All three vehicles plunged into an almost 500 meter deep gorge after being hit by boulders. Two Indian soldiers and a civilian as well assix Pakistan Army men were killed as troopsof Indian and Pakistan exchanged fire inKupwara district’s Tanghar sector in Kash-mir on Sunday morning, official sourcessaid.

The Indian Army fired back at Pakistanitroops after the latter’s unprovoked firing tohelp a group of militants infiltrate into Jam-mu and Kashmir from the Pakistani side, thesources said, adding that three civilians onthe Indian side were wounded in Pakistan’sfiring, the sources said.

Narcotic cell raidsmedical stores

RESHAM SIDHUSIRSA: The Narcotic Cell of Chandigarh,along with the Drug Officer of Sirsa, raid-ed medical stores in Rody and Badagud-dha. Medical operators were agitated af-ter the team reported the action. Theteam did not get any drugs there but oth-er irregularities were found due to whichnotices will be sent to him by the DrugOfficer.A team of Narcotic Bureau along withSirsa's Drug Officer Rajneesh Dhaniwalraided about a dozen medical stores ofRody and Badagudha. During this peri-od, no drugs were found on the med-icals, but investigation found that therecords of medicines at some medicalstores were not correct. Drug Officer Ra-jneesh Dhaniwal instructed the medicaloperators that if any banned drugs werefound under the guise of life saving med-icines, they would not be spared.

If weare to maintain a calm mind,we need to cultivate forgive-ness. Forgiveness involvesforgetting what the person hasdone to us so we can move onwith our life with a clear mindand heart.

When we do not forgivesomeone, thoughts of anger,bitterness, and revenge ranklein our own minds and hearts,and we are the ones who suf-fer. When we are filled withanger and hatred, we cannotconcentrate at work. Our pro-ductivity and efficiency maydrop because we are unable tokeep our mind on our work.Instead of paying attention toour job, we are thinking aboutwho has hurt us, how theyhave hurt us, why they havehurt us, and how we can hurtthem back. This cycle of an-gry thoughts ruminates in ourmind, and we cannot focus on

our work. Thus, we maymake costly mistakes. Some-times the mistakes can costothers their lives. We knowthat drivers, pilots, train con-ductors or bus drivers can bein such a rage that they causean accident in which othersare hurt or killed. A doctor orpharmacist whose mind is noton their work can cause harmto patients.

To avoid disastrous con-sequences, it is much better toforgive. Medical researchersare finding another benefit toforgiveness. It has a positiveeffect on our brain. There isincreasing scientific evidenceof how anger causes stress-re-

lated ailments. Brain scansand medical tests show thatexposure to the body’s owncortisol and stress hormonescan cause a build-up in thebrain’s blood vessels andnervous system that maycause a stroke, damage toparts of the brain.

If we know that anger cancause irreparable damage toour brain, then we may wantto consider learning the art offorgiveness. Additionally, ifwe hurt others mentally oremotionally, they may reactto us, causing a negative at-mosphere. We become con-tributors to the negativity inthe universe.

The deaths within days of one another, in September, ofthe former ambassadors, K.P.S. Menon, and SatyabrataPal, are extinguishings. But of much more than of indi-

vidual lamps. Being the kind of persons they were and repre-senting what is so inadequately but truthfully called an ethos,their going is like the darkening of a whole chandelier as its lastdrop-pendants go out.

Last… why? Is the Indian Foreign Service not an order inperpetuity and are we not served by a galaxy of diplomats? Sowe are of course, and thank the goodness of our luck for that.And yet their going is a going of something that is becomingscarce. Diplomacy is changing worldwide and Indian diplo-macy rather rapidly so. K.P.S. Menon and Satyabrata Pal be-longed to a style of diplomacy in which the person was no lessimportant than the type, the individual mattered as much as heror his skills. Both filled their professional roles with their per-sonal statures, not the other way around. When they represent-ed India, as Menon did in Bangladesh, Egypt, Japan and Chi-na and Pal in South Africa and Pakistan, they did so not asdiplomatic digits but as persons carrying within them what canbe only described as India’s curious and flickering light — ablend of flame and torch, energy and luminosity emanatingfrom a wick that can sometimes burn low and sometimes tall.Their minds were theirs, their mission was India’s. They be-longed to the generation of diplomats that took pride in repre-senting India not because India was a case to be presented butwas a privilege to represent.

