will keep Khayyam's memory alivefor generations to come.

Mohammed Zahur Hashmi, pop-ularly known as Khayyam, was bornin 1927 in Rahon in the undividedPunjab state.

It is said that when he was achild, he ran away to his uncle'shouse in Delhi to learn music.Though his uncle admitted him to aschool, he was impressed byKhayyam's passion for music andhelped him nurture it.

At the age of 17, Khayyam start-ed his musical journey in Lahore, as-sisting noted Pakistani music com-poser Baba Chisti. He worked withChisti for six months but left it toserve the British Army during theWorld War II.

On his return, he moved toMumbai to further pursue his dreamsof being a music director. In Mum-bai, Khayyam made his debut as'Sharmaji' of the music composerduo -- Sharmaji-Varmaji with Rah-man Varma.

They scored their first compos-ing gig for 1948 film 'Heer Ranjha'.

The partnership broke up afterVarma decided to move to the newly-created Pakistan after the Partition.

Khayyam then decided to workas a solo artiste and gave music forfilms such as Biwi (1950), Footpath(1953) and Phir Subah Hogi (1958).The track Akele mein wo ghabrate tohonge , sung by Mohammad Rafi,brought the composer to people's no-tice.

In pursuance of Chief Minister Capt Amarinder Singh'sdirective to challenge the closure report in Bargari case,Punjab government on Tuesday filed a revision petition inthe CBI special court at Mohali, challenging its July 23 or-ders, disallowing the state's request for a copy of the clo-sure report, filed by the agency. In response to the petition,the Additional Sessions Judge-cum-Judge, Special Court,CBI, has issued a notice to the CBI, to appear before himon August 29 in the matter, Advocate General Atul Nandasaid. The Special Judicial Magistrate CBI had, on July 23,2019, passed an order, dismissing the state of Punjab's ap-plication for supply of copy of closure report. It is thestate's contention that its application for the closure reportcopy was dismissed by the Special Judicial Magistrate inan arbitrary and unjust manner, Mr Nanda said. He citedthe revision petition to point out that the copy of the clo-sure report was not supplied to the state government or po-lice, nor was any intimation given to the state governmentor police about the grounds.

In a major milestone for India'sMoon mission, the Chandrayaan-2spacecraft successfully entered thelunar orbit on Tuesday. Lunar OrbitInsertion (LOI) maneuver wascompleted successfully at 0902hours as planned, using the on-board propulsion system, the Ben-galuru headquartered space agencysaid in a statement. "The durationof maneuver was 1,738 seconds.With this, Chandrayaan-2 was suc-cessfully inserted into a Lunar or-bit," ISRO said. Following this, a

series of orbit maneuvers will beperformed on Chandrayaan-2spacecraft to enable it to enter its fi-nal orbit passing over the lunar

poles at a distance of about 100 kmfrom the Moons surface, it said.Subsequently, the lander will sepa-rate from the Orbiter and enter into

a 100 km X 30 km orbit around theMoon. Then, it will perform a se-ries of complex braking maneuversto soft land in the South polar re-gion of the Moon on Septemberseven, ISRO stated. The health ofthe spacecraft is being continuous-ly monitored from the Mission Op-erations Complex (MOX) at ISROTelemetry, Tracking and CommandNetwork (ISTRAC) in Bengaluruwith support from Indian DeepSpace Network (IDSN) antennas atBylalu, near Bengaluru. The nextLunar bound orbit maneuver isscheduled on Wednesday between12.30 PM and 1.30 PM, ISRO said.

Chandrayaan-2, launched onJuly 22 by GSLV MkIII-M1 vehi-cle, had entered the Lunar TransferTrajectory on August 14. Accord-ing to ISRO, Chandrayaan 2 -- In-dia's second lunar expedition -- willshed light on a completely unex-plored section of the Moon itsSouth Polar region. "This missionwill help us gain a better under-standing of the origin and evolutionof the Moon by conducting detailedtopographical studies, comprehen-sive mineralogical analyses, and ahost of other experiments on the lu-nar surface", the space agency hadsaid.

Trump asked Khan over phone onMonday to “moderate rhetoric” with In-dia, soon after a 30-minute conversationwith Modi, during which the Indianleader raised the issue of “extreme rhet-oric and incitement to anti-India vio-lence” by leaders of Pakistan.

