its additional power from its own vehicle dynamics when braking. Porsche is now trans-planting this technology into the mid-engine coupé 918 RSR, the motor sports version of the 918 Spyder concept car.

From the tradition estab-lished by classic Porsche long-distance race cars such as the 908 long-tail coupé (1969) and the 917 short-tail coupé (1971), the Porsche designers created a link to the postmodernism of the “form follows function” philosophy. In the 918 RSR, the lines’ elegant flow is dominat-ed by muscular wheel arches, dynamic air intakes and a pul-pit-like cockpit. A visible fan wheel between the ram air intake tubes and a rear spoiler with RS Spyder dimensions additionally empha-size the racing labo-ratory function. The new “liquid metal chrome blue” color which has been cre-ated underscores the sculptured curves of the forms, whilst the typical Porsche hybrid orange color on brake calipers and the body’s lon-gitudinal stripes lends remarkable touches.

Motor racing technology also dominates within the particularly light, torsionally stiff carbon fiber-reinforced plastic (CFRP) mono-coque. The V8 engine is a further devel-opment of the direct injection engine from the successful RS Spyder race car and now offers an output of precisely 563 hp at 10,300 rpm in the 918 RSR. The electric motors on the two front wheels each contribute 75 kW, i.e. a total of 150 kW, to the peak drive power of exactly 767 hp. This additional power, which is generated during braking, is stored in an optimized flywheel accumulator.

In the 918 RSR, the two electric motors offer a torque vectoring func-tion with variable torque distribution to the front axle. This additionally increases agility and improves steering response. Mounted upstream of the rear axle, the mid-engine is integrated with a rac-ing transmission also based on the RS Spyder race car. This further developed six-speed constant-mesh transmission with longitudinally mounted shafts and straight-toothed spur gears is operated using two shift paddles behind the rac-ing steering wheel.

The vehicle’s functional equipment

underscores its puris-tic motor racing char-acter. Whether it be the characteristic doors which open obliquely upwards, the air intake in the roof between the wing doors, the quick-action locks on the front and rear CFRP lids, the two roof-mounted aeri-als for pit radio and telemetry, the RS Spyder-like small, lat-eral front flics or the air splitters beneath the front lip or no-profile racing slicks on 19” wheels with

central locking, the vehicle can be clearly recognized as an experimental racing laboratory.

In contrast to the 918 Spyder con-cept car, unadorned racing atmosphere predominates in the interior of the 918 RSR. The figure-hugging bucket seat’s brown leather covering cites the history of the gentleman driver; the gear flashes on the racing steering wheel and a recu-peration display on the steering column in front of the display screen supply the pilot with information. Instead of the futuristic, ergonomically avant-garde

centre console with touch-sensitive user interface from the 918 Spyder concept car, the 918 RSR’s cockpit is split by a

minimalistic console with rocker switch-es. Instead of a second seat, the flywheel accumulator is positioned to the right of

the console.This flywheel accumulator is an

electric motor whose rotor rotates at up to 36,000 rpm to store rotation energy. Charging occurs when the two electric motors on the front axle reverse their function during braking processes and operate as generators. At the push of a button, the pilot is able to call up the energy stored in the charged flywheel accumulator and use it during accel-eration or overtaking maneuvers. The 2011 International Car of the Year Awards (ICOTY) jury announced the winners of the 15th annual ICOTY Awards, which took place during press week of the North American International Auto Show.

The ICOTY jury, made up of 12 nationally-renowned automotive jour-nalists, selected the 2011 vehicles as the most emotionally compelling vehicles for the new model year.

The 2011 International Truck of the Year trophy was presented to KIA Motors America Group President and CEO, Byung Mo Ahn, for the 2011 Kia Sportage.

2010 was a banner year for small business owners as it relates to tax law changes and tax law no-changes. The Small Business Jobs Act of 2010 pro-vided a number of key tax changes designed to benefit small business while the Tax Relief, Unemployment Insurance Reauthorization and Job Creation Act of 2010 kept a number of key tax items the same. At any rate, prior to prepar-ing 2010 tax forms, the self-employed and micro-businesses (fewer than 10 employees) should be aware of tax law

2010 Tax Changes For The Self-Employedchanges.

“January is a great time to get a jump on your 2010 tax return,” said Keith Hall, National Tax Advisor for the National Association for the Self-Employed (NASE). “With all the tax changes implemented for 2010, it is critical that small business owners have the information necessary to prepare an accurate tax return and make sure every possible deduction and credit is utilized.”

