FP7: what’s good

• The existence of a Space Theme within FP7this needs to be continued with Horizon 2020, especially in the

context of the Lisbon Treaty• The existence of SAG

– Includes experts on Enabling Technologies– Takes recommendations into account (e.g. from ESSC)

• The fact that the FP is not anymore only concentrating on applications of Earth observation

• The topic “Strengthening Space Foundations”, with its strong emphasis on development of critical technologies for Europe’s non-dependence e.g. RHUs

• The possibility to support space policy studies, an adequate means to investigate areas of strategic importance for Europe, e.g.

– Ambitious outreach and communication policy towards European citizens, to engage and motivate them w.r.t. Europe’s strengths

– International collaboration

• Continuity of long-term space sciences projects across Framework Programmes

3 Main pillars

1. Space for exploring the solar system and the universe2. Space for Grand Challenges* on Earth3. Cross-cutting activities

• Development of space science and space exploration activities based on SAG advice of 10/10/2010 and not overlapping with ESA programmes, e.g. COSPAR/PEX workshop (P. Ehrenfreund et al.)

• Development of space technologies as a response to the European ‘Grand Challenges’ as defined by the Lund Declaration of July 2009

SAG recommendations on ET

1. Space has a very strong technology development dimension, but it should be highlighted that space goes far beyond technology: it is an industry sector in its own right with very major contributions to both societal challenges and science, whilst being heavily dependent on research to continuously foster its technological development. As such, space should find a position within the overall Horizon 2020 scheme that is commensurate with its significant and growing importance.

2. Horizon 2020 must aim to support the competitiveness of European industry and promote innovation, in particular by supporting (i) the internal market in Europe for space; (ii) measures that strengthen the industrial chain; (iii) the adoption of instruments suited to these types of actions and the promotion of innovation and SME participation; (iv) technology development, supporting industry- or consortia-defined roadmaps.

7. Horizon 2020 shall support space technology by (i) devoting greater resources to the development of basic technologies for space with emphasis on critical technologies for strategic non-dependence; (ii) supporting upstream technology development (low TRL level), breakthrough technologies and open innovation on enabling technologies Accept “trust” and “risk”
