A fter the successful 6-day Second Level Training on the specifics of the Global Adult Tobacco Survey (GATS) on August 31 to September 5, 2009 at Sardonyx Plaza and Restaurant, Cotabato City, Region 12’s team of field interviewers embarked on its task of collecting data on

tobacco use for a number of sample households in the region with the use of IPAQ hand-held computers.

Said device includes prime features like touch screen, wireless power, light sensor, and 5-way navigation key. It will be used entirely for the survey in the conduct of screenings, interviews and performance of Case Management System functions. With the use of the aforesaid gadget, NSO has taken its leap forward, embracing new technology to do tasks speedily and seamlessly. Enumeration date officially began on September 8, 2009 and ends up on October 5, 2009.

IN-FOCUS: PESO VALUE IN SULTAN KU-

S ultan Kudarat Province’s peso value is getting much stronger based on the August 2009 result of Consumer Price Index (CPI) for Region XII.

It posted at P165.9, which is comparatively stronger in value than the previous month (July 2009) with P167.5, and one year

ago (August 2008) with P168.8 for the province. This is favorable to the peo-ple of Sultan Kudarat. As this would mean that the people would need this amount of money to purchase the same items they are able to purchase in year 2000 amounting to only P100.

For the region, it reached to P161.80 which is only P2.70 higher compared to the same month of last year, and slightly lower than the previous month of this year in the amount of 40 centavos.

For other provinces, Cotabato marked to be the highest amount, with P181.80, and South Cotabato still holds the lowest amount of only P151.60. This means that a bigger amount is needed in Cotabato Province than in South Cotabato to purchase the same items.

General Santos City comparatively had a lower CPI (P146.20) than Cotabato City (P156.00). People in General Santos City will experience much ease of life than in Cotabato City with this situation.

Sultan Kudarat’s inflation rate showed much slower peso devaluation com-pared to all provinces with -1.5. This is due to the result of the CPI for Sultan Kudarat. Cotabato Province showed consistent highest peso devaluation among the provinces in two consecutive months and that of a year ago, with 5.6 for August 2009. Cotabato City also had a negative inflation rate of 0.2, while General Santos City had the same peso value a year ago, with zero inflation rate for August 2009.

For the purchasing power of peso, Sultan Kudarat gained strength in its value, since the value earned up another centavo compared to its last year’s result of 59 centavos and had the same value with the previous month of 60 centavos.

South Cotabato had the strongest peso value of 66 centavos while Cotabato Province had the least peso value of only 55 centavos for August 2009. Cotabato City’s peso value is 4 centavos lower compared to General Santos City of 68 centavos.

Purchasing Power of the Peso (PPP) – shows how much the peso in the base period is worth in another period. It gives an indication of the real value of the peso in a given period relative to the peso value in the base period.

Consumer Price Index (CPI) – a measure of change in the average retail prices of goods and services commonly purchased by a particular group of people in a particular area. The computation of the CPI basically uses a Laspeyres Formula (fixed base year weights).

Inflation Rate (IR) – the annual rate of change or year-on-year change in the consumer price index.

“Happy Together!” This was the theme and feel of the Regional Office XII’s kick-off activities held last July 30, 2009. RD Manulon headed the short program and underlined the call for a more quality service as government servants working with the NSO. He elaborated further the gist of this year’s theme,

“Dekalidad na serbisyo, hatid ng NSO sa ika-animnapu’t-siyam na anibersaryo!”

No later, the ceremonial unveiling of panel exhibits was done. Said exhibits were put up at the visitor’s/receiving area, office’s Batch Request Entry System (BREQS) Servicing area and hall-way. The display showcased NSO’s history, vision, mission, core values, mandates, activities, organizational structure, and various statistical and civil registration products and services. Various pictures that support the office’s activities and services were also highlighted.

Exhibits were initially displayed during the Kabisig Government Expo and Small and Medium Enterprise Trade Fair at KCC Mall, General Santos City from May 11 to 15, 2009 and thereafter at NSO General Santos City’s Serbilis Outlet.

