Nation mourns death of formerPresident APJ Abdul Kalam

Former President APJ Abdul Kalamdied on July 27. He was admitted to ahospital following sudden illness. Kalam(84) took ill at a function here and wasrushed to the hospital, M Kharkrang.The former President collapsed duringa  lecture at  the  Indian Institute ofManagement here at around 6.30pmand  was  taken  to  the  hospital.

Ayodhya is a divine land which is

enriched with the faith of two religions,

both  of  which  have  been  the

cornerstone of human civilization. It

represents the cradle of human history

and  its  timeless  struggles  and

triumphs. I was thinking what this holy

land, would be known for,  in the

future India?I visualize the holy landof  Ayodhya  to  emerge  as  anunblemished symbol of humanity?squest for service and beacon of thenation?s spirit of harmonious integrityby the year 2020. I envisage Ayodhyato be the founding place for a state-of-the-art center of multidimensionalhealing center and a place whichalleviates  the pain of  all  forms ?physical, mental  and  spiritual.  Itshould have four essential features.First, it should develop as a low-costhealthcare center for all age groupswhich acts as the home for the besthealth services especially for the poorand elderly of the nation. It shouldoperate  on  the  patterns  alreadyexisting in India like those where 70%patients are treated free. It should bea place where hundreds of doctorsare dedicated to give vision to a million

visually impaired every year, wheremulti-dimensional experts give mobilityto handicapped and give hope to thosein abject despair. It should be a centerwhere  the  Modern medicine  findsconfluence with the traditional medicalsystems of ayurveda, yunani, siddha, naturopathy and yoga to heal the bodyand deliver compassionate healthcareto the needy. Second, it should emergeas a center of excellence for highestquality  research  which  generatestechnological solutions to nationalhealth problem which afflict the masses.Even as we graduate as the 4th largesteconomy (PPP) in the world, we stillsee a time where every second childborn in the nation is malnourished and53 out every 1000 live infants do notlive to their first birthday. Similarly,almost  half  of  the  worldwide

tuberculosis patients are Indians, andanemic levels in Indian women areamongst the highest in the world, exceeding  60%  in  some  states.Availability  of  clean  water  andnutritious food still remains to be theforemost enemies in the lives of themillions. Humanity Healing Centershould  focus  on  how  such  starkrealities, which are amongst the mostprominent national concerns, can beaddressed in an effective, pervasiveand cost efficient manner especiallyto reach the remote rural sectors ofthe nation where 700 million peoplelive. It should be a center which, incollaboration  with  internationalagencies,  researches  low  costpreventive vaccine development fordiseases  which  have  plagued

humanity  for  ages.Third,  the

“Humanity Healing Center”

would accentuate the amalgamation

of the physical healing and spiritual

healing. It should emerge a multi-

religious spiritual platform, with lush

greenery vibrant with colorful life of

flowers and birds synchronizes with

best healing for soul and treats the

spirit. With its proximity to multiple

rich religions, the Healing Center

would derive the best out of all faiths,

and use it as a therapy to treat the

ailing souls. It would thus be a place

of spiritual learning where humans

would find proximity with the divinity

and the conscience of the human soul

shall awaken. The fourth pillar of the

Humanity Healing Center would

be  based  on  the  foundation  of

imparting value based knowledge to

all from around the world. It would

be a crucible for confluence of diverse

faith which would facilitate the youth

to imbibe and adhere to values which

the nation would be proud of. The

question is, can the religions converge

at Ayodhya, and lead to the creation

of society which is healed free from

corruption  and  moral  turpitude?

Humanity Healing Center would be

a  place  where  the  best  moral

education syllabus would be research

across  the  spectrum  of  multiple

religions,  and  the  most  efficient

methodology to deliver it to the youth

be put to practice. Who will create

such a center? I propose the center

to  be  jointly  created,  owned  and

operated  in  the  Public  Private

Community  Partnership  (PPCP)

