The Assembly elections results of 19th May are adecisive pointer to the cluelessness and lack of

direction of the Congress Party, especially under thetutelage and control of its first "dynasty." With allhis melodrama, cheap pot-shots, tactics of stallingParliament and lending support to forces andformations that called for India's destruction,Congress vice-president Rahul Gandhi could not pullit off. In fact, the Congress's loss can only be attributedto the maverick and jerky style of politics that its vicepresident follows and especially to the support hehad lent to the anti-India forces that called for thecountry's dismemberment.

Rahul Gandhi went out of his way to expresssolidarity with lumpens who called for "Bharat kiBarbadi" and spat on the vision of the "motherland"while berating the emotions that express themselvesthrough a worship of the mother country. Heunderestimated the galvanising power of nationalismamong the ordinary people, his action of defiantsupport to the anti-India elements did not take intoaccount the emotions of the multitude who still feelan innate and palpable identity with the vision,concept and physical contours of India. The lumpens,in whose support Rahul Gandhi galloped, are of coursenowhere to be seen now, having forsaken him to mournall by himself his most recent political debacle theyhave receded, for the moment, into their ideologicalburrows.

Ever since the summer of 2014, the Congressunder the Gandhi's has been misreading the publicmood. It had calculated that uncontrolled oppositionto a government which had won the largest mandate

in three decades and in it to the leader, who had made that mandate possible,would pay rich dividends and bring about a paralysis of governance that woulddirectly benefit the Congress. The Assembly election results of May 2016, twoyears after the BJP led Narendra Modi government came to power, have provedthe Congress wrong. As BJP president Amit Shah said, people want to see actionin terms of governance, delivery and performance and the present results haveactually inaugurated a new era of "performance based politics." Those who donot perform, or do not allow others with a legitimate mandate to perform would,themselves eventually perish politically. The Congress's fate this summer is areflection of that. The politics of aspiration cannot be arrested through pettyobstructionism goaded by the constricted aims of protecting an individual or afamily.

The results are also a stark and sharp reminder to the Congress leadershipthat its future does not lie in being beholden to the "family" anymore and thatits eventual survival depends on respecting and nurturing a leadership thatgrows through and is connected to the soil and roots of India, a leadershipwhich has a connect and bonding to the people and does not live in a falseparadise of its own making that is limited to the Lyutens zone of the nationalcapital.

For the BJP, the summer verdict of 2016, has established it as a pan-India partyand the dream of making an entry in the Northeast of India has been accomplishedwith aplomb. Years of hard work, years of toil at the grassroots, often under themost trying conditions, years of connecting with the people and struggling alongwith them to highlight their issues in the region have finally yielded results. Thosewho had written off Amit Shah after the Bihar elections, those pundits who hadrevelled at the thought of his loss need to also now record that it was under AmitShah that the BJP finally won and decisively won Assam, a feat that instantlyturned it into a party that had now stamped its footprints across the whole ofIndia, literally from Kanyakumari to Kashmir and from Somnath to Kamrup.

In West Bengal and Kerala the BJP has made inroads and after years ofstruggle succeeded in registering its presence, this in itself is a first step and inany case the BJP leadership was clear that in these two states the objective wasto register a presence within the Assembly. That the BJP could make inroads inthese states despite the adverse circumstances - in Kerala, for example,Communists goons repeatedly attacked and threatened BJP workers andleaders - is itself a sign of its resilience and determination to stamp its symbolall across the country. Both in West Bengal and in Kerala the BJP has rampedup a vote share of over 10% as well.

The Communists in West Bengal have been shown the door, theiropportunism and political duplicity has been exposed and rejected by thepeople. Its alliance with the "bourgeois" Congress smacked of revisionism and

could not deliver anything respectable. West Bengal for all practical purposeshas rejected and banished the Communists for at least quite a while. In fact,except for Kerala, the comrades have been made irrelevant nationally. Theirattempts to raise a bogey of "intolerance", "communalism", and "conflict"through coteries of self-styled intellectuals and drum-beaters from across thevarious lounges of the privileged Lyutens clubs made it oblivious to the realpulse of India.

Neither the communists support for "Barbadi lumpens", neither theirdemand for "privilege motions" when exposed in Parliament on their supportto these elements, neither their relentless propaganda against Prime MinisterModi in the country and through international forums could propel them togreater power. What is required, for them now is to engage in seriousintrospection - ideology has definitely gone for a toss and cadres have been leftconfused. For the cadres to see the communist parties in an opportunisticalliance with the Congress in West Bengal and in a battle with the same partyin Kerala decimated any pretence of ideology based politics. The Communistparties have actually emerged the masters of barter politics shorn of anydialectical or ideological pretensions.

The Results have again made a course correction for national politics,further marginalising the Congress, cornering the Left and pushing it towardsgreater irrelevance while giving the BJP a stronger foundation, as Amit Shahobserved, "It has laid a strong foundation for victory in 2019."

This is importantbecausethe biggest fearbefore startingbusiness in India is generally to dealwith multiple laws, specially in case,if one realizes that the businessinvestment was the wrong choice thenone has to deal with the scatteredlaws.Present government has realizedthat ease of doing business is not onlyabout convenient entry into themarket, it is equally important to haveeasy exit or restricting of the debt ifone realizes that there is lessprobability to continue with the samesetup.

