Tenders close today for the renovation project at Sylvan Lake Municipal Library and council will be asked to award a contract during budget deliberations in January.

During Monday’s meeting, Ron Lebsack, director of community services, updated council-lors on the project which includes conversion of the former Archives space for library use, chang-es to create better traffic flow near the front entrance and a handicapped accessible wash-room.

“It will make the space so much more func-tional,” said Lebsack. “Upgrade use of the main elements of the library, service area and front counter.”

The town’s 2012 feasibility study for a com-munity complex identified the existing library as being undersized for the current population and recommended a larger library be constructed as part of the first phase of a new community hub.

Contract for library renovation project to be part of 2014 budget discussionHowever public input of household priorities and preferences didn’t identify library expansion as a high priority. The survey showed the library ranked as the fourth most important existing facility but fell to eighth out of ten in the category of facilities that needed to be built or enhanced in the next three to five years, according to Lebsack’s report.

As such it was recommended the library “could comfortably operate out of the existing location for the foreseeable future with an expan-sion to occupy the entire building when the Archives relocated to the new Municipal Government Building”.

Based on that direction a library expansion task force was established

in February “to contribute to the development of a functional, attrac-tive and cost effective community facility”.

Design work was undertaken with a final preliminary design and cost estimates presented in October.

The estimated cost of renova-tions is $400,000.

Asked if the library will operate throughout renovations, Lebsack said it won’t be physically closed but some areas may be closed off to allow work to proceed.

Councillor Matt Prete asked if the additional 900 square feet gained from the Archives space would bring it within the recommended size for a library in a town of Sylvan’s current 13,000 population. Lebsack

said it would still be under the size recom-mended by the prov-ince’s Public Library Services Branch. But

he added, “based on the feasibility study it would probably still be good to a population of 20,000”.

Dear Editor,Trying to start a supported living

facility in Sylvan Lake has been frus-trating.

In August of 2012 we bought a duplex in Sylvan Lake with the idea of starting a group home in Sylvan Lake. We were told that the need for providing this service is great and a real shortage of beds exists espe-cially when dealing with people with mental illness and/or those with developmental disabilities.

Operating in good faith, and with many years of experience in the social services field, we were confident of being able to provide a high quality service and the Town of Sylvan Lake seemed a logical place to get started.

Little did we know that this pro-cess would prove to be difficult with many hurdles to cross. We did not realize the process was going to be this much work for this good cause. We were able to get all municipal approvals and subsequently get many applicable licenses including the Alberta Health inspection, fire inspection, building inspection and finally the license for the Alberta Supportive Housing Standards.

Many of these licenses and inspections are major hurdles, but we crossed them all.

Next step was to contact agencies that are in charge of managing gov-ernment funds for service provid-ers. This proved to be the greatest hurdle of all; not only did we not follow the norm of asking for gov-ernment capital funding, but in our ignorance, we did not follow the procedure of establishing a contrac-tual relationship before we started.

We believed that rather than ask-ing for government funding to pur-chase a home (a process that could

take a year), we purchased the facil-ity ourselves (possibly foolish move), and furnished the duplex with everything needed to run this type of facility.

In spite of the unconventional way we got all the pieces together, we are now in total limbo. Government agencies are telling us that Alberta Health Services has no money to spend for services that would have people presently in hos-pitals (some for as much as years) move into the community with a high level of care.

You would think that if clients would be better served in a commu-nity setting, at a much lower cost with a higher quality of life, that this would be a no brainer. All govern-ment reports (policy papers, etc.) talk about the need for more com-munity facilities such as ours.

There is no lack of residents looking to get placed in the com-munity; there is, however, a lack of available beds.

One would think that our model of privately financed facilities would be a welcome sight for our cash strapped government. Here we are providing a beautiful set-up; with eight bedrooms, four full wash-rooms, a double kitchen, and in a great location … just waiting for a government agency to allow us to get going. This is not about qualifi-cations either, as both my partner and I are well qualified and able to provide high level care.