There was a time, until not all that long ago, when an Indi-an even mildly interested in our external relations could saywho our ambassador or high commissioner was in, say,Moscow, London or Washington. And even more so, in Beijingor Islamabad. For all of them were in themselves somethingapart from being representatives of India. In the Kremlin, thephilosopher-ambassador, Sarvepalli Radhakrishnan, was some-thing of a wonder. “I would like to meet,” the well-informedStalin is believed to have said, “the Ambassador who spends allhis time in bed — reading.” Radhakrishnan’s biographer andson, Gopal, tells us that when Stalin did meet Nehru’s ambas-sador, he found his slim, tall visitor advising him to explore thepossibility of détente. On Stalin’s saying he could not do thatby himself, the ambassador said it takes two to make a quarrelbut one can stop it. V.K. Krishna Menon (picture) was not byinstinct a diplomat. On the contrary, in London, as secretary ofthe India League right up to the day he was appointed India’sfirst high commissioner to Great Britain, he was a gadfly,buzzing away, to promote India’s independence, in the wordsof Harold Laski, as part of “the end of imperialism every-where”. When Laski died, Menon did what only one like himwould: he placed his Rolls-Royce at the disposal of the Laskifamily for the funeral at Golders Green, attended by the primeminister and many ministers, socialists, scholars, students.

EditorialIndian diplomacy: When the individual

mattered as much as the skills

The demolition of theBabri Masjid on De-cember 6, 1992, was a

blot on our Republic. Thetime has come to move on,and put communal tensionswith regard to the building ofa Ram temple in Ayodhya atthe disputed spot, to an end.The Supreme Court (SC) hasconcluded its hearings to de-cide the title suit, and itsjudgment is expected on No-vember 17. Meanwhile, somenew initiatives, outside thejudicial process, have cometo the fore, which need to begiven due attention by allparties.

A well-respected memberof the Muslim community,lieutenant general (retired)and former vice-chancellor ofthe Aligarh Muslim Universi-ty, Zameer Uddin Shah, hasproposed that Muslims musthand over the disputed landin Ayodhya to Hindus. Thiswould be not only a seminalgoodwill gesture but will go along way in ensuring futurecommunal harmony. He wasspeaking at a function organ-ised by the “Indian Muslimsfor Peace”, which consists ofseveral eminent Muslim citi-zens.

In parallel, an importantstatement was reportedly is-sued by the Lucknow-basedUttar Pradesh Sunni CentralWaqf Board. The Board saidthat it was ready to give up itsclaim on the land on whichthe Babri Masjid once stood.

This proposal was made aspart of the SC-appointed me-diation process. There arethree parties to this process -the Nirmohi Akhara, RamLalla and Ram Janmasthanrepresented by activists asso-ciated with the Sangh Pari-var, and the Sunni WaqfBoard.

Under the proposed set-tlement, the Sunni WaqfBoard will give up its claimto the land in favour of a Ramtemple in Ayodhya at the spotwhere the Babri Masjidstood. In return, the WaqfBoard has sought the follow-ing conditions to be met: re-building the Babri Masjid at

another place; strengtheningthe Places of Worship (Spe-cial Provisions) Act, whichstipulates that the religiouscharacter of a place of wor-ship shall continue to bemaintained as the status it en-joyed on August 15, 1947; al-lowing namaz in historicalmosques under the Archaeo-logical Survey of India; re-building mosques in Ayodhyatown by the Union govern-ment; and, establishing an in-stitution for social harmonybased in Ayodhya.

Both Gen Zameer Ud-din’s statement and the re-ported proposal of the SunniWaqf Board are exceptional-

ly significant initiatives. Thereason for this is simple. Thejudicial process, in which theSC is to pronounce its judg-ment on the title suit, is im-portant, but it has its inherentlimitations. Even if the courtwere to pronounce a decisionin favour of the Hindugroups, hardcore Muslimopinion will find reasons notto put a closure to the dispute.And, if the court rules infavour of the Muslim groups,hardcore Hindu groups willdo their best to prevent amosque from being con-structed there. In such a situ-ation, the best solution wouldbe a mutually accepted

modus vivendi under the SC-appointed mediation process.

There are still major hur-dles. None of the other Mus-lim parties, save the SunniWaqf Board, are a part of thisinitiative. Nor is the hardlineVishwa Hindu Parishad-con-trolled Ram JanmbhoomiNyas. The challenge is tomake them accept the logicof a mutually acceptable so-lution, and become a part ofthis reconciliation process.