“Spoke to my two good friends,Prime Minister Modi of India, andPrime Minister Khan of Pakistan, re-garding Trade, Strategic Partnershipsand, most importantly, for India andPakistan to work towards reducing ten-sions in Kashmir,” the US President saidin a tweet.

Earlier this month, India abrogatedprovisions of Article 370 of the Consti-tution to withdraw Jammu and Kash-mir’s special status and bifurcated thestate into Union Territories, evokingstrong reactions from Pakistan.

Himachal Pradesh rendered an accumu-lated loss of Rs 625 crore revenue andproperty during this monsoon season, asout of 63 lives, 25 people died in the lastthree days in the state.

This was stated by Chief Minister JaiRam Thakur, while replying to a discus-sion on the issue of monsoon loss,brought up by a number of MLAs in theHouse, under Rule 130.

He said the government is workingon a war footing to restore the normallives, however, government efforts couldnot entirely fund the loss caused by themonsoon rain.

He said that loss of Rs323 crore was rendered toroad, bridges and publicproperties of Public WorksDepartment Rs 269 Cr toIPH. Chief Minister said thatabout 5929 water lifting andwater supply scheme are af-fected in the state.

He said that Rs 38 Crloss was rendered to thestanding crops and Rs 6.13to horticulture produces sofar. He saidthat about 224 animals and cattle died inthe rain and 789 cow sheds and houseswere collapsed. He said that Agricultureloss is expected to rise as the completereport was yet to collect.

Chief Minister said thatgovernment has released Rs93.60 Crore to various depart-ment and Rs 49 Crore were dis-tributed directly to deputycommissioner to restore theroad and public services. Hesaid that Government is tryingto get the special climatic relieffrom National fund for Calami-ty (NFC) however this reliefcould be compensated by the

center if rain loss to corps are above 33percent. State which was facing 30 per-cent shortage of rainfall till last threedays got so much rain that total deficit ofrain remained three percent, Mr. Thakursaid.

Insurance firms collectedamount of Rs 13,88,23,618 as premium from apple grower in 2016-17 and restpremium of Rs 13,60,47,146 paid to these firms by state and union government, andthe compensation or claim of Rs 11,6,29,795 were paid to farmers, minister informed.

Uttarakhand Chief MinisterTrivendra Singh Rawat onTuesday visited the rain-ravaged Mori block ofUttarkashi to take stock ofrelief and rescue operationseven as the death toll in rain-related incidents in the districtrose to 13. Search and rescueteams of the State DisasterResponse Force found onemore body in Makudi village.The body was identified asthat of 60-year-old LalBahadur who hailed originallyfrom Nepal, the SDRF said.Four others are still missing, itsaid. Makudi is the worst-hitamong the six villages whereheavy rains caused a numberof houses to collapse early onSunday. So far seven bodies

have been recovered fromMakudi, four from Arakot andone each from Tikochi andSanel. The six affectedvillages include Arakot,Makudi, Molda, Sanel,Tikochi and Dwichanu.

The chief minister, whohad sent his ministers to thedisaster-hit areas of Uttarkashion Monday, himself visitedthe affected areas on Tuesdayfor a first hand assessment ofthe situation. He also went to

places where affected peoplehave been put up temporarilyand assured them of allpossible help from thegovernment, an officialspokesman said. IAFhelicopters have taken foodpackets, blankets, medicinesand clean drinking water tothe affected people, officialsources in Dehradun said. Therescue teams have left Arakotwhere a base camp was set upon Monday for Tikoch,Dochang, Makudi and Chivawhereas a medical team hasalso been ferried by ahelicopter to the affectedareas, they said. In a tribute to former PrimeMinister Rajiv Gandhi onhis 75th birth anniversary,Punjab Chief Minister CaptAmarinder Singh on Tues-day launched his govern-ment’s flagship universalhealth insurance scheme‘Sarbat Sehat Bima Yojana’,benefitting nearly 46 lakhfamilies.