mode with Government, all parties,

organizations,  join  together  with

Page 7: Super Student Monthly=August-2015

professionals from different fields,

retired servicemen and scholars

from all communities and all the

other  stakeholders.   The

government and private sector may

also support the development of the

center which would be a symbol of

healing to humanity regardless of

their color, religion, caste, gender

or  nationality.   Thus,   we  see

Ayodhya, in another decade to be

the world?s renowned place for

evolution  of  the  enlightened

citizenship. A  place  of  healing

where  value  based  education  is

imparted, a place where multiple

religions  converge  along  their

shared spirituality and where ideas

are unbounded by the shackles of

the division and where creativity is

unleashed  for  the  national

transformation. The unity of people

is very important, because inimical

forces  are  working  against  our

economic growth, social peace and

prosperity,   while  we  are

progressing  towards knowledge

society.The transformed Ayodhya

will have a significant impact on the

future of  the nation and  its one

billion people. Today, it stands a

defining  moment ,   wi th

consequences which will have far

reaching effects.  It  is  our great

opportunity  today  to  shape  our

present  action,  based  on  our

aspirations of the future rather than

let it be governed by the baggage

of  hostility  from  the  past.  Our

future generation will revere us for

such  an  action  which  will  help

humanity and not the actions which

destroy harmony and peace. It is

now the golden opportunity of this

generation, to be remembered as

harbingers of lasting fraternity and

enlightened  nation  rather  than

generators  of  thousand  year

conflicts.   This  autumn,  the

resolution to create the Humanity?s

Healing Center at Ayodhya would

be  a  colossal  step  to  shed  the

leaves of past, and create a future

which all communities and above

all,  humanity  and  nation  shall

cherish and be inspired.The people

of the nation, the Parliament and

the State Assembly may discuss

and debate this suggestion and

how Ayodhya?s Humanity?s

Healing Center may be evolved.

• His books envision his dream of India as a superpower, with Indians as innovativeand unique in their thinking. His speeches, books, works – all are the legacy of aman who spent all his life trying to make the world a better place.

Following are 10 quotes by the scientist, author and former President:

1. You have to dream before your dreams can come true.

2. Excellence is a continuous process and not an accident.

3. Life is a difficult game. You can win it only by retaining yourbirthright to be a person.

4. Man needs his difficulties because they are necessary to enjoysuccess.

5. We will be remembered only if we give to our younger generation aprosperous and safe India, resulting out of economic prosperitycoupled with civilizational heritage.

6. Those who cannot work with their hearts achieve but a hollow,half-hearted success that breeds bitterness all around.

7. Educationists should build the capacities of the spirit of inquiry,

creativity, entrepreneurial and moral leadership among students andbecome their role model.

8. Look at the sky. We are not alone. The whole universe is friendlyto us and conspires only to give the best to those who dream andwork.

9. If a country is to be corruption free and become a nation ofbeautiful minds, I strongly feel there are three key societal memberswho can make a difference. They are the father, the mother and theteacher.

10. My message, especially to young people is to have courage to thinkdifferently, courage to invent, to travel the unexplored path, courageto discover the impossible and to conquer the problems andsucceed. These are great qualities that they must work towards.This is my message to the young people.

IAS topper Ira Singhalgot 53 per cent

The topper of civil services examination

has got about 53 per cent, thus showing

the strict pattern of civil services

examination conducted by the Union

Public Service Commission for

selecting country’s top bureaucrats.

The Commission has made public the marks obtained by the successfulcandidates. The mark sheets of the candidates who qualified the civilservices (main) examination and those who could not, have also been put inpublic domain.

The civil services examination is conducted annually in three stages —preliminary, main and interview — to select candidates for the elite IndianAdministrative Service (IAS), Indian Foreign Service (IFS) and IndianPolice Service (IPS), among others.

Ira Singhal, a physically handicapped Indian Revenue Service (Customs andCentral Excise) officer from Delhi who topped the 2014 exam, got a total of1,082 marks (53.43 per cent) out of a total of 2,025 — comprising 1,750of main and 275 of interview.

Second rank achiever Renu Raj, a doctor from Kerala, got 1,056 marks(52.14 per cent) and third-rank holder Nidhi Gupta got 1,025 marks (50.61per cent), according to their marks sheet.

The results of the exam were declared by UPSC on July 4.

“The marks achieved by the successful candidates show the strict pattern ofthe examination while selecting country’s top bureaucrats,” a senior UPSCofficial said.

Sub-committee formed to bring out of

In order to bring out-of-school children into

the mainstream education, government has

decided to set up panel to frame a proposal in

this regard.

New Delhi: In order to bring out-of-school children into the mainstreameducation, government has decided to set up panel to frame a proposal in thisregard.

FTII students who are on strike, on Monday condemned the facility’s

administrative officials for its “irrational” decision of assessing

incomplete diploma films. The students find it a “political” rather than

“academic” activity.

The strike reached Day 60 on Monday in protest of the appointment of

actor and BJP member Gajendra Chauhan as chairman of the Film and

Television  Institute  of  India  (FTII).

The institute has issued notice to some of its students for over-staying in

FTII  hostels  in  spite  of  the  completion  of  their  courses.

