• Independent efforts of some faculties to start their own teacher training courses

• Introduction concepts of institutional quality culture and accountability

transmission of knowledge• Ecellence in teaching and/or professional competence

OPPORTUNITIES• Worldwide changes in the approaches to

THREATS• Inability to approach all EU programs supporting

the transformation of European area of higher education

• Lack of clear national strategy in the domain of higher education

• Prevailing general view of higher education as a consumption and not an investment

• Insufficient financing from the state budget of the Croatian reform of higher education
