PAGE 8 505 Allen students across all centers have been selected to become NTSE Scholars Chandigarh: NTSE (National Talent Search Examination) is a prestigious National level ex- amination cum Scholarship Program conducted by NCERT (National Council of Education Research and Training), Delhi. The Exam is conducted in TWO Stages and 4000 students of the country were selected from State/UT Level to appear for the Final round of NTSE. The merit list of 1069 qual- ified students was declared by the NCERT and Allen Career Institute students came out with flying colors. 505 Allen Stu- dents across all centers have been selected to become NTSE Scholars, 39 of which belong to Allen Chandigarh Centre. Allen Chandigarh Center Head, Mr. Pushkar Rai, con- gratulated the selected students who will become NTSE Schol- ars. These students are now eli- gible for a monthly scholarship program, starting from class XI and will continue till student studies for PhD in accordance to the UGC norms, provided the student is studying in an Indian University. PG Diwakar, who was ear- lier scientific secretary at the space agency and is now the Director of Earth Observations Applications and Disaster Management Programme Of- fice at the ISRO headquarters in Bengaluru, said both Chan- drayaan and Gaganyaan have different objectives and di- mensions. “There will be absolutely no problem at all. It will have no impact. The satellite mis- sions as well as the human space flight mission will go very smoothly without any problem. Each mission is of a different type,” he told PTI. Diwakar, however, de- clined to comment on the rea- sons behind the glitches faced during the landing of Chan- drayaan-2. The lander Vikram lost contact, just 2.1 kilome- ters above the lunar surface. The ISRO plans to send three Indians to space by 2022, an announcement made by Prime Minister Narendra Modi during his last Indepen- dence Day speech. Besides this, the ISRO will also launch Aditya L-1, India’s first solar mission, by next year. There are plans to build a space station and launch inter- planetary missions to Mars and Venus. Diwakar said Chandrayaan had its own chal- lenges while the other mis- sions will have different objec- tives. While Chandrayaan-2 was meant for soft-landing of Vikram on the lunar surface, Gaganyaan’s mandate will be to send the astronauts to space and bring them back to earth safely. In con- versation with film trade analyst KomalNahta on his show ‘Ko- malNahtaAurEkKahini’ on Tata Sky Classic Cinema, Neena Gup- ta recalls about her recent roles and her discord with the usual lady luck. Starting with a round up of her journey so far, she shared that roles and scripts have never come easy to her. Speaking of her recent project, Neena revealed, “I usually don’t get the movies that I audition for! Even for Badhai Ho, I loved the scriptbut was very anxious that someone else might get the role. I had not given an audition, and I didn’t even know the director. Later when I met Amit Shar- ma, I begged him to give me the role as I really wanted to play itand 4-5 days after our meeting, I got selected. I was extremely happy!” On being asked whythroughout her career she has mostly played the roles of abold, strong and progressive woman who breaks social stigma, the actress replied, “I have always received roles of strong women from the beginning. Media had built my perception of being a strong woman because of my personal life.I wanted to play the role of a damsel in distress, but I wasn’t given an opportunity to explore that kind of a character.” Known for her hard-hitting dialogues on screen, her real life has been a journey of challenges and breaking stereotypes. She shared, “I have suffered a lot in my career because of my person- al life.I am a normal, household woman. Hardcore criminal bookedunder PSA in KathuaJAMMU: An alleged hardcore criminalwas arrested in Kathua district of andbooked under the Public Safety Act(PSA), police said. Farman Ali, aresident of Ande Chack village ofRajbagh, was wanted in several casesand was evading arrest since 2017, apolice spokesman said.Ali was arrested on a specificinformation by sub-division borderpolice team in the outskirts of Rajbagh,he said. "The accused was bookedunder the PSA by the order of Kathuadistrict magistrate and was sent toCentral Jail Jammu," the spokesmansaid. The PSA is an administrativedetention law that allows detentionwithout charge or trial for up to twoyears in some cases. However,National Panthers Party (NPP) chiefpatron Bhim Singh recently demandedrelease of all detainees who havebeen booked under the PSA, saying itis no more a valid law after theCentre's move to scrap special statusto Jammu and Kashmir. On August 5,the Centre had abrogated provisionsof Article 370 in the Constitution whichgranted special status to Jammu andKashmir for residency and governmentjobs. Parliament approved theresolution in this regard and alsopassed the bill on the bifurcation of thestate into Union territories. Later onAugust 9, President Ram Nath Kovindgave assent to the Jammu andKashmir Reorganisation Act, 2019,bifurcating the state into Unionterritories -- Jammu and Kashmir, andLadakh -- which will come intoexistence on October 31.