According to a statement issued by the FTII students’ body, the institute’s

director Prashant Pathrabe mentioned that there are 50 students in the 2008

batch whose final diplomas are at different stages. Still, the administration

wanted to proceed with the assessment on as-is-where-is basis and the

students would be asked to vacate the hostel once the assessment is done.

But this, Ranjit Nair, a core committee member of the strike, says is

“irrational”.   Stressing that this is not an “academic, but a political activity”,

Nair told IANS over phone from Pune: “What they are trying do is to reduce

the number of students as much as they can so that they can reduce the

strength  of  the  strike  ...   on  as  many  grounds  they  can.”

He says the backlog that has happened is not because of the students.

“This has been acknowledged in various academic council meetings of the

2008 batch ... on what basis is the director, through the ministry, doing ad-

hoc assessment where even external experts were not called. On what basis

will they assess then,” Nair added.

Page 17: Super Student Monthly=August-2015

15August-2015 Super Student Monthly

He also said that since students work in a team on a film, what the FTII

director is instructing is that “when an editor’s job is done, he is being forced

to leave when the project is actually in sound ... whereas what generally

happens is editor and sound go together”.

IIMB considers digital courses for masses

An elite institution like the Indian Institute of Management

(IIM), which pioneered in making online management courses

available internationally to a broader spectrum of students, can

leverage this experience to help develop the massive skilled

workforce required for Prime Minister Narendra Modi’s “Make

in India” programme, according to IIM-Bangalore Director

Sushil Vachani.

More than 40,000 students from 180 countries have registered for the

four specialised digital education programmes known as Massive Open

Online Courses (MOOCs) developed by IIMB that are featured on

edX, a platform developed by Harvard University and the

Massachusetts Institute of Technology (MIT), Vachani said here. Seven

more MOOCs are to be added in the coming months in the programme

called IIMBx.

MOOCs harness the Internet to present academic courses using the

best teachers from top institutions to reach a mass audience of students

at very little cost thus making the best education affordable.

While the IIMBx MOOCs programme caters to the specialised higher

end in education, he said the same techniques can be extended to meet

the needs of India’s economic development by the IIMB partnering

with other universities that have a wider reach.

Page 18: Super Student Monthly=August-2015

“What we want to do is use our capability of using technology to have

massive social impact,” Vachani told IANS in an interview here. The IIMB,

which he called a “national asset”, has been very successful in its mission,

so now “we have to give back to society”.

“For the ‘Make in India’ programme you need to have large numbers of

workers whose skill level has to be raised,” he said. Improving the skill

levels of an enormous mass of people would be very expensive and difficult

and the institutions that have to undertake the task lack adequate faculty or

expertise, he added.

Where the IIMB would come in, he said, would be to create MOOCs that

are made available to lots of colleges and universities to reach the large

numbers of people who have to upgrade their skills. And teachers can also

be trained to create other such programmes, he said. “These have to be

targeted courses developed for different industries by people who are

experts in those areas,” he said.

While launching the Skills India Mission last month, Modi said that 40

million to 50 million more youth would have to develop their skills in the

coming decade to enable India to reach his vision of the nation becoming

the world’s human resource capital. For this, Modi added, the industrial

training institutes (ITIs) had the vital role.

The other massive area of the Indian economy where IIMB can have animpact is micro-enterprise, he said. There are millions of people whobasically are entrepreneurs out of because they have no choice but to beentrepreneurs and run little business like kirana (grocery) shops, villagefoundries and handicraft operations, he said.

Their economic performance can be greatly enhanced by improving theirbusiness skills through MOOCs, he said. Like any enterprise, “they also

Page 19: Super Student Monthly=August-2015

17August-2015 Super Student Monthly

use business principles”, he said. “They have to deal with inventory, andcash flow and marketing and sales.”

“Now we couldn’t teach them the way we do in our normal classroomswhere we do case studies about big companies and so on,” Vachani said.“But somebody could create programmes that could help microenterprisesunderstand their business better, be more efficacious and that’s were wecan help.”

“We would like to think about creating courses for micro-enterprises,micro-entrepreneurs and provide training for them partly using MOOCsand partly using association with large universities, large technicaluniversities which have hundreds of thousands of students as partners,” headded.

Given India’s limited Internet reach, some of the courses would have todeveloped to work on smart phones, he said.

As for the IIMB’s core mission, “we will, of course, continue to educate

MBAs who will go and join the top companies in the world,” Vachani

said. “We are very good at that. But there is no reason why the same

institution cannot use its expertise in management to create special courses

for the microenterprises.”

