William Shakespeare AGENCY NEW DELHI, NOV 6 The Supreme Court on Wednesday ordered incentives for small and marginal farmers who shun stubble- burning, directing that Rs 100 per quintal be given to farmers for han- dling crop residue of non-basmati rice. The incentive will be given to farmers of Punjab, Haryana and Ut- tar Pradesh. The bench comprising Justices Arun Mishra and Deepak Gupta said that punishing the farm- ers for stubble burning is not the ul- timate solution, what is important is to provide them the basic facilities and resources. The apex court has directed the state governments to provide ma- chines on a hiring basis and also op- erational expenses for hiring these machines to small and marginal farmers. Hailing agriculture as the back- bone of the country, the apex court said that the interest of small and marginal farmers must be protected. The decision comes after the top court took cognizance of the matter of stubble burning in Punjab and Haryana and other meteorological factors pushing Delhi's air quality level down to the 'very poor' catego- ry. The apex court asked the Punjab and Haryana government to ensure that stubble is not burned in the fu- ture. Slamming the Punjab govern- ment, Justice Mishra said, "Why was the government not ready in ad- vance? It seems no steps are taken throughout the year." The court said that nobody would be spared if they are found vi- olating the rules and regulations Three friends die in Jind road accident JIND: Three people died when their car was hit by a truck near Gulkani village in this district on Tuesday night, police said on Wednesday. According to police, Sachin (23), Sunil (23) and Sonu (19) who were friends were on their way to Jind for attending a wedding cer- emony when the car in which they were travelling was hit by a truck. While Sachin and Sunil died on the spot, Sonu suc- cumbed to his injuries on way to PGI. Truck driver fled the spot, abandoning his vehicle. Haryana govt to bear travel expense of devotees visiting Kartarpur: Khattar CHANDIGARH: Haryana Chief Minister Manohar Lal Khattar on Wednesday an- nounced that the state government will bear the travel expenses of the devotees of the state, visiting Gurdwara Kartarpur Sahib to mark the 550th birth anniversary of Guru Nanak Dev. The Sikh community and various Sikh asso- ciates have welcomed the Chief Minister’s announcement. The Chief Minister said that from Haryana, about 5,500 devotees will go by bus and by train to attend the celebrations and the fare of which will be borne by the state government. Govt to pump in Rs 25,000 cr in stalled housing projects SBI, LIC agree to manage fund : Sitharaman AGENCY NEW DELHI, NOV 6 Union Finance Minister Nirmala Sitharaman on Wednesday said the government has approved setting up of a Rs 25,000 crore bailout fund to finance 1,600 stalled housing projects as it looks to boost the economy by kickstarting incomplete projects. The decision was approved by the Union Cabinet at a meet- ing chaired by Prime Minister Narendra Modi. The minister said the gov- ernment will establish a 'special window' to provide priority debt financing for completion of stalled housing projects in the af- fordable and middle-income housing sector. Sitharaman said 1,600 stalled housing projects with 4.58 lakh homes will benefit from the alternate funding mech- anism, adding that the Reserve Bank of India (RBI) and its Gov- ernor discussed a viable way to reach out to homebuyers. "An AIF (asset alternative fund ) will be created. The gov- ernment will put in Rs 10,000 crore and others, such as SBI and LIC, will create funds of Rs 25,000 crore in all," she told a press briefing after a meeting of the Union Cabinet. "This invest- ment will be used to complete housing units worth less than Rs 2 crore in Mumbai, Rs 1.5 crore in Delhi-NCR, Chennai, other metros, and Rs 1 crore in other cities," she added. The move is aimed at generating employment as well as reviving demand of cement, iron and steel industries. It is also aimed at relieving stress in the major sectors of the econ- omy. The fund size would in- crease as sovereign and pension fund are expected to participate in this AIF. The AIF can be utilised even by the projects which have been declared non- performing assets or are facing insolvency proceedings, Sithara- man added. On Tuesday, Sitharaman had said that the government and the Reserve Bank of India (RBI) are in the process of resolving the is- sues faced by the real estate sec- tor, admitting that the issues fac- ing the real estate sector have not been addressed fully which is a cause of concern since it has a spillover effect on many sectors. Since August, the govern- ment has been taking various steps to revive the market and consumption demand, the minis- ter said. Recently, the govern- ment cut corporate tax rate to 22 per cent, which involved an out- go of Rs 1.45 lakh crore. Real estate developers are finding it difficult to raise funds after the default by the IL&FS group that triggered a liquidity crisis in the economy. Sensex hits fresh record closing high on hopes of more reforms MUMBAI: BSE benchmark Sen- sex resumed its upward journey on Wednesday and recorded a fresh record high, while the broader NSE Nifty reclaimed the 11,950 level on hopes of more economic reforms by the Modi government. Late on Tuesday, Finance Minis- ter Nirmala Sitharaman said the government will use its strong electoral mandate to usher in the next wave of reforms. This comes four days af- ter the court dropped sedition charges against Honeypreet and other three dozen accused in the in connection with the violence follow- ing the conviction of the Dera chief in rape cases that left more than 30 peo- ple dead and over 200 injured. On Saturday, Additional District and Sessions Judge Sanjay Sandhir framed charges against Honeypreet and other Dera followers un- der relevant sections of the IPC and dropped section 121 (waging or attempting to wage war) and 121A (conspiracy to commit offences punishable by section 121). Honeypreet had moved a bail plea after the dropping of sedition charges as all the other IPC sections under which she has been charged are bailable. She appeared before the court via video conferencing as she is lodged in Ambala jail. "Jamiat Ulema-e- Hind had decided to fight a legal battle for the Babri Masjid. We were the first to go to the Supreme Court. We are hopeful that the decision on Ayodhya issue will be in our favour, but I say this again that whatever the ver- dict might be, we will accept it," said Madani at a press conference here. NEWSNEWS PUDUCHERRY: Officials of a temple here were shocked to find a beggar having cash totalling Rs 15,000 and a bank account with Rs 2 lakh to her credit. That the beggar woman had so much money came to light when the temple authorities were clearing the pavement near the place of worship. Parvatham (70) is said to have earned the money by seeking alms from devotees visiting the temple and she refused to move from the spot when the authorities asked her to. Then, they informed the police who checked her bag and found it contained Rs 15,000 in cash and also a bank passbook in her name with around Rs 2 lakh as balance. There was also an aadhaar card in the bag. The woman was shifted to a home for the aged and their relatives in Kallakurichi in neighbouring Tamil Nadu were informed, said the police.

