Specifications for 8 Passenger Small Medium Duty Cutaway Mini-Bus [8Ambulatory and 2 Wheelchair Positions]

All specs will be considered minimum unless stated otherwise.

1) Capacity: Driver, 8 ambulatory passengers, 2 wheelchairs2) Dimensions:

a) Length: 266”b) Interior Width: 80” to 95”c) Interior Height: 75” minimum d) Wheelbase: 138”e) Top of first step height from ground: 12” maximumf) GVWR: 11,500 lbs. minimum [Note: 4 Wheel Weight Analysis required with bid

submittal, chassis GVW must be sufficient to meet specified load requirements]3) Engine & Associated Items:

a) Engine: 8 cylinder, gas, 5.3 literb) Engine compartment: Shall be insulated from the passenger compartment to minimize

noise level and heat.c) Engine shall be furnished with a large capacity full flow oil filter and engine oil cooler.

4) Cooling System:a) Radiator: Heavy duty, shall be highest capacity available from mfr.b) Coolant recovery system: required to return expelled coolant to the system.c) Protection: Vehicle shall have permanent ethylene glycol antifreeze providing protection

for ambient temperatures from -20F to +100F while vehicles are used for prolonged transit purposes.

5) Electrical System:a) System voltage: 12Vb) Alternator: 200 amps with a 12 volt regulator and all other components shall be selected

and integrated to function in an environment characterized by low engine (alternator) speeds and high amperage demands.

c) Horn: Dual, dual note, or chassis OEM, heavy duty, 12V, protected from the wheel wash.d) Batteries: Dual, 1275 CCA total, lead acid premium construction, maintenance free.

6) Fuel System:a) Fuel tank capacity: 33 gallonsb) System design: Design shall not permit fumes from entering passenger compartment.c) Fuel system shall meet all applicable federal safety standards.

7) Steering:a) Steering: heavy duty, power steering requiredb) Tilt-Wheel: required, chassis mfr supplied.

8) Transmission:a) Heavy Duty: automatic, 4 speed with overdriveb) Auxiliary transmission oil cooler: requiredc) Back up alarm: Required, shall be activated when the transmission is in reverse.

12) Rear axle ratio: Ratio is to be such that the vehicle shall be capable of maintaining a speed of 65 mph for a prolonged period of time at normal engine rpm.

13) Required Instruments & Controls:a) Ammeter or voltmeter.b) Speedometer and odometer.c) Oil pressure gauge.d) Water temperature gauge.e) Turn signal lever on column.f) Emergency flasher control on column.g) Turn signal and flasher indicator lights.h) Fuel gauge.i) Headlight high beam indicator.j) Sun visor that can be positioned at the windshield or to the left of the driver.k) Audible back up alarm required. l) 2-Speed intermittent windshield wipers.m) Clearance lights, controlled by headlight control switch.n) Switches and temperature controls for passenger compartment heater.o) Passenger compartment courtesy lights and step well lights.p) AM/FM push button stereo radio: chassis OEM with 4 speakers.q) Cruise control: chassis OEM installedr) All gauges shall be clearly visible to the driver from a seated position.s) All switches shall be within reach of the seated driver and allow him/her to continue safe

operation of the vehicle while engaging or disengaging switches.14) Exhaust System:

a) Exhaust system shall be the mfr’s heaviest duty system available for the engine furnished.b) Exhaust system shall be corrosion resistant and shall be securely fastened and routed to

protect components from hazards.c) Exhaust must exit the left side of bus behind the rear wheels.d) System shall conform to the requirements of Federal Motor Carrier Safety regulations.

15) Floor Construction:a) Floor construction shall be ¾” fiberglass reinforced plywood or exterior grade plywood

with aluminum or steel below and with sealed, heavy floor covering above.

b) Floor shall be installed on top of the steel sub frame and adhesive shall be applied between the plywood and all steel floor framing members.

c) Floor shall be fastened with grade 5 floor bolts or Tek screws with a minimum of six bolts per cross member.

d) Wheel wells shall be sealed with and adhesive to prevent leaks and likewise, if seat track is used by manufacturer, the floor track and/or seat rail shall be sealed.

