DURING THE SPRING OF 2019
Rhode Island decided to maintain the same academic standards, but transition to a new assessment, in order to forge a stronger partnership with Massachusetts and align our assessment to the high standards of the nation’s leading state for education. The 2018-2019 school year was the second year for administration of the Rhode Island Comprehensive Assessment System (RICAS), the test for students in grades 3 through 8, which is modeled on the MCAS assessment in Massachusetts. Our students in grades 3-8 participated in RICAS (on a computer). They were assessed on ELA and math.
High School students in grades 10 took the PSAT10 on a computer.High School students in grade 11 took the SAT on paper.

A true year to year comparison is not possible, because although our learning
standards have remained the same, the assessment has a more difficult learning
standard.
The growth score does not compare assessments but instead how students
who scored similarly on PARCC last year scored comparatively this year on
RICAS (grade 4-8) or PSAT (grade 10).
RICAS is the Massachusetts state test, rebranded for Rhode Island.
RICAS has a more rigorous performance standard – the bar has moved.
While we are being compared to Massachusetts, it is important to remember that
they have worked for twenty years with MCAS assessments. This is our first year.
In Massachusetts, students take MCAS at the high school but in RI we use PSAT and SAT.

What is a Student Growth Percentile?
A Student Growth Percentile (SGP) describes your child’s learning over time compared with his or her academic peers. For student growth purposes, peers are other Rhode Island students in the same grade who had similar scores on previous state tests. An SGP is a number between 1 (least growth) and 99 (most growth). For example, if your child has an SGP of 80, we can say your child showed more growth between state assessments than 80 percent of his or her academic peers.

It is not about leading for resources but instead leading for opportunities. We know that we must lead with a relentless focus on equity and learning – for readiness for college and high wage work. We know that this most likely means at least a two year degree or trade school equivalent, to stay above the poverty line.
Students today are no longer just competing for jobs with students from the next town over. They’re competing for the jobs of the future with students around the world. Top-performing systems are outperforming U.S. districts in student learning and equity and they are yielding these results at a lower cost. Our students and our future economy will bear the consequences if we do not rapidly improve student achievement today.
Using an international benchmark will allow us to prepare our students to be ready for college and high wage work.