Paddy residue burning is a one facet of the crisis inour region. Farmers resort to the annual burning ofpaddy stubble and straw given the short windowavailable for them to harvest paddy and prepare thefield for sowing the successive wheat crop.

Since the advent of mechanized farming andgrowing labour shortage in the region, combinedharvestors are used to harvest paddy which leavelarge quantities of stubble and straw as residue on thefields. Since rice straw doesn’t have any nutritionalor commercial value, it is burnt. Given time con-straints, problems with storing, in-field use and off-field disposal of the residue, farmers burn it to clearthe field quickly and inexpensively. Due to this burn-ing of stubble the quality of air is deteriorating dayby day as a lot of gases such as CO, SOx and NOxare produced due to the burning of stubble. “80% ofpaddy straw and 50% of wheat straw produced is be-ing burnt in fields .

Truck Union increasesfreight charges by 35paise per kmANWAR HUSSAINNALAGARH: Asia's largest truckoperator union Nalagarh has increasedfreight by 35 paise per km since 14%VAT was imposed on diesel across thestate. Two days before Diwali, the StateGovernment had issued a notification toincrease 1.9% Value Added Tax (VAT)on diesel. Due to increase in freight, theproducts coming out of Baddi-Barotiwala-Nalagarh (BBN) will also beexpensive and this will directly affect thepockets of the common people. TheBBNIA has a written agreement with theTruck Operators Union that if the rate ofdiesel increases by one rupee, the farewill be increased to 35 paise per kmaccordingly. Similarly, if one rupee isless then 35 paise freight per km will bereduced. Vidyartan Chaudhary,president of the Truck Operators Union,said that the fare has been increaseddue to the increase in diesel prices.

