The government has also pro- posed to set up an Empowered Group of Secretaries to drive the process. NITI Aayog CEO Amitabh Kant, in a letter, addressed to Railway Board Chairman VK Yadav, said, "As you are aware that the Railways Ministry was required to take up de- velopment of 400 railway stations and make them 'world-class'. De- spite the aforesaid commitments, the actual implementation of the same has not happened except for a few isolated cases." Kant further added that based on his discussions with the Union Rail- ways Minister, a necessity was felt to develop 50 railway stations on a 'priority basis'. "Considering the recent experi- ence in privatisation of 6 Airports, a similar process for setting up an Em- powered Group of Secretaries to drive the process is required," read the letter dated October 7. The Em- powered Group of Secretaries is said to consist of CEO, Niti Aayog; Chairman, Railway Board; Secre- tary, Department of Economic Af- fairs and the Secretary of Ministry of Housing and Urban Affairs Kant fur- ther stated that the said Empowered Group of Secretaries may also be tasked to drive railway's initiative of bringing in private operators for pas- senger train operations in which about 150 trains are expected to tak- en up in the first phase. AGENCY NEW DELHI, OCT 10 All eyes are on the two-day Informal Summit between Prime Minister Narendra Modi and Chinese President Xi Jinping starting Friday Chennai and Mahabalipuram when both leaders are expected to hold serious parleys on Indo Pacific, terrorism and possibly also take up concerns over a massive trade imbal- ance and the mega RCEP trade deal. Mr Modi and President Xi will be meet- ing next in Bangkok on the sidelines of the East Asia and ASEAN summit from October 31- November 4. The meeting will come within 15 days of the Informal summit. The Bangkok meeting will be the fourth this year between Xi-Modi and the seventh interaction between the two since Wuhan in April 2018. Besides the trade talks, the two leaders are expected to take a call for the next round of Special Representative-level talks aimed at boundary resolution. The Special Representative talks that in- volves NSA Ajit Doval was put on hold against the backdrop of China’s tough stance on Kashmir after August 5. India is keen for higher market access for exporting products. China has been import- ing rice and sugar from India following a special request from Prime Minister Modi. China exports mostly finished goods such as electronics, electrical equipment, plastic, organic chemicals and fertilisers while India exports commodities such as tea, coffee, spices, stones and minerals. Indian pharmaceuticals face resistance in Chinese markets on various grounds. The bilateral trade between the two neighbours touched a historic high of USD 95.54 billion in 2018 but the trade deficit is in China’s favour and it rose to USD 57.86 billion. Mr Modi has held meeting on RCEP trade issue with senior ministers on Monday while Union Home Minister Amit Shah held a separate meeting last week with Finance Minister Nirmala Sitharaman and External Affairs Dr S Jaishankar besides Commerce Minister Piyush Goyal on the matter. The RCEP is a proposed free-trade agreement (FTA) between the 10-member states of the Association of Southeast Asian Nations (Asean) and its six FTA partners China, India, Japan, South Korea, Australia and New Zealand. All eyes on Modi-Xi talks File Photo AGENCY ISLAMABAD, OCTOBER 10 Pakistan on Thursday said no date has been fixed so far for the inauguration of the much-awaited Kartarpur corridor, even as it assured that it will be open “on time” on the occasion of the 550th birth anniversary of Sikh faith founder Guru Nanak Dev next month. The state- ment came nearly a month after a senior official heading the corridor project an- nounced that Pakistan will allow Indian Sikh pilgrims to visit the holy Kartarpur Sahib from November 9. Addressing a weekly press briefing here, Foreign Of- fice spokesman Mohammad Faisal said, “Work on the Karatarpur corridor will be completed on time as committed by the Prime Minister (Imran Khan). It will be inaugurated on time, but I can’t give any date for its opening as no date has been fixed so far.” He assured that the corridor will be open on the occa- sion of the 550th birth anniversary of the Sikh spiritual leader on November 12. The proposed corridor will connect Darbar Sahib in Kartarpur with Dera Baba Nanak shrine in Gurdaspur district of Punjab and facilitate visa-free move- ment of Indian pilgrims, who will have to just obtain a permit to visit Kartarpur Sahib, which was established in 1522 by Guru Nanak Dev. Pakistan is build- ing the corridor from the Indian border to Gurdwara Darbar Sahib in