16) Windows:a) All windows must meet FMVSS 205 & 217.b) Driver’s window shall be part of the chassis OEM.c) Curbside transition window:

i) Window shall be located in front of the entry door.ii) Window size shall be approximately; 35.5” high X 10.5” at widest point and 10.5”

at the bottom.iii) Top 1/3 of the window shall be angled to fit contour of the cab.iv) Total square inches of viewing area shall be approximately 300. v) Window glass shall be tempered safety glass with a rating of AS-2 and approximately

31% tint.d) Passenger side windows – non-egress:

i) Window size is to be 36” high X 24” wide.ii) Window shall be a single or double “T-Slider” ventilation type which is designed for

the top 7” to open by sliding either the front or rear 6” sections toward the center. iii) Viewing area shall be 864 sq. in.iv) Glass shall be tempered safety glass with a rating of AS-3 and approximately 31%

tint.e) Passenger side windows – egress:

i) There shall be 2 push-out windows, 1 on each side.ii) They shall be identical to the non-egress in construction, but shall be designed to be

opened in an emergency situation by releasing 2 clearly marked red release latches located on each side of the window.

iii) There will be operating instructions located at and on each egress window.iv) Rear egress door: A rear emergency egress door with upper window is required.

17) Window Seals: Windows shall be sealed between the body and window frame with ½” ribbed rectangle closed cell rubber seal.

18) Doors:a) Driver’s door; Driver’s door shall be chassis mfr’s standard door with keyed lock and

manual window.b) Passenger entry door;

i) Entry door portal frame shall be 1-1/2” X 1-1/2” 18-gauge tubular frame that is welded at the bus sub frame and the chassis cab floor.

ii) Frame shall be fastened with mechanical fasteners at the curbside “A” pillar.iii) The purpose of this frame is to support the entry door frame.

c) Entry door step well frame: i) Step well frame shall consist of 18-gauge galvaneal steel formed to create a perimeter

frame, step well, and the finished opening for the double-out entry doors.ii) Step well shall be a 3-step entry.

iii) Frame shall be galvanized, black or white powder coated, spray painted or corrosion inhibitor treated.

d) Double-Out entry door;i) Entry door must be a manually operated double door design with a clear opening of

30” wide X 80” high minimum.ii) Entry door shall be an A & M type double out door or equal.iii) Outer skin of door shall be 1/8” tempered safety glass rated AS-2.iv) A butyl tape seal shall be placed between the glass and the steel frame to create a

weather tight seal.v) Outer edge shall be trimmed with aluminum “l” molding which is mechanically

fastened.vi) Two seals (front leaf and rear leaf) shall be installed on the leading edge of the door

panels. When door is fully closed seals shall create a tight weather seal. The two door panels aluminum frames shall be spaced at least 2” apart at the leading edges when fully closed and sealed.

vii) These seals shall overlap (front to rear) to from a weather tight barrier.viii) Door assembly shall be installed in the entry door frame by the following method;

(1) There shall be 2 steel pins per leaf, one located at the top and one at the bottom which create the pivot points that allow the doors to open.

(2) The bottom pin shall be inserted into a bushing. (3) The top pin shall be fitted into a sealed, self-aligning roller bearing that is to be

located in the door header.(4) A self-aligning control rod with a safety spring shall control the opening and

closing.19) Wheel Chair Doors:

a) Wheel chair doors shall be double-out type and be constructed in the following manner;i) Door leaf shall consist of an interior frame assembled from 1-3/8” X ¾” substrate or

galvanized steel sub frame with a 1.85 lbs. density foam sandwiched between an inner and outer skin of .040 smooth aluminum or galvanized steel.

ii) Front leaf shall utilize a 3-point dead bolt latch system and secure rear leaf between body and front leaf.

iii) Each leaf shall have an upper window measuring 23-1/2” high X 12” wide minimum.iv) There shall be a total viewing area of 340 sq.in. and the glass shall be tempered safety

glass with a rating of AS-3 and approximately 31% tint.v) There shall be 3 rubbed seals; ¼” “D” style, ½” “D” style, and a 1-1/2” ribbed seal,

which complete the assembly for a weather tight fit.vi) The outer perimeter frame shall be constructed from extruded aluminum or steel sub

frame and incorporate the hinges that have .120 steel hinge pins which shall be mechanically fastened to the door leaves.

vii) A header plate shall be installed at the top of the assembly.viii) Header plate shall allow for two, top mounted, steel check style, zinc plated hold

open devices with 30 lbs. springs or gas filled shocks.ix) The entire assembly shall be inserted into the wheel chair door frame.x) Wheel chair door frame shall consist of 18-gauge galvaneal steel, spray painted or

powder coated white, and formed to create a perimeter frame and lift platform support.