The salient features of theOrdinance include the freedomgiven to any person who intends tostart an enterprise to do so by justsubmitting a declaration of intent tostart an enterprise. Upon receipt ofsuch declaration, the concernedNodal Agency i.e. General

Manager, District IndustriesCentre/ Deputy Director ofIndustries, Single WindowClearance Agency, Baddi/MemberSecretary, Single WindowClearance Agencies of theconcerned area will issue anacknowledgement certificate.Upon receipt of the certificate, theenterprise can start working onestablishing his enterprises withoutwaiting for certain approvals for aperiod of three years or till the dateof commencement of production oroperation, whichever is earlier.

It is pertinent to mention herethat about 99 percent of theindustries functioning in HimachalPradesh belong to the micro, smalland medium sector. They form thebackbone of the economy of theState and provide employment toover 3.50 lakh people. It was felt bythe government that in order toattract more investment in thissector for increasing the level ofincome and employment in theState, the process of setting up andrunning such enterprises should bemade simpler and faster and suchenterprises should be freed fromunnecessary processes, proceduresand approvals. This would surelygo a long way in promoting ‘easeof doing business’ in the State.

Dozens of far-flung andremote villages, includingthose near the Line ofControl (LoC), were cutoff in north Kashmir onWednesday, due to firstheavy snowfall of theseason. Border areas ofKeran, Karnah and Machilin Kupwara and Gurez inBandipora district were cutoff due to heavy snowfall.About one feet of snowfallhas been received sinceTuesday night in the upperreaches of north Kashmir,an official of the PoliceControl Room (PCR) inKupwara told UNI overphone on Wednesday. ''It isstill snowing in the upperheights,'' he said, addingthat Kupwara also

received very lightsnowfall, since early thismorning. Officials saiddue to accumulation ofabout one feet of snow,traffic on different routes,leading to far-flung andremote areas, including theLoC, have beensuspended. He said threemain roads of Kupwara-Karnah, Kupwara-Keranand Kupwara-Machil were

closed for any vehicularmovement due to eightinches to about one foot ofsnowfall. ''The roads arevery slippery and it is stillsnowing,'' he added.However, he said all roadsin the main Kupwara townare open, as there is verylight snowfall thismorning. Meanwhile, theRazdan pass, connectingGurez, Neeru and dozens

of other areas near the LoCin Bandipora district, wasclosed due to snowfall.The road was closed thismorning for any vehicularmovement, due to about afoot of snow and slipperyconditions. The authoritieshave already pressed intoservice snow clearancemachines and cutters toclear the snow and putthrough the road, whichremained closed for sixwinter months in the past.The government hasalready approved a tunnelat Razdan pass, to make itan all-weather road. Thedistrict administration inboth Kupwara andBandipora districts havealready made allarrangements to meet anychallenge.

Police claimed to have arrested two persons, including awoman, and recovered arms and ammunition, besideshuge quantity of drugs worth lakhs of rupees near theLine of Control (LoC) at Uri sector in north Kashmirdistrict of Baramulla. Apolice official on Wednesday saidthat following specific information about smuggling ofdrugs, arms and ammunition in Kamalkote in Uri,security forces a particular area in village Dulanga onTuesday. He said police arrested two persons, including awoman, involved in the drug, arms and ammunitionsupply. ''The team recovered brown sugar sealed in twopacks from the duo,'' he said. He said during questioning,the woman confessed to have concealed some moredrugs (Brown Sugar) in a cow shed near her residentialhouse. ''Accordingly, four packets of Brown Sugarweighing 4 Kgs (approx) were recovered during thesearch of the place.'' During the search of their residence,Rs 3.28 lakh was also recovered in cash. ''It was alsorevealed that some more contraband substance has beenconcealed in the nearby forest area,'' he said, addingaccordingly the search of the area was undertaken whichled to the recovery and seizure of Brown Sugar.