Administrative Officer IV Lorna M. Sumalpong took center stage on August 10 right after the Monday morning flag ceremony during her presentation underscoring NSO’s history, vision, mission, core values, mandates, activities, recognitions, organizational structure, statistical and civil registration products and services. Meanwhile, Regional Director Manulon echo former NSO Administrator Tomas P. Africa’s topic, “A Winning Formula for Change” on August 24. Same subject was given during the 6th National Convention of Solemnizing Officers last August 4 to 6, 2009 at SM Mall of Asia’s Convention Center.

Ms. Maria Christina T. Macion, Registered Medical Technologist of the Philippine National Red Cross (PNRC), Cotabato City Chapter was invited as the office’s Resource Speaker on Blood Letting Program and Services of PNRC on August 17, 2009. This was a preliminary activity of the office in line with the office’s formal tie-up with the PNRC for a blood-letting session every February and August of the year, in observance of the office’s Civil Registration Month and office anniversary, respectively.

NSO Regional Office XII’s steadfast commitment to reach out to its adopted school, Muamad Elementary School at Barangay Poblacion IX, Biniruan, Cotabato City, was yet again exemplified thru donation of school supplies to 163 Grade 1 pupils. Gift set comprised of a colored plastic envelope, 12 pieces color crayons, Grade 1 pad paper, Mongol pencil, Grade 1 black pencil, sharpener and eraser.

The gift-giving event was realized during the anniversary day, August 19, where Regional Director Manulon, the rest of the regional office staff and FIES Encoders, became patrons and angels to the pool of pupils. The event was witnessed by Mrs. Malipa T. Adzal, Al-Hadja, School Principal, and her all 14 female teachers. The gift-giving activity was a sequel to the office’s turn-over of books solicited from Asian Foundation Philippines’ Books for Asia Program last June 30, 2009.

The regional office realized “Sagip, Saya, Bingo Na!” as an anniversary activity to reach out to flood victims in Cotabato City and its neighboring areas. The event was done on August 24 at the office’s library. Half of the total proceeds per game were awarded to the winner, while the remainder was allocated for the donation to typhoon Jolina’s flood victims.

The anniversary day was given an exultant bash with board games and parlor games. Evening’s event was tagged as 69 MADNESS GET-TOGETHER PARTY that was held at Kitok’s Lechon Haws, Cotabato City. Meanwhile, a thanksgiving mass was sponsored by the regional office last August 26 at the Immaculate Conception Cathedral, Cotabato City with Fr. Loreto Sanoy, DCC as officiating priest.

NSO XII was invited as resource speakers on Philippine Laws on Civil Registration in the Department of Foreign Affairs (DFA) Regional Consular Office of General Santos City’s 2-day Capacity Building Seminar on August 15 at Tierra Montana Hotel, General Santos City. Speakers were RD Manulon, PSO Ruben Abaro of NSO SOCSARGEN and her staff, SCO Lilybeth Galia.

RD Manulon and Administrative Aide Wilmer Bacera attended the Association of Resident Ombudsman in Government Agencies (AROGA) National Convention held at Grand Men Seng Hotel, Davao City on August 17 to 19.

RD Manulon presented the proposed 2010 Census of Popula-tion and Housing during the Regional Statistical Coordination Committee (RSCC) XII meeting last August 27 at EMR Center, Koronadal City. Statistician I Ismael Ramos, Jr. also presented NSO XII’s updates and status of statistical undertakings.

RD Manulon served as guest speaker during the Kasalan ng Bayan of the Municipality of Isulan, Sultan Kudarat, held on September 7 at the Municipal Gymnasium. Mayor Diosdado G. Pallasigue solemnized a total of 39 couples for the said mass wedding. PSO Rafael Sambrano and SCO Roselyn Fornan of NSO Sultan Kudarat also attended the event.

In line with the 109th Philippine Civil Service Anniversary observance, series of activities held in Cotabato City was joined in by NSO Regional Office staff, namely: Opening Program, Hataw and Thanksgiving Mass on September 1 at CCSPC Gym and Our Lady of Rosary Parish, respectively; Public Seminar on Ethics and Accountability on September 8 to 9 at CSC 12 Training Hall; Larong Pinoy on September 23 at NDVHS Gym; and Blood Donation Program on September 24 at Southseas Mall. AO V Lorna Sumalpong attended the Regional Convention of Personnel Officers on September 30 to October 2 at Grand Ficus Hotel, Kidapawan City.