After submission of the JoinParliamentary committee report, theInsolvency and Bankruptcy Code 2016is before House. It will be importantto see what is expected from the Codeat the time when Indian market isstruggling to handle the issue of baddebt and non repayment etc. It was

One of the most important reformthis Code is bringing while giving thesolution for everything relating to theinsolvency and bankruptcy under onelegislation. The Code is going to makesubstantive changes in elevenenactments and repeal few to avoidany conflicting situation. There is alsoprovision to takeaway jurisdiction ofthe civil court to ensure fast andeffective process in timely manner.The Specialised adjudicatingauthorities like NCLT and DRT aregoing to be adjudicating authorities todeal with special corporate issue ineffective and efficient way.

result in 180 days but Code has alsotaken care the force majeure and madeprovision of one time extension of 90days in certain circumstances. Thereis also provision for fast track optionwhich is in the time limit of 90 dayswith only one extension of 45 days ifnecessary because in today’s fastworld, its not important that there islaw to ensure repayment of debt, it isalso important to ensure timelyrepayment.

This is not all, to ensure effectiveimplementation of the procedureprescribed under that Code, there isprovision for establishment of newBoard to deal with this specializedmatter because the strong FinancialInstitutions have a major role insustainability of the economy of anycountry which is going to be ensuredafter enactment of the Insolvency andBankruptcyCode in India.

Another unique feature of the codeis that it gives right to operationalcreditorto initiate procedure and theright is not limited to big creditorsonly who can say that they want theirmoney back, the operationalcreditoralsohave saying in the procedure.Workmen and other employees havepriority as per this Code. This Code ishere to say that enough playingaround with scattered laws and livinga lavish life with unlimited debt, nowthere is a limit of waiting forrepayment of debt. In short, either re-structure, repay or windup.

One of the new and unique featureof this Code is to establish anInformation Utility for collection of all

authentic information at one place. Itis a new concept in India, which isgoing to facilitate one to check theinformation before investing andconsequently going to become an aidto ensure one’s investment is secured.Information Utility will collect, collate,authenticate and disseminatefinancial information to facilitateinsolvency, liquidation & bankruptcy.

The Code makes provision for thecreation of a class of professionals, whowill be specialized in dealing with suchmatters and will be accessible to thepersons who need it because they will beregistered with the agency as ‘InsolvencyResolution Professionals”, they are theprofessionals, who will ensure anefficient, effective and professionalhandling of repayment of debt.

One of the most importantchallenges before investors was to dealwith the situation where one has baddebt in India but the property wassituated outside Indian jurisdiction. Thecode has made provision to tackle issuesof cross border insolvency. If one cannotreplay their debt then the asset situatedoutside Indian territory can also beconsidered and used for repayment if theIndian property is not sufficient. For thispurpose two provisions are includedbut details may come in subsequent rulesas this issue requires cooperation of theother country and detail procedures toexecute it. In short, creditors are securedin India and the time has come for a neweconomic era, where India is going toattract investors more than ever.

Petroleum MinisterDharmendra Pradhan

visited Iran last month (April 2016)to have detailed discussions on a hostof projects in the energy sector whichis an area of priority concern in ourengagement with Iran. He flaggedIndia’s interest in the development ofFarzad-B gas field which wasdiscovered by ONGC Videsh ledconsortium in 2008. It is estimated tohave reserves of 12.50 trillion cft ofgas which could last for threedecades. Because of sanctions, nofurther work could be undertaken inthat field. Iran has kept this field outof the auction basket and the chancesof India acquiring the rights tocommercially develop this fieldappear bright. Minister Pradhan alsoreiterated India’s commitment toinvest upto US$ 20 billion inupstream projects in Iran. In thatcontext, he also visited the Chabahar

port Special Economic Zone andrequested allocation of suitable landin the SEZ for those projects.

Iran was the second largest crudeoil supplier to India in 2008-09 withour imports reaching nearly 450,000bpd. We continued to import sizeablequantities of oil from Iran even afterthe imposition of comprehensivesanctions by US in 2010, despiteAmerican protestations, but it becameincreasingly difficult to sustain thoselevels and our imports came down tohalf of the earlier offtake. With thelifting of sanctions and aggressivepush by the government to ramp upits engagement with Iran, our refinersboth in the public and private sectorsare getting ready for larger intake ofIranian crude supplies andindications are that our overall importin the current year might well gobeyond the pre-sanctions level.

We are also interested in securinglong term supplies of gas from Iran atcompetitive prices. Pricing issue nodoubt is a difficult one but should getresolved in the near future. This wasone of the priority issues for MinisterPradhan in Iran and he also hadpreliminary discussions concerningvarious options for evacuation of gasto India. One of the ideas on the tableinvolves a 1400 km undersea gaspipeline from Chabahar port toGujarat coast completely bypassingPakistan since proposals for routing ofoil/gas pipelines through Pakistanhave not been able to gather muchtraction because of continuing securityand political difficulties.

We have expressed interest intaking up the development ofChabahar port. Its strategicsignificance lies in providing access toAfghanistan and Central Asia and inthat sense it could well be regarded asa counterpoint to the Chineseinvolvement in the development ofGwadar port in Pakistan. We havealready agreed to a concessionalfunding of US $ 150m fordevelopment of jetties and berths atthe port and would be prepared toconsider additional Line of Credit ofUS$ 400m for a railway link betweenChabahar port and Zahedan. Indiahas simultaneously also expressedinterest in starting work on theInternational North South TransportCorridor (INSTC) which wouldcontribute to better connectivity in theregion.

Foreign Minister Sushma Swaraj’svisit to Iran within days of Pradhan’svisit has definitely helped us to raisethe pitch for economic andinfrastructure projects at the politicallevel and to flag our interest in raisingthe relations to a strategic level bystrengthening our cooperation incounterterrorism and maritimesecurity areas. She was able to securean assurance from President Rouhanithat Iran was willing to be a “reliablepartner” for India’s energy needs.Rouhani also spoke of Chabahar portas a “defining partnership” betweenIndia and Iran.