20) Front Bumper: Chassis mfr std.21) Rear Bumper:

a) Bumper shall be constructed of 14-gauge 2” by 6” steel tube, wrap around channel, or 10 gauge formed bumper.

b) Bumper shall be attached to chassis frame.c) Color: Black or white.

22) Exterior Mirrors:a) 2 Ea.b) Mirror type; Rosco Euro, Lucerix, or equal, manual adjustment, non-heated.c) Driver’s side mounting bracket shall be wing mount type on driver’s door.d) Co-pilot side mounting bracket shall be fender mount, fender mount quad design, or front

quarter panel mounted.e) Mirrors and mounting brackets shall have a black finish with a 2-in-1 mirror head.f) Upper flat glass shall measure 6-3/4” wide X 9-3/4” high.g) Lower convex mirror shall measure 6” wide by 3-1/2” high.

23) Mud Flaps:a) Quantity: 2 ea.b) Location: Behind rear wheelsc) Construction: ¼” Black thermoset plastic d) Fastening: Flaps shall be fastened to a steel support that is a part of the steel sub frame.

24) Fuel Fill:a) A fiberglass, ABS plastic, or O.E.M. mfr’s std fuel fill shall be recessed into the body on

the driver’s side so the chassis fuel fill pipe and fuel cap does not protrude beyond the body sides.

25) Drive Shaft Guards:a) A drive shaft guard shall be installed on each section of the drive shaft.b) Guards shall be 1/4” X 2” flat steel and shall be welded to the chassis steel sub frame.

26) Heat Shield:a) A heat shield shall be installed over the exhaust pipe and muffler.b) Shield shall be constructed from .040 aluminum or galvanized steel and fastened to the

bottom of the sub frame cross members with mechanical fasteners.27) Undercoating:

a) The entire underside of the bus shall be undercoated to Ford QVM standards with 2-Tech ZPG20060B, 2500, or equal except the areas directly above the chassis exhaust pipe, muffler, and tailpipe.

b) Undercoating shall be 12” from exhaust pipe and 2” from fuel tank.c) Undercoating shall meet all mil specs C-62218A.

28) Skirts, Fender Flares, Transition Panel, Anti Ride, and Exterior Finish:a) Side skirts shall be .020 pre-painted galvanized steel, aluminum, or composite formed

with a 90-degree break on the lower edge providing a mounting point for the skirt brackets.

b) Fender flares and transition panels:i) Fender flares where required shall be fiberglass components and shall be constructed

with a Gel coated surface of 15 mil thickness. Transition panels may be Gel coated surface of 15 mil thickness or galvanized steel where required to meet structural requirements of body design.

ii) A layer of resin and fiberglass shall be skin coated at a thickness of 110 mils.iii) The fiberglass content of this layer shall be 31%.iv) A TPO thermoplastic molded fender flair or rubber fender flair of the same thickness

may be used in lieu of fiberglass fender flare.c) Exterior finish shall be bright white matching OEM chassis white.d) Anti ride shall be fabricated from 14-gauge steel, powder coated black, and mechanically

fastened to the rear bumper. (Or Anti-Ride must be accomplished by combination of bumper and body design.)

29) Cab Liner:a) Mfr’s std.b) Must match the remainder of interior with respect to framework, colors, and materials

used.30) Headliner:

a) Headliner shall be made of 3.6 mm underlayment with a vinyl face laminated to the substrate or fiberglass reinforced plastic.

b) Headliner shall be inserted into an extruded track system secured to the underside of the ceiling and mechanically fastened or by using a vacuum process and automotive grade adhesives.

c) Headliner may be metal in lieu of plywood or fiberglass reinforced plastic.d) Access to a/c hoses and wiring harnesses that run to the rear of the vehicle within the

roof/sidewall envelope shall be provided by aluminum or steel chases above the passenger windows that house the dome lights at the sidewall and roof junctures on each side of the vehicle.

e) Panel shall be securely fastened into place by way of extruded aluminum “snap” channels secured into place with mechanical fasteners.