RD Manulon spoke about “Pagyamanin ang Ating Kultura” during his attendance as guest speaker in the Culmination Program and Kanduli of Kabacan, Cotabato Province relative to the town’s 7th Kalimudan Festival. It was held on September 24 at the Municipal Gymnasium.

Assistant Statistician Carla Marylou Fusilero and Statistician Aide Joan Gamad will be Region XII’s partakers to the Group A Training in NSO Manila. They will be joining statisticians and programmers from other regions in the country for a 5-month rigorous training on demography, statis-tics, management, among others that will begin on October.

The provincial office joined the Jobs Fair sponsored by ABS-CBN Corporation on August 8 at KCC Mall, General Santos City.

A tree planting activity at Barangay Apopong, General Santos City last August 28 was initiated as part of the anniversary celebration. It was realized in coordination with Mr. Bernie D. Portes of the City Environmental and Natural Resources Office (CENRO) who also gave a lecture on Greenhouse Effect last August 24 at the NSO Provincial Office.

NSO SOCSARGEN and League of Civil Registrars of SOCSARGEN conducted a 3-day Training on Revised Civil Registry Forms for its civil registry personnel on September 16 to 18 at NSO SOCSARGEN Provincial Office, General Santos City. RD Manulon and PSO Abaro were the resource speakers.

PSO Penuela attended the Kasalan ng Bayan in Kabacan, Cotabato last August 17.

NSO Cotabato donated garbage can stands installed at Kidapawan City Plaza on August 19.

PSO Penuela and Administrative Assistant Leah B. Sabute joined RD Manulon in the meeting of the Association of Civil Registry Personnel of Cotabato Province, Inc. (ACRPCI) on August 26 at the Project Management Office of Antipas Municipal Hall, Cotabato Province. In attendance as guest speaker was Antipas Mayor Cristobal D. Cadungon.

NSO Cotabato joined the team of organizers for a Job’s Bridging Program held last August 27 and September 16 in Kidapawan City. Verification of births thru SECPA issuance served as initial activity for the incoming Job’s Fair and Mobile Passport Service on October 3 to 4 to be held at ND Kidapawan College Gym and St. Marcellin Champagnat Student Center, Kidapawan City.

Organizers collaborated with by the provincial office were ND Kidapawan College, Central Mindanao Colleges, Colegio de Kidapawan, North Point College of Arts and Technology, Read Data Access Computer College, Northwest Cable Television Network, DOLE and PESO, Kidapawan City. Activity seeks to assist the alumni of the aforesaid academic institutions.

NSO SULTAN KUDARAT , TACURONG CITY

NSO Sultan Kudarat started the agency’s month-long anniversary celebration with a motorcade around Tacurong City and visited Tacurong City Jail on August 25 and donated gifts composed of groceries and used clothing; morning snacks for the prisoners were also provided.

Participated in the mobile registration conducted by the Office of the Civil Registrar of Isulan in Barangay Sampao on August 27 where PSO Sambrano spoke about the basic of civil registration.

Attended the Kasalan ng Bayan and Barangay [Sampao] at Isulan which were held on September 7 and 24, respectively.

Statistician II Jurilyn P. Abraham served as resource speaker on civil registration during the Social Security System (SSS) Pensioner’s Day on September 2 in Tacurong City.

Carried out series of info caravans on statistical products and civil registration at New Passi Elementary School and Rajah Muda National High School, both in Tacurong City on September 8 and 10, respectively.

Aside from monitoring adult tobacco use (smoking and smokeless), the 2009 GATS, a nationally representative household survey, seeks to keep track of primary tobacco control interventions and initiatives in countries with highest smoking rates, that included Philippines along with other fourteen (14) countries. In this second phase of the GATS, other participating nations also identified with high smoking rates are Bangladesh, Brazil, China, Egypt, India, Indonesia, Mexico, Pakistan, Poland, Russian Federation, Thailand, Tur-key, Ukraine, and Vietnam.