E-cards were handedover to the first 11 benefici-aries from Mohali district tokick off the scheme, whichwould entitle beneficiariesto avail annual cashlesstreatment up to Rs five lakhper family per year, includ-ing pre-existing diseases,was aimed at ensuring thebest possible treatment tothe beneficiaries free of cost.With this scheme, covering76 per cent of the its popula-tion, Punjab has become the

first state in the country tooffer medical insurance cov-er to the maximum numberof its people, the Chief Min-ister announced, dedicatingthe welfare initiative to Ra-jiv Gandhi. His governmentwas committed to fulfillingthe aspirations of the peoplewith the vision of the coun-try’s youngest prime minis-ter, he added.

It may be recalled thatthe state government had de-cided, a few months ago, toextend the PMJAY to pro-vide cashless health insur-ance cover of Rs five lakhper family per year to more31 lakh families. While thecost of the premium for14.86 lakh families original-ly covered under PMJAY, asper SECC data, is beingborne by the Centre andState in 60:40 ratio, for therest of the beneficiaries thestate will bear the entire costof the premium. Speaking

on the occasion, CaptAmarinder said it had takenhis government severalmonths to draw the roadmapfor the implementation ofthe cashless treatmentscheme to cover 76 per centof its population, in sharpcontrast to the 12 per centthat would have been cov-ered otherwise under theCentral Government’s PM-JAY scheme. Similarschemes in other states hadcovered up to a mere 30 percent of their population, hepointed out.

Water level in Yamuna further risesNEW DELHI: The River Yamuna in the city continued to swell on Tuesday and wasflowing above the danger level, an official said. The river was flowing at 206 metresat 11 am. On Monday, the river breached the danger mark of 205.33 metres, theofficial said. More than 10,000 people living in low-lying areas along the Yamuna inthe city were evacuated by government agencies as the river breached the dangermark on Monday evening. In 1978, the water in the river had risen to its highest-ever level of 207.49 metres, causing a devastating flood in the national capital. Inview of the rising level of water, authorities in Delhi have shut the Old Iron YamunaBride for vehicular and rail traffic. On Monday, Chief Minister Arvind Kejriwal saidthe water level in the river is likely to rise further with more discharge from theHathnikund barrage by neighbouring Haryana. People living in the floodplain of theriver have been moved to over 22,000 tents set up by various Delhi governmentagencies at safer places.

Basic MiG 21 fighter jet to bephased out in December

"The MiG 21 MFhas completed 44 years and itwill be phased out byDecember. Hopefully, I willfly the last sortie inSeptember subject tovisibility, ACM Dhanoa toldreporters here.

For MiG being intoservice for over four decades,the IAF Chief appreciated theHindustan AeronauticsLimited and said, "Theobsolete management doneby the HAL and the BRD(Base Repair Depot) arepraiseworthy. Over 95 per

cent of components requiredin overhauling is being madein India only. The Russiansare not flying MiG but we areflying because we have theoverhaul facilities."

"This is the reason weconduct seminars and givethem our requirements andask if you can make for us wewill buy from you and notimport from other countries,"

he said on reducing thedependency on imports ofdefence components. TheMiG-21 had entered intoservice in 1973-74. The AirForce chief had commandedthe 17 squadron (flying Type96) during the Kargiloperations. The shootingdown of an F-16 by an IAFMiG-21 was praised as amajor achievement. The

MiG-21 flown by WingCommander AbhinandanVarthaman had shot down theF-16 which was part of alarge package of Pakistan AirForce fighters trying to crossthe border in Jammu andKashmir to drop bombs atmilitary installations inretaliation of the IAF'sbombing on a terroristtraining camp in Pakistan'sBalakot. The MiG-21 flownby Wing CommanderVarthaman was a modernisedvariant of the fighter, calledthe MiG-21 Bison. India isthe world's second-largestarms importer, according toStockholm InternationalPeace Research Institute(SIPRI). UP government approves revised RFQ/RFPfor Bundelkhand, Gorakhpur link expresswayLUCKNOW, AUG 20

