Slideretaining ring to end of these slots.
f. Engage external hex of retaining ringwith CA17201-T10 hand tool.
g. Engage 0.188 hex key into matingrecess in head of stud nut.
h. While holding stud nut stationarywith hex key, rotate retaining ring using handtool, through transverse slots into long slots instud nut.
i. Reinstall access cover by engagingexisting Milson receptacles with Tri-Mil studnuts.

IN AN INSTALLATION USING VARIOUSLENGTH SLEEVEBOLTS, THIS LAST FEATURE INSURES THAT EACHSLEEVE BOLT IS RETAINED IN THE PROPER LOCATION.
TO CALL OUT PARTS CORRECTLY, THREE DASH NUMBERS ARE RE-QUIRED TO DEFINE THE RECEPTACLE, AND TWO DASH NUMBERSDESCRIBE THE SLEEVEBOLT DIAMETER AND LENGTH.