The following tax law changes relate to 2010 returns:

Self-Employed Health Insurance Deduction – As always, the premiums paid for health insurance by the small business owner will be deducted on page one of form 1040. But for 2010, those same premiums can be included on Schedule E, Self Employment Tax as a deduction reducing net earnings from self employment and reducing the related Self Employment Tax. This can

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) has announced it is withdrawing its interpretation of the term “feasible administrative or engi-neering controls” as used in the General Industry and Construction Occupational Noise Exposure standards. The inter-pretation would have clarified the term as used in OSHA’s noise standard. The proposed interpretation was published in the Federal Register Oct. 19, 2010. OSHA has decided it needs more time to analyze the hearing loss problem and establish a greater resource pool.

OSHA Withdraws Interpretation Within Noise Exposure Standards“Hearing loss caused by excessive

noise levels remains a serious occupa-tional health problem in this country,” said Dr. David Michaels, assistant sec-retary of labor for occupational safety and health. “However, it is clear from the concerns raised about this proposal that addressing this problem requires much more public outreach and many more resources than we had originally anticipated. We are sensitive to the pos-sible costs associated with improving worker protection and have decided to suspend work on this proposed modifi-cation while we study other approaches

to abating workplace noise hazards.”According to OSHA, thousands of

workers every year continue to suffer from preventable hearing loss due to high workplace noise levels. Since 2004, the Bureau of Labor Statistics has report-ed that nearly 125,000 workers have suffered significant, permanent hear-ing loss. In 2008 alone, BLS reported more than 22,000 hearing loss cases, and Michaels emphasized that OSHA remains committed to finding ways to reduce this toll.

he Automotive Service Association (ASA) has updated its “Not-Included Operations” charts, two publications designed to ensure collision repairers consider all of the possible operations when they write an estimate. Two titles are available, “Reference Chart of Not-Included Operations When Installing New Replacement Parts,” and “Reference Chart of Not-Included Operations When Installing Recyclable Parts.” The guides serve as a quick summary of general not-included operations, and should be used in addition to procedure pages supplied by individual information providers.

“ASA continues to stress the impor-tance of getting paid for the steps per-formed and the materials used in the repair process,” said Denise Caspersen, ASA Collision Division manager. “The updated ASA ‘Not-Included Charts’ are an easy-to-use guide of the not-included operations from the three major estimat-

supply would also displace some of the 7 billion gallons of oil that is imported every day into the United States from countries such as Venezuela, Saudi Arabia and Nigeria, at a cost of more than $300 billion annually to our economy.

“This is a bold move forward, chang-ing America’s energy future for the bet-ter,” said Tom Buis, CEO of Growth Energy. “Increased use of ethanol will strengthen our energy security, create U.S. jobs, and improve the environment by displacing

conventional gasoline with a low-carbon fuel.”

Buis added that with engine and emissions systems testing on cars 2001 through 2010 complete – and showing no issues with using E15 as a fuel – EPA’s approval of E15 should be extended to older vehicles to make continued progress in reducing America’s dependence on foreign oil.

“There are many more steps we can take toward achieving our energy security and environmental goals. We commend the EPA and we urge them to continue testing E15 for all vehicles, so that every American motorist has the opportunity to use a blend of fuel that is proven to be better for our economy, our security and our environment.”

The previous E10 standard – which permits up to 10 per-cent ethanol blended into fuel – was set in the 1970s to help spur the growth of a domes-tic, renewable fuels industry in answer to America’s first major oil crisis, engineered by OPEC. Since then, the United States has remained addicted to for-eign oil; two-thirds of the oil used in this country comes from overseas.