Three dead, twoinjured in carmishap in HP

Three people belonging to Sirmaur districtdied, while two sustained serious injuries,when their car fell down in a deep gorge atBholanu area near Sarain in Chopal sub-division of this district. According to policesources, the car was on way from Sahran toDabsh, when it fell down in a deep gorge ataround 0930 hrs. Two people died on-the-spot,while another was declared dead in the CivilHospital of Chopal. The injured were referredto the Indra Gandhi Medical College Hospitalin Shimla, after their condition turned critical.The victims were identified as Jaget Singh(50), resident of village Kando Bhatnol, JagetSingh (45) of Bagno village and Balbir (42) ofDhades village in Sirmaur district. Soon afterthe information of mishap, a police rescueteam rushed to the spot and evacuated thevictim to the road side. Police did not rule outthe rash and negligent driving by the driver ofthe car as the reason behind the accident.

Punjab Chief Minister CaptainAmarinder Singh on Wednesday setthe tone for the historic Special Ses-sion of the Vidhan Sabha, to mark the550th Prakash Purb of Sri GuruNanak Dev ji, with a call for the pro-tection of the nature to save the futuregenerations from the devastating ef-fects of environmental pollution.

Recalling the great Guru’s ideol-ogy "Pavan Guru, Pani Pita, MataDharat Mahat" (Air is the guru, waterthe father, and earth the mother), theChief Minister underlined the intrin-sic bond between nature andmankind. villages Maachijoa, TarafBehbal Bahadur (on Lohi-an Road) and Randhipurrespectively. Constructedover 280 acres of landthese tent cities wereequipped with state of theart facilities to ensure acomfortable stay to the pil-grims. The tent cities with

a capacity of 35,000 devo-tees have emerged as a starattraction with peoplethronging these ultra mod-ern and luxurious stay freeof cost by the state govern-ment.

Woman gang-raped in Moga villageMOGA: A 25-year-old married women was gang-raped by two men at Dhaleke village situated at the outskirts ofthis town, police said on Wednesday.

According to police, a case was filed on Tuesday night. According to an FIR, the complainant had gone to visither sister and was kidnapped while she was waiting for a vehicle to return home.

She was allegedly kidnapped by two men with the help of two women. First, she was taken to a nearby placein a car and raped. Later, the victim was taken to Dhuri in Sangrur district and was kept in a house where she wasraped again repeatedly by the two accused. In the morning, the accused left the house leaving the victim alone.

The victim managed to escape and reached Ludhiana with the help of a girl and she narrated the incident to thesecurity personnel at the Ludhiana bus stand who contacted her husband Baldev Singh at Moga. Later, Baldev Singhtook her to Moga police.

Reacting to the order ofPresident Ram Nath Kovind,rejecting the petition seeking thedisqualification of MLAs in theoffice-of-profit case, Mr Kejriwalsaid, 'Ultimately, truth prevails.

Welcoming the decision, AAPleader and Delhi Minister RajendraPal said, 'The petition was based ona false argument. It was bound tobe rejected...'

The matter is related to 11 AAPlawmakers occupying the office ofco-chairpersons in the DistrictDisaster Management Authorities.

The President's rejectionfollowed the ElectionCommission's observation thatDDMA is a statutory bodyconstituted by the Government ofNational Capital Territory of Delhiand its co-chairpersons are notentitled to any remuneration.Hence, it does not attractdisqualification.

After coming to power, theAAP government had given theDDMA co-chairmanship toSanjeev Jha (Burari), Nitin Tyagi(Laxmi Nagar), Praveen Kumar(Jangpura), Rajesh Gupta(Wazirpur), Sarita Singh (RohtasNagar), Dinesh Mohania (SangamVihar), Amanatullah Khan (Okhla),Kailash Gahlot (Najafgarh) andJarnail Singh (Tilak Nagar).

A lawyer, Vivek Garg, had fileda petition in March, 2017 beforethe EC, seeking disqualification ofthe AAP MLAs, which includedTransport Minister Kailash Gahlot,claiming that they were enjoyingthe office-of-profit.

Responding to the EC's queriesin 2017, the AAP government hadsubmitted that the MLAs as co-chairpersons of DDMA were notentitled to any remuneration, likesalary, allowances, sitting fee,conveyance or any other facilities.

There were no provisions foroffice space, supporting staff,residence, telephone or camp officefor them, so there was no case ofoffice of profit.

Reacting to the decision, thepetitioner said, 'The decision of thePresident is based on therecommendations of the ElectionCommission. Therecommendations are a violation ofthe principles of the natural justicebecause the EC didn't call me forany hearing in the last two-and-a-half years. How can a petition bedecided without hearing thepetitioner and the opposite party?'