Having come under severeeconomic stress during the sanctions,the Iranian government appears keen

on a quick turnaround for whichforeign investment in the energysector would be critical. Indianapproaches in this regard maytherefore receive welcome andfavourable response in Tehran but wewould need to be prompt in decisionmaking at our end since there is boundto be a lot of competition particularlyfrom the Chinese and Europeancompanies.

Even though PM Manmohan Singhvisited Iran in 2012 to participate inthe NAM Summit, Modi’s trip wouldconstitute the first full-fledgedbilateral official visit after 15 years, thelast one having been undertakensignificantly by Vajpayee who isregarded as a role model by Modi inso far as pragmatic approach tointernational affairs, bereft ofideological constraints, is concerned.

A number of economic projectslined up by India are expected to besealed during PM Modi’s visit. Therequisite groundwork for those hasalready been undertaken by MinistersPradhan and Swaraj. Modi is alsoexpected to meet Iran’s supremeleader Ayatollah Khameini and thatshould help in developing requisitepolitical understanding to take the

relations forward and underscore thestrategic connect.

Most importantly, Modi’s visitwould serve to underscore India’sdesire to play a balancing role betweenSaudi Arabia and Iran. We haveconsiderable strategic and economicinterests in both the countries and thatwould require extremely tight ropewalking. The whole region is gettingrapidly engulfed in the sectarian Shia- Sunni conflict and we must steerclear of it, given the presence of a largeShia and Sunni population in our owncountry and also since involvement ofany kind in the sectarian conflictwould bring us face to face with theemerging rivalry between USA andRussia.

defaulters. The new code is focused onthe creation of a complementary eco-system including insolvencyprofessionals, information utilitiesand a bankruptcy regulator. Alongwith the proposed changes in India’stwo debt recovery and enforcementlaws, it will be critical in resolvingIndia’s bad debt problem.

The new code will replace existingbankruptcy laws and coverindividuals, companies, limitedliability partnerships and partnershipfirms. It will amend laws including theCompanies Act to become theoverarching legislation to deal withcorporate insolvency. It will also helpcreditors recover loans faster. Themove is also expected to help Indiamove up from its current rank of 130in the World Bank’s ease of doingbusiness index, since all reformsundertaken by 31 May areincorporated in the next ranking. Onthe parameter of resolving insolvency,India is ranked 136 among 189countries. At present, it takes morethan four years to resolve a case ofbankruptcy in India, according to theWorld Bank. The new code seeks toreduce this time to less than a year.

The new act also proposes thecreation of a new class of insolvencyprofessionals that will specialize inhelping sick companies. It alsoprovides for creation of informationutilities that will collate allinformation about debtors to preventserial defaulters from misusing thesystem. The act proposes to set up theInsolvency and Bankruptcy Board of

India to act as a regulator of theseutilities and professionals. It alsoproposes to use the existinginfrastructure of National CompanyLaw tribunals and debt recoverytribunals to address corporateinsolvency and individual insolvency,respectively.

The bankruptcy code hasprovisions to address cross-borderinsolvency through bilateralagreements with other countries. Italso proposes shorter, aggressive timeframes for every step in the insolvencyprocess—right from filing abankruptcy application to the timeavailable for filing claims and appealsin the debt recovery tribunals,National Company Law Tribunals andcourts.

Bankruptcy applications will nowhave to be filed within three months;earlier, it was six months.

To protect workers’ interests, thecode has provisions to ensure that themoney due to workers and employeesfrom the provident fund, the pensionfund and gratuity fund shouldn’t beincluded in the estate of the bankruptcompany or individual. Further,workers’ salaries for up to 24 monthswill get first priority in case ofliquidation of assets of a company,ahead of secured creditors.

The main objective of the new lawis to promote entrepreneurship,availability of credit, and balance theinterests of all stakeholders byconsolidating and amending the lawsrelating to reorganization andinsolvency resolution of corporatepersons, partnership firms andindividuals in a time bound manner.

The law aims to consolidate thelaws relating to insolvency ofcompanies and limited liabilityentities, unlimited liabilitypartnerships and individuals,presently contained in a number oflegislations, into a single legislation.Such consolidation will provide for agreater clarity in law and facilitate theapplication of consistent and coherentprovisions to different stakeholdersaffected by business failure or inabilityto pay debt.

The salient features of the law areas follows:

88888 Clear, coherent and speedyprocess for early identificationof financial distress andresolution of companies andlimited liability entities if theunderlying business is found tobe viable.

88888 Two distinct processes forresolution of individuals,namely- “Fresh Start” and“Insolvency Resolution”.

88888 Establishment of an Insolvencyand Bankruptcy Board of Indiato exercise regulatory oversightover insolvency professionals,insolvency professionalagencies and informationutilities.

88888 Insolvency professionals wouldhandle the commercial aspectsof insolvency resolutionprocess. Insolvencyprofessional agencies willdevelop professionalstandards, code of ethics and bethe first level regulator forinsolvency professionalsmembers leading todevelopment of a competitiveindustry for such professionals.

proposals from various players aboutresuscitating the company or taking itinto liquidation. When decisions aretaken in a time-bound manner, thereis a greater chance that the firm canbe saved as a going concern, and theproductive resources of the economy(the labour and the capital) can be putto the best use. This is in completedeparture with the experience underthe SICA regime where there weredelays leading to destruction of thevalue of the firm.

The vision of the new law is toencourage entrepreneurship andinnovation. Some business ventureswill always fail, but they will behandled rapidly and swiftly.Entrepreneurs and lenders will be ableto move on, instead of being boggeddown with decisions taken in the past.

A key innovation of theInsolvency and Bankruptcy Code isfour pillars of institutionalinfrastructure.

88888 The first pillar of institutionalinfrastructure is a class ofregulated persons, the‘Insolvency Professionals’.They would play a key role inthe efficient working of thebankruptcy process. Theywould be regulated by‘Insolvency ProfessionalAgencies’.

