Motion by Patten, second by Thomp- son to adopt Resolution #2019-0044, Ap- proving the Assignment of Certificate of Purchase at Tax Sale. A complete listing of these parcels are on file in the Treasurer’s office. All voted aye. 8. Marshall County Public Health De- partment- Update on Public Health Emer- gency Preparedness. Discussion: Pat Thompson, Public Health Nurse, talked about the tent, lights, and generator which purchased and stored previously at the hospital now at the Sher- iff’s Office. She would like to purchase a trailer and cart to make these items more usable. They will also go to the coalition for approval. They are looking at purchasing a 6’ x 12’. Dave asked if it is possible to buy from someone in Marshall County. Lucas asked about storage. Kim said they are planning at the Sheriff’s Office. There was also discussion on using Building & Grounds 6’ x 14’, then Building & Grounds buying new. No need for motion since this is already in the budget. 9. Motion by Thompson, second by Pat- ten, to approve the renewal of the current contract with Delta Dental Plan of Iowa and authorize the chairman to sign. This plan is effective July 1, 2019 through June 30, 2020. All voted aye. 10. Motion by Patten, second by Thompson, to approve the renewal of the group vision care plan with Avesis and au- thorize the chairman to sign. This plan is ef- fective July 1, 2019 through June 30, 2020. All voted aye. 11. Public Forum— Harold Lanning wants a meeting with Paul Geilenfeldt. The drainage along our road (Vine Ave) and we have wash outs and flooding. His address is 1994 Vine Ave. Kim Elder announced that the final After Action Report has been received. The main thing she wants to work on EOC (Emergency Operations Center) and ICS (Incident Command System) working to- gether. She will be offering an all-day train- ing November 13th. Kim also said that November 7th – 10th offering training Com- munity Emergency Response Team train- ing. Jarret showed the new Black Out li- cense plate. Michelle Gauthier asked for an update on utility issues and detour on North Cen- ter. Paul Geilenfeldt said this is a City issue as well. He does not like how the detour is working. He is also going to post for speed. The detour will probably be 3 years be- cause of the Iowa DOT number of days for the project which were allowed. Dave said the items that are City you will need to ad- dress your concerns with Justin. 12. The local Grade Level Reading campaign, Story County Reads, is supported by United Way of Story County, which op- erates as the backbone agency for the collabora- tion. Key partners within the collaboration include Raising Readers in Story County, YSS, Ames Public Library, Iowa State Univer- sity, and Ames Community School District. There are over thirty organizations that actively participate in work group or team meet- ings related to Story County Reads. “Recognizing Pacesetters is our way of applauding and thanking the civic lead- ers, organizations and agencies that have joined forces to build brighter fu- tures for children in their communities,” said Ralph Smith, managing director of CGLR. “We are learning with them and from them what it takes to move the needle and close the gap. Mobilized communities — like these Pacesetters — are essential to ensuring school success.” Each year, the GLR Campaign uses its Paceset- ter Honors to highlight communities that report making measurable progress on key indicators of early school success. These communities serve as proof points and repre- sent the “leading edge” of innovation, impact and im- provement within the GLR Network, currently com- prised of more than 360 communities, representing 44 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands and Al- berta, Canada. Story County Reads is being recognized as a 2018 pacesetter in all three indi- cated categories: 1) “Achieving bigger, better outcomes” – in the area of school readiness, 2) Mak- ing game-changing impacts and fixing the brakes on progress – in the areas of focusing funder collabora- tion and strengthening cross-sector collaboration, and 3) Building the Com- munity Learning for Impact & Improvement Platform – for being a leading group in creating the new online learning platform. “Story County Reads, our multi- partner collaboration, is passionate about ensuring youth in our communities across the county are in school, ready and able to learn.” said Malai Amfahr, Story County Reads Direc- tor at United Way of Story County. “Our purpose re- mains strong in that we all have hope for future gener- ations and work to create those opportunities that lift up the youth in our com- munities. Literacy is the vehicle that moves us for- ward.” The Story County Reads collaboration uses a collec- tive impact model of work- ing together that includes goal and resource align- ment in the areas of school readiness, school atten- dance, summer learning, and general literacy profi- ciency. Youth programs im- plemented by service providers involved with Story County Reads inten- tionally infuse literacy in program elements. Reading proficiency by the end of third grade is a critical milestone toward high school graduation and career success because it marks the transition from “learning to read” to “read- ing to learn.” National tests showed that in 2017, 63% of U.S. fourth-graders were not reading proficiently. Students who have not mastered reading by that time are more likely to drop out of high school and struggle throughout their lives. 7. Motion by Patten, second by Thomp-son to adopt Resolution #2019-0044, Ap-proving the Assignment of Certificate ofPurchase at Tax Sale. A complete listing ofthese parcels are on file in the Treasurer’soffice. All voted aye.

8. Marshall County Public Health De-partment- Update on Public Health Emer-gency Preparedness.

Discussion: Pat Thompson, PublicHealth Nurse, talked about the tent, lights,and generator which purchased and storedpreviously at the hospital now at the Sher-iff’s Office. She would like to purchase atrailer and cart to make these items moreusable. They will also go to the coalition forapproval. They are looking at purchasing a6’ x 12’. Dave asked if it is possible to buyfrom someone in Marshall County. Lucasasked about storage. Kim said they areplanning at the Sheriff’s Office. There wasalso discussion on using Building &Grounds 6’ x 14’, then Building & Groundsbuying new. No need for motion since thisis already in the budget.

9. Motion by Thompson, second by Pat-ten, to approve the renewal of the currentcontract with Delta Dental Plan of Iowa andauthorize the chairman to sign. This plan iseffective July 1, 2019 through June 30,2020. All voted aye.

10. Motion by Patten, second byThompson, to approve the renewal of thegroup vision care plan with Avesis and au-thorize the chairman to sign. This plan is ef-fective July 1, 2019 through June 30, 2020.All voted aye.

11. Public Forum— Harold Lanningwants a meeting with Paul Geilenfeldt. Thedrainage along our road (Vine Ave) and wehave wash outs and flooding. His addressis 1994 Vine Ave.

Kim Elder announced that the final AfterAction Report has been received. Themain thing she wants to work on EOC(Emergency Operations Center) and ICS(Incident Command System) working to-gether. She will be offering an all-day train-ing November 13th. Kim also said thatNovember 7th – 10th offering training Com-munity Emergency Response Team train-ing.

Jarret showed the new Black Out li-cense plate.

Michelle Gauthier asked for an updateon utility issues and detour on North Cen-ter. Paul Geilenfeldt said this is a City issueas well. He does not like how the detour isworking. He is also going to post for speed.The detour will probably be 3 years be-cause of the Iowa DOT number of days forthe project which were allowed. Dave saidthe items that are City you will need to ad-dress your concerns with Justin.

12. Adjournment--The next regular ses-sion is July 23, 2019, at 9:05 a.m. All busi-ness to be acted upon at that sessionshould be submitted to the County Auditorand Recorder’s Office or the Board of Su-pervisors’ Office by Thursday, July 18, 2019at 1:00 p.m.