The decision comes as a majorboost for AAP, ahead of theAssembly polls in Delhi, scheduledearly next year.

Speaking toANI outside the court, H SPhoolka, the counsel of riotvictims, said, "Sajjan Kumar isin jail for the last ten months.Today his lawyer argued thatKumar's health hasdeteriorated and asked for bail.Court then sought a reportfrom AIIMS after which hisbail application will beconsidered." The debate between free trade and protection for the do-mestic economy is not a new one. Its shadow loomedover India as it declined at the last minute to become a

party to the Regional Comprehensive Economic Partnershipagreement, which 15 other leading nations subscribed to onMonday. India participated in the negotiation, but Prime Min-ister Narendra Modi, who was at the regional summit inBangkok where the RCEP was deliberated, pulled out at thelast minute, arguing that India’s concerns had not been met.

Signatures are to be affixed to the agreement in 2020 andmany among the participants, notably Australia, expressed thehope that when India comes on board, the RCEP will be a rich-er partnership.

There is a lurking fear among many of the “10 plus 6” —the 10 Asean countries and six of their partners — that Chinawill seek to dominate RCEP. With the burgeoning trade disputebetween the United States and China, there is concern that Chi-na would try to cut itself some slack by seeking to take advan-tage of RCEP to the detriment of others. If India were in, itmight help balance the equation.

The discussions around globalisation at the turn of the cen-tury brought home the reality that if a developing nation optedfor globalisation, it should prepare itself by improving its ex-port capacity and infrastructure, else it will suffer over balanceof payments, and this will have a widening negative impact,hurting domestic producers and consumers. Such a situationwould be readymade for political discontent.

After dithering, it’s just as well that India chose to stay outof RCEP, billed as the world’s most significant trade deal. The16 participating nations made up nearly half the world’s popu-lation and 30 per cent of its GDP. Such a large free trade areais likely to confer economic benefits all around, provided theparticipants export with as much vigour as they import to meetthe requirements of an expanding economy.

However, the picture the Indian economy now, following aseries of misconceived policy steps in the past five years, did-n’t place it in the right frame to take advantage of the free tradearea. Manufacturing and export data have been plunging fortwo years. The banking sector is in turmoil. Agricultural pro-ductivity and wages are down. At such a time, joining a freetrade area comprising some of the world’s boldest economiesis to invite trouble. No wonder, the Congress Party campaignedagainst India’s entry into RCEP, and rallied other Oppositionparties which had planned a nationwide campaign against theeconomic situation from Tuesday. A PMO statement Mondaymorning said the PM “sought to dispel the notion that India isreluctant to join the RCEP trade deal”. Two days earlier, com-merce minister Piyush Goyal targeted Congress president So-nia Gandhi on Twitter for opposing India joining RCEP. Just aswell, though, that bravado took a backseat.

IT’S HIGH TIME TO PUSH UN’S DEMOCRATISATIONAmerica’s war on Iraq

signalled the end ofthe United Nations as

the main international peace-keeping mechanism. It’s notthat nations have not defiedthe United Nations before. Is-rael has been doing it fordecades. Even India has, fromtime to time, cocked a snookat the UN. But this was thefirst time that a permanentmember of the UN SecurityCouncil had so blatantly andwantonly disregarded the pre-vailing world sentiment andopinion.

Even though the UN wasfashioned by the victors ofWorld War II, its birth had itsorigins in the darkest days ofthat period when leaders ofnine occupied countries inEurope — Belgium, Czecho-

slovakia, France, Greece,Luxembourg, Holland, Nor-way, Poland, and Yugoslavia— met representatives ofBritain and the Common-wealth nations in London onJune 12, 1941, and signed adeclaration pledging to workfor a free world, where all na-tions could live in peace andsecurity.

This was called the Inter-Allied Declaration and wasthe first step towards the es-tablishment of the UN. Twomonths later, US PresidentFranklin D. Roosevelt andBritish Prime Minister Win-ston Churchill announced theAtlantic Charter, not only ex-pressing similar hopes, butalso eventual disarmamentand full economic coopera-tion. On January 1, 1942 they

signed what came to beknown as the Declaration ofthe United Nations, approv-ing the aims of the AtlanticCharter. More interestingly,this was the first time thephrase “United Nations” wasused.