88888 The second pillar ofinstitutional infrastructure is anew industry of ‘InformationUtilities’. These would storefacts about lenders and terms oflending in electronic databases.

This would eliminate delaysand disputes about facts whendefault does take place.

88888 The third pillar of institutionalinfrastructure is in adjudication.The NCLT will be the forumwhere firm insolvency will beheard and DRTs will be theforum where individualinsolvencies will be heard. Theseinstitutions, along with theirAppellate bodies, viz., NCLATand DRATs will be adequatelystrengthened so as to achieveworld class functioning of thebankruptcy process.

88888 The fourth pillar of institutionalinfrastructure is a regulatorviz., ‘The Insolvency andBankruptcy Board of India’.This body will have regulatoryover-sight over the InsolvencyProfessional, InsolvencyProfessional agencies andinformation utilities.

Conclusion: The Insolvency andBankruptcy Code is thus acomprehensive and systemic reform,which will give a quantum leap to thefunctioning of the credit market. Itwould take India from amongrelatively weak insolvency regimes tobecoming one of the world’s bestinsolvency regimes. It lays thefoundations for the development ofthe corporate bond market, whichwould finance the infrastructureprojects of the future. The passing ofthis Code and implementation of thesame will give a big boost to ease ofdoing business in India. l

Paramparagat Krishi Vikas Yojana: 

To promote bio-farming in the country,

NDA Government launched an initiative in

2015. According to the scheme, the

farmers are being encouraged to adopt

bio-farming by making clusters in the

country. To be benefited from this scheme

at least a cluster of 50 farmers is required

along with an area of land with 50 acres.

Under this scheme, every farmer is

provided Rs. 20,000/- per acre for the span

of three years. Farmers are utilizing this

amount for the purchase of bio-seeds,

harvesting and to transport the agricultural

products to the local market.

Soil Health Card Scheme:

Government also had initiated Soil

Health Card scheme to provide farmers

Soil Health Card in a mission mode. This

card contains the knowhow of the new

trend in the soil and accordingly the

required quantity of fertilizers. Through

that farmers will be capable enough to

obtain more products on their farms.

Through this card, the farmers will know

the fertility of their fields. The expert will

sort out the problem concerned with soil. 

Though these cards farmers will also

monitor the change of quality related to

the soil after prolong use of the farms in

the agriculture process and they will

benefit from the soil card to maintain the

health of the soil. 

Pradhan Mantri Fasal Bima Yojna:

Government of India had also launched

Pradhan Mantri Fasal Bima Yojna to

provide relief to the farmers inflicted with

the loss of crop damage. This is truly a

farmer welfare scheme. Under this

scheme, the burden of premium has been

reduced and their cases are being sorted

out expeditiously.  Apart from the losses

inflicted by crop damage, the provision has

been made with this scheme to relieve the

farmers from the losses in the aftermath

of harvesting. This scheme provides

assessment of local calamities along with

a list on unseasonal rain form, land slide

and floods. Under this scheme the farmers

are supposed to pay 2% for Kharif and

1.5% for Rabi. Rest of the premium will

be deposited by the Government. The

Government has not prescribed any extent

for subsidy. The remaining premium is

90% that will be paid by the Government.

Under this scheme, remote sensing, smart

phone and drone use is mandatory for the

expeditious assessment of the crop

damage.

National Agriculture Market (e-

NAM): 

National Agriculture Market (e-NAM)

is all India electronic trading portal which

aims at forming a unified national market

for agricultural products by making a

network for the markets related to the

existing Agricultural Product Marketing

Committee (APMC). The government

made up its mind to develop a National

Agriculture Market so as to transport the

agricultural product from one market to

another in a smooth way, to save the

producers from a number of market duties

and to provide agricultural product to the

consumers on a fair price. By September,

2016 e-NAM will cover more than 200

agricultural market and by March, 2018

such methodology will be developed for

585 markets which will facilitate the

transportation of agricultural products to

the market. At present the farmers sell out

their products through the Mandis or Bazar

Committees which levy a number of duties

on their products. Now, there will be only

one license for the whole State and duty

will be levied only on one point. Electronic

auction will be conducted to know about

the prices. It will facilitate the way to

convert the whole state to one market.

Farmers will obtain more alternative to

sell out their products. The transparency

will be increased due to online platform

and farmers will get better return.

The digital technology is facilitating

the linking with the others and the sharing

of our thoughts on different points. PM

Modi has also shown his keenness in

imparting the benefits of digital India on

farmers for which a virtual platform is

being prepared as National Agriculture

Market. Simultaneously a provision has

been made for soil testing laboratories in

the vicinity of selected mandis which will

facilitate the farmers for soil testing.

India emergence campaign through

village emergence:  

Government of India has launched a

campaign named as India’s emergence

through the emergence of villages so as

to improve the means of livelihood

amongst the rural, to accelerate rural

development process to strengthen

Panchayati Raj across the country to

establish social equality to create

awareness about the agricultural

schemes.

My Village My Pride: 

A new scheme has been initiated by

the Modi Government to provide the

methodology of scientific farming and a

new technology to every village. For this

purpose, all experts working in

agricultural universities and ICAR

Institutes spreads all over the country

have been invited. Under this Scheme,

20,000 agriculture scientists have been

engaged to adopt a village and spread the

awareness on the need to adopt ways of

sophisticated scientific farming and their

implementation.  78 scientist of NRRI

are in touch with farmers after having

selected almost 92 villages. They are

providing multi-dimensional information

and sophisticated benefits to the farmers

within a prescribed time frame. l

The Government’s persistentoutreach to opposition and other

parties resulted in better functioningof Parliament despite heat generatedon some issues. Government did reachout to the opposition and other parties“through sustained coordination,communication and cooperation’’onvarious issues.