The other morning, Iwent to my neighbour-hood bank locker look-

ing for something to wearduring the ongoing GaneshUtsav. I expected the bank tobe deserted, and the old, fa-miliar bank officers to be sit-ting around morosely withnothing much to do, no busi-ness to conduct. Instead, I hadto wait for a longish periodwhile ladies from the vicinitydid whatever they had to dowith the contents of theirlockers. The bank was filledwith people, and I didn’tsense much gloom and doom,even with the Sensex tanking,bouncing back and dancinguncertainly to some freakydisco beat.

This was most confusing.Just that morning, I had readwith much trepidation, longreports written by financialwizards, which had made mytoes curl. I imagined theworst. And I rushed to mylocker to make sure the mod-est gold jewellery I had accu-mulated over the past 40years, was indeed still intactand where I had left it. Just incase I needed to flog it forgroceries down the line.There was no free moneyfloating around. And mywonderful lady friend who isin charge of my savings, hadwarned me of dire times tocome. I had listened, holdingmy breath, as she elaborated

on a scenario which wasscary as hell. Timorously, I fi-nally dared to ask, “Will thecoming crash be worse than2008…?” She shook her headforlornly, stared at her toesand said ominously, “Justhang on to what you have.”Oh dear! There wasn’t all thatmuch to hang on to. I decidedmy best option was to tightenmy belt… and avoid avocadosalad for a month.

Next came my neighbour.He is a serious money manwho tracks global financialtrends. He announced em-phatically and loudly, “Thiscountry is going to hell. Oureconomy sucks. There is nomoney in the market. Peopleare being laid off.

There are no fresh jobs.We are in for trouble. Bigtrouble.” After that, wetucked into a moist and richapple crumble pie (withvanilla ice cream) and quick-

ly changed the subject. Sud-denly, our mood improved. Ifigured we were hitting a sug-ar high. Outside, I could heara street band playing Ganpatiaarti, as Mumbai welcomedits favourite deity.

The visit to the bank lock-er definitely cheered me up asI congratulated myself on be-ing smart four decades ago,by buying traditional Maha-rashtrian and Bengali goldjewellery, when all myfriends were investing inrocks and stones. In India,gold has always been our se-curity blanket — the best pro-tection against financial dis-asters that have nothing to dowith sweet old us! What cancitizens do when elected rep-resentatives screw up? Wehave no say in what goes onin those mighty corridors ofpower. Could we do a thingabout the current administra-tion getting `1.76 lakh crorefrom the Reserve Bank of In-dia’s reserves? Then came the merger ofPSU banks and we went,“Huh?” All sorts of strangepolicy decisions were an-nounced, with our financeminister breezily explainingroll backs and what not.

For Modi 2.0, at the end of the first one hundred days, thetime that usually marks the point of departure fromwhich critical evaluation may commence, many who call

the shots are wearing long faces. Things have hardly gone well.The euphoria of the famous poll victory in May has ebbed. Badnews before Assembly polls in a clutch of states.

Although RSS outfits like the Swadeshi Jagran Manch aredesperately arguing that there is no moment of crisis, the Har-vard-educated Swadeshi economist Subramanian Swamy saysit is time to say goodbye to the $5-trillion economy dream ifpolicy changes are not quickly made. Dr Swamy’s views aside,there is no gainsaying that economic growth has dipped to fiveper cent in the first quarter of the year compared to eight percent a year ago, and this is the lowest point in about sevenyears. This is bad news for India. The finance minister knowsthings are bad.