Another agency we are dealing with is Persons with Developmental Disabilities. We have not been told that there is no funding, but instead, were informed that the process of becoming a service provider may take as long as 12 months, or longer.

It is all about the accreditation

process which depends a lot on your written proposal. We did write a proposal and comments were made to make some additions and chang-es. These changes would be required in order to meet the standards as set out by PDD. This process would not take long, maybe a week or so, but still final approval will take up to a year.

Now, that Aspen House has been operational for eight months, we continue to run into barriers. We populated the house with adults having a variety of mental health needs. We are charging a nominal fee to provide for a furnished house with individual bedrooms, great food, cable television, etc. A lot of these accommodations most of us expect to have in our homes, too.

Unfortunately, without govern-ment support, the finances have barely been able to support one staff member. I work between 60 and 70 hours a week, and am on call to the needs of the residents on a 24-hour a day, seven day a week basis. The business manager had to step down from his active position due to lack of funding.

A lot of the services provided in Aspen House are as follows:

1. Teaching life skills and the responsibilities of independent liv-ing skills. This would entail that from doing house chores, personal hygiene, cooking, cleaning, yard maintenance, etc.

2. Setting up menus, grocery lists, and teaching the residents shopping techniques in the commu-nity.

3. Setting up family doctors, den-tist, optometrist, specialists, mental health, and psychiatrist appoint-ments for all residents and support-ing each to attend. (both in Sylvan

Lake and Red Deer)4. Administering medications,

up to three times a day, for those residents that require this service.

5. Provide community integra-tion to attend ie. swimming at the pool/beach, bingo, library access, shooting snooker, bowling, movies, fishing, watch softball/hockey games, walks in the community, church activities, etc.

6. Communicating with signifi-cant service providers to attain the best service for these individuals ie. Public Guardians, Trustees, Social Workers, Employment Services, Mental Health, Probation, and fam-ilies.

7. Organizing pharmacies to handle medications.

8. Provide support for those who have been able to gain employment.

9. Attend and address a variety of service organizations for support. ie. Lions Club, Rotary, etc.

10. Go shopping with individual residents for personal items ie. clothing, rec supplies, etc.

11. Attending volunteer activities in the community.

12. Just going for a drive and/or coffee.

These are a number of the ser-vices provided for up to eight resi-dents on a weekly basis by one staff member.

Unfortunately, I am needing to close Aspen House as services seem impossible to be rendered by one person with no support funding. It seems that our government does not support the need for this service to be provided in our community at this time.

Approval for a proposed devel-opment in Hewlett Park subdivi-sion which would include 173 units in apartment buildings and row houses, was deferred by Sylvan Lake Municipal Planning Commission at their meeting Nov. 18.

Seymour Pacific Developments Ltd. submitted an application to construct two 63-unit apartment buildings, five 7-unit row houses and two 6-unit row houses on vacant land at the north end of Hagerman Road adjacent to the railway. The area would be called Westmore Village.

The motion for deferral request-ed a revised plan showing a decrease in the number of units, completion of a traffic impact study “to deter-mine the level of ser-vice available through the intensification of the neighbourhood” and revisions so that the proposal is in com-pliance with the town’s Land Use Bylaw. The motion also requested reorientation of the apartment buildings to the north of the prop-erty instead of along the south boundary.

Minutes of the meeting indicated the 173 unit proposal is 83 units more than was contemplated in a 2007 Traffic Impact Assessment (TIA). The requested TIA should also analyze the inter-section of 47th Avenue and Herder Drive to determine possible intersection improve-ments.

“The board expressed concerns on the density of the pro-posed development, requirement for an increased family ame-nity space, location of

apartment buildings in relation to existing single detached dwellings, requirement for a Traffic Impact Assessment and clarity on develop-ment phasing,” stated the minutes.