If we see an account of the effortsmade by the Government towardslegislation and functioning ofParliament over the last two years,then the number of sittings of both theHouses and Bills passed by the LowerHouse have improved during thisperiod. Lok Sabha held 75 sittings andpassed 48 Bills per year as against 70sittings and 45 Bills per year during2004-14. Rajya Sabha held 71 sittingsand passed over 41 Bills per year asagainst 67 sittings and 45 Bills per yearduring 2004-14 as per the officialrecords. In total, Lok Sabha has passed96 Bills and Rajya Sabha cleared 83Bills during the last two years of ModiGovernment.

Out of the 8 sessions of the 16th LokSabha so far, productivity of the House(working hours as against availabletime) has been more than 100% inrespect of six sessions. Productivity ofRajya Sabha has been more than 100%in respect of 2 sessions and over 80%in case of another three sessionsduring the last two years.

Increasing productivity of workingin both Houses of Parliament

Regarding the current Budgetsession that concluded recently, thesession has been by and largeproductive and fruitful despite theheat generated on some issues ofwider implications. Despitecontentious issues being raised in theParliament, legislative work is beingtransacted. Lok Sabha did not witnesseven a single forced adjournment dueto interruptions during this budgetsession and disruptions declining inthe Rajya Sabha over the last twosessions. Lok Sabha worked for 14hours 32 minutes beyond scheduledhours, amounting to more than twosittings, resulting in early completionof legislative work. The productivityof Lok Sabha during this Session hasbeen 117.58% and that of Rajya Sabhaat 86.68%. Ten Bills were passed in LokSabha and 12 in Rajya Sabha.

Major Bills passed during thisSession included –The Finance Bill andthe Railways Appropriation Bill, theInsolvency and Bankruptcy Code, TheMines and Minerals (Development andRegulation) Bill, the Industries(Development and Regulation) Bill andthe Anti-Hijacking Bill, passed by boththe Houses and the CompensatoryAfforestation Bill, passed by LokSabha.44 Bills are pending in RajyaSabha for consideration and passingwhile it is 11 in case of Lok Sabha.

 Dharma, that indescribable anduntranslatable word, defined theiractions on such occasions. One sawIndia in a microcosm in this regionduring these days  no irritation, nointolerance, no disregard for nature,no impatience was visible in thethronging multitude as people movedaround. It was a sight that thecertified intellectual, infatuated withdeconstructionism, would find hard tocomprehend leave, alone describe oranalyse. For minds that areirretrievably afflicted with the attitudeof ‘repudiation’ this would be a hardsight to absorb.

Longbefore wise statesmanship attemptedor accomplished Indian unification,Akhand Hindusthan had sprung fromthe wandering of pilgrims.”

The inaneand insipid debates of urban India; theludicrous assertions by some — of anIndia in conflict; the false spectres ofintolerance; and the imbecile andperfidious arguments often thrown upby certified ‘degree holders’, seemedfar away, as if in a haze with no linkto the roots in the soil on which thepilgrims trudged. Prime MinisterNarendra Modi was right when hesaid, referring to this uniquecongregation, that every day apopulation as large as a smallEuropean country comes and takesthe holy dip and that its organisationand paraphernalia is worth severalcase studies by leading universities ofthe world. But then, most in the West,with notable exceptions, who studyIndia, are so obsessed with trying todeconstruct her that they have noinclination to do so, or deliberatelyignore those activities that articulateand affirm civilisational India.

One of the defining features of thisSimhastha Kumbh in Ujjain was theInternational Vichar Mahakumbh —Vaicharik Kumbh — which saw theconvergence of saints, mathadipathis,intellectuals, scholars, publicpersonalities and citizens from acrossIndia and the world. Much as in theyore when gatherings of the Kumbhthrew up new ideas, new positions and

radiated a message of action acrossmost of the continent, the VicharMahakumbh also had, as its objective,the proclamation of a ‘UniversalMessage of Simhastha 2016’.

Both RSS Sarsanghchalak MohanBhagwat in his inaugural address andPrime Minister Modi in hisvaledictory address stressed on theuniqueness of the Kumbh, which inthe past, held among its manyactivities, sessions of intellectualchurning where new ideas, freshdirections were given to society. Infact, Prime Minister Modi made a veryinteresting analogy when he pointedout how a mega Kumbh took placeevery 12 years while in the interim, atthe interval of every threeyears, ardha-Kumbhs took place atvarious locations across the country.These mini-Kumbhs, he pointed out,were a mechanism of making a mid-term appraisal of the progress of theresolves made during the MahaKumbh. National Policy for Skill Development and Entrepreneurship, 2015 targetsto skill/reskill about 40 crore persons by 2022 in the country. The Central

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is a flagship skilldevelopment scheme of Government of India. The scheme is being implementedby National Skill Development Corporation (NSDC). As on 25th April, 2016, atotal of 17.58 lakh candidates have been trained and 5.77 lakh have beencertified and 81978 placed under PMKVY.

A total of 70,045 tourists arrived inIndia in April 2016 on e-Tourist

Visa as compared to 19,139 during themonth of April 2015 registering agrowth of 266%. Commencing from27th November 2014 e-Tourist Visafacility was available until 25thFebruary 2016 for citizens of 113countries arriving at 16 Airports inIndia. The Government of India hasextended this scheme for citizens of 37more countries w.e.f 26th February2016 taking the tally to 150 countries.