In March 2009, Growth Energy filed a petition with EPA to permit the raising of that regulatory cap on the ethanol blend from 10 percent to 15 percent to displace more for-eign oil.n

Growth Energy announced recent-ly that U.S. jobs will be created, carbon removed from the air, and our national security made stronger with a decision by the U.S. Environmental Protection Agency today to raise the amount of ethanol that can be blended into our fuel from 10 percent (E10) to 15 percent (E15) for all vehicles built in the last decade.

On the inside they include Denali-specific brushed aluminum trim, power-adjustable pedals, a Bose premium surround audio system and 12-way power seats. Along with an optional heated steering wheel, heated and cooled leather-appointed seating is available.

a revised, full-width chrome steel front bumper and a new family of 17-, 18- and 20-inch wheels. It’s beneath the skin, however, where they are truly separated from their predecessors – and the com-petition.

The lineup provides greater tow-ing capability (21,700 lbs./9,843 kg) and payload (6,635 lbs./3,009 kg) supported by all-new fully-boxed, high-strength-steel frames and strong suspensions for maximum capability and exceptional ride characteristics.

The workhorse Duramax 6.6L turbo diesel V-8 is more powerful and durable for 2011, delivering 397 horsepower (296 kW) at 3,000 rpm and 765 lb.-ft. of torque (1,037 Nm) at 1,600 rpm. It also produces lower emissions and offers B20 biodie-

sel capability that promotes a domestically pro-duced renewable fuel.

The Vortec 6.0L gas V-8 with variable valve timing returns to the new Sierra HDs, along with a strengthened ver-sion of the Hydra-Matic 6L90 six-speed automatic t r a n s m i s s i o n . This combination delivers excellent performance and efficiency, with a greater emphasis

on low-rpm power. It is enhanced for 2011 with greater idle refinement.

The engine is rated at 360 horse-power (268 kW) at 5,400 rpm and 380 lb.-ft. (515 Nm) at 4,200 rpm in trucks with GVWRs up to 10,000 pounds. It is rated at an estimated 322 horsepower (240 kW) at 4,400 rpm and 380 lb.-ft. of torque (515 Nm) at 4,200 rpm in trucks with GVWRs greater than 10,000 pounds.

A new standard feature on Duramax-equipped models is the “smart” exhaust brake. This driver-selectable fea-ture uses the turbine control of the vari-able geometry turbocharger and the compression of the engine to generate backpressure, slowing the vehicle with-out applying the brakes. It is integrated

with the cruise control feature, and varies the braking to account for the grade and vehicle

load. The exhaust brake allows for virtually effortless driving and towing, with seamless and quiet operation. It also helps prolong brake life and prevents overheat-ing the brakes on long, downhill grades.

Toyota Motor Sales (TMS), U.S.A., Inc., recently announced the continued expansion of its Product Quality Field Office (PQFO) program with the open-ing of new offices in Houston, Texas and Jacksonville, Florida. The launch rep-resents the latest milestone in Toyota’s ongoing efforts to broaden its field technical presence and enhance its abil-ity to detect, analyze and respond to customer and quality issues in the field.

“These offices were opened as part of Toyota Motor Corporation President Akio Toyoda’s six-point action plan to improve global quality and improve communication flow throughout the company,” said Gary E Smith, Toyota Motor Sales’ quality assurance and tech-nical support corporate manager. “They not only provide a direct link between

The new facilities announced today represent the third and fourth PQFO in the U.S., with the first two offices located in New York and San Francisco. A fifth office is scheduled to open in Denver, Colorado by the end of the first quarter of this year.

Each PQFO in the United States is staffed with three to five Toyota engi-neers. Each office has a dedicated area of research for Toyota, Lexus, and Scion vehicles:

The new office in Jacksonville will focus its research on heating, ventila-tion, air conditioning, and vehicle driv-ability.

The Houston office, which opened last week, will research trucks, and chas-sis components.

Initially opened in 2009 as part of a pilot program, the New York office researches cold weather vehicle perfor-mance with special attention on corro-sion due to high road salt usage in the region.

With a high concentration of hybrid vehicles in the California area, the San Francisco office studies hybrid and alternative fuel vehicle systems.

The Denver office will look at SUVs and high altitude vehicle performance.

