2016-17 Continued Focus on Addressing Community Safety and Livability

2016-17 Another Busy Year • Adev Ahluwalia returned to the Board in 2016 to

replace Julia Stadnyk in the role of VP Residential Development.

• David Cary has taken on expanded responsibilities as VP Communication beyond being Newsletter Editor.

• Implemented further improvements to governance processes with respect to financial management and external communications.

• Ongoing engagement with and oversight of im-portant local and regional developments impacting our community.

• Rundle School repurposed as Maria Montessori School opening in September 2017.

• Toronto Crescent west end parking and safety concerns finally addressed.

• Ongoing engagement with surrounding commu-nities and stakeholders on a wide range of devel-opment and City policy issues.

President’s Report Jacques Gendron, President

Looking Forward 2017-18 • Ongoing governance of community financial,

physical and human resources; attraction of vol-unteers to support various community programs and roles.

• Financial management is a particular focus as some costs continue to increase and revenues are fairly flat or decreasing.

• Michael Fuchs will coordinate close to $100,000 in capital improvements to the Community Hall through 2017-18.

• Proposed changes to Stadium Shopping Centre Redevelopment may require a new DP – to be closely monitored.

• Ongoing liaison with the Foothills Medical Centre on the new parking lot and the new Cancer Centre and all of the traffic and construc-tion implications.

• Ongoing liaison with the City with respect to improvements to the intersection at 16th Avenue and 29th Street (summer 2017 through summer 2018), Crowchild Trail improvements, Shagan-napi Trail and “Complete Streets”.

• Ongoing liaison with City Planning and devel-opers on proposed internal redevelopments.

• Continue to reach out to community residents for their views on major projects and City policy initiatives.

Foothills Medical Centre Area Communities Working Group (ACWG) • Providing stakeholder representation for the Lot 1

parkade project and expansion of the power plant. Calgary Cancer Project • Providing stakeholder representation for the

design and construction of the new Calgary Cancer Centre located on Lot 7 of the FMC site.

University District - West Campus • Providing stakeholder representation for the

University of Calgary west campus lands start-ing with phase 1 residential as well as grocery store, hotel, and assisted living developments.

Western Securities - Stadium Shopping Centre • Providing stakeholder representation for the re-

development of the Stadium Shopping Centre including development permit application review and comments for changes to the approved DP.

Brentwood Care Centre • Providing stakeholder representation for the

construction of the 5-storey Phase 3 addition to the Brentwood Care Centre which will add 191 more beds.

City of Calgary • Providing stakeholder representation for:

• Contextual development process • Crowchild Trail corridor study • South Shaganappi Trail corridor study • North Crosstown BRT • 29th Street at 16th Avenue intersection

upgrades • 16th Avenue corridor study.

Rundle School • Sold to the Maria Montessori Education Centre.

South Shaganappi Area Strategic Planning Group (SSASPG) • Liz and Al Rasmuson represent the community

– meets monthly. SSMCCG • South Shaganappi Major Construction Coordi-

nation Group for construction coordination in the area.

Market Mall • Changes coming to Sport Chek, Target, and the

Staples/Home Sense spaces along with expan-sion of the parkade.

Brookfield Development on 29th Street and Parkdale Blvd. • Brookfield Residential is completing The Henry.

Planning, Non-Residential Report Liz Murray, Past President and VP Planning, Non-Residential (with Al Rasmuson)

Facilities Report Michael Fuchs, VP Facilities

• This position covers the maintenance and reno-vation activities at the St. Andrews Heights Community Hall.

• Over the 2016-17 fiscal year, regular mainte-nance was conducted at the hall as needed.

• No additional repairs or maintenance were needed at the hall.

• Looking to 2017-18, we anticipate close to $100,000 in capital improvements to the Com-munity Hall funded via City and Provincial grants.

Treasurer’s Report Ken Zdunich, Treasurer

Record Keeping/Accounting • Invoice newsletter advertisers as advised by the

Newsletter Editor. • Review all incoming bills, secure authorization

and make payment (with a second designated officer signature).

• Liaise with Hall Rental Coordinator to track all facility rentals.

• Record all operating transactions in SAHCA’s bookkeeping/accounting software.

• Monitor and follow-up accounts receivable with customers, and accounts payable with vendors.

Monitor SAHCA’s Financial Health • Monthly reports to the Officers outlining the

current financial state of the community, includ-ing current expenditures and receipts ($250.00 materiality).

• Operating: First Calgary Credit Union balance – latest and most recent.

• Long-term investments: latest and most recent statements summarized.

• Periodic reports to Officer Meetings on financial issues.

Operating: • Monthly bank reconciliations ($0.01 materiality). • Ensure FC authorized signature list is current.

Long Term Investments – thru RBC: • Designated contact with the SAHCA’s

Investment Advisor. • Formulate recommendations for the Executive. Liaison with SAHCA Auditor • Prepare SAHCA records for submission and

review. • Designated SAHCA contact for Auditor inquir-

ies/follow-up. • Prepare and recommend response to Auditor’s

observations. • File all audit responses and review them with

the SAHCA Auditor. Government Filings (designated SAHCA contact) • Income tax filing. • Annual Society & Non-profit filing (Province

of Alberta). • Other filings as required. Insurance • Review coverage value annually with Sports

and Facilities VPs. • Review coverage values annually with SAHCA’s

insurance agent. • Prepare coverage recommendations for Officers’

review and endorsement.

Role of VP Residential Development • This position involves seeking input on proposed

residential developments in our community and communicating such input to the City.

• The VP Residential Development may be required to meet with residents and developers to facilitate compromise over new home specifications and bylaw requirements.