Two months after presenting her first budget, NirmalaSitharaman had to announce many new decisions, hoping thesewould shore up the economy. Strange, these never occurred toher before. Hoping to straighten things out, the government hascaused the merger of 10 banks. It has also taken the highly du-bious step of extracting as much as Rs 1.76 crore from theRBI’s dividend and surplus account, expecting this would helpkick-start the collapsed demand cycle, thus raise rapidlyshrinking employment.

Even if some of these decisions are of questionable value,they have been taken in the desperate hope that the economywill be boosted somewhat. But the hardcore RSS-wallahs seeno crisis. They seem to think that Hindu nationalism can trumpthe “dismal science” of economics in elections. And the gov-ernment has indeed been energetic about fulfilling RSS's Hin-dutva dreams, delivering as it has on its 70-year-old plan forKashmir. It is hell-bent on wiping out the “termites” of Unionhome minister Amit Shah's description through the NRC routein Assam. Kashmir and NRC are part of the so-called Muslimquestion in India. And this, RSS-BJP hope, might pull theBJP’s chestnuts out of the fire.

Might there be a point here? Perhaps. If the Modi regime isgasping for breath on the economy, the Opposition, especiallyits largest component, the Congress, seems to be losing coher-ence. Its members are defecting to the BJP. A few senior lead-ers are singing the government’s dubious tune on Kashmir.There is little organisational energy. Worse, there is the sappingof hope. Advantage government, by the look of things.

When leaders outgrowtheir soil and theirpeople and acquire a

large-than-life image, they be-come the cynosure of all eyes— even those of their fiercestrivals. Perhaps, this explainsthe curious case of formerCongress minister D.K. Shiv-akumar, who is now coolinghis heels in a Delhi police sta-tion in a money launderingcase and is considered bymany as the heir apparent ofthe undisputed king of Kar-nataka’s Vokkaliga communi-ty —the Janata Dal (S) leaderand former Prime Minister,H.D. Deve Gowda — who isthe Congress’ biggest rival inits Mandya-Old Mysurustronghold.

Interestingly, just beforethe recent Parliament elec-tions, during a BJP core com-mittee meeting in the state,party national president AmitShah had stated that there wasno need to conduct an “Oper-ation Lotus” to bring down theJD(Secular)-Congress coali-tion government as it wouldfall on its own due to the bick-ering between the Deve Gow-da family and former Con-gress chief minister Siddara-maiah. All that mattered wasdeciding whether the BJPshould form the governmentin such a situation.

The second and more per-tinent point made by Mr Shahwas that the BJP was a formi-

dable force in Karnataka butthere were some unfinishedtasks when it came to buildingthe party. What he had in hissights was the vast, Vokkali-ga-dominated Old Mysuru re-gion where Mr Shivakumarheld sway.

The message was morethan clear — the rising star ofVokkaliga politics should ei-ther be in the BJP fold or... bedemolished politically. Thepitched battle for grabbing theVokkaliga heartland had onlyjust begun.

Mr Shah and other nation-al BJP leaders had already feltthe heat when Mr Shivakumarhandled the Gujarat MLAsduring the Rajya Sabha elec-tions in which the Congress’Ahmed Patel was a candidate.He shone once again duringthe by-elections in five con-stituencies in Karnataka in2018, and most so in Ramana-

gara, where Anitha Ku-maraswamy, wife of thenchief minister H.D. Ku-maraswamy, was the JD(S)-Congress coalition candidate.The BJP picked Chan-drashekhar, son of formermember of legislative Assem-bly C.M. Lingappa, an arch-rival of the Deve Gowda fam-ily, to take her on, but just twodays before voting, Mr Shiv-akumar ensured that MrChandrashekhar retired fromthe contest leaving the BJPred-faced!

