Selection of Priority (Pre-screened) I.Subprojects
1. To identify the irrigation schemes (subprojects) to be rehabilitated and upgraded (R&U), a list of projects was prepared in July 2015 by the River Basin Agency (RBA) staff in collaboration with the six sub-basins. 2. In November 2015, a long list of schemes was prepared by FS team using the RBA list and, in addition, Ministry of Energy and Water (MEW) and other prioritized projects from other donors (FAO, USAID etc.). This list (which is available on request) includes 408 subprojects covering all six sub-basins with an estimated total budget of USD 164 million. Data on each subproject is scare and not considered as accurate. 3. The MEW, RBA and Sub-Basin Agencies (SBAs) were then asked to identify the priority subprojects for rehabilitation and upgrading on this list. This resulted in a list of 62 subprojects1 which was presented and agreed in December 2015 with stakeholders from MEW and Ministry of Agriculture, Irrigation and Livestock (MAIL). Since much of the data on these projects was considered inaccurate, a survey was undertaken of each subproject to determine the command area, location and a more accurate description of the R&U needs, and data on the list updated. Details are provided in Annex 1. 4. This list was exported onto MS Excel and then evaluated by the feasibility study team using the following eligibility and prioritisation criteria. 5. An irrigation rehabilitation and upgrading project. i.e. Not for example a river training project, dam or building.
No major environmental impact Not in an environmentally protected area Approved by government (i.e. government priority) No major social impact, i.e., no significant resettlement impact as outlined in the
ADB Safeguard Policy Statement (June 2009) for category A for resettlement.
6. Prioritisation criteria:
Command area size: Small - less than 400ha (0 points), Medium - 400-3000 ha (3 points), >3000ha (6 points).
Command area of sub-basin (>3000ha, 3 points, <3000ha 0 points) Accessibility: Within 2 hours of SBA (1 point) Accessibility: No major winter cut-off (1 point)
7. Preference (i.e. additional scoring in the prioritisation) was given to schemes with a command area of over 400ha so that project efficiencies (economies of scale) could be

achieved. Working on smaller schemes leads to greater logistical and operational expenses (per ha or $ investment) and the economic internal rate of returns of smaller schemes tend to be lower. 8. In order to prioritise schemes that are grouped together and not geographically dispersed, prioritisation was also given to the command area of schemes in particular sub-basins. This prioritisation also brings important economies of scale making supervision easier without wasting time travelling. 9. Points were initially considered for the following criteria but considered not useful to include:
Technical Criteria: Presence of headworks (1 point if exists) and technically feasible to build a headwork if none existed (1 point if feasible). It was not considered possible to decide whether it was technically feasible or not to build a headwork if none existed based on the data available so schemes were given a 1. It was also considered that it is generally feasible to build a headwork in any canal as long as the positioning of the headwork is correctly located (e.g. away from the main intake if needed). These criteria then essentially cancelled each other out so became irrelevant.
Technical Criteria: Non-Risky (1 point if non-risky). This criteria was considered redundant as the risky types of projects (e.g. dams and river training) had already been excluded.
Technical Criteria: Sufficient hydrology (1 point if sufficient flow). All rivers in the basin are considered to have sufficient flow and if not then this is partly justification anyway for project interventions. No data was available from the surveys on the flow at intakes and it is considered that such criteria is best examined during feasibility studies.
Logistical & Security Criteria: Safe area (1 or 0). While being an important criteria it is considered that the security situation is so fluid to become meaningless in terms of selection. A safe area one day may become an unsafe area the next and vice-versa. The security context is best reviewed at the time of feasibility study, and should continue to be reviewed through implementation.
10. Ineligible projects were termed as cancelled. Eligible projects were then categorised into three categories as follows:
1st priority (>=6) 2nd Priority (3-5) 3rd Priority (0-2)
11. Seven projects were considered not eligible (priority 0) leaving 55 eligible subprojects. These subprojects were then ranked to give a list of 20 1st priority subprojects (one scheme, Sharawan-Takhar, has been divided into two subprojects however, so 21 in total), 24 2nd priority subprojects, and 11 3rd priority subprojects. 12. A full list of subprojects with their ranking is given in Table 1 below with locations shown on the following map. Note that a subproject refers to an irrigation scheme in this case. The complete table (available on request) includes information on the exact location (Northings and Eastings), structure names and types, estimated number of households and beneficiaries, and an estimated budget, as well as the scoring. It also includes information on the canal length and command area as initially estimated by RBA/SBA before the survey was undertaken. This is useful to see the deviation between actual surveyed figures (a lot) which shows how data should always be ground trothed if possible.

13. In order to estimate the costs of the priority schemes considered for R&U, a range of costs for various works in the main canal, and secondary and tertiary, plus the headworks, were estimated based on experience from Panj-Amu River Basin Project (P-ARBP) and the three representative subprojects. Larger headworks are generally required for larger schemes. For main canal works, there are usually economies of scale for the size of the command area. For secondary and tertiary canals the cost really depends on the intensity of R&U to be undertaken.

*For main canals, this is the average cost per hectare. For secondary and tertiary canals this is the expected cost based on areas of schemes where intensive priority work will be undertaken.

Applying these costs to the first priority subprojects gives total costs of US$36 million for headworks and works on the main canal (MEW led works, except two pilot projects for MAIL costing approximately $1.7 million) (Output 1) and $7.5 million for works on the secondary and tertiary canals (MAIL led works) (Output 2). Additional funds, which currently total approximately US$9.4 million, could be used for R&U on second-ranked priority schemes. 15. Data on the number of households per scheme were also calculated by taking the estimated number of households per hectare (a figure of 0.75 was used2), to give a number of households per scheme (based on the command area). The total number of beneficiaries was then calculated by estimating the average household size per district (from Central Statistics Office data). This gives an estimated total figure of 55,874 households and 407,245 beneficiaries. 16. A list of first priority (candidate) subprojects, and associated data is given in Table 4 below. Note that the costs are estimated and will be verified during feasibility and detailed design stages. Costs associated with main canals and headworks to be undertaken by MEW (with the exception of the two pilot projects to be done by MAIL – see footnote to Table 4) are costed under output 1.1. Costs associated with secondary and tertiary canals to be undertaken by MAIL are costed under output 2.1.

Various studies indicate ranges from 0.2hh/ha to 1hh/ha in Afghanistan. Thus, the lower of the figures of the representative subprojects is used of 0.75hh/ha.

Annex: Baseline Survey Information for 62 Shortlisted Projects
17. The following pages/fiches (included in hard copy but a separate document in soft copy) list a brief description of each subproject (including cancelled ones) following a survey undertaken in December 2015. The surveys were undertaken by staff from the sub-basin offices using GPS devices so that command areas and the location of intakes/headworks could be plotted onto satellite imagery using geographic information system (GIS). Staff were first trained on the use of such GPS. However, following plotting on the GIS some errors were observed, which should be collated during project start-up and the GIS and individual fiches updated.
TQ-12 (Naqi Kunduz) - Canal Headwork coordinates in the master database are incorrect, and the command area in the GIS needs to be checked (status early 2011).
TQ-05 (Qulbars) - Canal Headwork coordinates in the Master database are incorrect. UK-06 (Saidabad) - Command area is missing TQ-10 (Khanabad River) - Command area is missing LP-09 (Hazara Qiahlaq) - Command area is missing and/or inconsistent with 2016