31) Hose Drain:a) Rear a/c drain hoses shall be routed between the rear wall and the rear cap fascia or

surface mounted and covered with a decorative panel.32) Body Seam Trim:

a) After all the above components are installed, and aluminum trim, secured by mechanical fasteners, and placed over the body seams.

b) Trim shall be covered with a vinyl insert.33) Finished Floor:

a) Finished floor shall be Altro Meta Dark Grey TMM22421, Tarabus Sirius Dune mediumgrey, or equal with a minimum thickness of 2.2 millimeters.

b) The whole floor shall be a uniform thickness throughout the vehicle eliminating the need for ribbed surfaces while exceeding the ADA minimum slip resistance standard rating of .06 static coefficient of friction under dry or wet conditions.

c) Seams shall be heat welded to provide a permanent waterproof seal against water penetration leading to premature sub-floor failure or curling leading to possible tripping hazards.

34) Trim Panels:a) Trim panels shall be Rotocast or mfr’s std.b) Trim panels shall be installed at the floor to sidewall seam.c) Over the wheel wells there shall be a molded piece of the same material which shall

follow the wheel well contour.

d) The “B” pillar and curbside transition window shall also utilize a Rotocast or mfr’s standard panel to cover the unfinished areas of the OEM chassis.

35) Entry Door Trim:a) Areas surrounding the entry door frame shall be trimmed with padded vinyl or

manufacturer’s standard material which matches the interior color scheme.36) Stanchions, Modesty Panels, and Assist Handrails.

a) There shall be two 1-1/4” o.d. stainless steel stanchion poles constructed in the following manner;i) Behind the driver’s seat, a vertical stanchion will run from floor to ceiling connecting

with a horizontal stanchion secured to the wall.ii) All fittings and fasteners shall be stainless steel clad type with no exposed threads.iii) Behind the entry door a vertical stanchion shall run from floor to ceiling connecting

with a horizontal stanchion secured to the wall.iv) In addition a rectangular modesty panel shall be attached to both assemblies.v) The modesty panel shall be constructed of a ¾” substrate and covered with a gray or

white laminate finish or vinyl padding or modesty panel may be a light gray ABS panel framed with aluminum trim or color-coordinated plastic edge around the perimeter.

b) Grab or guard rail shall be installed on both left and right sides of entrance door constructed from the same materials for safety and to assist entering and exiting the bus.

c) An overhead grab rail on the driver side shall be mounted to allow passengers to move throughout the bus while maintaining a hand hold.

37) Interior Mirror:a) A 2-1/2” X 9” fully adjustable mirror located in the top center portion of the windshield

and shall be provided by the chassis mfr.b) In addition to “a” above, a 6” X 9” convex mirror with a full range adjustment shall be

located above the driver’s area on the interior front cab liner for viewing the passenger area.

38) Wall Track: Seat track is not required, but must be provided if manufacturer cannot meet FMVSS207 and 210 requirements on this bus without the use of seat track. If manufacturer provides seat track then the following specifications are required.a) A unistrut type channel shall be welded or monobolted every 8” to a 1” x 2” 16-gauge

steel tube that is part of the interior side wall structure or a steel seat rail buried within the sidewall may be substituted.

b) Seat frames shall be bolted to the seat channel or seat rail with 2 ea. 7/16” grade 8 bolts, threaded into two 1 ¼” x 7/16” channel nuts.

c) Installation must meet FMVSS 207 & 210 requirements.39) Driver’s Seat:

a) Driver’s seat pedestal shall be mounted in the holes provided by the OEM chassis mfr. b) Seat is to be a high back recliner with a right hand arm rest.c) Seat shall meet FMVSS 207 & 210 requirements.d) Manual for/aft pedestal provided by chassis OEM is required.