In addition to dedicated research, the proximity to customers and deal-ers within their geographic region will enhance each office’s ability to quickly identify customer concerns.n

Scuderi Group, an engine develop-ment company that is re-engineering the conventional four-stroke engine to advance fuel-efficient engine design, today announced strong preliminary results from vehicle simulations con-ducted on the Scuderi™ split-cycle engine at Southwest Research Institute (SwRI). Computer models showed that a base, naturally aspirated Scuderi™ engine operating in a 2004 Chevrolet Cavalier consumes 25 percent less fuel, and that a naturally aspirated Scuderi™

Air-Hybrid consumes 30-36 percent less fuel under similar drive conditions.

Findings are based on projec-tions generated from simulations of the Scuderi engine by the independent laboratory. The Scuderi split-cycle is the first engine design in over 130 years to apply a new thermodynamic process to the internal combustion engine. Using the unique combustion process of firing after top dead center, Scuderi’s engine maximizes power output while minimiz-ing fuel consumption.

“These results are only going to get better,” said Sal Scuderi, president of Scuderi Group. “The naturally aspirated Scuderi split-cycle engine will continue to improve when further optimized, and the Air-Hybrid performance will increase with higher air tank pressures. U.S. Rep. Sheila Jackson-Lee, D-Texas, has introduced House Bill 229, the Michael Jon Newkirk Transportation Safety Enhancement Act of 2011, that establishes national standards for state safety inspections for motor vehicles. The bill requires states to establish mini-mum annual vehicle safety inspection programs or lose specific federal funds.

During the first week of the 111th U.S. Congress, Jackson-Lee introduced House Resolution 259, which proposed to establish state safety inspection pro-grams and national standards for state safety inspections of motor vehicles across the United States, but no action was taken on the legislation.

U.S. House Bill Introduced to Encourage State Vehicle Safety Inspection ProgramsIncluded in the requirements list-

ed in the language of this new bill, states must enact and enforce “a law that requires the owner of a motor vehi-cle registered in the state to present the vehicle for inspection on an annual basis to ensure that the vehicle meets or exceeds motor vehicle safety standards to be established by the state. At a mini-mum, such standards shall ensure that the seatbelts and speedometer installed in the vehicle are operable.”

Less than half the states have vehi-cle safety inspection programs and of those programs that do exist, many have inconsistent standards. The Automotive Service Association (ASA) supports fed-

eral legislation mandating periodic state motor vehicle safety inspection with a minimum level of safety standards. ASA has proposed to the Congress expand-ing the number of minimum standards included in the vehicle inspection if the Congress moves forward with safety inspection legislation.

Both the states of Missouri and Pennsylvania have conducted studies demonstrating the importance of peri-odic motor vehicle safety inspections as a deterrent to vehicle accidents, injuries and deaths.

Scuderi’s approach to firing after top dead center is essential to the engine’s ability to combust cleaner and produce higher fuel efficiencies. The preliminary projections from the Chevy Cavalier simulation are evidence that Scuderi’s

unique cycle holds significant promise. A report that outlines the findings of the engine’s simulation program is expected to be available later this year.

U.S. policy makers have made land-mark decisions recently to help tighten fuel efficiency mandates. Cars produced and sold in the U.S. automotive market by 2016 model year are expected to average about 39 MPG while trucks are

expected to get an average of 30 MPG – nearly a 30 percent increase from cur-rent standards. The Scuderi engine is a viable option for automakers to meet these impending new rules because of its significant efficiency. And because the complexity of the engine is low, minimal retooling is needed to produce vehicles based on a Scuderi engine design.n

support greater loads. It features a new, larger asymmetrical leaf-spring design that also contributes to improved ride and handling characteristics. The asym-metrical design is derived from unequal front and rear spring half lengths, which minimize axle hop and enhance traction control efficiency.

A revised steering system designed to support the trucks’ greater front gross axle weight rating also enhances the driv-ing experience. It includes a new, larger

steering gear, power steering pumps and linkages. The pumps (different parts for gas and diesel models) deliver greater pressure for reduced steering effort in low-speed and parking maneuvers; they are also quieter. On some models, the new linkages feature a compliant joint added at the pitman attachment to enhance handling.