Kartarpur, while the other part from Dera Baba Nanak in Punjab’s Gurdaspur district up to the border will be constructed by In- dia. On September 16, during a maiden visit of Pakistani and foreign journalists to the proposed Kartarpur Corridor in Narowal, some 125 km from Lahore, the project director, Atif Majid, said 86 per cent of the work on the corridor has been completed . Pak takes U-turn on Kartarpur, says no fix date for inauguration AGENCY NEW DELHI, OCT 10 Former promoter of Ranbaxy pharmaceuticals Shivinder Singh was arrested on Thurs- day by Delhi Police’s Eco- nomic Offences Wing (EOW). In December 2018, Reli- gare Enterprises Ltd (REL) subsidiary Religare Finvest (RFL) had lodged a criminal complaint with the Econom- ic Offences Wing of the Del- hi Police against promoters Malvinder Mohan Singh and Shivinder Mohan Singh. The complaint also named REL ex-CMD Sunil Godhwani, among other di- rectors, for cheating, fraud and misappropriation of funds to the tune of ? 740 crore. The complaint was regis- tered for various offences in- cluding cheating, criminal breach of trust, misappropri- ation, fraud and forgery and criminal conspiracy. “The complaint was filed basis internal inquiries (in- cluding an independent forensic review) undertaken by the new RFL board and management,” REL release said. REL was controlled by the warring Singh brothers until February 2018. Post their exit from the board of REL in February 2018, the boards of REL and RFL had been re-constituted. According to an REL regula- tory filing, the newly-formed RFL Board and management discovered siphoning and misappropriation of funds of RFL amounting to approx ? 740 crores in aggregate through loans to entities that are controlled by, connected to or known to the promoters or their associates. The trou- bles for the Singh brothers began after they squandered over Rs 22,500 crore in just a decade. The decade saw For- tis and Religare come under huge debt burdens, which ul- timately led to the Singh brothers losing control of their businesses. The broth- ers are also in the dock over the decade-old sale of Ran- baxy to the Japanese pharma company Daiichi Sanyo. A Singapore international tri- bunal has held the brothers guilty of concealing informa- tion during Ranbaxy's sale and has ordered them to pay around Rs 4,000 crore to the Daiichi Sanyo. Ex-Ranbaxy promoter Shivinder Singh arrested SURAT, OCT 10 Congress leader Rahul Gandhi on Thursday ap- peared before a magisterial court and pleaded not guilty in a criminal defamation case filed against him for his "why do all thieves share the Modi surname" re- marks. Gandhi appeared before the court of Chief Judicial Magistrate B H Kapadia here and pleaded not guilty when asked by the court whether he accept the charges, levelled against him by BJP legislator from Surat-West, Purnesh Modi. After Gandhi's plea was recorded, his lawyers moved an application seeking a perma- nent exemption from personal appearance in the next hear- ings. After Modi's lawyers raised objection to the exemp- tion plea, the court said it will decide on the plea on December 10. The court said Gandhi is not required to remain present during the next hearing on that date. During the last hearing in July, the cout had granted Gandhi ex- emption from personal appearance for that hearing and fixed October 10 as the next date of hearing. In his complaint, the BJP legislator had alleged the Congress leader had defamed the entire Modi com- munity with his remarks, made during the Lok Sabha campaign this year. The court, while admitting the suit, had held that there was a prima facie case of crim- inal defamation against the Lok Sabha member from Wayanad. ‘Country is more secure after abrogation of Article 370’ SANGLI, OCT 10 Union home minister Amit Shah has said that the country is more secure and unit- ed after the abrogation of Article 370 that gave special status to Jammu and Kash- mir and its bifurcation into two union ter- ritories. Pakistan on Thursday said no date hasbeen fixed so far for the inauguration ofthe much-awaited Kartarpur corridor,even as it assured that it will be open“on time” on the occasion of the 550thbirth anniversary of Sikh faith founderGuru Nanak Dev next month. The state-ment came nearly a month after a seniorofficial heading the corridor project an-nounced that Pakistan will allow IndianSikh pilgrims to visit the holy KartarpurSahib from November 9. Addressing aweekly press briefing here, Foreign Of-fice spokesman Mohammad Faisal said,“Work on the Karatarpur corridor willbe completed on time as committed bythe Prime Minister (Imran Khan). It willbe inaugurated on time, but I can’t giveany date for its opening as no date hasbeen fixed so far.” He assured that