40) Wiring:a) All wiring added by the final stage mfr must meet one of the following standards.

i) SAE specification J1128-SXL high temperature wire (8 to 14-guage).

ii) SAE specification J1128-GXL high temperature wire (8 to 14-guage).iii) SAE specification J1128-SGX high temperature wire (battery cable).iv) In addition to the above specifications, all wiring shall be color-coded, number and

function designated every 12” to enable identification and circuit trace ability.41) Installation and Securement:

a) All wiring under the body or hood shall be protected by high temperature (125 degree) nylon convoluted tubing and shall be secured with high temperature heavy gauge wire ties and/or insulated rubber coated “P” clamps.

b) All wiring shall be routed no closer than ¾” from any sharp edge or a minimum of 4” away from any heat source.

c) No wiring shall be routed thru the wheel well unless protected by a metal shield and convoluted tubing.

d) A minimum of 1-1/2” clearance shall be maintained between any wiring and the engine to compensate for engine roll.

e) No wiring shall be secured to brake or fuel lines.42) Connectors:

a) All wiring shall be connected in the under-body or under-hood areas by plug and play connectors that are designed to eliminate the possibility of reverse polarity connections. Butt connectors are not allowed.

b) Remaining wire located inside the bus shall be connected by plug and play connectors that are designed to eliminate the possibility of reverse polarity connections. Butt connectors are not allowed.

c) Wiring susceptible to the elements shall utilize Weather Pak connectors.43) Gauge of Wire: All wiring shall be sized to carry the load for length of bus.44) Exterior Lighting:

a) Lights in this section shall be installed meeting FMVSS 108 requirements. (Lamps, reflective devices and/or associated equipment) lights/lamps mention in b thru h below must be L.E.D.

b) Identification lamp requirements;i) 3 amber rectangular lights centered and recessed or surface mounted with armored

protectors in the front cap.ii) 3 red rectangular lights centered and recessed or surface mounted with armored

protectors in the rear cap.c) Clearance lamps;

i) Two (2) amber rectangular lights recessed or surface mounted with armored protectors shall be located in each edge of front cap.

ii) 2 red rectangular lights recessed or surface mounted with armored protectors and located at each outer edge of the rear cap.

d) Side marker lights; i) 2 red rectangular lights located one on each side of the side wall just in front of the

rear cap in line with the rear clearance lights.e) Stop/tail lamps, turn signal lamps, and backup lamps.f) There must be a center, high mounted brake light.g) There shall be three 4” round light assemblies located and recessed in each side of the

rear cap.

h) Rear license plate bracket with lighting shall be provided to meet federal and state regulations.

i) Headlights, chassis front turn lights, and hazard flashers shall be provided by chassis mfr. j) Chassis system shall be tied into the bus system by the final stage mfr/modifier.

45) Interior Lighting:a) Driver’s courtesy lights:

i) Driver’s courtesy light shall be installed just above the driver’s seating area.ii) Opening the driver’s door or turning the headlight switch counter-clockwise shall

activate the light.b) Step well entry lights: two 2” flush mount LED lights or surface mount lights not

extending above the surface more than ¾” shall be installed and will be activated when the double-out entry door are opened.

c) Overhead courtesy lights: i) Four LED overhead courtesy lights shall be installed in the ceiling of the bus or 6

LED lights (3 on each side) shall be installed on the sides near the ceiling to provide lighting for safe passenger movement.

ii) Turning on the switch in the driver’s console or opening the double-out entry door shall activate the lighting.

46) Master Distribution Panel:a) An electrical master distribution panel shall be installed in a cabinet or panel located by

the front entry door or in the driver’s area.b) Master distribution panel shall supply all power to the bus except those functions related

to the O.E.M. chassis.c) A cable[s] capable of carrying the load connected to a solenoid or relay located under the

hood or in driver’s panel shall power this panel.d) Solenoid[s] or relay[s] shall be activated when the ignition is turned on.e) Circuits from this panel shall be protected by circuit breakers or in-line fuses.f) In addition to the power supplied by the ignition hot solenoid or relay circuit there shall

be 2 circuits in the panel that are battery hot and protected by circuit breakers or in-line fuses. These circuits shall be for the radio and electric door operator options.

