Straw-man Proposal for USTA HPS
A straw-man proposa l is a brainstormed simple draft proposal intended to generate discussion of its disadvantages and to provoke the generation of new and better proposals. The term isconsidered American business jargon but it's also encountered in engineering office culture. Sometimes "straw dog" is used instead as form of political correctness. Often, a straw-mandocument will be prepared by one or two people prior to kicking off a larger project. In this way, the team can jump start their discussions with a document that is likely to contain many, butnot all the key aspects to be discussed. As the document is revised, it may be given another edition names such as the more solid-sounding "stone-man", "iron-man", and so on.

On Friday March 14, 2014 the USTA HPS attended theWelcome Dinner and Opening Session where President DaveHaggerty presented the strategic vision at the national level.The attendees were all given cards with the 2014 GameChanging Moves (initiatives):
1. M Membership Innovation - Remain relevantand offer value to our constituents by analyzingand testing additional membership models.
2. A Adult Product Line Develop and test newadult formats for both individual and team play inorder to increase participation and attract moreunder 40 players.
3. Y Youth Imperative Attract and retain more
youth (particular 10 and under) by offering a
pathway of age and skill appropriate individual
and team competition and play opportunities.
The USTA is experiencing unprecedented membership attrition. Year to date, there has been a decline of nearly 48,000 members. Since
2012, there have been consecutive monthly declines. The Membership Innovation Study Group has identified the following factors as
contributing to the decline: changes in technology, scarcity in time, different behavior for younger people with respect to joining organizations. The
Group has proposed the value proposition as follows: Trusted resource for tennis, connections and growth.

Group to Study USTA Membership Decline In response to a decline in USTA membership for 2012, USTA PresidentDave Haggerty announced the formation of a Membership InnovationStudy Group to recommend models that can help boostmembership in the organization. The USTA has more than 750,000 individual members, but in an emailto USTA staff and volunteers, Haggerty said membership for 2012had declined by 1.8%, or 13,733 members, which he termed
unprecedented. Historically, USTA Membership has reported modest annual increases of2 to 3 percent in member count each year, Haggerty wrote, adding thedecline for 2012 was in spite of bringing in over 45,000 ne w 10 andunder members. He also said that so far in 2013, the member countdeclines are continuing, to the tune of 2 percent to 3 percent eachmonth. In contrast, the latest USTA/TIA Participation Study showed that tennisparticipation in the U.S. increased for 2012. Overall participation wentup 4 percent to 28.04 million, while frequent players increased 10percent to 5.3 million. The goal of the Membership Innovation Study Group, Haggerty wrote,

How do other sports organizations in Hawaii do it? Other sports in Hawaii do similar functions of the USTA with little or no full time staff because they have no US Open to provide them with anoperating budget. All the heavy lifting is done by clubs!

Budget 2015. Throw away the old template. If Youth Tennis is the primary focus of the USTA National office, zero based budgeting (revenue collected = expenses paid) for Youth Tennis
will not bring about the change mandated by the USTA National office. For example, USTA HPS Junior Summer Teams (our best juniors representing the Hawaii Pacific Section):
HPS does not provide for uniforms (other sections provide uniforms)
HPS does not provide a per diem for coaches (other sections provide per diem to get good coaches) HPS does not cover tournament fees (other sections subsidize costs for the Level 1 events)
Eliminate committees. Just assign the other functions to a primary point of contact and a secondary point of contact. The work or function willget done by the primary or secondary contact, a committee is not required to get the work done.
If you need a standing committee - it has to meet, submit minutes, and report why it met at the quarterly board of directors meeting. Nomore standing committees unless they actually do something.