According to recent studies of the World Health Or-ganization (WHO), 5 million deaths per year were re-corded, making tobacco as the world’s top killer. Experts agree that if current smoking patterns go on, smoking will kill nearly 10 million people annually by 2020, and 7 million of these deaths will occur in developing nations such as in

the countries previously mentioned.

In response, Centers for Disease Control (CDC) Foundation established systematic surveys to monitor global tobacco use among adults with financial aid from Bloomberg Philan-thropies. As an upshot, realization of GATS is a team effort of the Centers for Disease Control and Prevention (CDC), the Centers for Disease Control Foundation (CDCF), the World Health Organization, the Johns Hopkins Bloomberg School of Public Health, RTI International and other countries. In the Philippines, GATS will be pulled off in partnership with the

Department of Health (DOH).

Taking the task for Re-gion XII’s training were Priscilla E. Bacus, Statis-tician II of NSO Manila, Statistician Aide Rodolfo M. Mendoza of the Regional Office, and Statistical Coordi-nation Officer I Jeffrey S. Superlativo of NSO SOCSARGEN, General Santos City. Training consultant was Dr. Franklin C. Diza of DOH’s National Center for Disease Prevention and Control.

Global Cigarette Consumption (1880-2025)

Cigarette consumption worldwide had

rose from 10’s in the 1800’s to billion of

sticks in the 21st century. Tobacco is the single greatest preventable cause of death in the world

today, killing up to half the people who use it.

More than 1 billion people worldwide currently smoke tobacco – about

one quarter of adults – and tobacco use currently kills more than

5 million people worldwide each year.

Tobacco use continues to grow in developing countries due to steady

population growth along with aggressive tobacco industry marketing

efforts; and it accounts for 70% of global total.

If current trends continue, tobacco will kill more than 8 million per year

by 2030.

By the end of this century, tobacco may kill a billion people.

T he National Statistics Office (NSO) and the Philippine Statistical Association (PSA) will be conducting the 2009 Philippine Statistical Quiz (PSQ) nationwide, the 18th in the series. National finals for 2009 PSQ will be

held in Manila on December 4, while Regional Championships will be simultaneously done on November 12.

For all regions, identification of statistical wizards will be instigated in October through conduct of provincial eliminations. Winners will represent their respective provinces in the regional finals. For SOCCSKSARGEN, regional finals for this year’s PSQ will be sponsored by the Provincial Planning and Development Office (PPDO) of South Cotabato. Initial identified venue is Koronadal City. Cash, trophies and medals await the winners.

The PSQ is a yearly contest aimed at examining freshmen college students' knowledge of statistics as acquired from the secondary education curriculum. It aims to promote, enhance, and instill appreciation on the value of the statistics among Filipino youth. It also seeks to generate greater public awareness on the importance of statistics in development planning and gain better cooperation in government statistical activities.

2009 FIES 1st Visit Machine

P ool of encoders was hired by the regional office to take charge of the encoding of data for the 1st Visit of the 2009 Family Income and

Expenditures Survey (FIES). Machine process-ing began on August 27 and winded up on September 29. Encoders were Aileen Batlag, Gaudencio Castillon, Rodel Cruz, Jr., Rogelio Dafielmoto, Jr., Manjoursa Lauban, Sahira Dimaronsing, Annabel Tambara, and Ricky Laureano. Taking main charge of the task was Statistical Coordination Officer I Leonardo L. Sales who served as the region’s Data Processing Center Supervisor.

The 2009 FIES is a nationwide survey of house-holds undertaken every three years by the National Statistics Office (NSO). It is the main source of data on family income and expendi-ture, which include among others, levels of consumption by item of expenditure as well as sources of income in cash and in kind. Data obtained for this survey will be utilized by planners and administrators in social and economic development planning and decision making.

Around 51,000 households will be interviewed twice for the survey. First visit was done in July 2009 with the first semester January to June 2009 as the reference period; the second visit will be made in January 2010 with the second semester of 2009, that is, July to December as reference period. The same set of questions is asked for both visits.