• In very unusual cases, the VP Residential Devel-opment may be required to prepare and present a formal appeal of certain aspects of an approved development, with the support of other members of the SAH Executive.

Contextual vs. Discretionary Developments • Contextual developments meet all bylaw re-

quirements (and therefore community input is not being sought).

• Discretionary developments seek relaxations to the bylaws, typically with respect to height, parcel mass and setbacks. In this case, commu-nity comments are requested by the City and this is where the VP Residential Development facilitates the feedback.

• The community has historically opposed bylaw relaxation requests relating to height, mass, breezeways (in instances where they create

massing issues) and any relaxations that could result in privacy concerns to affected neighbours.

Concerns • We have had a number of Contextual develop-

ments that have come into our neighbourhood that did not seem to be something that should have been approved had they been Discretion-ary Applications. This is not unique to our neighbourhood and in fact this is happening in many of the inner city neighbourhoods.

• The City has recently conceded that this may not be the best way forward. As a result, the City has recently started soliciting ideas from the inner city communities to see if there is a better way forward.

2016-17 • This past year presented us with even fewer

Discretionary Applications than last year. At the time of writing, we have been involved in only three discretionary developments, but are expecting at least two more shortly.

Continued focus on providing recreational sport activities and training for community members.

Soccer: Simon Baines • Simon Baines became our new Recreational

Soccer League Program Coordinator. • Fifty-one registered players. Fees collected sup-

port the program (field rental, coaching clinics, jerseys, pictures, medallions, Soccerfest trophies and BBQ).

• New U8 House team with 16 players, U4 and U6 teams have 21 and 14 players respectively.

• Merged with the University Heights Recreation-al Soccer League program for inter-community U8 to U10 (North West Community Soccer League) and U12 to U18 (Inter Community House League).

Ice Rink: Nik Rasula • Longest season in a decade (14 weeks) ended

March 14 and was capped-off with the volunteer appreciation Ice-Men Cooketh Wind-up pot-luck party April 8.

• Fifteen volunteers/families helped build (37 hours) and maintain the rink for use, free of charge, to all community users and the public.

• Expenses for the 2016-17 ice rink season build and maintenance included outdoor portable toilet, new and repaired water hoses, maintenance and gas for equipment, and Ice-Men Cooketh party.

• Ice rink safety concern: current hockey nets will be replaced with mini/no-raise nets to discour-age puck raising during shinny games and to protect recreational skaters.

Ice Skating Lessons: Heather Makowecki • Heather Makowecki coordinated the Young Ice

Skaters Outdoor Lessons, activities, volunteers and coaching for a second year; from January to March.

• The skate change room access door was fitted with an electronic key pad for skater access by the registered children, parents and coaches.

• Skating lessons, offered free of charge to all SAHCA members, ended March 14 with end of lessons festivities for parents and skaters.

Tennis: Gwen Schaefer • Thirty-one families registered to gain exclusive

use access to the community tennis courts free of charge.

• Nine-foot wide windscreen wraps were installed on the north and west tennis court fences.

• Volunteers were organized to take-down the windscreens in the fall and to re-install them in spring.

• University of Calgary Dinos Tennis Society provided tennis lessons from May to September in 2016.

Looking Ahead to 2017-18 • The installation of a security video system to

monitor the tennis courts and skate change room. • A 9-foot wide windscreen wrap is to be installed

on the southwest tennis court enclosure fence. • The plywood rebound practice wall is to be re-

placed with either a concrete structure or the resurfacing of the existing wall with plywood.

Role of VP Communication • Responsible for the SAHCA Newsletter and

coordination with the Newsletter Editor. • Responsible for ensuring SAH community mem-

bers are aware of community issues and events through the newsletter and/or other related notic-es such as email distributions to the community email list, special notice distributions through the newsletter network, etc.

• Responsible for overseeing management of the SAHCA website and providing guidance to the SAHCA Website Administrator (Gwen Schaefer).

• Seeks advertising opportunities for the commu-nity newsletter to generate operating revenue.

• When required, acts as liaison with other exter-nal organizations which propose activities and request community association involvement. Refers queries from external sources and exter-nal stakeholders to the relevant Board member and collaborates to address specific issues and responses to external stakeholders.

Role of Newsletter Editor • Publish our community newsletter nine times a

year. • Work with the VP Communication to obtain new

advertisers and liaise with existing advertisers. • Write copy, coordinate with editorial contribu-

tors, design and layout each issue. • Arranges for printing and delivery of the news-

letter in the four community delivery routes. • Liaise with Treasurer for invoicing of advertisers. Carriers • The community is divided into four routes. The

carriers do a great job delivering to each house-hold. Each carrier receives $25 per route per month. Our delivery costs per month are $100.

Printing • The newsletter is printed by Minuteman Press

Beltline, whom we have a longstanding relation-ship. Their quality and reliability are very good, as are their prices and turnaround times.

Newsletter Advertising Income/Newsletter Costs • The cost per issue increases or decreases based

on the number of pages of the newsletter. In Sep-tember 2016, the newsletter increased from 12 pages to its current 16 pages, with the December 2016 issue being 20 pages.

• The increase in page size has been a direct by-product of increased advertising revenue.

• At the June 2016 Board Meeting it was decided to increase half-page advertising rates to $55 per issue and business card size ads to $30, effective with the September 2016 issue.

• It was also decided to offer a full page back cover ad which was sold immediately.

• At the September 2016 Board Meeting it was decided to make inside full page ads available for $100 per issue.

• These minor changes have had a profitable impact on the newsletter as all issues since September 2016 have produced a small profit for the Com-munity Association.