Our country’s landscape is dottedwith the innumerable memorial

of the longest reigning post-independence family. It is strange thatwe are worshipping some of the worsteconomic managers in post-colonialhistory who gave nothing but fancyslogans and condemned millions toimmense misery. As per UnitedNations Population DatabaseBetween 1947 to 1990, when thecountry grew at an average rate of3.5%, the people living in povertyincreased by 221m. Over the sameperiod, Indonesia grew by 6 percent,Thailand 7 per cent and South Korea9 per cent. In 1960 South Korea’sincome was around four times morethan India’s, but by 1990 it was 20times more.

Rahul Gandhi, while addressingstudents of the Norse Monjee Instituteof Management Studies (NMIMS) inMumbai said that the Chinese peoplehave paid a disproportionate price forits economic progress. ‘Millions ofpeople paid for it with their lives (InChina). We didn’t kill millions ofpeople. I am much happier to live inIndia. China is a stronger country butIndia will move ahead’. The questionis when and at what price? Thetragedy is that Rahul can’t go beyondoff the cuff remarks prepared by hisspeech writers.

Rahul is right that millions died inChina, most of them during Mao’sCultural Revolution. The economicrevival came much later, in 1978. Buteven then many had to pay the pricefor China’s thirst for splinteringgrowth. Though, the economicreforms which were initiated in 1978have lifted more than 500 millionpeople out of poverty – anunprecedented feat achieved in justthree decades, it has come at a price.Soviet Union under Stalin’s Gulags:Forced Labour Camps in Siberia alsopaid a disproportionate price for hisexperiment with Communist system.

But either he is ignorant or guiltyof glaring oversight about India.Unlike China the Indian state didn’tactively participate in genocide of itspeople, but its courtship withsocialism was disastrous. Indians didsuffer and die in comparable numbersif not more. Socialist-secular raj,established by Pandit Nehru andnurtured by Indira Gandhi cannot beabsolved of the blame for much of thedeath and despair which millions ofIndians had to suffer due to patheticHuman Development Index whichwas a direct consequence of pooreconomic growth witnessed duringthis period.

Ignoring the overwhelmingevidence Indira continued with herfather’s legacy with the zeal ofneophyte, condemning millions ofIndians to poverty. Indira Gandhiused the slogan ‘Garibi Hatao’ 35years back to win votes and Congresshas not been able to abandon it. Butthis was just a slogan to fool gullibleand poor people. It took us over fourdecades of License Raj to rebel againststate control and monopoly, andmove towards economic freedom andcompetition. During her reign morethan half of India’s then 870 millionpeople lived on less than the WorldBank’s current estimate for extremepoverty of $1.90 a day.

However in the two decades sincethe 1991 reforms average growthaccelerated to 6.5% and 113m peoplewere lifted out of poverty. In a normalscenario Congress should haveelevated Narshimha Rao to sainthoodand quietly banished the discreditedghosts of the Family. But Familyensured that Rao was not evenallowed to be cremated in Delhi, leaveaside erecting a memorial befitting hiscontribution to peoples’ and thecountry’s prosperity. As a part of adiabolical design, every effort wasmade, to systematically erase his namefrom the national memory.

Ashutosh Varshney Sol GoldmanProfessor of International StudiesBrown University attributes the spate

of scams which rocked the country tonexus of business and politics, whichwere exposed by then Controller &Auditor General. The UPA regimeopened a virtual floodgate of scams -2G, Coal block allocation,Commonwealth Games, Change ofLand Use Haryana, Antrix-Devas deal.etc. Some estimated the value ofscams in vicinity of a million crore.

It was political élites power togrant permissions and licenses thatgenerated huge ill-gotten wealth, notinnovative business ideas. Theyremind me of the loot of Robert Clivebut with one major distinction thatbeyond a point he could not take theopprobrium and committed suicidebut here even conclusive conviction indisproportionate income cases haslittle and no impact.

Disastrous policies and falsepromises have been the primary causeof farmers’ suicides. Rahul Gandhi isincapable of introspection on whetherhis Family’s policies really worked tolift the majority of the peopleeconomically. The Family controlled Congressparty’s impact on economic policyremains negative. Contrast, forinstance, Manmohan Singh’s recordunder Rao with his record under SoniaGandhi. As Rao’s finance minister,Singh was able to inject a new life and

vibrancy in our economy. As as a SoniaGandhi annointed prime minister, heburdened it with too many wastefulwelfare programmes and too fewgrowth-inducing policies.

The UPA-enacted the LandAcquisition Act has begun to doserious economic damage byinhibiting the creation of jobs inprecisely the areas where jobs can becreated fastest, infrastructure andconstruction, both of which need landas a basic input. So it has becomeimpossible to create jobs for the poorwho need it most .This step is beingtouted as landmark achievement inthe interest of poor Taking advantageof its numerical superiority in RajyaSabha Congress has prevented thepassage of GST which can boostgrowth rate up to 2%.

The biggest challenge which ourcountry is facing at the moment is ofunderdevelopment and its insidiousmanifestations. Over 300 millionpeople are living under abject povertybecause of various economic policiesfollowed since independence whichushered in an era of license/permitand inspector raj. This was directconsequence of high level of state andcentral control exercised on theindustrial and business sectors of thecountry.

Our leader’s primary task now,and for the foreseeable future, is totransform and improve the lives of thelarge numbers of our compatriots wholive in poverty, with disease, hungerand illiteracy as their companions inlife. A democratic, humane, just

society must do everything to endpoverty and create equitableopportunity. Therefore, welfare of thepoor is a critical democratic function,especially in a desperately poorsociety like ours. This is the truemeaning of a welfare state.

But purveyors of poverty and thosewho have benefitted from controlledcapitalism over several decadeswithout question will do everything tosabotage it as it is their final battlewhich they cannot afford to lose asthis would spell the end dynasticpolitics. Only the ignorant and thosetrying to make both ends meet, willvote an empty slogan of socialism andsecularism. Minorities have faredmuch worse during the reign of thechampions of their welfare andsecurity.