In other business at the meeting, commission members approved a subdivision application to create three lots on the east side of Hinshaw Drive south of Herder Drive.

The proposal was a reapplication of a file which received conditional approval in September 2008 but was not proceeded with due to the eco-nomic downturn.

The area is already zoned for high density residential develop-ment.

The pleasing melodies of festive music are capturing attention as the much antici-pated Christmas season arrives in Sylvan Lake.

With the season comes a wide variety of events to interest, entertain and help us capture the spirit of Christmas.

That jolly old gentleman with the rotund belly and long white beard is sure to be busy.

There will also be chances to relax and listen to the talents of friends and neigh-bours, as well as to contribute to those less fortunate in our environs.

Santa Claus parade and fireworksThe highlight of the season, at least for

the young people, is likely to be the Santa Claus parade and all its sparkling lights, taking place beginning at 7 p.m. Friday night from the community centre. It will travel west along 47th Avenue to 50th Street then go north to Lakeshore Drive before turning east to 46th Street where it goes

south and ends at the health unit on 49th Avenue.

Channelle Arnold, with the town’s recre-ation department, said Monday afternoon they had 16 entries for the parade and were taking some at the last minute.

Sylvan Lake’s Rotary Club members are eagerly looking forward to the parade. Each year they walk along beside the crowd ask-ing for loose change for Sylvan Lake Food Bank. This year they’ll be joined by mem-bers of the Interact Club from École H. J. Cody High School. This activity annually

raises about $1,000. Fireworks will be set off from the pier

following the parade. Arnold estimated that would be about 8:15 p.m.

Spirit of Sylvan Yuletide Festival and Market

An ever expanding event, Spirit of Sylvan Yuletide Festival and Market was created to enhance activities already undertaken by the town and other organizations.

The second annual festival takes place at the multiplex and arena from 4-10 p.m. on Friday and from 10 a.m. to 4 p.m. Saturday.

“This festival is about Christmas! It’s about community! It’s about family! Fun! and Holiday Spirit!, said chairperson Graham Parsons.

The multiplex is being transformed into a Winter Wonderland with decorated trees, wreaths and other dis-plays — many of which will be sold by live or silent auction at the end of the two day event.

Over 50 Farmers’ Market vendors will be mixed in with the dis-plays.

A stage provides an area for performers. The Sacred Massed Choir will provide a preview of their con-cert at 8:30 p.m. Friday. The event opens with C. P. Blakely School Choir performing on Friday afternoon. Other performers include Jenelle Herbert (6 p.m. Friday), Seniors’ Drama Troupe (10:45 a.m. Saturday), École Steff ie Woima Elementary School Choir (12:30 p.m. Saturday) and two peformances by Jazz Explosion (2:30 and 3:45 p.m. Saturday).

There are two Kids Zones — one offering crafts for children to create, the other featur-ing bouncy toys for those who want more activity.

Sylvan Lake Skating Club is performing Spirit of Christmas at noon Saturday.

Skate With The Mascots goes from 11-12 Saturday, then there’s a Skate with Santa’s Elves at 1:30 pm.

Excitement is mounting for the gin-gerbread house making contest which takes place at 2 p.m. Saturday.

The silent auction closes at 3 p.m. Saturday then there’s some spectacular gift packages avail-able through live auction beginning at 3 p.m.

There are plenty of raffle items and special raffle tickets are available for a Banff Getaway or Chest of Spirits.

Money raised through the festival is going towards the town’s Urgent Care initiative.

Parsons said support for the event has been tremendous with various organizations and busi-nesses stepping up to contribute to its success. He promised some interesting surprises from various businesses in the way of decorated trees and other items.

The main idea behind the festival is to make it free for everyone to participate and enjoy the Christmas spirit.

Breakfast with SantaEnthusiasm is certainly percolating for the

chance to have Breakfast With Santa, which is organized annually by the town. The event takes place Saturday with sittings at 8:30 and 11 a.m. Each can accommodate 300 youngsters.