In the same election, MrShivakumar delivered a shockto popular BJP leader MrBoya Sriramulu by leadingthe Congress to victory in hisbackyard, Ballari, defeatingMr Sriramulu's sister Jo-ladarashi Shantha. He alsofoiled the BJP’s attempts —until recently — to poach onCongress legislators by resort-

ing to his own “Operation Lo-tus” and holding the flock ofrebel MLAs together.

With 105 of the 224 As-sembly seats in its kitty, BJPleaders knew that it would notbe long before it came to pow-er in its southern citadel. Nordid Mr Shah ever doubt theability of the Karnataka BJPto deliver over 22 Parliamentseats with the final figure animpressive 25.

But when it came to vot-ing patterns in the Assemblypolls, things were not so rosy.The BJP was finding it hard tocross the half-way mark in theAssembly on its own. Thebiggest hurdle was the votingpattern in Vokkaliga-dominat-ed Old Mysuru, which had al-ways shied away from theBJP and tilted towards theCongress and JD(S).

The Vokkaligas weresceptical about the Lingayat-dominated BJP. The tradition-al rivalry between Vokkaligasand Lingayats, the two domi-nant communities in Karnata-ka, dates back to state reor-ganisation in the 1950s whenVokkaligas opposed the con-cept of Akhanda Karnatakafearing that the numericallysuperior Lingayats woulddominate the political as wellas economic landscape.

Soon, the inevitable hap-pened with Vokkaliga CMKengal Hanumanthaiahbrought down, ironically with

the help of a fellow Vokkaliga,Kadidal Manjappa, who,however, did not survive longwith Lingayat leader S. Ni-jalingappa becoming CM inno time. Nijalingappa latermade way for Devaraj Urs af-ter the Congress split and theLingayat vote shifted to theJanata Parivar. But withVokkaliga titan Deve Gowdabecoming the patriarch of thecommunity and the JanataParivar, the Lingayats didwhat was expected of them —move to the BJP.

With Mr Deve Gowdanow in his eighties, theVokkaligas have started look-ing around for a mascot andwho else fit the bill but the dy-namic and bellicose D.K.Shivakumar, who interesting-ly had fought the Gowda fam-ily for over three decades. Theenmity was finally forgottenwhen the Congress and JD(S)came together to form a coali-tion government last year andMr Shivakumar became thetroubleshooter of the coali-tion.

His rivals admit that it ishis ability to work with his en-emy’s enemy which makesMr Shivakumar such a formi-dable foe but this has alsoproved counterproductive.While handling Congress pol-itics in Belagavi, he supportedLakshmi Hebbalkar (now anMLA) and incurred the wrathof the powerful Jarkiholi

brothers. The rest is historywith dissident Congress MLARamesh Jarkiholi leading therebellion against the coalitiongovernment leading to its re-cent downfall.

The BJP did try to get MrShivakumar into its fold,knowing his ability to ma-noeuvre his party out of anydifficult situation, and hisdeep pockets. But Mr Shiv-akumar had his eyes on loftiergoals — something he wouldnever achieve in the Lingayat-dominated BJP — the CM’spost itself. When the BJP re-alised that getting him into theparty was next to impossible,they resorted to the only pos-sible tactic — target his finan-cial deals and soon, the En-forcement Directorate was onhis tail ensuring his arrest in amoney laundering case.

But has the party erred inunderestimating the falloutwith the Vokkaliga communi-ty uniting in support of the be-leaguered leader? Going bythe raging protests across thestate after his arrest, there aremany who feel the BJP mayhave overstepped its boundsand burnt its fingers, losingwhatever chance it had ofgaining a strong foothold inthe Vokkaliga heartland.

Even a senior Congressleader like MallikarjunKharge who had his reserva-tions about him has rallied be-hind Mr Shivakumar.

Among the Tal-iban’s negotiating teamwere also four former in-mates of Guantanamo.

Unsurprisingly, theTaliban see the agreementon withdrawal of foreignforces, which has been itsmain demand, as a victory.

Although still to be ap-proved by the Kabul gov-ernment, the agreementwould see 5,000 US troopsleave the country withinfive months. The timeframe for the withdrawalof the remainder of for-eign troops would dependon security guarantees bythe Taliban, including apledge that the countrywill not become a safehaven for terror groups.The troop withdrawalcould be completed in 16months, provided the Tal-iban stick to their promise.