But the creation of theUnited Nations Organisationfor preserving world peacehad to wait till October 30,1943, when Britain, China,the Soviet Union and theUnited States signed theMoscow Declaration on Gen-eral Security. The signatoriesto the Moscow Declarationthen met continuously fromAugust to October 1944 inWashington D.C. and fash-ioned a basic plan for an in-ternational peace-keeping or-ganisation.

Dharna politics: Push come to shove,politicos certain to blink

The dharna began andseems to be ending justas inexplicably if

maulana’s garbled Sundaynight speech is any indication.The ‘long march’ or dharnahas now become a part ofpost-2008 politics. From thePPP government in 2009 tothe PML-N in 2014 and nowthe PTI, each government hasfaced an onslaught of protest-ers roughly a year after com-ing into being.

Each dharna, sadly, is trig-gered by a false sense of over-confidence on the part of thenewly elected; the PPP wentback on its promise to restorethe judiciary and aggravatedthe problem by sacking thePML-N government in Pun-jab; the PML-N ignored thePTI’s rona dhona (lamenta-tions) over the four con-stituencies and the PTI’sshort-sightedness has been itsunwarranted aggression to-wards the opposition. If itwasn’t enough to imprison themajor leadership, it added tothe problem by name-calling,threatening to withdraw facil-ities in jail, refusing to issueproduction orders, etc.

Of course, it has to be saidthat a march is also triggeredby what is happening behindthe scenes — for instance, it isnow widely believed that the2014 march/dharna was usedto pressure the then PML-Ngovernment and weaken itsresolve to try Gen Musharraf.The dharna ended in the be-ginning of 2015, and a year

later, the former dictator leftthe country. Similarly, the2009 march also weakenedthe PPP government consider-ably and there are chances thefate of the present governmentwill be no different.

But despite the behind-the-scenes machinations, oneis tempted to ask if each gov-ernment would have faced aless uncomfortable position ifit had not been so dismissiveof other political parties andopponents initially. But, onealso needs to see the otherside. Compared to 2009 and2014, there is definitely lessuncertainty and panic in theair.

Fewer people are predict-ing the end of a government.Indeed, glancing back, itseems as if the uncertaintywas at its height in 2009 whenthe march was about to begin.Back then, it wasn’t just Is-lamabad but also Lahorewhich was under siege and thegovernment did its best to stop

the charge on Islamabad. Thefear of the government beingsent home was palpable.

In 2014, there was a simi-lar sense of uncertainty but itwas less so than in 2009. Incontrast to the PPP case, how-ever, the PML-N governmentseemed to have learnt from2009 and didn’t put up muchresistance. Protesters from La-hore as well as KhyberPakhtunkhwa reached Islam-abad quite smoothly. Therewas fear of the governmentbeing sent packing but some-how it seemed less probablethan in 2009.

This time around, the un-certainty is even less so. Part-ly, this is due to smoother civ-il-military ties — hence someare arguing that the uncertain-ty was higher in 2009 and2014 because the civiliangovernment wasn’t facing aninvisible enemy. However, itis also because it is now easi-er to assume that govern-ments will complete their

terms. This could not be saidwith any certainty back in2008. It is the proverbial sil-ver lining.

But this is not to say thatwe, as a society, should nowconsider routine protestersdemanding a government’send. Apart from being wrongin principle, this should be areason for worry, regardlessof the crowds or the govern-ment. Accidents can happenand any government shouldbe wary of loss of life or in-juries to the innocent, whichare possible if the state has tocontrol or stop a crowd. Itshould never come to this. Af-ter Sunday night, it seems itwill not. Perhaps the maulanablinked on Sunday becausehe is a politician; and politi-cians, however much theymay rant and threaten, will al-ways find a way out. Politicsis about compromise and nota war to an end. Despite histhundering, no politician withstakes in the electoral system

can blithely lead his support-ers towards a confrontationwhich can cost lives. Everyvoter matters; every life mat-ters. And similarly, a govern-ment (even if it is led by aseemingly uncompromisingImran Khan) will opt for ne-gotiations and hopefully pro-vide face-saving to the pro-testers. Indeed, we shouldnever underestimate the in-nate common sense of ourpoliticians, however muchthey may disappoint us. Andthere has been much to disap-point us in the recent past.