Both sittings were already sold out by Monday, said Channelle Arnold.

Besides a buffet pancake breakfast by the Lions Club, those attending will have a chance to do crafts, watch entertainment, or partake in face painting by Fox Run Renaissance students. Pictures with Santa are also available.

The House of Music will be presenting a concert at the 11 a.m. sitting.

Arnold reminded people the events are taking place at the Fox Run-Mother Teresa multi-campus this year, not the community centre.

Sacred Massed Choir

Massed Choir is presenting Our King Has Come, a Christmas musical directed by Kerry Heisler, at several concerts this season.

Their main concerts take place Sunday (Dec. 1) at Sylvan Lake Alliance Church at 3 and 7 p.m. These concerts also feature students from various schools and other musical groups.

The choir began its five performances with an appearance at Red Deer’s Festival of Trees on Nov. 23, then perform tonight (Thursday) at Sylvan Lake Lodge and tomorrow night (Friday) at the Spirit of Sylvan Yuletide Festival (8:30 p.m.). Their final performance is Dec. 8 at Memorial Presbyterian Church at 10:30 a.m.

Sylvan Laker Kaitlyn Sloboda, a student of Rosebud School of the Arts (RSA), is performing during the school’s Christmas musical ‘The Other Side of the Pole’.

She takes on the enormous — and originally daunting — role of playing

musical accompaniment on the piano for the entire production.

“Being the kind of person who would take on anything, I agreed to look over the score,” said Sloboda. “As I was playing through it, my thoughts were ‘What am I thinking? I can’t do this!’ But I kept going. I powered through the difficult notes and complicated songs, and now I’m

God has given me a grand opportunity to be in a show that allows me to explore all that I love; singing, dancing, playing piano, and acting. It’s a rare thing and I’m truly grateful.”

With characters named Bauble, Sparkle and Marzipan and a set painted like a giant candy cane, this year’s Christmas musical promises to be a feast for all the senses. Accompanied by a wide variety of musical interludes ranging from ballads to rap songs, the play follows two friends, Sandy and Willie, as they unravel the mystery of why Christmas has been banned in their little town of Split Hoof — and what it might take to bring it back!

Rosebud School of the Arts is a post-secondary educational institution that offers conservatory training in theatre and music. Its unique relation-ship with Rosebud Theatre allows students the opportunity to apprentice in productions with Alberta’s largest rural professional theatre. As part of the curriculum at RSA, second-year students present a play and are involved in all aspects of production: acting, singing and dancing in a main role and also working in an area of technical the-atre: props, costumes, sets or lights.

In the director’s chair is Deanne Bertsch, a well-known Rosebud Theatre actress and chore-ographer who has directed many student produc-tions in the past.

“Deanne’s prowess as a storyteller and choreog-rapher brings this story to life in a whole new way,” said Paul Muir, Education Director. “She has a visual language that is incredibly engaging to watch. And to top it off, Deanne is so good with the students. She expects a lot, but she is also a great encourager, and the students respond to that. Deanne creates a magical energy in the rehearsal hall.”

That magic will surely make its way on stage. “This is a wonderful show for everyone to see,” says Bertsch. “It is about Santa and the elves and Rudolph, but it is also about the true meaning of Christmas and how there is hope for reconcilia-tion and forgiveness in all of our relationships.”

Said Sloboda, a 2011 graduate from H. J. Cody School, “I’m always struck, as I watch the action unfold from the piano, how much family means when the holidays roll around. I hope people take from this play a fun, vibrant reminder of how important our loved ones are. Add that amazing message to the fun, colourful, romping musical numbers and characters and it’s an over-the-moon (or pole) adventure!”

“It’s beginning to look a lot like Christmas everywhere you go,” wrote Meredith Wilson.

What does Christmas look like to you? If you’re a Canuck from central Alberta it may well include the beauty of freshly fallen snow or “Oh no, more white stuff to shovel.” It may look like too much hustle and bustle or the joy / possible pain of family gatherings.