Kabul’s consent to theagreement could open apath for direct negotia-tions between the Talibanand Afghan officials over

the country’s political fu-ture. But that would be themost difficult part of theAfghan peace process. TheGhani government wascompletely sidelinedwhile the Americans di-rectly negotiated with theTaliban. There is no wordfrom the Taliban leader-ship as yet that they wouldbe willing to talk to theKabul government nowabout the future politicalsetup.

For many Afghans theprospect of the return ofTaliban rule is disconcert-ing. To alleviate the con-cerns, chief US negotiatorZalmay Khalilzad has as-sured the Afghan leaders,that as part of the agree-

ment, the US would re-serve the right to assistAfghan forces should theybe attacked by the Taliban.

Intriguingly, the Tal-iban have yet to definetheir political agenda.There has been some indi-cation that the conserva-tive Islamist movementwould be willing to workwithin a pluralistic politi-cal system. Yet there is noclarity whether the groupwould take part in theelections.

In their interactionwith various Afghan fac-tions and delegations, theTaliban leaders have heldout assurances that theyrecognise women’s rightsand would not oppose fe-

male education, but thathas not helped remove theconcerns about the Talibanreturning to their old waysafter the withdrawal offoreign forces. It will alsobe important to see theTaliban’s position on thecoming presidential elec-tion later this month. Thecampaign has remainedlukewarm, as most candi-dates believe the pollscould be delayed becauseof peace negotiations. Itseems improbable that theTaliban would participatein the election.

The situation has be-come more complex withthe Taliban having extend-ed their control and influ-ence over a large part ofthe country. Moreover,they have never ceasedfighting while negotiatingwith the Americans. Hoursafter Mr Khalilzad briefedthe Afghan government onthe agreement, the Talibancarried out a devastatingsuicide bomb attack in ahigh-security zone that ishome to several interna-tional organisations inKabul, killing more than adozen people.

The advance of theTaliban forces in variousAfghan provinces has alsointensified. The insurgentshave launched assaults ontwo northern Afghan citiesin two days, which seemeda clear attempt to increasetheir leverage at the nego-tiating table.

North Carolina bracedfor a "long night" ofstrong winds and driv-

ing rain as Hurricane Dorianmoved near the US state'scoast on Friday after devas-tating the northern Bahamas,where it left at least 30 peopledead and thousands home-less.

CHANDIGARH : A new nationalstudy by KANTAR IMRB for Col-gate-Palmolive (India) Limited re-vealed that at least 8 out of 10 chil-dren in India suffer from oral healthissues, underscoring the need forimmediate action. Some of the ma-jor oral health problems found inchildren surveyed include visibleplaque accumulation, white spotson teeth, visible caries, gum inflam-mation, bad breath and gum bleed-ing. The survey revealed that asmany as 2 out of 3 children havecavities or are at a high risk of de-veloping them. The study also high-lighted that around 9 out of 10adults surveyed suffer from a majororal health problem.

The study highlights that thehigh incidence of oral health issuesin children was recorded across thecountry - East India (89%), West In-dia (88%), North India (85%) andSouth India (64%). Some of thelarge cities also exhibited high inci-dence of oral health issues - Mum-bai (90%), Kolkata (93%), Hyder-

abad (82%), Delhi (79%), Chennai(60%) and Bangalore (46%).

Another finding from the sur-vey was the significant differencebetween the actual dental healthcondition of children and the stateof their oral health as believed bytheir parents. This evident disparityis mostly driven by low awarenessabout how crucial oral health is totheir children's overall wellness. Atleast 8 out of 10 parents surveyedbelieved that their children havehealthy teeth, while a dental exam-ination found that around 80% ofthose children actually suffer fromat least one oral health problem.This gap between reality and par-ents' perception of their children'soral health is most prominent inKolkata (92%), followed by Mum-bai (88%) and Hyderabad (80%).

