On the basis of site inspection of above cited project by the undersigned on 21 st

May, 2014, point wise discussion with project executing authorities and subsequent information submitted so far, a comprehensive monitoring report is being submitted to Ministry for further necessary action and following comments and observations are forwarded to you for necessary action at your end. Accordingly, information and 'action taken report' on the following points may be submitted to this office urgently:­

Revised budget estimates along with cost benefit ratio & internal rate of return. 1. Pursue the matter with PSPCB to get the Air & Water consents beyond 31.03.2013 and Authorization under the HW(M, H & T)Rules, 2008 and submit the copies.

2.

Submit 13 point data sheet with latest information (a copy may be downloaded from website: nromoef.gov.in).

3.

4. Number of DG sets with their capacities established for power back up, the heights of their stacks and the quantity of diesel kept in storage. Fugitive emissions in the work zone environment, product and raw materials storage area etc. should be regularly monitored through an approved private lab and the report be submitted to this office.

5.

Start uploading the data about monitoring reports and six monthly compliance reports on your web site and inform the address of web site to this office.

6.

Pursue' the matter with CGWA to seek the permission for running bore wells for extraction of ground water for industrial use and forward a copy to this office immediately.

7.

Schedule of starting bio-composting.8. Efficiency and efficacy of dryer.9.

10. The quantity of fly ash generated during crushing season and its disposal aspects. A copy of certificate from Fire Safety Depttl Deputy Commissioner may be furnished to show that fire fighting arrangements are foolproof.

11.

A few Cement Manufacturers and Brick kiln manufactures may be contacted to find out the utilization of boiler ash in future and submit the outcome of the same.

12.

Ground water, ambient air quality, stack emission, noise levels and effluent at inlet & outlet may be got tested/analyzed by some approved lab or PSPCB and data may be submitted to this office with all six monthly prOQress reports.

Please find enclosed herewith site inspection report of above cited project which was inspected by the undersigned on 21 st May, 2014. Salient features of the non compliance status of different environmental safeguards is given below:­

1. The Air & Water consents & Authorization under the HW(M, H & T)Rules, 2008 are to be renewed beyond 31.03.2013. Uploading the data about monitoring reports and six monthly compliance reports on vour web site is vet to be ensured. The permission from CGWA for running bore wells for extraction of ground water for industrial use is vet to be obtained. STATUS OF COMPLIANCE &

PART-III DETAILED MONITORING REPORT

The project is an integrated complex for molasses based distillery (30 KLPD), grain/cane syrup based distillery (30 KLPD), sugar mill (4500 TCD) and Co­generation power plant (23 MW) at village-Kiri Afgana, Tehsil­Batala,Distt.Gurdaspur, Punjab by M/s Chadha Sugar & Industries Ltd. Bottling plant of 4000-5000 cases per day is also proposed. Total plot area is 37 acres. Distillery will be operated for 270 days in a year. Total project cost of distillery unit as well as sugar unit and co-generation power plant is Rs.41.25 crores and Rs.175.5 crores respectively. The project was under annual maintenance on the date of site inspection. The Sugar mill was in operation since November, 2013 to March, 2014. The production in distillery plant was started for some time but the same has again been stopped due to some technical snag. The production figures in respect of sugar during 2011-12, 2012-2013 & 2013-2014 is given below:­

The condition wise compliance of environmental safeguards is given below:­

(A) Specific conditions:

(i) Distillery unit shall be based on molasses(30 KLPD) and grain/cane syrup(30 KLPD) only and the production of the plant shall not exceed the maximum capacity defined i.e shall never exceed 60 KLPD.

Being complied

This condition will be duly complied. It is informed that the production of alcohol was within the permissible limit during operation and it has never exceeded 60 KLPD. The PA has been asked to comply this condition strictly in future also. The PA has been asked to submit month wise production figures of alcohol from 1st April, 2014 onward.

(ii) All the conditions stipulated for Sugar mill (4500 TCD) and Co-generation Power Plant (23 MW) by PSPCB shall be implemented satisfactorily and no other unit shall be set up without prior permission from the Ministry.

The PA has assured to comply all the conditions stipulated for Sugar mill (4500 TCD) and Co-generation Power Plant (23 MW) by PSPCB satisfactorily. The PA has also assured that no other unit shall beset up without prior permission from the Ministry.