Ideally when we think of Christmas we think of giving. Whether it is a Christmas gift, supporting the Christmas Bureau or wishing someone a “Merry Christmas”.

When Christ came that fi rst Christmas it truly was all about giving. The Creator became a creature. Imagine!

The Divine condescended to take on human fl esh and blood. The One who knew no limitations was dependant on a teenager’s birth canal to bring Him into the world. The hand that put the stars in place grasped the fi nger of his mother.

Ultimately the One who knew no sin was made sin for us that we might be made the righteousness of God in Him. (II Corinthians 5:21) For God so loved you and me that He gave His only Son so that whoever believes in Him should not perish but might have eternal life. (John 3:16).

This Christmas why not look afresh at the Christ of Christmas? See His amazing love as he sacrifi ced to serve us humans. Then it will look even more like Christmas everywhere you go.

Saturday, November 16th8:50 a.m. – RCMP are investi-

gating a break and enter at a busi-ness in Sylvan Lake. Members attended the New To You jewelry store on 50th Street in Sylvan Lake after a witness reported the front window smashed. Several items were stolen along with a laptop computer.

Sunday, November 17th 12:13 p.m. – A complaint of

quads being operated along Harrigan Street in Sylvan Lake resulted in a patrol being made by RCMP. Two quads were reportedly driving around in the residential area with a sled carry-ing children attached to one of the quads. Members patrolled the entire area but the vehi-cles had departed. RCMP are reminding resi-dents that snowmobiles and off road vehicles are not permitted within the Town of Sylvan Lake in residential areas or on public roadways, parks or on public access trails. People found in violation of the town bylaw will be fined under the Traffic Safety Act.

Tuesday, November 19th 8:31 a.m. – RCMP received a 911 call of a two

vehicle collision on 47th Avenue just east of 50th

Street. The two vehicles were partially blocking traffic at that location requiring police atten-dance. Fortunately, no injuries were reported. Icy road condi-tions and poor weather were contributing factors.

2:40 p.m. – An assault com-plaint has resulted in a charge against a Sylvan Lake female. A complaint was called in of a female physically assaulting a

male at a residence on 51A Street in Sylvan Lake. The male exited the residence with minor injury. RCMP arrested the 29-year-old female at the residence. Her hand was treated for injury by EMS which was related to the assault.

Thursday, November 21st 7:30 p.m. – RCMP were called after a com-

A female reported that someone was trying the lock on her door and she could see someone holding the handle when she tried it. Another resident in the home saw an unknown person wearing a white toque fleeing from behind the residence. Patrols were made however the suspect had left the area.

Snow clearing on the town’s resi-dential streets is underway after sev-eral storms dumped more than 55 cm. of snow in the past month.

Residents are asked to watch for ‘no parking’ signs which will placed a minimum of 24 hours in advance of clearing operations and are valid for 72 hours, said Joanne Gaudet, the town’s communications officer. “Municipal Enforcement will remove unlawfully parked vehicles at the owner’s expense.”

The program is expected to take two or three weeks and may take

longer if more snowfall requires crews to return to arterial and resi-dential collector routes.

All streets will be cleared and sanded, including closes and cul-de-sacs, said Gaudet in a media release. Any snow piles and windrows left in the middle of the road or piled at the centre of closes or cul-de-sacs will be removed, typically within 72 hours.

“Please keep children away from equipment or snow piles.”

Parents, teachers and former players packed the stands Saturday to watch École H. J. Cody Lakers senior girls vol-leyball team win gold during Central Zone finals.

“I’ve never seen it that loud before, it was a different atmosphere,” said coach Jason Chatwood.

The girls went through the tourna-ment undefeated, winning both games

in round robin play — against Camrose and West Central from Rocky Mountain House. Then they beat Ponoka in the semi-final before progressing to the final against Lacombe Rams.