The study also revealed thatmost children in India do not followessential oral care practices such asbrushing twice daily and regulardental check-up. More than 70% ofchildren surveyed do not brush their

teeth twice a day and more than60% of them have not been taken toa dentist in the past one year. More-over, the survey pointed out that 8out of 10 children who consumedsweetened products daily sufferfrom oral health issues. Around44% of children surveyed need ma-jor dental treatments such asrestoration, root canal or an extrac-tion. "Most parents don't know thatmilk teeth in a child need to becared for from the time they erupt inthe baby's mouth. These teeth con-tribute significantly to the toddler'soverall growth, allowing the childto chew nutritious food while en-couraging adequate development ofthe jaws. This lays the foundationfor strong permanent teeth and ahealthy smile. The high incidenceof cavities and oral health problemsin children has its roots in poor careof milk teeth." stated, Dr.Meenakshi S. Kher, Member, TheIndian Society of Pedodontics andPreventive Dentistry (ISPPD).

Expressing concern about the

insights brought up by the survey,Dr. V Gopikrishna, President, Indi-an Association of Public HealthDentistry (IAPHD) stated, "Thisstudy highlights the state of OralHealth in the country, calling out foran immediate need to increaseawareness.

Numerous other scientific stud-ies also strongly interlink poor oralhealth to several other health condi-tions such as diabetes, preterm low-birth-weight and atherosclerosis,among others. It must be remem-bered that effective management ofdental diseases and good oral hy-giene can lead to strong teeth,which can improve the overall well-being of an individual."

The survey was conducted byKANTAR IMRB among 2,030adults and 1,080 children belongingto diverse socio-economic back-grounds across 12 cities in India,viz. Delhi, Chandigarh, Lucknow,Mumbai, Ahmedabad, Pune, Hy-derabad, Chennai, Bangalore,Kolkata, Bhubaneswar and Patna.

MOHALI: The Punjab Pollution ControlBoard (PPCB) in partnership with Centri-ent Pharmaceuticals, a leading manufac-turer of beta-lactam antibiotics, organizeda sensitization workshop on the environ-mental aspects of antimicrobial resistance(AMR).

While the Central and State Govern-ments have been making strides to tackleoveruse and misuse of antibiotics in hu-mans and animal use, this workshop wasa step forward in looking at environmen-tal contributors to antimicrobial resist-ance, such as effluents and waste frompharmaceutical manufacturing plants andhospitals. Underlining the critical natureof the fight against AMR, Sh. Rakesh Ku-mar Verma, Principal Secretary, Depart-ment of Science, Technology & Environ-ment, Punjab, who was the Chief Guest,set the context for the workshop. Sh. Ver-ma highlighted that, “AMR is a seriouspublic health threat, and if immediate ac-tion is not taken to combat it, by 2050, theglobal death toll attributable to AMRcould be as high as 10 million per year. As

endorsed by the National Action Plan forContainment of AMR, a holistic one-health approach is needed to tackle thischallenge of AMR, especially since anumber of factors, including environmen-tal and industrial ones, contribute to itsrapid spread. At this juncture, unmitigatedspread of AMR could lead to humankindlosing one of its most fundamental pillarsof healthcare – antibiotics - and all stake-holders, including policymakers mustwork in convergence to save antibioticsfor the future generations.” The workshopwas attended by academicians from thepharmaceutical and environment sector,doctors and representatives of pharma-ceutical manufacturing companies fromPunjab. Professor Satwinder Singh Mar-waha, Chairman of the Punjab PollutionControl Board (PPCB), which organizedthe workshop, in his welcome address hestated that,“Punjab has already been ac-tively working on pollution abatementfrom various industries with the objectiveof ensuring environmental sustainability.In the case of pharmaceutical pollution,

the odds are even higher since untreatedantibiotic residue affects both the envi-ronment and public health. We understandthat environmental regulations for thepharmaceutical industry are soon to be re-vised to include antibiotic residue limits,and it is imperative that the industry beprepared well in advance in order to en-sure successful adoption and implementa-tion of these regulations.