47) Electronic Switch Panel Control:a) A switch panel shall be located within easy access of the driver to control all the

functions necessary to operate the bus except the O.E.M. chassis functions.b) Any electrical devices requiring a switch will be provided as needed.

48) Windshield Wipers and Washers:a) Wipers: Heavy duty, self-parkingb) Control: Two-speed with intermittent settings requiredc) Reservoir shall be of ample capacity and shall be located for easy inspection,

maintenance, filling, and removal.49) Heating and Defrosting Systems:

a) Heating system shall consist of at least 2 units located in the front (driver’s area) and another located as to uniformly heat the bus.

b) Front heater unit:i) Shall have on large heater core and heavy duty blower to provide sufficient heated air

for defrosting the windshield and bus’s heat.ii) Blower motor shall be controlled by a 3-position switch on the driver’s control panel.

c) Combustion type heaters are not acceptable.d) Completed bus shall have sufficient amount of permanent all-weather coolant to protect

the cooling system to as low as -20 degrees F tested at normal engine temperature.e) Heater output for the passenger area shall be 65,000 BTU.

50) Air Condition and Ventilation:a) Total air condition output shall be 50,000 BTU minimum and shall consist of front and

rear evaporators.b) Front system (or driver’s area system) chassis mfr’s dash installed system shall be 10,000

BTU minimum. c) Rear System:

i) Evaporator;(1) Ceiling mounted near rear wall(2) 40,000 BTU minimum(3) Condensate drain system shall be designed in such a manner that there is no

spillage or leakage into the passenger area at any time including turns or stops.ii) Condenser; Skirt mounted with 2 fansiii) Roof top mounted equipment is not acceptableiv) Compressors: Dual, tie-in system is not acceptable.v) Warranties;

51) Acceptable brands: ACT, Mobile Climate Control, Transair, ACC or equal. 52) Seating Arrangement/Floor Plan:

a) Seating arrangement/floor plan of bus shall accommodate 1 forward facing wheelchair and 13 forward facing passenger.

b) Passenger seats:i) Passenger seat back shall be mid-back contoured seats with 16-gauge tubular steel

frames.ii) Standard width should be between 16-1/4” to 18”.iii) Back height should be 22” from top of seat cushion.iv) Vinyl seat covering shall be required.v) Aisle seat will have a padded or molded armrest that flips up for easy access.vi) Aisle seats will have anti-vandal grab handles.

c) Seat belts:i) A USR (under seat retractor) seat belt is required for each passenger.ii) All seat belts shall be standard buckle type.iii) Seat belts and anchorages shall meet the requirements of FMVSS 209 & 210.iv) Note: A traveling retractor is not acceptable.

d) Driver’s seat: i) Driver’s seat shall be 4-way adjustable.ii) Color of seat will be grey or a match to other passenger seats.iii) A quick release type retractable combination pelvic/upper torso seat belt shall be

installed for the driver.53) Wheelchair Tie-downs:

a) Retractor wheelchair securement and occupant restraint systems design, installation and operation shall comply with the following standards;

wheelchair to 2” or less in any direction under normal vehicle operation.c) Retractors shall be heavy duty with heat-treated, plated components and a minimum of 24

ratchet teeth in a metal housing.d) Retractor kit shall include a minimum of four retractors for securing the wheelchair with

tensioning knobs for each retractor.e) Webbing for wheelchair securement and the occupant restraint shall be of contrasting

colors.f) Retractors shall be equipped with manual positive locking tension knobs for tightening

the webbing.g) Retractor shall have a positive locking release button for releasing the webbing.h) Wheelchair retractor assemblies shall be equipped with a button buckle and buckle

connector.i) Occupant restraint system shall comply with the following requirements when used in

conjunction with retractor securement system;i) FMVSS 209& 302.ii) 49 CFR part 38 ADA.iii) CSA Z605 mobility aid securement and occupant restraint systems for motor

vehicles.iv) ISO 10542 (proposed) wheelchair tie-down and occupant restraint systems for us in

motor vehicles (30 mph/20g impact test criteria).v) SAE j2249 wheelchair tie-down and occupant restraint systems for use in motor