Postscript: In all thechaos of the past few days,the maulana may have im-pressed many with his politi-cal acumen but he has also re-vealed his bigoted views onreligion and gender, whichprove why he will never be amainstream leader. Suchviews do not gel with the ideaof democracy, however, muchone harps on civilian su-premacy.

Delhi has recently had aburst of unseasonalrain – a big relief amid

the dangerous air pollution,officially labelled a publichealth emergency. Perhaps,folks in other cities with blueskies will take a temporarybreak from trolling its resi-dents. The real worry is thatdespite all the hand-wringingand non-stop coughing, Del-hiites and residents of all theother cities in the country withdangerous levels of air pollu-tion will settle down onceagain to a familiar angst-lacedresignation.

The story is the sameevery year. Malnutrition andair pollution are among thetop health risks facing India.But in this country, sadly, bothare at risk of being turned intosectarian, “us and them”, ei-ther/or, binary issues. Listen-ing to some of the public dis-course around these issues,you would not think that theypose such a grave threat to In-dia’s present and future.

Take air pollution, whichhas been a top headline grab-ber. India has some of theworld’s most polluted citiesbut every Diwali, in recentyears, there is a template re-sponse from a section of thepopulace who see burstingcrackers as an essential part ofbeing a good Hindu. This yearwas no different, despite theSupreme Court’s ruling about

“green firecrackers” and man-dated times for bursting them.Many people violated therules. Some were even tri-umphalist. The argument isthat it is not only firecrackersthat contribute to poisonousair. The problem with this ar-gument is that no one eversaid firecrackers alone wereresponsible for foul air.

Different factors at differ-ent times of the year cumula-tively contribute to makingDelhi and so many other Indi-an cities smokestacks, shav-ing off years of the lives of

their residents. There is cropburning, currently a key rea-son for the noxious air inmuch of north India; there isvehicular emission, road dust,and other factors. Togetherthey make life and the air webreathe hellish.

There has been endlessdiscussion on what should bedone but the discussions cometo nothing because each con-tributory factor is pittedagainst the other, and in thepolitically polarised milieu inIndia today, this also meansthat the Central government

and governments of the affect-ed states are unable to brain-storm together meaningfully.Polluted air has wide-ranginghealth impacts — an elevatedrisk for heart attacks andstrokes, a higher risk of asth-ma, reduced foetal growth,stunted development of chil-dren’s lungs, and cognitiveimpairment which can impactone’s life chances. Twenty-two of world's 30 most pollut-ed cities are in India, accord-ing to a recent report byGreenpeace. “In 2016, aWorld Health Organisation

(WHO) study found that 14 ofthe 20 world’s most pollutedcities belonged to India. Kan-pur, in Uttar Pradesh, emergedas the city with the highestPM2.5 level, standing at 173(17 times higher than the lim-it set for safety). It is estimat-ed that in 2016, over nine lakhdeaths were caused due to airpollution in India. Some othercities with high PM 2.5 levelsinclude Faridabad, Varanasi,Gaya, Patna, Delhi, Lucknowand Agra. Delhi, as the capitalof the country, too gained no-torious reputation as a resultof its severely poor air quali-ty,” a report by Observer Re-search Foundation, a thinktank, noted.

Delhi grabs the headlinesbut the poor air quality affectsresidents of the other citiesjust as much. The other big is-sue which is critical to India’sfuture is child under-nutrition.The latest Global Hunger In-dex ranked India at the 102ndposition, trailing its SouthAsian neighbours.

The index is a weightedaverage of stunting and wast-ing rate, and the index notedthat the percentage of wastedchildren in India increasedfrom 16.5 to 20.8 between2008-12 and 2014-18. Poornutrition in early life is ex-tremely damaging and leadsto stunting and loss of IQ,which has consequences forthe individual, the community

and the country. A recent nu-trition survey by the healthand family welfare ministryhas also found that 35 per centof children under the age offive years in India are stunted,while 17 per cent are wastedand 33 per cent are under-weight.