The greatest fear amongMuslims is that a goodwillgesture on their part in thecase of the Ram temple inAyodhya will not put a clo-sure to other disputes of asimilar nature elsewhere.Public memory will still re-call that after the demolitionof the Babri Masjid, bigotshad come with this slogan:“Ayodhya tau bas jhanki hai,Kashi Mathura baki hai: Ayo-dhya is just the trailer, Kashiand Mathura are still left.”What if, even after a gener-ous gesture by the Muslims,ultra-right Hindus say thatthe Jama Masjid in Delhi wasbuilt over the ruins of a tem-ple and hence should be de-molished? Sakshi Maharaj,the BJP MP, has already pub-licly made such a claim. Thatis why the specific proposalin the Sunni Waqf Board'ssettlement plan, that thePlaces of Worship (SpecialProvisions) Act of 1991should be strengthened, ac-quires pivotal salience. The

law seeks to prevent theRamjanmabhoomi move-ment from acting as a prece-dent for other mosques in In-dia. Section 3 of the Act putsa bar on conversion of placesof worship. “No person shallconvert any place of worshipof any religious denomina-tion or any section thereofinto a place of worship of adifferent section of the samereligious denomination or adifferent religious denomina-tion or any section thereof.”

The law exists, and canbe further strengthened, butwhat needs to change is sen-timent. If the Muslims arewilling to make a grand ges-ture of voluntarily allowingfor the building of a Ramtemple in Ayodhya at the dis-puted spot, Hindus must re-ciprocate, and put a closureon all similar disputes in thefuture relating to other exist-ing mosques. It is only insuch an atmosphere of en-lightened give-and-take cangenuine reconciliation takeplace. In my opinion, a medi-ated settlement on this basiswould be a far better outcomethan a judicial verdict, how-ever important, pertainingonly to title. But, for this tohappen, hardlines on bothsides of the Hindu-Muslimdivide would have to be keptin check. A great opportunityis before us to open a new eraof communal harmony thatputs behind decades of sterileacrimony and hostility.

In Ayodhya, time to give peace a chance

Pakistan has been givenanother four months bythe Financial Action Task

Force to act strongly on two is-sues: money laundering andterror financing. The countryhad made some progress sincethe last deadline was given inJune but most of the thingsasked of it have not been deliv-ered. “To date, Pakistan hasonly largely addressed five of27 action items, with varyinglevels of progress made on therest of the action plan,” theFATF said.

Of the other countries onthe grey list, Sri Lanka, Tunisiaand Ethiopia were removed.Three other nations joined thegrey list: Iceland, Mongoliaand Zimbabwe. Only two na-tions are on the black list: Iranand North Korea.

Readers should know thatthe demands made by theFATF are principally aboutPakistan’s ability to implementan action plan it has itself puttogether. And secondly, thatmuch of this has to do with thetransfer of money, a problemthat is regional and cultural andnot specific to Pakistan. It wasPakistan’s finance ministerHammad Azhar who repre-sented the country before theFATF.

The FATF had wantedPakistan to continue “demon-strating that authorities areidentifying cash couriers andenforcing controls on illicitmovement of currency and un-derstanding the risk of cashcouriers being used for terrorfinancing”. Let us try and un-derstand what the issue reallyis and why it is that Pakistan isstruggling to get off the grey

list. The cash courier is a partof the networks that operateoutside the usual channels inSouth Asia, including for thefinancing of the diamondtrade. It will not be easy forPakistan or India to eliminatesuch entrenched systems evenwhen they take strong action.India’s government deliberate-ly put its economy through ex-treme pain in 2016-17 becausethe problem of black moneywas thought to be unaddress-able through conventionalmeans. However, black mon-ey, which is what money iscalled before it us launderedinto white, has not gone awayfrom India.

The second problem thatPakistan has is that it is notable to differentiate betweengroups that are linked to reli-gion, social service and com-munity service but also to vio-lence. There is a parallel withIndia but today is not the placeto look at that. In Pakistan,groups like the Lashkar-e-Tayyaba and Jaish-e-Mo-hammed have a very largepresence in community service

through their affiliated reli-gious formations. When thereis a flood or an earthquake, it isthese groups that send largenumbers of volunteers andsupplies to the affected areas.Because of this, they can havean open presence in urban ar-eas for fundraising and mobil-isation.

Also, because of this, theycan mingle more easily intopolitics, offering support tocandidates and framing not justpolicy and law but also the na-tional outlook. Of course, thisis dangerous and has to becountered by Pakistan, butagain, just like the black mon-ey issue, this is cultural andwidespread and will be diffi-cult to do.