Mark Tully in his book “No fullStops in India” writes “NehruDynasty has stood like a BanyanTree, overshadowing the people andthe institutions of India, and allIndians know that nothing growsunder the Banyan Tree.” Let us notundermine the capabilities of thistermite ridden old Banyan tree whichwill still try to stop anyone fromgrowing to the extent that it may turnthe soil upside down before fallingdown. l

The history of Bengal for the last 250

years can be surmised by the

famous lines of Charles Dickens in his

classic “A Tale of Two Cities”:

It was the best of times, it was the

worst of times, it was the age of wisdom,

it was the age of foolishness, it was the

epoch of belief, it was the epoch of

incredulity, it was the season of Light, it

was the season of Darkness, it was the

spring of hope, it was the winter of

despair, we had everything before us, we

had nothing before us, we were all going

direct to Heaven, we were all going direct

the other way. . 

Starting from the pre-

independence era of undivided

Bengal, a plethora of super talented

people and visionaries had had

sprung from its soil to enrich and

influence the entire Indian sub-

continent, if not the world at large.

Brilliant minds in every spheres of

human endeavor had made Bengal a

“place with a difference”. This

unending supply chain of had a

blinding effect not only on the history

of Bengal but also on the history of

India. The Bengal Renaissance started

with Raja Ram Mohan Roy in 1772, if

we keep Sri Chaitanya Mahaprabhu

out of this golden era, and lasted till

the untimely demise of Dr. Syama

Prasad Mookerjee in 1953 - an

unparalleled saga of glory and

achievements for nearly 200 years.

Very few similar conglomerations

of talents have ever been chronicled

in the history of mankind - keeping

in mind the account of European

Renaissances. Like in Europe, the

decadence in Bengal that followed

was rapid and swift. In an

international symposium held two

years ago, a reputed scholar quipped

telling me that the Almighty had

given so much during 200 years that

now She or He has exhausted the

stock of resources – at least for

Bengal!

So in the light of the law of

equality, every good time has its end

– and sometimes a bitter end as

perceived by Dickens. Glorious times

followed by “worst of times”. One

after another tragic events awaited

Bengal– West Bengal. Two blows

poured in almost simultaneously.

First one was the irreparable wound

of partition, based on religious

divide. The harsh fate of partition

was soon followed by the parochial

proliferation of communist

dogmatism. That was the second

blow. Rule of mediocrity sunk its

roots. It’s a matter of interesting area

of social research that how a land,

which was the abode of nationalistic

movements of India, switched over

its character to a so called

“Internationalism” through the

influence of the imported ideology of

communism. After independence,

within a small span of two decades,

the birthplace of nationalism gave

rise to communism – with the

majority of the communist leaders &

mentors being the displaced people

from the erstwhile East Pakistan.

There is no gainsaying the fact that

the Rise and Fall of an empire is but a

natural process. It happened with

Greece, Rome, Florence and several

colonial powers. However, in the case

of Bengal, once the decadence set in,

avoidable cultural vandalism

followed. And it still continues. Alas!

From that continuation, the third

blow for West Bengal was in the form

of the political choice of people. It

became one of the States where a

tradition of anti-Center, anti-Indian

political psyche was introduced by the

Left parties. As a result the major part

of the post independence period, more

than 40 years, saw the state’s ruling

party at loggerheads with the ruling

party at the Centre. Centre-State

commonality of ruling parties was a

rarity. Mutual allegations and

confrontations was the rule of the day

rather than sustained road maps of

development. Center-State synergy

became a farfetched idea for West

Bengal and common people suffered

due to their own choice. And that also

still continues. Alas!

The fourth blow: The politics of

violence. Despite having a high

spirited revolutionary movement

during the freedom struggle, Bengal

was always an abode of peace and

spiritual discourse. Philosophies of

Chaitanya, Ramkrishna Paramhansa,

Vivekananda and Rabindranath co-

existed with that of Netaji or Surjya

Sen – in the classic example of “Joto

Math – Toto Path” (as many views that

many paths). But during the last fifty

years of communist penetration and

hegemony, politics and violence have

embroiled so much that social

nomenclature has accepted violence

as the natural ally of politics. During

the last five years of promised

“Paribartan” of Ms. Mamata Banerjee,

violence has been made itself to be

institutionalized in all the social

parameters, let alone politics. This is

the other tragedy continues to haunt

Bengal and is growing. Alas!

That takes us to the two most

crucial dichotomies of Bengal: One is

unexplainable continuation with the

known course of devastation and the

other is fashionable disagreement with

the nationalistic outlook. Both are

ruinous. First, the 5 years of Naxalite

movements followed by 34 years of

Left rule has ensured not only the

destruction of the cultural supremacy

of Bengal but also ensured the curbing

of famed free thinking process of the

Bengalis. Excellence in any field,

unless politically correct, was

discouraged. Secondly, successive

generations have not experienced or

witnessed any inclusion of a word

called “Indian”. They were taught all

about Delhi’s act of deprivation,

instead of being taught to be proud of

being Indian. Rhetoric of inculcating

the idea of a mythical revolution was

more fashionable than knowing all

about the rich Indian heritage. What

a waste of youth power through

several generations under the pretext

of being Left, Ultra Left or even super

Ultra Left.

The West Bengal Assembly election

of 2016 has just been completed after

a grueling ordeal of electioneering of

more than a month. Again a State level

party with an autocratic leader has

won – again the pseudo-secular forces

have capitalized on the safe vote bank

of minority hallucinations – again the

bloody violence continues unabated

with the so called democratic festival

– and again Bengalis are thinking why

the curse continues with us!