But guess what is the bigcontroversy in MadhyaPradesh, which has a largenumber of undernourishedchildren, especially in the trib-al areas? The Madhya Pradeshgovernment’s plan to provideeggs to children in angan-wadis is being slammed bythe Bharatiya Janata Party(BJP), currently in the Oppo-sition in the state.

Madhya Pradesh BJPleader Gopal Bhargava is inthe news for his statement thatmaking children eat eggs andmeat can turn them into “can-nibals later in life”. Mr Bhar-gava also says eating non-vegetarian food is against In-dian culture, a statement thatis both absurd and totally in-accurate.

Natural Gas, has granted its approval for a 10-year extension of the Production Sharing Contract (PSC) to Cairn Oil & Gas, Vedanta Ltd., for the Ravva block in Andhra Pradesh. With this extension, the PSCis now valid effective 28 October 2019, for the next 10 years. Speaking on the development, Anil Agarwal, Chairman, Vedanta Resources Ltd., said, “The RavvaPSC extension is one more example of the trust the government has reposed in us. Earnings beforeinterest, tax, depreciation andamortisation (EBITDA) came in at Rs1,255 crore. The quarter endedSeptember highlighted the strength indiversified and differentiated productprofile of JSPL, the company said in astatement. "Though the quarter wasdue to be the weakest given themonsoon season, further weakened bymuted economic growth in thecountry, products like rails, structures,plates and other such value-addedproducts helped the company partiallyoffset the steep fall in prices andprofitability," it said. Despite of beingtraditionally the weakest quarter due tolack of construction activity during

rains, on back of Angul productionramp-up, JSPL standalone reported arise in production of 16 per cent year-on-year for steel and related productsto 1.58 million tonnes (1.36 milliontonnes in Q2 FY19) and sales of 1.46million tonnes (up 10 per cent year-on-year). Indian captain Rohit Sharma on Thursdaysaid that the T20 cricket was the one wherethe emerging players can be tried out and healso began with it before moving to ODIsand Tests.

India has achieved less success in T20sas compared to ODIs and Tests. India lastwon a T20 series on home soil last yearagainst West Indies, but after that they werebeaten by Australia and later drew 1-1 withSouth Africa.

Even in the ongoing three-match seriesagainst Bangladesh, the hosts trail 0-1.

"This is the format where we are tryinga lot of players. The key players are not in-volved (in this series) so we are trying theyounger players who are sitting on thefringe. That is one of the reasons, because inother formats we have our entire squad play-ing," Rohit said when asked why the Indian

team was not successful in the T20s as com-pared to ODIs and Tests.

Rohit emphasised that the team wants totry out different players in T20 format as"they can express themselves and get readyfor ODIs and Tests".

"This is the format where you can try(new players), and there is no harm in doingthat. We have seen a lot of players who haveemerged from this format, who have gone onto play ODI and Test formats," Rohit said onthe eve of the second T20 Internationalagainst Bangladesh here on Thursday.

"We want our bench strength to be asstrong as possible. This is probably the rea-son why you see so many new guys cominginto the fray and playing," he said.

He, however, said that the priority was towin matches.

"Having said that, it does not mean thatwe have to not win matches. We have to win,that is the first priority. But these guys willlearn from it.

Third umpire should be ableto spot no-balls: Gilchrist

Australian great AdamGilchrist feels the third um-pire should be able to spot no-balls although he is all for thefourth umpire to take the callin the IPL, provided correctdecisions are made.

Gilchrist made the com-ments after the IPL governingcouncil proposed to have adedicated "no-ball" umpire toreduce the number of howlersin the lucrative league.

"It is pretty challengingfor the on-field umpire tolook down there, look upthere, have everything elsegoing on. Surely there was areplay last year that showed itwas a no-ball.

"That should be allowed,whether you need a fourthumpire, may be not why can'tthe third umpire just look atthe replay and just go notout," he said.

"That is the simpler ver-sion I would have thought. Ifit means having a fourth one

(umpire) and he is going toget the right decision I am allfor it," said the former wick-etkeeper batsman.

Will the extra umpireslow things down?