Uttar Pradesh government has placethe construction of its ambitiousBundelkhand expressway and theGorakhpur link expressway in thefaster Engineering, Procurement,Construction(EPC) with theapproving of the revised Request forQualification(RFQ) and Request forProposal(RFP). The state cabinetmeeting here on Tuesday which waschaired by Chief Minister YogiAdityanath approved the proposals forboth the expressway. However, theconstruction of the Bundelkhandexpressway, is expected to be done inOctober next as over 90 per cent of therequired land has been acquired but inthe case of Gorakhpur linkexpressway only 17 per cent of theland has been acquired so far. After

completion of the Bundelkhandexpressway, the distance betweenDelhi and Chitrakoot would be onlysix-hour drive. Besides, theexpressway will also provide directand indirect employment to 50,000people. State governmentspokesperson and power ministerSrikant Sharma briefing reportersabout the cabinet meet, saidcontractual process in Bundelkhandexpressway would be completed by

next 45 days and the entire projectwould be completed in 30 monthsafter the contract is being awarded.The 296 km Bundelkhand expresswaywill be constructed in six packages andafter the road safety audit to preventstray animals and vehicles overturningand going on the opposite lane, the costhas increased. "Against the earlier costof Rs 14,716 crore, now the cost hasgone up by Rs 132 core to Rs 14,849crore after the safety audit," saidprincipal secretary Industrialdevelopment R K Singh. Additionalchief secretary( UPEDA) AvanishAwasthi, made it clear that theBundelkhand expressway will touch allthe important districts like Chitrakoot,Banda, Mahoba, Hamipur,Jalaun andAuirya and after its completion thedistance between Delhi and Chitrakootwill be covered in six hours.

The Madras High Court onTuesday directed the TamilNadu government to file itsreply to a plea by NaliniSriharan, a convict in theRajiv Gandhi assassinationcase, seeking extension ofher ongoing parole by 30days. Seeking thegovernment's response, abench comprising Justices MM Sundresh and M NirmalKumar posted a petition byNalini to Thursday forfurther hearing.

The petitioner submittedthat she had moved the courtas the deputy inspectorgeneral of prisons, in a letter

last Tuesday, had rejected herrepresentation for extensionof the leave for another 30days, starting from Sunday.

Last month, the court hadgranted her 30 days ordinaryleave for makingarrangements for herdaughter's marriage. Afterbeing released from theVellore Central Prison onJuly 25, Nalini has beenresiding at Sathuvacharithere. In her current petition,the convict said despite her"sincere efforts", she was notable to complete thearrangements for themarriage of her daughterwithin the leave period.

10 kg gold seizedby DRI in Bengal,

Directorate of Revenue Intelligence(DRI) on Tuesday said it has seized 10kilograms of gold, smuggled into thecountry through Indo-Myanmar border,and arrested three persons in connectionwith the case. Acting on intelligenceinputs, DRI officials intercepted a vehicleat a place near Siliguri in north Bengal onMonday and recovered around 10kilograms of gold worth Rs 3.87 crore, astatement issued by the agency said. The60 pieces of gold biscuits of Myanmarorigin were concealed in the twoheadrests of the middle seat of thevehicle, the statement added. The agencyalso said the gold, smuggled into Indiathrough Indo-Myanmar border inMizoram, was supposed to be deliveredto someone in Kolkata. DRI arrestedthree persons carrying the gold underprovisions of the Customs Act of 1962,the statement said adding that furtherinvestigations are going on to unearth thekingpins of the smuggling racket.

In a flush of triumphalism after the abrogation of J&K’s spe-cial status, defence minister Rajnath Singh — a senior RSS-BJP figure and former BJP president — could have done

better than to insist, as he did at a pre-election rally at Kalka,Haryana, on Sunday, that now any conversation with Pakistanon Kashmir would only be held on the subject of the return ofPakistan-occupied Kashmir (PoK) to India.

There is nothing new about such exuberance. The return byPakistan of the illegally-occupied PoK, or India taking itthrough any means, has formed part of India’s Kashmir narra-tive — official and unofficial — since Independence. In 1994,a parliamentary resolution, which has not been rescinded, re-asserting India’s claim over PoK was premised on this back-ground. Nevertheless, it was widely recognised that such an as-piration might be circumscribed by practical limitations. Thereason goes back to history. The people of those territories ofthe last Maharaja of Kashmir, Hari Singh, in contrast with thoseof the Kashmir Valley, were ideologically oriented toward Jin-nah’s politics at the time of Partition and are Pakistan-oriented.

It is unclear what prompted the defence minister to speakabout PoK. So foolish seems the notion that it is hard to believehe might have been kite-flying on the government’s behalf.Magically, if Pakistan-fed terrorism were to come to an end, itwill be surprising that the Modi government will refuse tospeak with Pakistan on any matter other than PoK, as Mr Singhappeared to suggest.