The first MOOC from IIMB,” Statistics for Business I”, started on edX

on July 7. It is being followed by courses in innovation, information

technology management and operations management.

Vachani said that students can take these MOOCs as well as others from

institutions like the MIT and Harvard University to develop their skills.

Ultimately, he said, it may be possible to combine courses from these

universities to create packages for specific needs.

School Nursery Yojana to be

launched on Monday

Union Environment Minister Prakash Javadekar will on Monday

launch the School Nursery Yojana that aims to bring students closer

to nature by involving them in raising saplings in nurseries created in

school.

An official statement said the event will be held at the Talkatora indoor

stadium, and around 2,500 students from over 50 schools across Delhi

were likely to participate.

“The scheme will involve students from Class 6 to Class 9 in nursery

activities and thus create an everlasting bond with plants and trees,” the

statement said.  “The ministry will support schools through the School

Nursery Yojana to provide all essential facilities for raising of saplings for

use of students and schools.”

Naming, shaming student

borrowers a human rights

violation: NHRC

Terming the bankers practice of “naming and shaming” of students

who defaulted on repaying education loans as violation of human

rights, the National Human Rights Commission (NHRC) has issued

notice to the Central Bank of India chairman.

It has also issued notices to the district magistrate and superintendent of

police of Nilgiris district in Tamil Nadu and the manager of Central Bank of

India’s Majoor Branch, Nilgiris.

Page 21: Super Student Monthly=August-2015

19August-2015 Super Student Monthly

In a statement, the NHRC said it has taken cognizance of a complaint

alleging harassment by Central Bank of India by a education loan-taker and

her family as the bank had displayed the photographs of the girl student and

her father as “missing” and “defaulter”.

It is alleged that the student borrower’s father died due to shock after

receiving threatening telephone calls from the bank despite paying off half of

the loan amount in the first month after the moratorium period.

According to the NHRC statement, panel member Justice D.Murugesan has

observed that enforcing the practice of “name and shame rules” in

educational loans would certainly amount to serious violation of human rights.

“Publishing photographs of parents and students (defaulters) have the

potential of exposing the students to irreparable loss, injury and prejudice,”

the statement said.

“Apparently, the bank appears to have believed that shaming the defaulters

would pressurize the families to repay outstanding educational loans. Such

display of photographs of defaulters of educations loan (who normally come

from poor families and particularly rural areas) would certainly amount to

loss of their dignity apart from violation of their human rights,” the apex rights

panel said.

with a faculty member between GWU and IIT Kharagpur, a statement said

on Thursday.   Gupta would provide additional support for the institutions’

joint relationship, particularly to support student exchanges.

His previous support has already allowed for such exchanges and for a

variety of other activities such as lectures by GW Law faculty, members at

IIT Kharagpur and scholarships for Rajiv Gandhi Law graduates to attend

GW Law’s LLM programme and others, the release said.

provide Wi-Fi in varsities

The University Grants Commission (UGC) has been sanctioned

Rs.6.18 crore for providing Wi-Fi facility in universities, parliament

was informed on Wednesday.

Human Resource Development Minister Smriti Irani, in a written reply to

the Lok Sabha, said that so far, 85,335 government and government-

aided, secondary and higher secondary schools have been approved for

coverage.

“The wi-fi facility would help students have access to educational content

available on the web and download the same for learning and enhancing

their knowledge base,” she said.

Irani said the government proposes to provide wi-fi facility in universities

through a programme ‘Campus Connect’.

“As regards schools, there is a component under the Rashtriya Madhyamik

Siksha Abhijan (RMSA) for providing financial assistance to the states/UTs

Annual scholarships for five

Indian students

The government will provide annual scholarships to five Indian

students for doctoral research in science, engineering and

mathematics to create a “critical mass of performing scientists”, the

Lok Sabha was informed on Wednesday.

The Science and Engineering Research Board (SERB) has signed a

memorandum of understanding (MoU) with Carnegie Mellon University

(CMU) to support five Indian students every year for doctoral research in

science, engineering and mathematics at CMU, Minister of State for

Science and Technology, Y.S. Chowdary, said in a written reply.

“The SERB proposed to spend USD 2.4 million while CMU will spend at

least USD 5 million on Indian students who will be selected from 2016-17

to 2020-21,” Chowdary said.

“This overseas doctoral fellowship programme is aimed to build national

capacity where the talent supply of researchers in the areas of interest to the

country is sub-critical,” he added.

According to Chowdary, the programme will in the long run create a critical

mass of performing scientists in niche areas to strengthen national

programmes of interest to the country.