(iii) Efforts shall be made to reduce PM10 levels in the Being ambient air and a time bound action plan shall be complied sUbmitted. Bag filter alongwith stack of adequate height shall be provided to the boiler to control particulate emissions within 100 mg/m3

• At no time, the emission levels shall go beyond the prescribed standards. In the event of failure of any pollution control system adopted by the unit, the respective unit shall not be restarted until the control measures are rectified to achieve the desired efficiency. Efficiency of pollution control device shall be monitored regularly. Stack monitoring report shall be submitted to the Ministry's Regional Office, Chandigarh.

It is observed that the efforts are being made to reduce PM10 levels in the ambient air but a time bound action plan is yet to be submitted. ESP's have been installed in place of Bag filter alongwith stack of adequate height with the boiler of 130 Ton capacity to control particulate emissions within 100 mg/m3

. The PA has assured that at no time, the emission levels shall go beyond the prescribed standards and in the event of failure of any pollution control system adopted by the unit, the respective unit will not be restarted until the control measures are rectified to achieve the desired efficiency. Efficiency of pollution control device is being monitored regularly. Stack monitoring of boiler was carried out by Universal Analytical Lab, Rewari in March,2013 & March, 2014 indicating all the results within the permissible limits. The monitoring report is placed in the file. It is declared that the efficiency of ESP's is 98.60%.

(iv) The' National Ambient Air Quality Emission Standards issued by the Ministry vide G.S.R. No. 826(E) dated 16th

November, 2009 shall be followed.

It is observed that this condition is being duly complied by the project proponent.

(v) In plant, control measures for checking fugitive Partially emissions from all the vulnerable sources shall be complied provided. Fugitive emissions shall be controlled by providing closed storage, closed handling & conveyance of chemicals/materials, multi cyclone separator and water sprinkling system. Dust suppression system including water sprinkling system shall be provided at loading and unloading areas to control dust emissions. Fugitive emissions in the work zone environment, product, raw materials storage area etc. shall be regularly monitored and records shall be maintained. The emissions shall conform to the limits imposed by PSPCB.

It is observed that control measures for checking fugitive emissions from all the vulnerable sources have been provided. It is further seen that fugitive emissions is being controlled by providing closed storage, closed handling & conveyance of

--5-­chemicals/materials and water sprinkling system etc. Water sprinkling' system is provided at loading and unloading areas to control dust emissions. Fugitive emissions in the work zone environment, product, raw materials storage area etc. is yet to be monitored by P5PCB or an approved lab.

Ground water has been monitored by an approved lab namely Universal Analytical Lab, Rewari in March, 2014 indicating all the results within the permissible limits.

(ix) Spent wash from molasses based unit shall be reduced to reduction in water requirement and treated bio~methanation process followed by de~gasification

and evaporation and concentrated spent wash shall be used for bio~composting with concentrated spent wash from grain based distillery and press mud to achieve 'Zero' discharge. Spentlees and utility wastewater shall be treated in ETP and water quality of treated effluent shall meet the norms prescribed by CPCS/SPCS and shall be recycled/reused within the factory premises. MEE shall be installed. No effluent shall be discharged outside the premises and 'Zero'discharge shall be maintained. Water quality of treated effluent shall be monitored regularly. Domestic effluent shall be disposed through septic tank/soak pit.

The PA has installed MEE and Decanter for treatment of spent wash. A dryer has also been installed to dry the wet cake when the wet cake is not sold to cattle feed dealers. Bio-methanation plant is also ready but bio-composting has not been started so far. It is further committed that no effluent shall be discharged outside the premises and 'Zero' discharge shall be maintained. Soil sample have been monitored by Universal Analytical Lab, Rewari in March,2013 indicating all the results within the permissible limits. Water quality of treated effluent is yet to be monitored.

(x) Other than sugar cane harvesting season, the Assured to concentrated thin slop shall be mixed with wet cake comply which shall be either sold as cattle feed directly or dried to concentrate the solids to 90% to produce DOGS.

(xi) Wastewater generation from sugar unit and co~

generation power plant shall not exceed 400 m3/day and treated in the ETP comprising anaerobic and aerobic treatment facility. As proposed treated effluent shall be used for irrigation after achieving norms prescribed by the PPCS. Water quality of treated effluent shall be monitored regularly. In any case, no wastewater/treated effluent shall be discharged into river/natural stream.

It is assured by PA that wastewater generation from sugar unit and co-generation power plant is not exceeding 400 m3/day and being treated in the ETP comprising anaerobic and aerobic treatment facility. (xii) Spent wash shall be stored in impervious lagoon with HOPE lining as per CPCB guidelines and shall be kept in proper condition to prevent ground water pollution. (xvi) Proper utilization of fly ash shall be ensured as per Fly Ash Notification, 1999 and as amended time to time. All the fly ash shall be provided to cement and brick manufacturers for further utilization.

