USTA HPS Junior Competitive Rules: Summary of Changes for 2011

Change #1: New Seeding Guidelines

All tournaments sanctioned by the USTA HPS shall follow the Computerized List Method using the mostrecently published USTA HPS Standing List.

Deviations from the list are for extraordinary circumstances and require prior approval from the USTA HPSJunior Tournament Subcommittee.

If the most recent USTA HPS Standing List is insufficient for determining seeding (e.g., none of thetournament entrants are ranked), TDs may use the All Factors Method for seeding as described in the2010 USTA FAC pages 71-73.

Change #2: New Challenger Division

Novice and Intermediate Divisions are replaced by a single Challenger Division. Challenger Division events are not seeded and have no ranking points.

Change #3: Rankings and Open Division Tournament Draws

A new Points per Round (PPR) Table that strictly follows the USTA National Point Tables shall be used forrankings in the 12s 14s 16s 18s. A players 6 best singles events + 15% of a players 3 best doubles events shall be used for a single

combined ranking. Points will count down from a higher to lower age division. For example, if you play-up in the 16s, but

are still eligible to play in the 14s, your 16s points will also count down to be included in your 14spoints.

The 10s division will continue to be unranked (TDs may decide not to seed the 10s division or use theAll Factors Method for seeding).

Open Division Tournament Draws shall have one of the following formats: 1) FIC Semifinals; 2) FICQuarterfinals; or 3) Single Elimination (the Draw modified consolidation or First Match Loser

Consolation format is eliminated in 2011).

Tournaments with FIC: Draw Size 2 = points will not count; Minimum Draw Size = 3; Draw Size 3 = round robin format. Draw Size 4 = consolation match for 3rd and 4th place. 5 Draw Size < 8 = FIC Semifinals:

1) Eliminates the Draw Size = 5 FIC Quarterfinals exception that a 1st round loser will not havea consolation match;

2) Eliminates the Draw Size < 8 FIC Quarterfinals exception that a 4th place finisher earns zeropoints while a consolation match winner earns points;

3)Allows players to fight their way back to 3rd or 4th place regardless of their seeding. 8 Draw Size = FIC Semifinals or FIC Quarterfinals: TD discretion (FIC Semifinals adds

another match to the overall FIC draw length compared to the FIC Quarterfinals).

TDs are not required to run the FIC until completion! For example, Level 2 National Opens run theFIC through the consolation semifinals only, no consolation finals match is played. TDs have the following options to fit a FIC draw over a weekend:

1) Run the event over a three day holiday weekend;2) Start the event Friday (late afternoon or early evening to accommodate travel);3) Do not run the FIC draw to completion;4) Change the tournament match format in accordance with Table 6 Scheduling Guidelines for

Junior Divisions of the 2010 USTA FAC page 98.

Single Elimination: Draw Size 2 = points will not count; Minimum Draw Size = 3; Draw Size 3 = round robin format. 4 Draw Size = Single Elimination: TD discretion for 3rd and 4th place consolation.

9. Divisions9.1. Junior Novice.

9.1.1.Age division is determined by FAC Guide to Eligibility.9.1.2.Ages 10-18: Players ranked in any year-end junior open singles ranking are permanently ineligible for

novice play. Once a player is ineligible, that player may not become eligible for any future novice play, eventhough that player may no longer be ranked. Tentative year-end rankings may be used until the final year-end rankings become available.

9.1.3.Alternative match formats may be used (pro 8, short sets, round robins, etc.).9.1.4. Players who win two (minimum draw of four players, or three players in a round robin format) novice eventsare no longer eligible for novice play in any division.

9.1.5. Players will not be seeded in novice tournaments.9.1.6. The Champion in each age division at Hawaii State Junior Tennis Tournament of Champions is no longer

eligible for novice play.9.1.7. Tournament Directors reserve the right to exclude players holding tournament wins over barred players or

to place them in a higher age group.9.2. Intermediate.