Perhaps the best construction that can be put on the defenceminister’s observation is that he is innocent of the needs of re-gional/international political dynamics, diplomatic nuances,and the history of Kashmir and related matters.

Since he had to star at the kickoff of the BJP’s campaignfor the Haryana Assembly elections due in October, he thoughtanything belligerent on PoK would go down well in a publicmeeting at a time when the removal of J&K’s special status haslargely gone down well with the public since its implicationshave not been publicised much.

It was — on the practical plane — a recognition of the re-ality that the Kashmir Valley inevitably and irrevocably be-longs to India that had engendered the four-point Musharrafplan submitted to the first Manmohan Singh government. Thisproposal rested on the understanding that the LoC should be theunalterable boundary, and on the forging of links among thepeople on both sides through trade, road transportation, familytravel, and one day banking networks. These grand objectiveswere not to the liking of the Pakistan Army, whose survival de-pends on hostility. The scheme was put on ice after the Mushar-raf government collapsed. Recently, Mr Singh also appeared tosuggest that India’s “no first use” nuclear doctrine could bemodified. Off-the-cuff remarks should not be made about sen-sitive arenas. It is doubtful that the defence minister had au-thorisation to say what he did.

GOVERNMENT, RBI MUST WORK CLOSELY FOR A ‘BIG BANG’ CUT

Conventional economicthinking is that growthis to be stimulated by

the fiscal policy of the gov-ernment and inflation is to bechecked by the monetary pol-icy of the Reserve Bank of In-dia (RBI). Consequently, theGovernment of India, withprice stability in mind, signeda Monetary Policy Frame-work Agreement (MPFA)with the RBI on February 20,2015.

The RBI Act 1934 was alsoamended to give statutorybacking to this. The mandatefor the RBI under this frame-work is to target inflation, orprecisely to say future infla-tion based on Consumer PriceIndex at four per cent with atolerance band of ±2 per cent.It is not that the RBI was not

responsible for containing in-flation earlier. But, with theMPFA, the RBI must explainto the government in the formof a report if the inflation goesbeyond the stipulated limit. Toimplement the MPFA, theMonetary Policy Committee(MPC) was formed on June27, 2016 with three membersfrom the RBI and three moreeconomists appointed by thegovernment. The ReserveBank governor is the chair-man of the MPC. In case of atie, the RBI governor’s votewill decide on the repo rate. Ifall the four from the RBI takethe same decision, that deci-sion will prevail over the deci-sion of the other three. Thus,the RBI has an upper hand inthe MPC and hence the reporate decision. By signing this

agreement, the governmentdid not wash off its handsfrom controlling inflation. In-stead, the Union governmentessentially sought the cooper-ation of the RBI in controllinginflation and stimulatinggrowth.

Every bank has to deposit apercentage of their deposits inthe RBI to safeguard the inter-ests of the depositors. Howev-er, banks can seek loans fromthe deposits it made to theRBI for the short term at aninterest rate, which is calledrepo rate. The banks woulddecide their lending rate onthe basis of the repo rate, fixedand changed by the RBI atregular intervals. The govern-ment knew that if inflation in-creases, the RBI would hikethe repo rate.

The world to come —and its coming sooner than wewould like — will be one ofdeprivation, scarcity, and thedull ache of a long empty bel-ly.

Yes it is true that thatglobal food production is andhas been rising in absoluteterms and will likely continueto do so but the growth isnowhere near the rate neededto feed the 10 billion humansprojected to be inhabiting thisworld in 2050.

We’re also running out ofland to grow food on. In thelast 40 years alone, we havelost one third of all availablefarmland to erosion, popula-tion growth, pollution and awhole infernal battalion oflesser demons. And yes, it’sgoing to get worse thanks tothe recently inducted FifthHorseman of climate change,which is due to take a serioustoll on food production world-wide. And yes, once again the

brunt will be borne by the “de-veloping world” (that’s us!)and also by those unfortunatecountries most at risk fromclimate change (us again!).

