ENERGY, CLIMATE AND AIR QUALITY CHALLENGES: THE ROLE OF URBAN TRANSPORT POLICIES IN DEVELOPING COUNTRIES 2-5 FEBRUARY 2015, ISTANBUL - TURKEY • ITU MAÇKA CAMPUS
Jean-Louis LEONARD, President CODATU
It is a great pleasure for me to announce that my institution is undertaken the mission of hosting the CODATU XVI Conference with the theme “The role of urban transport policies and countermeasures in developing countries and emerging economies” to be held on 2-5 February 2015 at ITU Macka Campus.
This meeting will be held at a geography where two old continents, Europe and Asia, meet at a junction point where the transport corridors extending from West to East & South to North right from the olden times. Furthermore, this junction point is at a distinctive metropolis, Istanbul, which accommodates around 14 m. people and networks of urban transport including the colossal ones like Marmaray to connect the two continents by crossing the fabulous Bosphorus through an underwater rail tunnel.
My university is ready to host and welcome the participants of XVI. CODATU Conference and I wish every success to this worldly event.
CODATU and the Istanbul Technical University (ITU) are pleased to welcome you to Istanbul from 2 to 5 February 2015 for the Sixteenth International Conference of Urban Transport (CODATU XVI).
Istanbul is one of the major cities of the Mediterranean Bassin, uniquely surrounded by thousands years of historical and cultural heritage. The city is a true melting pot of cultures and civilizations and a wonderful blend of landscapes attracting millions of tourists every year.
ITU is one of the most prestigious universities in Turkey and the third oldest university in world. The partnership with ITU and the work of the International Scientific Committee of CODATU XVI are guarantees for CODATU of the high technical and scientific level of papers that will be presented during the conference.
Enhancing the relationship between urban transport, climate change and air pollution is a challenge both for researchers, experts and decision-makers in emerging and developing countries. This challenge is today at the heart of the debate among climate change experts at the international level. The perspective of the COP21, that will be held in Paris in December 2015, is a real issue for CODATU, its members and the whole international community. CODATU XVI aims hosting high level exchanges in order to pave the way towards concrete commitments to be made in Paris.

ENERGY, CLIMATE AND AIR QUALITY CHALLENGES: THE ROLE OF URBAN TRANSPORT POLICIES IN DEVELOPING COUNTRIES 2-5 FEBRUARY 2015, ISTANBUL - TURKEY • ITU MAÇKA CAMPUS
CONFERENCE THEME
The transport sector contributes to 23 % of energy-related CO2 emissions and is responsible for about 13% of greenhouse
gas (GHG) emissions. It is the fastest growing sector in terms of GHG emissions in developing countries, driven
mainly by rapid motorisation. CO2 emissions from transport are expected to grow by +120 % on 2000 levels by 2050.
Motorisation in the developing world is the first reason of such increase. Car-oriented urban development drives energy
dependency and represents, on a long-term view, a threat for non-producing countries. Oil consumption by mobile
sources in urban area contributes to air pollution. Many inhabitants of cities around the world are exposed to hazardous
pollution that causes serious health problems. Cities in the Mediterranean Region show some bad air quality index.
Transport is an integral component of sustaining livelihoods: without efficient urban transport, mankind
would not survive and develop and nor would economies. Yet, despite the immense benefits that
transport enables, such as access to jobs, markets, education, and consumer goods and services via global
supply chains, the transport sector generates substantial disbenefits. These include dependence on non-
renewable energy, greenhouse gas emissions, local pollution, road accidents and inequalities of access.
Such disbenefits clearly demonstrate that the transport sector is currently unsustainable economically,
environmentally and socially. The way we transport people and goods must be radically changed. Many
cities in the world have already started implementing effective policies and countermeasures that seek
to avoid and reduce the usage of energy intensive motorised modes. These also bring improvements
in accessibility and hence increased options and opportunities of mobility. The challenge is for us all!
The conference will tackle the relation between urban transport and climate change and air pollution, focussing on
three main sub-themes:
• Problems and externalities of transport;
• Policies and countermeasures for motorised and non-motorised transport;
• Policies and countermeasures for urban freight movement.

ENERGY, CLIMATE AND AIR QUALITY CHALLENGES: THE ROLE OF URBAN TRANSPORT POLICIES IN DEVELOPING COUNTRIES 2-5 FEBRUARY 2015, ISTANBUL - TURKEY • ITU MAÇKA CAMPUS
ISTANBUL: A MEGACITY ON THE MOVE
This theme seems particularly relevant for a country like Turkey which is oil importer. Turkey has among the
highest gasoline prices in Europe, even if the GDP per capita is not as high as in Western Europe. This policy
should have a positive long-term effect on energy dependency, climate contribution and air quality.
Istanbul is a metropolis of more than 13 million inhabitants and one of the fastest-growing cities of the
Mediterranean Basin. The city is a very good example of how having a strategy for urban mobility and transport
can help cities in emerging countries to develop more sustainably.
However, although Istanbul and other Turkish cities hold many good practices in terms of urban mobility,
environmental issues from transport and climate change are a major problem to solve rapidly. Urban transport
strategies should be more sustainable solutions oriented and those issues should be definitely considered as
priority targets.
A special session will be dedicated to the presentation of the Turkish and Istanbul case studies in order to better
understand and appreciate the local experience.