The only silver lining out of such

impenetrable dark cloud is that a

political party established by the last

of the stalwarts of the Bengal

Renaissances, namely Dr. Syama

Prasad Mookerjee, has ultimately

made its sure footed dent on the

political realm of Bengal. Let us wait

now and see if the cycle of Bengal’s

fate comes back to the highest

echelons of its former self, with all the

prowess, pride and power with this

“Party of the Soil”. l

INDIA'S WORLD OF DIPLOMACY

It was in September 2015 that PrimeMinister Modi initiated a wide and

intricate outreach to countries thathave been shaped by the ideals andlegacy of Buddha. It would beinteresting, thus, to once again lookat that effort in the backdrop of theLumbini conference this May.Through an international initiativeon the theme of Samvad-Hindu-Buddhist Initiative for ConflictAvoidance and EnvironmentConsciousness, hosted by theVivekananda InternationalFoundation, India in collaborationwith the International BuddhistConfederation (IBC), stated theaspiration to work for regionalstability, prosperity and harmonybased on the ancient Indic wisdomthat worked to avoid conflict and tore-establish the balance betweennature and mankind on a relationthat was non-exploitative and basedon mutual respect, admiration andyearnings for assimilation. As PMModi described it, the conference“was conceptualised on shifting theparadigm from conflict resolution toconflict avoidance and fromenvironmental regulation toenvironmental consciousness.”

Theissue is not merely about climatechange; it is about climate justice.Again I repeat is not the issue ofclimate change, it is about climatejustice. In my view, the most adverselyaffected by climate change are thepoor and the downtrodden. When anatural disaster strikes, they are hitthe hardest. When there are floods,they are rendered homeless; during aquake, their homes are destroyed;during droughts, they are affected;and during extreme cold too, thehomeless suffer the most. We can’t letclimate change keep affecting peoplein this manner. Which is why I believethe discourse must shift focus fromclimate change to climate justice.

Promotion of dialogue – calls fora shift from ideological approach toa philosophic one. Without properdialogue, neither of the two themesof conflict avoidance is possible, orworkable. The severe limitations inour conflict resolution mechanismsare becoming more and moreobvious. We need significant,collective and strategic efforts toprevent bloodshed and violence. Itis, thus, no surprise that the worldis taking note of Buddhism. This isalso a recognition of the historicalAsian traditions and values, whichcan be used to shift the paradigm toconflict avoidance, to move fromthe path of ideology tophilosophy...All of us here have acardinal duty to ensure that ourfuture generations lead a life ofpeace, dignity and mutual respect.We need to sow the seeds of aconflict-free world and, in thisendeavour; faiths of Buddhism andHinduism have a great contribution.

This conference thus ideated thetheme and objective of reaching outto the entire Southeast Asian regionthrough the message of Buddha andthe Indic philosophical corpus whichhad attracted this region overmillennia and had enhanced itsengagement with civilisational India.In fact PM Modi clearly saw, “thatwithout embracing the path andideals shown by Gautam Buddha,this century cannot be an Asiancentury!”

In order to take the outreachfurther and give it a certain concretemomentum, Modi joined the entireinternational assemblage of thinkers,philosophers, monks, diplomats andpractitioners in Bodh Gaya, mediatedwith them under the sacred BodhiTree and reiterated India’s timelessmessage of dialogue, harmoniousliving and reverence for nature andfor the earth. PM Modi, in hisvaledictory address before theinternational gathering made a fewsignificant points which needreiteration because these are closelyidentified with India’s soft powergoals or civilisational belief.

“On the issue of conflicts — mostof which are being driven by religiousintolerance — the participants in theconference seem to have agreed thatwhile there is no problem about thefreedom to practise one’s religion, itis when the radical elements try toforce their own ideologies on others,that the potential for conflict arises.On the issue of environment, theconference seems to have agreed thatthe philosophic underpinning of theDharma, which stresses the protectionof natural heritage, is critical forsustainable development. I may addthat the United Nations too hasarrived at the view that sustainabledevelopment is achievable onlythrough aligning development to thelocal culture of the people.”

But perhaps the most significantaspect of this entire soft exercise wasthe release of the Bodh Gaya

Bodh Gaya was declaredas the “seat of enlightenment for theworld of Buddhism and Buddhistcivilisation that have inspired allreligions of the world.” Thedeclaration, with the Prime Minister’ssanction, stated that “A Buddhistspiritual and civilizational institutionthat will bring together and make theentire Buddhist world participate inthis momentous task will be built inBodh Gaya in the coming three years”that “Hindu civilizational andspiritual institutions will be invited towork with this new Buddhistinstitution to share the responsibilityfor global peace and harmony” that“Buddhist spiritual leaders willapproach governments of all Buddhistnations to support this monumentaland noble task of developing BodhGaya as an International Centre ofBuddhism for the enlightenment of allhumankind” and called upon India toprovide support for creating such avibrant centre of civilisationalcooperation.

The very spot where Siddharthatransformed into Sakyamuni thusholds the potential to elevate itselfinto a radiating power house of lightand knowledge and as in the ancienttimes, like a lighthouse attractcivilisations from across the globe.With a rising and renewed interest inIndian traditions and knowledgesystems across the world, with thelaunching of the Indic and BuddhistStudies University at Sanchi inMadhya Pradesh – an effort that has

silently taken shape away from theglare of false propaganda – India candevelop a formidably vibrantBuddhist circuit of knowledge,experience and practise. It couldevolve into a circuit that would makeIndia, once again, the centre ofBuddhist thought and a genuinerepository of Sakyamuni’s legacy.India’s image as a benefactor andpromoter of knowledge and as apower with profound regard for localknowledge systems and ways ofliving can go a long way in furtherstrengthening this web of Indic andBuddhist knowledge across countriesand institutions and create thecivilisational spiritual highway.