In that match they won 25-17, lost 23-25 and then won the final 15-9.

The Lakers completed their regular league play with a 7-1 record and first place so were number one seed going into the weekend, said Chatwood.

“The girls saved their best for last this weekend,” he said. “This is the best all-

round effort I have seen from them. Everyone contributed and they deserve to wear that gold medal.”

The team has been getting better and better all season. “They’re working real-ly hard at practices — it’s been fast paced, awesome,” the coach said.

There has been lots of volleyball in the last couple of months for these girls. They played in five tournaments as well as all the league games.

“The girls have worked extremely hard all year and have come together as

Lakers bound for provincials after winning gold at zonesa team to accomplish their goal of making the provincial tournament,” Chatwood said. “I truly believe with the team that we have, if we play the way we can, there is a very good chance that we could medal at the provincial level. It is a very exciting time here at H. J. Cody and the girls should be very proud of themselves.”

Last year the Lakers lost in zones to Lacombe who went on to win provincials.

“It helped the girls who were there last year, seeing what it takes to win the zone tournament,” noted Chatwood.

The Lakers will represent the Central Zone at 3A Provincial Finals which are being held Nov. 28-30 at Edmonton’s Saville Centre.

Chatwood said that since this is the 50th anniversary of the provincial tournament, Alberta Schools’ Athletic Association (ASAA) is hosting all boys and girls levels at the same loca-tion. That means there will be 96 different teams competing over three days.

For the first time in years H. J. Cody fielded a junior varsity boys volleyball team made up of mostly Grade 10 students and we’re looking to build on this in the coming years.

Theresa Donaghy started last year with a group of Grade 9 stu-dents who showed chemistry and the desire to play volleyball and this laid the foun-dation for the junior varsity team.

With the foundation set and anchored by setter Zack Kostiuk and team captain Gallen Donaghy we entered the season with the focus on development and building for the future. Our coaching plan was to enter tour-naments and play as many games as possible to aid in getting the touches required when building a strong foun-dation.

By season end we played 26 matches made up of 76 sets and during these matches we saw the players start to understand the game and show the emotion and desire to compete.

middle. Power hitters were led by Gallen Donaghy with great back court play and hard hits while Dawson Main, Tayler Deibert and Jessi Andrews showed the growth that is going to see them suc-ceed. The back court defense was solidified by Libro Ryan Kostyniuk. The team went three and five in league play and we were very confident heading into the league championship but due to weather the league championship was cancelled.

“I love the challenge of the long training and long journey of exploration of my perceived lim-its,” said Scott McDermott of his Ultraman race which takes place this weekend.

“I love the time to think and become a better person. I love the look on people’s faces when they figure out what I am up to. Love the healthy life-style!”

McDermott, 44, is one of only 40 competitors chosen worldwide to compete in the 29th Ultraman World Championships Nov. 29 through

Dec. 1. What is it? Ultraman is a three-

day, 320-mile (515 kilometre) indi-vidual ultra-endurance event which takes place on the Big Island of Hawaii.

The first stage includes a 10 km ocean swim, followed by a 144.8 km cross-country bike ride. The second stage is a 275.8 km. bike ride. And then stage three is a 84.3 km. double

marathon run. Each stage must be completed in 12 hours or less.

This candidate will have the ability to successfully manage multiple projects in a fast paced environment, be open-minded, positive and able to work well with the public and internal departments. The successful candidate has proven communication skills, is trustworthy and able to deal with confi dential and/or sensitive information with discretion and good judgment.The position requires a University Degree or College Diploma in planning, full membership in the Canadian Institute of Planners, fi ve to ten years’ land use planning experience, and supervisory or management experience including fi ve years’ experience in a senior role, preferably within a municipal government setting.Knowledge of the Subdivision & Development Regulations, Municipal Government Act of Alberta, and Local Government Act is required, as well as knowledge of municipal government and council operations.