While you chew on that,consider that each year 1.3billion tonnes of food — athird of all that is produced —is wasted. In developing coun-tries, this is due to uninten-tional losses due to poor logis-tics and infrastructure, but inthe wealthy parts of the worldit is quite literally thrownaway. The extent of this loss issuch that the UN estimatesthat if only a quarter of thisperfectly edible food were tobe saved, it would ensure noone goes hungry anywhere inthe world. Modern food pro-duction has its issues as well,especially when it comes tomeat. Globally, animal farm-ing takes up a staggering 83

per cent of all available agri-cultural land while providingonly 18 per cent of our calo-ries. Here’s another fun factthough: the UN report also re-veals that the number of obeseand overweight people in theworld may be close to a bil-lion.

While most of the world’shungry are located in Asia andAfrica, obesity knows no bor-ders and while the US andChina lead in this race,African countries like Ghana(where 37 per cent of the adultpopulation suffers from stunt-ing due to childhood malnutri-tion) have seen obesity in-crease by 500 per cent in justa few decades. At first glance,this may look like the effect ofincome inequality — and inpart it is — but then considerthat low-income groups in theUS have seen a massive rise in

obesity, as they spend theirlimited money on (cheaper)processed food which fills thebelly while starving the body.In true dystopian style, whilemany are not getting the foodthey need, many are also notgetting the nutrition they needfrom the food that they do get.

No surprise then that amore modern interpretation,coming from Neil Gaimanand Terry Pratchett’s GoodOmens series, shows famineas a businessman with a lineof “foodstuffs”, which look,taste and smell like food butcontain absolutely no nutri-tional value.

In short, while the classicfamine takes away your food,the modern famine gets hiskicks seeing you eat your wayto starvation. Where to gofrom here? Certainly, reduc-ing meat consumption would

go a long way, and technolo-gies like lab-grown meat andmeat substitutes can help, ifrelated taboos can be over-come.

The same goes for geneti-cally engineered crops, whichare the subject of much con-troversy. Locally, new trendsin urban farming and space-saving vertical farming canmake a difference. In SouthAsia, a priority must be givento increasing yields, but not atthe cost of sustainability. Pri-ority must be given to im-proved logistics and storage,which will curb food losses.Luckily, we have at least a feworganisations working on re-ducing food wastage, and weneed to support them whilealso changing our highlywasteful habits. If not, rest as-sured the future will eat usalive.

There was defence min-ister Rajnath Singh’stweet about changing

India’s “no first use” of nu-clear weapons option in fu-ture “if the circumstanceschange”. There is now Pak-istan PM Imran Khan’s com-ment about India’s nuclear ar-senal not being safe. MrSingh’s statement was bothimpolitic and provocative inthe context of the abrogationof Articles 370 and Article35A in Jammu and Kashmir,and Pakistan’s agitated re-sponse, which has not wonany serious support either inthe UN Security Council(UNSC) — and it came up atthe UNSC because of Chinaalone — or anywhere else, es-pecially in the Arab countries.So, for Mr Singh to talk aboutthe nuclear option in a casualmanner has no justificationunless he had intelligence in-puts about Pakistan’s thinkingabout nuclear options, and histweet-statement was meant asa warning. But that was not amature response even if itwere true that the Pakistaniestablishment was thinking ofnuclear options.

Khan’s reference aboutthe Indian nuclear arsenal be-ing unsafe is quite laughablebecause it was Pakistan’s nu-clear arsenal that was consid-ered dangerous when warbroke out in Afghanistan atthe end of 2001, and then USPresident George W. Bush de-

clared “war” on global terror-ism, and the international Is-lamic jihadi groups were ac-tive in Pakistan. There wasserious concern in the UnitedStates about rogue militantgroups capturing Pakistan’snuclear weaponry. Pakistanpolitical and Army leadershad to issue assurances thatits nuclear arsenal was safe.The Pakistan PM’s nervoustalk may be based on his po-litical perception that an ag-gressive Hindu-dominant BJPmight choose to resort to theuse of nuclear weaponsagainst Pakistan.

The quickness withwhich Indian right-wingersand Pakistan’s hardlinersbring in the nuclear optioninto the barbed exchanges be-

tween the two countries re-veals that the leaders of thesetwo countries behave likeleaders of banana republics.They do not seem to under-stand that nuclear weaponsare meant for deterrence, andthey are not meant to be used.That is the classic Cold Warcredo, and it worked.