9.2.1.Age division is determined by FAC Guide to Eligibility.9.2.2. Players that play in 10 and under Open tournaments are not restricted from play in intermediate

tournaments, except for those covered under item 9.2.3 below.9.2.3. Players ranked 1-5 in the 12s, by the most recent standings list available as of one week before the

tournament entry deadline, are not eligible for intermediate tournament play in any age group.9.2.4. Players 1-8 in the 14s, 16s or 18s, by the most recent standings list available as of one week before the

tournament entry deadline, are not eligible for intermediate tournament play in any age group.9.2.5. Because of rolling records, eligibility will be based on the most recent standings list available as specified

above.9.2.6.A player winning two intermediate tournaments in the same age division in a calendar year must play in a

higher division. However, the same player may be eligible to play in intermediate tournaments the followingyear depending on the most current rankings. For example, if in 2008, a player wins two intermediatetournaments in the 12s, that player is not eligible to play in 12 intermediate in 2008, but he/she is eligible to

play in 14 intermediate in 2008. However, in 2009, this player could play in 12 intermediate again as long ashe/she is still age eligible.

9.2.7.Alternative match formats may be used (pro 8, short sets, round robins, etc.).9.2.8. Players may be seeded in intermediate tournaments at the discretion of the tournament director.9.2.9. Tournament Directors reserve the right to exclude players holding tournament wins over barred players or

to place them in a higher division.9.3. Open.

9.3.1.Age division is determined by FAC Guide to Eligibility and is open to all junior players.9.3.2.A player who plays in any two USTA Hawaii Pacific Section (excluding ITF) sanctioned junior Open events

within the same age group and within a current 12 month period will appear on the junior ranking eligibleranking list. The monthly standings are an accurate approximation of where a player would be if he/shewere working towards a year end ranking. The final year ending ranking will be published at the end of thecalendar year.

10.Open Ranking Requirements10.1. Players 12-18 years old may be ranked in singles and doubles. Players may be ranked in the following divisions:

12 and under, 14 and under, 16 and under, 18 and under (in singles and doubles). Match play requirements forranking must be completed in the same ranking age group for singles. Similarly doubles ranking requires alldoubles matches to be played in the doubles ranking age group. As a clarification, match play in one age g roupcannot count toward ranking in a different age group. As a clarification, it is possible to be ranked in one agegroup for singles, and a different age group for doubles. All ranking requirements must be done in the currentcalendar year.

10.2. End of year singles ranking requirements: End of year ranking will be determined by the points summed fromthe 6 highest points per round values from any six Hawaii Pacific Section tournaments played in 2009.10.3. End of year doubles ranking requirements: Ranking will be determined by the points summed from the 3highest points per round values from Hawaii Pacific Section tournaments.

10.4. End of year mixed doubles ranking requirements: Ranking will be determined by the points summed from the3 highest points per round values from Hawaii Pacific Section tournaments.

10.5.Alternative draw and match formats may be used.10.6. Intermediate, novice, and national tournament results do not count for Hawaii Pacific Section ranking.10.7. Points values are awarded based a players final position in the draw. Different tournament types have different

point awards as noted in the following table:

9. Divisions

set. Alternative match formats, however, may be used (pro 8, short sets, round robins, etc.).9.1.5.A player winning two challenger tournaments in the same age division in a calendar year must play in a

higher division. However, the same player may be eligible to play in challenger tournaments the followingyear depending on the most current rankings. For example, if in 2008, a player wins two challengertournaments in the 12s, that player is not eligible to play in a 12 challenger in 2008, but he/she is eligible toplay in a 14 challenger in 2008. However, in 2009, this player could play in a 12 challenger again as long ashe/she is still age eligible.

9.1.6. Players will not be seeded in the Challenger Division.9.1.7. The Champion in each age division at Hawaii State Junior Tennis Tournament of Champions is no longer

eligible for challenger play in that division.9.1.8. Tournament Directors reserve the right to exclude players holding tournament wins over Open Division

ranked players (see sections 9.1.2 and 9.1.3 above) or to place them in a higher age group.9.2. Open.

9.2.1.Age division is determined by FAC Guide to Eligibility and is open to all junior players.9.2.2.A player who plays in any two USTA HPS sanctioned junior open events (see Section 10.11) within a current

12 month period will appear on the HPS Junior Standings List. The HPS Junior Standings List is a rollingrankings that calculates the previous 12 months of a players open tournament results.9.2.3. The final year ending ranking will be published at the end of the calendar year.

three (3) points per round results for doubles for a single combined ranking.10.5. Points earned in higher age divisions will count down towards a players standing in one or more younger age

divisions.10.6.Alternative draw and match formats may be used.10.7. Challenger Division and National Tournament results do not count in the rankings.10.8. Points values are awarded based a players final position in the draw. A player earns points by winning a round.