After 9/11, and particular-ly after the attack on the IndianParliament, President PervezMusharraf acted against theDeobandi and Salafi groups.The effect was immediate. InIndia, fatalities from terroristand related violence collapsedin Kashmir. It had peaked with4,000 deaths in 2001, thendropped to 3,000 in 2002, then

2,000 in 2003, then 1,000 in2004, then 500 in 2008 and300 in 2009 — meaning lessthan 10 per cent of the violenceseen at peaks. It had remainedstable at that figure, and, infact, had fallen further underManmohan Singh, though it isnow going back up again. Lastyear, the 450 fatalities were thehighest in 12 years. This yearmay be worse.

India has fenced the LoCand the J&K authorities andpolice believe that exfiltrationand infiltration have becomevery difficult, meaning thatPakistan’s role is limited andlocals are unable to cross overto receive training. It is essen-tially those Kashmiris who aremotivated enough to fightagainst the Indian state whoare keeping our Army occu-pied. The fallout of this actionagainst groups it nurtured wasfelt immediately in Pakistan.The violence that they had ex-ported all these decades beganshowing its teeth at home. Ter-rorism related fatalities in all ofPakistan were 166 in 2000.When Mr Musharraf tried to

shut them down, terror explod-ed in Pakistan’s cities. Fatali-ties went from 900 in 2004 to1,400 in 2006, to 3,000 in2007, and 6,000 in 2008. Theypeaked at 11,000 in 2009, ayear after Mr Musharraf left.Since then, they have been indecline, falling to 7,000 in2010, 6,000 in 2011, 5,000 in2013, 3,000 in 2015, 1,000 in2016 and 600 last year. Thisyear — 2019 — will be themost peaceful year in Pakistanin almost two decades.

India’s governments havealways told their people all ter-rorism is the product of Pak-istani mischief. If we believethat Pakistan is responsible forviolence going up, we have toaccept that it is also responsi-ble for violence going down.This we have not been willingto do. Of course, the fact is thattoday the violence in Kashmiris almost entirely local. It is theproduct of Indian policies overdecades, the Indian media’s re-cent hatred of Kashmiris, theIndian judiciary’s refusal toprotect their fundamentalrights.

Sanctions on Pak might not curb terror

India’s freedom fighters fought sedition lawThat sedition finds a

place as a criminal of-fence on India’s statute

book is a testimony to itsrulers’ moral blindness andconstitutional illiteracy. Itwas abolished in Britain in2009.

Only recently, a seditioncase was filed in Muzaffarpurin Bihar against several emi-nent persons who had writtenan open letter to Prime Minis-ter Narendra Modi condemn-ing the rise in lynchings. Thecourt was moved by a localadvocate. Among them werefilmmakers of eminence. Oneof them, Aparna Sen, de-serves special mention for hercourage, consistency andcommitment to values.Lynchings became an epi-

demic shortly after Modi be-came Prime Minister. Thevictims were mostly Muslimslynched on the suspicion ofcattle trading. On October 9,the Bihar police decided toclose the case as it “is foundto be false”.

The framers of India’sConstitution deliberatelydropped sedition in Article19(2) as grounds on whichthe right to freedom of speechand expression could be sub-jected to even “reasonable re-strictions”. But it continued tofigure as a criminal offenceunder Section 124A of the Pe-nal Code, 1860. It had figuredas Section 113 of Macaulay’sdraft penal code of 1837 butwas omitted in the 1860 code.However, in August 1870, the

law member of the governorgeneral’s executive council,Sir James Fitzjames Stephen,draftsman of the Indian Evi-dence Act, 1870, reintroducedit to read: “Whoever …brings or attempts to bringinto hatred or contempt, orexcites or attempts to excitedisaffection towards the gov-ernment established by law inIndia, shall be punished withimprisonment for life…”

No self-respecting gov-ernment expects the affectionof its people like monarchsdo. The provision of impris-onment for life reflects acolonial mindset. The aim ofthis was to crush Indianrebels. Official speeches ofthe day reveal its roots inracism.