vehicles (30 mph/20g impact test criteria).j) Occupant restraint system shall be equipped with a height adjuster for the shoulder belt,

having a vertical adjustment of approximately 12”.k) Wheelchair securement and occupant restraint systems shall have a label on each

assembly, which will identify type of belt, date of mfr, mfr name and part number.l) Rows of anodized Sure-Lok or equal heavy duty track shall be installed flush with floor

in the wheelchair securement area.m) All track should be installed according to mfr’s recommendation.n) Heavy duty storage pouches shall be provided to hang tie-downs to prevent tangling and

soiling of the belts and straps when not being used.54) ADA Signage:

a) Emergency equipment shall consist of the following;i) 1 ea. – 5 lbs. fire extinguisherii) 1 ea. – 21 unit first aid kitiii) 3 ea. – safety triangle reflectors

b) All emergency equipment shall be mounted in an area easily accessible by the driver and will not interfere with passengers when not in use.

55) Lift Specifications:a) Wheelchair lift shall be compliant with FMVSS 403 for platform lift systems for motor

vehicles.b) Wheelchair lift shall be of modular steel frame construction.c) The bolt-together frame design shall provide rigidity for lift alignment and lift operation.d) Lift shall have been tested to a minimum static load of 2400 lbs. e) Lift shall have 800 lbs. rated lifting capacity.f) The base plate shall be of a welded corrugated box design with integrated roll formed

strengthening member to provide flexural rigidity to minimize lift deflection when placed under load.

g) Power supply shall be a 12 volt electric hydraulic system operating 2 single-acting cylinders.

h) The hydraulic power pack system shall be of modular design allowing for easy removal and field replacement if needed.

i) There shall be no power-down operation.j) The operation of the unit shall provide a smooth, jerk-free ride in both up and down

directions.k) The power operation of the hydraulic cylinders shall be of a pull-type design for smooth

lifting operation and improved synchronous are movement.l) The pivot pins in the trunnion (knuckle) of the pivot arms shall be of stationary design.m) Switch box for lift operation shall be of a one-hand operation design made of durable

ABS plastic.n) Control box will provide user with illuminated functions.o) Control cable shall be coiled with modular jack connections for ease of maintenance or

field change.p) A manual back-up system shall be provided to ensure operation of the lift in case of

electrical failure.q) Backup system

i) Backup system shall be provided to ensure operation of the lift in case of electrical failure.

ii) Backup system shall provide a reliable means to manually raise and lower the lift while occupied.

iii) Back-up pump shall be integrated with the hydraulic power pack system such that no hydraulic lines or fitting are required for fluidic transfer.

r) Lift platform;i) Lift platform shall be made of steel construction and the surface shall be of see-thru

grating allowing for improved visibility and safer use in inclement weather.ii) Lift platform shall have a usable wheelchair passageway width of 33” and a minimum

usable length of 51”.iii) Vertical clear door opening for lift platform shall be 57”.iv) Lift platform sides shall be a minimum of 2.50” high.v) Lift platform shall be automatically folded and unfolded and fully automatic in

operation.vi) Lift platform shall allow both inboard and outboard facing of wheelchair and mobility

aid users.

vii) Lift platform entrance ramp shall be extruded aluminum for weight savings and have raised ribs for traction.

viii) The outer barrier shall be sole outboard wheelchair retention device and shall be interlocked and comply with FMVSS 403 requirements.

ix) Dual handrails shall be provided to add security and convenience.x) Handrails shall be 1-1/4” minimum diameter, minimum 30” high, 8” long, and

withstand 100 lbs. force in any direction including vertical without permanent deformation.

xi) All lift components shall be finished with a bake-on powder coating, which will meet a salt spray test of 1000 hours to provide corrosion resistance and a long service life.

s) Lift platform and mechanism shall be a Braun Century, Ricon, or equal.56) Interlock:

a) A brake interlock system with high idle feature shall be provided to insure that the vehicle cannot be moved while the lift door is open.

b) System must include lighted monitor to indicate when each stage of the interlock is engaged such as park brake, park, door open, lift power, or brake interlock.