The two major Cold Warrivals, the United States andthe then Soviet Union, knewthat the nuclear arsenals weremeant for Armageddon andthey were never to be used asweapons of first resort. Andthat is how the Cold War eraplayed itself out. In India andPakistan, especially when theBJP is in power in India, talkabout nuclear weapon optionsenters the discourse as though

we are speaking about anti-aircraft Stinger missiles. It istrue that the Indian missile —air, land and water — pro-gramme has the aim of nu-clear-tipped weaponry. But itis not the sole strategy.

There is a need to educatethe leaders of the BJP aboutthe issue of nuclear weapons.This is necessary because ofthe thinking of the party onPakistan and their misplacednotions about subcontinentalhistory.

While it is true that the Is-lamic hotheads in Pakistan —they are mostly confined tothe seminaries — with theirdelusional notion of restoringIslamic rule in the whole ofthe subcontinent do think ofnuclear weapons in terms ofwinning a war, a similarthinking is to be found amongHindutva hotheads, and moreso in North India, that Mus-lim Pakistan is the “eternalenemy” of Hindu India, andthere is need to fight a nuclearwar to settle the issue. Itwould not be possible to con-trol the thoughts of fanaticson both sides, but it is not un-reasonable to demand thatthose in government in Indiaand in Pakistan must speakand act responsibly, and espe-cially so when it comes to theuse of nuclear weapons.There are of course real mili-tary compulsions when Indiaand Pakistan acquired a nu-clear weapons capability

through a series of tests inMay 1998. The Indian motivefor acquiring the nuclearweapons capability was os-tensibly not Pakistan-centric,but for Pakistan India was thesole enemy, and it did nothave superiority over India inconventional warfare. And fornearly two decades, Pakistansought to blackmail Indiaover the outbreak of conven-tional hostilities by flauntingits nuclear options.

This was especially sowhen the Atal Behari Vajpay-ee government mobilised thearmed forces on the border af-ter the attack on the IndianParliament in December2001. Pakistan’s then militaryruler Gen. Pervez Musharraftalked about using localisednuclear cluster bombs to deterIndian troops crossing theborder. The aerial strike onBalakot this February was astrategic move by India foroutflanking Pakistan’s nu-clear threat. But India wascareful enough to declarethrough its foreign secretary’sstatement that no military orcivil installations of Pakistanwere being targeted.

The BJP leaders haveonce again been aggressivewhen Mr Singh and informa-tion and broadcasting minis-ter Prakash Javadekar de-clared that the only issue thatremains to be discussed withPakistan on the question ofJammu and Kashmir after the

abrogation of Articles 370and 35A is Pakistan-occu-pied Kashmir (PoK). Thissends out a belligerent sig-nal. Pakistan has either to ab-sorb that part of Kashmir fol-lowing the example of theModi government or stoppretending that the issue ofKashmir remains to be set-tled.

India and Pakistan mustlearn to be behave like sover-eign states with regard toeach other. India’s first PrimeMinister, Jawaharlal Nehru,harped on this point time andagain when some of his par-tymen — there was a strongenough contingent of theHindutva kind inside theCongress then — at the Ja-balpur session in 1961 afterrioting in Pakistan.

While the abrogation ofArticles 370 and 35A wascertainly India’s prerogativein dealing with one of itsstates — it is a different mat-ter that some of us are of theview that it was not the wayto do it — the aggressive talkby BJP leaders about PoKmay not be of great help.

Many people in Pakistando not consider Kashmir tobe the bone of contention be-tween India and Pakistan,and so do many in India.Leaders in the two countriesmust understand that nuclearweapons cannot be used as acounter for bargaining overthe Kashmir issue.

While addressing the gatheringduring the award distribution functionin Raj Bhavan today, the Governorsaid that Sanskrit is a language ofDev’s and everyone should work forits upliftment. Today’s litterateurs andpoets have immensely contributed inthe promotion of the language. Hesaid that in this modern era, even sci-entists have described Sanskrit lan-guage as the most favourable lan-guage for computers. Thus, peoplemust not get influenced by Westernculture but should adopt their ownlanguage and culture.

He said that the state governmenthas established Maharishi ValmikiSanskrit University at village Mundiin Kaithal district. This would pro-vide the youth of the state the oppor-tunity to learn Sanskrit, literature andlanguage. On the occasion, the Gov-ernor also released Sahitya Academybooklet Hariprabha, Harivaak andsouvenir of academy.