The enhanced Allison 1000 is strengthened to handle the higher torque capability of the new 6.6L Duramax engine, while also helping to improve fuel economy and provide seamless assistance

with a new exhaust brake system. Greater efficiency is delivered through reduced “spin loss” – meaning, the transmission channels more of the engine’s power to the axles, allowing it to do more with less fuel.

Performance with the Duramax/Allison combination is also improved over previous models, with preliminary testing showing 0-60 mph times of less than 9 seconds and quarter-mile times of less than 16 seconds in 2500HD models. That’s about 0.3-second and 0.5-second quicker, respectively, than previous models.n

This additional power is available for around eight seconds when the sys-tem is fully charged. In the successful 911 GT3 R Hybrid, this additional power can also be used as a consumption aid depending on the racing situation, e.g. to delay pit stops or reduce the fuel tank volume and therefore the weight of the vehicle.

With the new 918 RSR racing

laboratory, Porsche is now elevating this motor racing hybrid concept to an experimental level. In the 918 RSR, “Porsche Intelligent Performance” equates to research into methods for further sustainable efficiency improve-ment under the intensified conditions of the race track, lap times, pit stops and reliability — a metier in which Porsche has been demonstrating its success for over 60 years.

Finally, the starting number, 22, pays homage to the anniversary of a further triumph. Back in the days when overall victories in Le Mans were not

yet an entirely routine matter within the Porsche racing department, the pilots Dr. Helmut Marko and Gijs van Lennep were the first to cross the finish line in 1971’s 24-hour classic. The distance record set by their Porsche 917 short-tail coupé — 3315.21 miles at an average speed of 138.13 mph — did not remain unbeaten for an eternity, but for exactly 39 years until 2010. At the time, the 917 in the Martini colors was also an experi-ment and far ahead of its time: a mag-nesium space frame set new standards in Porsche’s lightweight construction domain.n

U.S. Rep. Cliff Stearns, R-Fla., chairman of the House Energy and Commerce Committee’s Subcommittee on Oversight and Investigations, has introduced H.R. 164 directing the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) to require greater disclosure of information relating to the market value and safety of damaged motor vehicles.

The bill has been referred to the House Committee on Energy and Commerce, and is known as the “Damaged Vehicle Information Act.” The proposed legislation includes the fol-lowing requirements.

All persons who terminate a con-tract related to a motor vehicle due to flood or water damage, collision, fire damage, theft and recovery, or any other circumstance that adversely affects the fair market value of such motor vehicle, to disclose to the public in a commer-cially reasonable, electronically acces-sible manner the following information for every motor vehicle that has been

A) The vehicle identification num-ber of the motor vehicle.

B) The date of the termination of the contract.

C) The odometer reading of the motor vehicle on the date of the termina-tion of the contract.

D) Whether, as a result of the inci-dent that resulted in the termination of the contract, one or more airbags in the motor vehicle were deployed.

E) The cause of the termination of the contract, including whether such cause was flood or water damage, colli-sion, fire damage, theft and recovery, or another cause.

The bill goes on to state that the private sector will be responsible “to col-lect, aggregate and disclose to the public the fair market value and safety informa-tion described in paragraph (1) and all such information shall be accessible by vehicle identification number.”

In January 2009, The National Motor Vehicle Title Information System

was implemented, providing a nation-al database of vehicles compiled from state, salvage and insurer reporting. It requires insurance companies and sal-vage yards to report vehicles that are severely damaged or totaled, giving consumers access to such information as odometer readings and theft records. The data is more comprehensive, up-to-date and less expensive than some private sector reports.

The implementation stemmed from the 2008 court case, Public Citizen Inc., Consumers for Auto Reliability and Safety, and Consumer Action v. Michael Mukasey, Attorney General of the United States. Public Citizen filed the suit to fight for a used car database that was established by Congress in 1992 in the Anti-Car Theft Act. However, the U.S. Department of Justice had never made the system available to the public.