As the bagasse and rice husk is being used as fuel in the boiler, this ash is not fit for mixing in the cement. However, the ash may be mixed with clay and then brick manufacturing may be done. The PA has been asked to contact brick manufacturers for using fly ash in brick manufacturing.

(xvii) Fire fighting system shall be as per the OISO 117 norms and cover all areas where alcohol is produced, handled and stored. Provision of foam system for fire fighting shall be made to control fire from the alcohol storage tank.

(xix) Occupational health surveillance programme shall be undertaken as regular exercise for all the employees. The first aid facilities in the occupational health centre shall be strengthened and the medical records of each employee shall be maintained separately.

No. of workers employed in off season are 285 and 485 in on-season. The project authority has tied up with nearest Govt. Hospital for medical check up of all the workers. Latest medical check up was done in March, 2013. Few reports were submitted. It is confirmed that no worker was found affected by any occupational disease. Next medical check up will be done shortly. The PA has been asked to submit latest medical check up reports.

(xx) Dedicated parking facility for loading and unloading of material shall be provided in the factory premises. Unit shall develop and implement good tr~ffic management system for their incoming and outgoing vehicles to avoid congestion on the public road.

The green belt development is in progress. More than 3500 plants have been planted so far in 26650 sq. meters of land. The PA has been asked to submit physical and financial progress about the plantation to this office. The PA has been further advised to cover at least 33% of total area under green belt.

(xxii) All the commitments made to the public during the public hearing meeting held on 6th September, 2010 should be satisfactorily implemented and a separate budget for implementing the same should be allocated and information submitted to the Ministry's Regional Office at Chandigarh.

(xxiii) Provision shall be made for the housing for the construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile sewage treatment plant, safe drinking water, medical health care, creche etc. The housing may be in the form of temporary structure to be removed after the completion of the project. All the construction wastes shall be managed so that there is no impact on the surrounding environment.

The construction work is already over. Hence, actual implementation of this condition could not be verified. However, the PA has informed that they had provided housing for construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, safe drinking water and medical health care etc. The housing was in the form of temporary structure which has been removed after the completion of the construction work.

B. General conditions: (i) The project authorities shall strictly adhere to the Partially

stipulations made by the Punjab Pollution Control complied Board.

Air & Water consents were valid upto 31.12.2013. PA has been asked to get the same renewed upto 31.03.2015. The status of authorization under HW(M, H & T) Rules,2008 is yet to be informed by PA.

(i i) No further expansion or modifications in the plant shall be carried out without prior approval of the Ministry of Environment and Forests. In case of deviations or alterations in the project proposal from those submitted to this Ministry for clearance, a fresh reference shall be made to the Ministry to assess the adequacy of conditions imposed and to add additional environmental protection measures required, if any.

No expansion is proposed

There is no proposal in near future to expand the production capacity in the industry. However, it is assured that prior clearance of the MoEF will be obtained before expansion in future.

(iii) The locations of ambient air quality monitoring stations shall be decided in consultation with the Punjab Pollution Control Board (PPCB) and it shall be ensured that at least one station is installed in the upwind and downwind direction as well as where maximum ground level concentrations are anticipated.

The PA had confirmed that they have ordered to commission one Ambient Air Quality Monitoring station to be completed by December, 2013. The PA has been asked to submit the compliance report as early as possible. The ambient air quality has been monitored by an outside approved lab namely Universal Analytical Lab, Rewari in March,2014 at different spots indicating all the results within the permissible limits of PSPCB.

(iv) The overall noise levels in and around the plant area shall be kept well within the standards by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise levels shall conform to the standards prescribed under Environment (Protection) Act, 1986 Rules, 1989 viz. 75 dBA (day time) and 70 dBA (night time).

Noise monitoring was done by Universal Analytical Lab, Rewari in March,2013 at different spots namely main gate, Time Office and Sugar Ware House etc. indicating all the results within the permissible limits. The monitoring report is placed in the file.

(xv) A copy of the clearance letter shall be sent by the project proponent to concerned Panchayat, Zila Parisad/Municipal Corporation, Urban local Body and the local NGO, if any, from whose suggestions/ representations, if any, were received while processing the proposal.

(xvii) The environmental statement for each financial year ending 31stMarch in Form-Vas is mandated shall be submitted to the Maharashtra Pollution Control Board as prescribed under the Environment (Protection) Rules, 1986, as amended subsequently, shall also be put on the website of the company along with the status of compliance of environmental clearance conditions and shall also be sent to the Punjab Regional Offices of MoEF bye-mail.