“However, it shall not be mandatory for a student to join such skill

development courses. The choice is left to the student,” the release said.

Dilip Chenoy, the managing director and chief executive officer, NSDC,

said, “To link skill training to meaningful and fulfilling careers, we are also

helping them in placements through Sector Skill Councils and Training

Partners who will be participating in the implementation of the programme.”

The NSDC will ensure 70 percent placement of students post training.

Up to eight sectors will be made available initially for the participating

colleges/institutions to choose from.

Before the commencement of every academic year, these universities will

review the existing skill development programmes in the colleges/institutions

with the NSDC.

These will consider introducing new sectors and courses as per the demand

of the industry and the willingness of the participating institutions.

The fee of the courses will be mutually decided by each university and the

NSDC in consultation with NSDC approved training partners and NSDC

approved Sector Skill Councils, according to the statement.

School for tourism, strategicsecurity soon: Goa CM

The Goa government is in the process of starting a Global School of

Tourism and School of Strategic and Security Studies in association

with the Goa University, chief minister Laxmikant Parsekar told the

state assembly on Monday.

Parsekar said starting both the schools would cost Rs.32.42 crore, which

will offer post graduate courses and academic research in areas related to

tourism, strategic and security studies.

“The Goa University was requested to submit a detailed proposal. The

university sought time for the same and has now submitted the proposals,”

Parsekar said.

Goa is one of the top beach tourism destinations in the country and attracts

nearly three million tourists annually.

Parsekar said instituting the two schools would incur a one-time expenditure

of Rs.18.80 crore for the buildings and 13.62 crore in five years for salaries

of teaching and administration staff.

CBSE re-conducts AIPMT exam

The CBSE on Saturday “successfully” conducted the All India Pre-

Medical Test (AIPMT) for medical and dental courses after the

Supreme Court cancelled the examination held on May 3 following

the leak of the question paper.

“In compliance of the orders of the Supreme Court, the Central Board of

Secondary Education conducted the AIPMT examination today (Saturday)

successfully without any untoward incident,” the board said in a statement.

Page 27: Super Student Monthly=August-2015

25August-2015 Super Student Monthly

“A total of 6,32,625 candidates were registered for this examination, out of

which only 4,22,859 candidates downloaded the admit card. The

examination was conducted at 1,065 centres in 50 cities throughout the

country and abroad,” it added.

The board said it made “strict security arrangements” to ensure fair conduct

of the examination and all candidates were frisked before the test.

The apex court cancelled the May 3 examination following the leak of the

question paper and circulation of the answer keys through electronic

devices across 10 states.

The court, by its June 15 verdict, while cancelling the examination held on

May 3, had given CBSE four weeks time to re-conduct the examination

and declare the result.

BITS Pilani appoints V. Sambasiva

BITS Pilani announced the joining of V. Sambasiva Rao as the acting

Vice Chancellor of Pilani campus on Friday

Page 28: Super Student Monthly=August-2015

He took charge from Bijendra Nath Jain, who completed his 5 years tenure

as the Vice Chancellor of BITS Pilani.

A farewell function was organized for Jain to pay a tribute to his contribution

in nurturing this premier engineering institute.

Jain had made deep, prolific and sustained contributions to teaching and

research at BITS Pilani after accepting the role of the Vice Chancellor in

2010. He brought with him a new outlook to transform BITS from primarily

a reputed teaching institute to one which focuses on both teaching and

research.

His administration acumen has been showcased through the multi campus

structure he provided for the smooth functioning of the University. His data

analytic and statistical comprehension abilities stood out during policy

matters like architecting the growth plan, formalizing admissions at BITS,

streamlining WILP operations and assessing Departmental contributions.

Most important and not so tangible is that he created an atmosphere where

faculty can voice their opinion and be heard.

Addressing the audience during his farewell, Bijendra Nath Jain stressed

upon the fact that change takes time and cooperation of team members

helps a great deal in the growth of an institute.

He further emphasized, BITS Pilani is committed to both quality and

expansion. This commitment to transparency and stress on equal

opportunity has been a key contributing factor behind its emergence as an

institute of national repute. The institutes rigorous intake process, rewards

only merit and ensures that only truly motivated students join it.

While taking up the new role, V. Sambasiva Rao said, BITS Pilani is very

much on the path of excellence with its established values. I would like to

march along with my colleagues in continuing the journey and reaching new

heights. Along with our deeper and committed industry engagement, we will

continue to lay emphasis on teaching, research, innovation and

entrepreneurship.