The Tennessee Valley Authority and the Electric Power Research Institute has unveiled an electric vehicle charging station that can also make electricity from sunlight, store electricity and put electricity back in the power grid when needed.

The prototype Smart Modal Area Recharge Terminal, or SMART station, developed by TVA and EPRI is among the first public electric vehicle charging stations with all these features. Located at EPRI’s Knoxville Research Laboratory, the station demonstrated its capabilities recenlty while charging electric vehicles built by General Motors, Mitsubishi and Nissan.

“Electricity as a transportation fuel can benefit the environment by reduc-ing greenhouse gas emissions, and it can save consumers money by lowering their driving costs,” said Anda Ray, TVA senior vice president of Environment and Technology. “These all-in-one charging stations are important to the development of electric vehicles and also to TVA’s goal to provide cleaner, low-cost ener-gy.”

TVA and EPRI broke ground on the SMART station in June 2010. Oak Ridge National Laboratory and local power companies are partners in the project. A second prototype is being built by the national laboratory in Oak Ridge, about 10 miles away.

The charging stations will be tested for three to six months before additional stations, with a total of 125 charging spaces, are built in Knoxville, Chattanooga, Nashville and possibly other sites over the next few years. Access to the stations initially will be limited to researchers.

“This and similar charg-ing stations represent a key step in providing charging facili-ties for electric vehicles when away from the home,” said Mark McGranaghan, EPRI vice president of Power Delivery and Utilization. “The data collected from these stations will help us to under-stand station performance, cus-

The new charging station features:Six parking spaces (10-space sta-

tions are planned for the future), each supplying enough power to charge most electric vehicles in three to eight hours, depending on the make of the vehicle.

According to the latest Kelley Blue Book www.kbb.com Market Intelligence survey concerning gas prices, the cur-rent economic situation coupled with concern over the potential rise in gas prices has caused new car and used car shoppers to change their vehicle con-sideration criteria. Nearly three-quarters (70 percent) of car shoppers say that gas prices have influenced vehicle con-siderations, or the type of vehicle they are considering. Almost half (43 per-cent) of car shoppers report delaying the purchase of a vehicle due to economic concerns and gas prices, and more than half (51 percent) report reducing or stop-ping entirely behaviors such as vaca-tioning, going out to eat, shopping and

engaging in activities for entertainment, among other things. Moreover, 75 per-cent of kbb.com survey respondents said they expect gas prices to rise in the next 30 days, and data from the U.S. Energy Information Administration reveals that gas prices are projected to rise through-out 2011 and into 2012.

In addition, 61 percent of kbb.com survey respondents say that they have changed their driving habits as a result of rising gas prices, and many indicate they are considering making trade-offs on their next vehicle choice to save money on fuel. Nearly half of car shoppers (48 percent) said they would be willing to change engine size (i.e. choosing a four-cylinder versus a V6 or V8), 36 percent

said they would change vehicle size (i.e. mid-size sedan versus large sedan), and 31 percent said they would change vehi-cle category (i.e. sedan versus SUV).

Kelley Blue Book Market Intelligence employed the Van Westendorf pricing model as a research strategy to under-stand consumers’ price sensitivity toward gas prices and discovered that the cur-rent optimum price point for gasoline per gallon is $3.00 (with the acceptable range of pricing from $2.75 - $3.25), meaning that if prices remain around $3.00 per gallon, car shoppers likely will not make major changes in vehicle con-

Research in Newport Beach, Calif., the Avalon is assembled at Toyota Motor Manufacturing Kentucky (TMMK), a “zero landfill” facility. It was developed at the Toyota Technical Center (TTC) in Ann

Arbor, Mich.For 2011, Calty restyled Avalon to

project an elegant, outgoing presence. A wider, more substantial grille ties into projector headlamps. These work with a broad, undisturbed front hood to sug-

gest a lowered center of grav-ity and empha-size the Avalon’s wide stance. The new head-lamps, which combine multi-reflector halo-gen high beams with halogen or HID low beams, use “light pipes” to create a sig-nature night-time appear-ance. The front fog lamps, now integrated into a trapezoidal front bumper, provide wider illumination.