57) Storage:a) There must be a driver’s storage compartment located over the windshield to allow for

storage of driver’s miscellaneous material.58) Manuals and Catalogues Required Upon Delivery:

a) Parts manual.b) Wheelchair lift manual.c) Wiring schematic diagram.d) Operators manual.e) Any other manuals such as wheelchair tie-downs, air conditioning, body, seats, etc. that

are not included in the main parts and service manuals are required. 59) Workmanship:

a) Workmanship throughout the vehicle shall conform to the highest standard of commercially accepted practice for class of work and shall result in a professional and acceptable finished appearance.

b) The design of the body and equipment which the mfr proposed to furnish must be such as to provide vehicles of substantial and durable construction in all respects.

c) Welding procedures, welding materials, and qualifications of operators, shall be in accordance with standards of the American Society of Testing Materials and the American Welding Society.

d) All welds visible to the public shall be ground smooth to present a smooth, workmanlike professional appearance.

e) Where metal is welded to metal, the contact surface shall be free of scale, grease, and paint.

f) All exposed surfaces and edges shall be smooth, free of burrs and other projections, and shall be neatly finished.

g) All parts shall be new and in current production.h) Reconditioned parts or obsolete parts are unacceptable.i) Bidder shall submit mfr’s detailed description of specifications of the frame structure,

roof structure, and body with particular reference materials used.60) Motor Vehicle Standards:

a) Mfr of busses must certify that the buses comply with all U.S.D.O.T. safety standards for buses applicable as or the date of mfr and that the buses comply with all I.C.C. requirements for motor buses operated in Interstate Commerce.

b) Buses shall be in complete compliance with all requirements of the laws of the State of Tennessee as to lighting equipment and all warning and safety devices.

c) Mfr shall certify that the buses conform to the air pollution control standards set by the F.T.A. for motor vehicles to be used on projects by F.T.A.

d) Buses must comply with A.D.A. requirements that went into effect January 26, 1992.61) Testing:

a) Each completed vehicle and all working and moving parts and operating devices shall be thoroughly tested and put into operating condition by the mfr/modifier.

b) Roofs, windows, windshields, and compartment doors of the buses shall be water tested.c) If any leaks are found the leaking component shall be replaced, resealed, retested, and

must complete successful water testing.d) Mfr shall not attaché any dealer identification, advertising, or similar material to the

vehicle.e) Mfr shall service and adjust vehicles for operation to include, as a minimum, the

following;i) Focusing if lights.ii) Tuning of engine.iii) Adjustment of accessories.iv) Charging of battery.v) Inflation of tires.vi) Balancing of all wheels.vii)Complete lubrication of engine, chassis and operating mechanisms with

recommended grades of lubricants for the ambient temperature at the point of delivery.

viii) Servicing of cooling system with permanent type antifreeze and summer coolant for -20 degree F.

ix) Servicing windshield washer with water and appropriate additives.62) Altoona Test Results:

a) Certification for the interim bus testing program (49 CFR Part 665), and executive summary copy of the 7 year, 200,000 mile test report on the bus model must be provided by the bust testing facility in Altoona, PA. After award recommendation but prior to delivery.

63) Inspection:a) Receiving agency reserves the right to inspect all material and workmanship at all times

during the progress of the work.b) Final inspection and acceptance of the vehicles covered by these specifications shall be

made by receiving agency.64) Required Certifications (prior to award):

a) FMVSS Including; 101, 102, 103, 104, 105, 106, 107, 108, 111, 112, 113, 116, 119, 120, 124, 127, 205, 207, 208, 209, 210, 212, 214, 217, 219, 220, 221, 301, 302, 403 and 404.

b) Certification that body modifier meets all chassis mfr’s quality vehicle modifier standards for the chassis bid.

c) Certification that body mfr/modifier meets ISO 9001:2000 and QVM.

65) Civil Rights and Minority Business Enterprises:a) Successful bidder shall comply with the regulations of U.S. Department of Transportation

relative to non-discrimination in Federally assisted programs of the D.O.T. (Title 49, Code of Federal Regulations, Part 21) which will be incorporated by reference and made a part of all contracts.

66) Interpretation:a) No oral interpretation will be made to any bidder as to the meaning of specifications.