Haryana Vidhan Sabha Speaker,Mr Kanwar Pal said that Sanskrit lan-guage reflects the character of a per-son. It is the first government in thecountry that has emphasized on thepromotion of Sanskrit and its culture.

Principal Secretary to Chief Min-ister and Additional Chief Secretary,Information, Public Relations andLanguages Department, Mr. RajeshKhullar said that soon, a website ofSanskrit Academy would also be cre-ated by the state government. Man stabs threepeople after askingtheir views on anti-govt protestsHONG KONG: An unidentified man onTuesday launched an unprovokedknife attack on a group of people in'Lennon Wall' of Hong Kong afterasking them about their views on theanti-government protests. At leastthree people including two womenhave suffered injuries. According to theSouth China Morning Post, thesuspect stabbed two women and aman, aged 26, 35 and 24 respectively.One woman is said to be in criticalcondition as she suffered a headinjury. The trio is undergoing treatmentin nearby hospitals. The attack tookplace in a tunnel between Hau TakEstate and Chung Ming Court inTseung Kwan O at 1.35am, confirmedthe police. A witness saidthat the suspect approached them andasked about their views on theongoing protest and after listening helaunched the attack. US extends ban onpassports for N KoreatravelWASHINGTON: The United States onMonday extended a ban on the use ofUS passports for travel to North Koreafor another year, the State Departmentsaid in a statement. The ban, whichwill go into effect on September 1,renders US passports invalid for travelto North Korea and is reportedlymotivated by Washington's concernsabout "the serious risk of arrest andlong-term detention in North Korea",Yonhap news agency reported afterciting the statement. The travel banwas imposed in September 2017 inthe wake of the death of OttoWarmbier, an American collegestudent who was detained in the Northand died shortly after his return to theUS in a coma. Exceptions can begranted to journalists and forhumanitarian reasons for a single trip.The measure was renewed once in2018. It will now remain in place untilAugust 31, 2020.

The two organisations havejointly set up the Wipro IISc Researchand Innovation Network (WIRIN), ahybrid industry-academia collaborationunit, which will drive idea discovery,research and innovation in technologyand product design.

A group of senior professors andresearch staff from IISc and engineers,developers, architects and researchersfrom the autonomous systems, roboticsand 5G domains at Wipro will constitutethe team at WIRIN.

Direct observations from a NASAspace telescope have for the first timerevealed the atmospheric void of arocky, Earth-sized world beyond ourown solar system orbiting the mostcommon type of star in the galaxy,according to a study released onMonday. The research, published in thescientific journal Nature, also showsthe distant planet’s surface is likely toresemble the barren exterior of theEarth’s moon or Mercury, possiblycovered in dark volcanic rock.

The planet lies about 48.6 lightyears from Earth and is one of more

than 4,000 so-called exoplanetsidentified over the past two decadescircling distant stars in our homegalaxy, the Milky Way. Known toastronomers as LHS 3844b, thisexoplanet about 1.3 times the size ofEarth is locked in a tight orbit - onerevolution every 11 hours - around asmall, relatively cool star called a reddwarf, the most prevalent and long-lived type of star in the galaxy.

The planet’s lack of atmosphere isprobably due to intense radiation fromits parent red dwarf, which, though dimby stellar standards, also emits highlevels of ultraviolet light, the studysays. The study will likely add to adebate among astronomers about

whether the search for life-sustainingconditions beyond our solar systemshould focus on exoplanets around reddwarfs - accounting for 75% of all starsin the Milky Way - or less common,larger, hotter stars more like our ownsun. The principal finding is that itprobably possesses little if any

atmosphere - a conclusion reached bymeasuring the temperature differencebetween the side of the planetperpetually facing its star, and thecooler, dark side facing away from it. Anegligible amount of heat carriedbetween the two sides indicates a lackof winds that would otherwise bepresent to transfer warmth around theplanet. “The temperature contrast onthis planet is about as big as it canpossibly be,” said researcher LauraKreidberg of the Harvard-SmithsonianCenter for Astrophysics in Cambridge,Massachusetts. She is lead author of thestudy. Similar analysis previously wasused to determine that anotherexoplanet, 55 Cancri e, about twice as

Sushil opened up a 4-0 lead inthe first period and ended up caus-ing an eye-injury to Jitender earlyin the second period.