Ram Madhav to attendBJP youth conventionSRINAGAR: A one-day BhartiyaJanata Party (BJP) youth conventionwas being held on Sunday in thesummer capital, Srinagar, three daysbefore Block DevelopmentCommission (BDC) elections in J&K onOctober 24. The convention was beingheld for the first time after revocation ofArticle 370 and 35 A, besides dividingthe state into two Union Territories onAugust 5. BJP National Generalsecretary and J&K in-charge RamMadhav is also attending theconvention which is being held at atime when leaders of all mainstreampolitical parties, including three formerChief Ministers Dr Farooq Abdullah, hisson Omar Abdullah and MehboobaMufti are under detention. Senior BJPstate leader Altaf Thakur said there are400 seating arrangements for theparticipants. He said, 'We expect over600 youths to take part in theconvention, and discuss various issuespertaining to youth.' He said more andmore youth are coming forward sincethey are now aware that it is the BJPwhich can provide youth employment,development and safety and security.He said Article 370 and 35 A were themain hurdles in the development of thestate. 'Now these articles have beenremoved, entire Jammu and Kashmirwill march towards prosperity anddevelopment,' he said.

Jai Ram Thakur said that itwas unfortunate that we have

forgotten the actual meaning ofeducation. He said thateducation merely does notmean learning a few books andreproducing the same duringexaminations. Due to the projectaround 1,000 hectare hasbeen shifted to vegetablecultivation area and some ofthe farmers reported that theirincome level has significantlyincreased. by utilizing theMicro Drip Irrigation (MDI)technology, has helped over1800 small and marginal to

benefit from the use oftechnology. It is planned thatanother 800 women farmerswill adopt MDI technologythis year. Munni, one of thewoman farmer who afterinstalling the system for 6months said “Since I haveinstalled MDI system andobtained training ofhorticultural practices, I havebeen able to produce moreand better quality vegetablesin a shorter period and sellthem to the market in a higherprice as off season vegetable.I have taken a loan ofRs.10,000 to install the MDIsystem, I feel that I will beable to return the loan in ashorter period than initiallyplanned.”

Dubbing the Akali chief’sbrazen lies against theCongress government as aclear sign of his desperationin the face of imminentdefeat, Punjab Chief MinisterCaptain Amarinder Singh onSunday asked Sukhbir SinghBadal to be ready for anotherdrubbing at the hands of thevoters in October 22 bypollsin the state. Confident of yetanother electoral sweep bythe Congress in Punjab,Captain Amarinder ridiculedSukhbir’s recent comments asnothing but the rantings of aman in panic.

Reacting to Sukhbir’sallegations of nodevelopment work under theCongress regime in the state,the Chief Minister quippedthat the whole of Punjabknew that the Akalis had donenothing but ruined Punjab inthe ten years of their misrule.

“You (Sukhbir) do noteven know the meaning of

development,” remarkedCaptain Amarinder, pointingout that his (Congress)government had done more intwo and a half years thanSAD and BJP had done in adecade. By spreadingfalsehoods about the currentregime, the Akali leader wasonly trying to divert attentionfrom his own erstwhilegovernment’s failures, saidthe Chief Minister, addingthat the people of Punjab hadrejected the Akali liesrepeatedly since the 2017Assembly polls and were set

to do so again. Expressingsurprise at Sukhbir’sinterpretation of his (CaptainAmarinder’s) comments on areferendum on hisgovernment’s performance,the Chief Minister wonderedat the logic of the Akalipractice of interpreting everyelection as a referendum.“My government needs noreferendum to endorse thework done by it in the pasttwo and a half years, and thework it continues to do for thewelfare of the people and thestate,” he added. Given that

his government was just atthe half-way mark of its term,the amount of work it woulddeliver before the end of fiveyears is something Sukhbir isincapable of imagining orenvisaging, said the ChiefMinister. "This was what hadevidently prompted the SADchief’s desperation andfrustration," said CaptainAmarinder.

Captain Amarinder said ,“for the power-hungryBadals, every election mightwell be a referendum, whichthey need to justify theirexistence”, but for hisgovernment, the work doneby it was a referendum initself. If at all a referendumhas to take place, it will be in2022, when his governmentcompletes its term and theCongress goes back to thevoters on the developmentplank, said the ChiefMinister, adding that thenegative poll agenda of theAkalis would not yieldpositive results for them inany election.

VB nabs 8 officials in 8 bribery cases during SeptCHANDIGARH: State Vigilance Bureau, during its ongoing crusade against corruption, has been able tonab 8 employees red handed while accepting bribes in 8 different trap cases during the month ofSeptember, which includes 4 police personnel and 4 employees from other departments. Disclosing this,Chief Director-cum-ADGP vigilance bureau Punjab B.K. Uppal said the VB has put up its best efforts toeradicate corruption amongst public servants and others in every sphere during the period. In thisdirection, the vigilance officers have ensured that suspect did not escape judicial punishment in the variouscourts in the State, he added. He said the Bureau has submitted challans pertaining to 9 vigilance cases invarious special courts in the last month.