In profile, the 2011 Avalon is enhanced by additional use of chrome trim, rede-signed rocker panels and glare-resistant outer mirrors with inte-grated turn signals. Dual exhaust tailpipes are integrated into the cutaway trapezoid shape of the lower bumper for a modern image. However, at the $3.50 per gallon price point, more than half of consumers feel that gas is so expensive that it will affect their vehicle consider-ation, and at $4.00 per gallon, 80 percent of consumers say their vehicle consider-ation will be affected. At a price point of $5.00 per gallon, almost all car shoppers (95 percent) reveal that gas prices will affect vehicle consideration.

In addition, Kelley Blue Book Market Intelligence performed an analy-sis of trended data from its EcoWatch™ study and discovered a clear relation-ship between gas prices and alternative-fuel vehicle consideration, revealing that

as gas prices increase, consideration of alternative-fuel vehicles also increases. Conversely, as gas prices decrease, con-sideration of alternative-fuel vehicles also decreases. When gas prices remain rela-tively stable, interest in alternative-fuel vehicles is unaffected. The analysis also determined that consumers can become acclimated to semi-static price points over time, but the speed and amount by which gas prices increase also affects the changes in interest of alternative-fuel vehicles. Given that the current national price for a gallon of regular gasoline in the United States is $3.12 (according to AAA), kbb.com’s analysis reveals that if gas prices were to reach $4.00 per gal-lon by Summer 2011, interest in alterna-

tive-fuel vehicles would double in that timeframe.

“The uncertainty of gas prices combined with the government-man-dated increase in Corporate Average Fuel Economy (CAFE) have most automakers preparing both small and fuel-efficient vehicles for their future lineups,” said James Bell, executive market analyst for Kelley Blue Book’s kbb.com. “It is clear from the latest Kelley Blue Book Market Intelligence data that gas prices have a definite impact on the vehicle choices made by new-car shoppers in the United States, and it seems that the price of gas also will help determine the success or failure of many new alternative-fuel vehicles now set for production.”n

Increase in Maximum Section 179 Deduction – The maximum allowable deduction under Code Section 179 was increased from $250,000 to $500,000 providing additional incentive for small businesses who invest in new equip-ment. At the same time, the limit for the phase out of the deduction was increased to $2,000,000 from $800,000.

Extended Net Operating Loss Carryback Period – The number of prior year’s taxes that can potentially be recovered by carrying back a current year loss was increased to as much as 5 years. During a year of tough eco-nomic hurdles, this change can provide needed cash flow relief if 2010 was a year of losses.

Standard Mileage Rates Adjusted for 2010 – Business owners using their

vehicle for company business can deduct 50 cents per mile driven on their 2010 tax return. The rate has also been set for 2011 at 51 cents per mile. The rate for medical miles driven was 16.5 cents per mile for 2010 and 19 cent per mile for 2011, while charitable miles use the rate of 14 cents per mile for both years.

Contribution Limits for IRAs and Other Retirement Plans - Where an IRA contributor who is not covered by a workplace retirement plan is married to someone who is covered, the deduction is phased out if the couple’s income is between $167,000 and $177,000.

Increase in ‘Start-Up’ Expense Deduction – For 2010, the current deduct-ible amount of new business start-up expenses was increased to $10,000 from $5,000. Any additional amounts must be expensed ratably over not less than 180 months.

AMT Exemption Increased for 2010 – For tax year 2010, the Alternative Minimum Tax exemption for a married

couple filing a joint return is $72,450, and $47,450 for single filers. The AMT has also been determined for 2011, $74,450 for a joint return and $48,450 for single return.

Payroll Tax Cut for 2011 – Beginning January 1, 2011, the employee’s part of the OASDI portion of Social Security tax was decreased from 6.2% to 4.2%, on the first $106,800 paid to each employ-ee. For the small business owner, the OASDI portion of Self Employment Tax was decreased from 12.4% to 10.4%

Individuals who are unable to pay the tax that they owe with the return still have some options. It is important that the return still be filed on time even if the full amount due cannot be paid. Consider including IRS form 9465, Installment Agreement Request, which will provide additional time to meet the tax obligation.