the corridor will be open on the occa-sion of the 550th birth anniversary ofthe Sikh spiritual leader on November12. The proposed corridor will connectDarbar Sahib in Kartarpur with DeraBaba Nanak shrine in Gurdaspur districtof Punjab and facilitate visa-free move-ment of Indian pilgrims, who will haveto just obtain a permit to visit KartarpurSahib, which was established in 1522by Guru Nanak Dev. Pakistan is build-ing the corridor from the Indian borderto Gurdwara Darbar Sahib in Kartarpur,while the other part from Dera BabaNanak in Punjab’s Gurdaspur district upto the border will be constructed by In-dia. On September 16, during a maidenvisit of Pakistani and foreign journaliststo the proposed Kartarpur Corridor inNarowal, some 125 km from Lahore,the project director, Atif Majid, said 86per cent of the work on the corridor hasbeen completed .

Former promoter of Ranbaxypharmaceuticals ShivinderSingh was arrested on Thurs-day by Delhi Police’s Eco-nomic Offences Wing(EOW).

In December 2018, Reli-gare Enterprises Ltd (REL)subsidiary Religare Finvest(RFL) had lodged a criminalcomplaint with the Econom-ic Offences Wing of the Del-hi Police against promotersMalvinder Mohan Singh andShivinder Mohan Singh.

The complaint alsonamed REL ex-CMD SunilGodhwani, among other di-rectors, for cheating, fraudand misappropriation offunds to the tune of ? 740crore.

The complaint was regis-tered for various offences in-cluding cheating, criminalbreach of trust, misappropri-ation, fraud and forgery andcriminal conspiracy.

“The complaint was filedbasis internal inquiries (in-cluding an independentforensic review) undertakenby the new RFL board andmanagement,” REL releasesaid.

REL was controlled bythe warring Singh brothersuntil February 2018.

Post their exit from theboard of REL in February2018, the boards of REL andRFL had been re-constituted.According to an REL regula-tory filing, the newly-formedRFL Board and managementdiscovered siphoning andmisappropriation of funds ofRFL amounting to approx ?740 crores in aggregatethrough loans to entities thatare controlled by, connectedto or known to the promotersor their associates. After Gandhi's plea wasrecorded, his lawyers moved anapplication seeking a perma-nent exemption from personalappearance in the next hear-ings. After Modi's lawyersraised objection to the exemp-

tion plea, the court said it will decide onthe plea on December 10.

The court said Gandhi is not required

to remain present during the next hearingon that date. During the last hearing inJuly, the cout had granted Gandhi ex-emption from personal appearance forthat hearing and fixed October 10 as thenext date of hearing. In his complaint, theBJP legislator had alleged the Congressleader had defamed the entire Modi com-munity with his remarks, made duringthe Lok Sabha campaign this year. Thecourt, while admitting the suit, had heldthat there was a prima facie case of crim-inal defamation against the Lok Sabhamember from Wayanad.

‘Country is more secure afterabrogation of Article 370’

The Chief Election Commissioner of India, Sunil Arora, inaugurated thestate-level exhibition organized under the "Systematic Voter Educationand Electoral Participation Programme" (SVEEP) and released theSVEEP Action-Plan book here today.

Apart from this, audio jingles and TV campaigns were also launchedby the Chief Election Commissioner of India. On this occasion, ElectionCommissioners of India Ashok Lavasa and Sushil Chandra, Chief Elec-toral Officer of Haryana, Anurag Aggarwal and several senior officialswere present. Arora visited the stalls set up by all District Election Offi-cers of the State and inquired in detail about the voter awareness cam-paign being run in their respective districts. He also signed the "VoterAwareness" banner displayed in the Sirsa district stalls and inspired thevoters to come forward and participate in the Haryana's democratic festi-val. He particularly appreciated the documentary prepared by the Karnaldistrict being run in the exhibition. In this documentary, students, women,two castings and elderly voters were taking a pledge to exercise their votein person.

At the Kurukshetra district stall, that is being set up in the exhibition,two youth were seen conveying the message to casting vote in the cos-tumes of Shri Krishna and Arjuna and appealing for voting.

Haryana Chief Secretary KeshniAnand Arora has described water asa precious gift of nature and urgedfor its conservation on priority ba-sis.

Speaking at a one-day work-shop organised on the Water Con-servation and Rain Water Harvest-ing under Jal Shakti Abhiyan inHaryana, organised by the Scienceand Technology department, hereon Thursday, Ms Arora said thatwater is the only source to securethe life of very living being. Shesaid that every person should un-derstand the importance of waterand rainwater harvesting and effortsfor their conservation should bedone on priority basis.

She said that 'Water Project

Management Advisory Group'should be formed to raise the waterlevel in the state and strengthen wa-ter conservation. This group shouldprepare a special and basic actionplan on water conservation so thatwater storage and conservation inthe State can be strengthened.

Ms Arora said that under the JalShakti Abhiyan, several actionplans have been started in the state.

She said that in Haryana, about 85per cent of the available water isutilized in irrigation.

She said that the blocks of dis-tricts including Mahendragarh,Fatehabad, Kurukshetra, Kaithal,Gurugaon, Karnal, and Rewarihave witnessed the large scale ex-ploitation of under groundwater,which has affected many areas ofthe State. Therefore, people should

emphasize on micro irrigation sys-tem and water re-cycling system.

Speaking on the occasion, MrAnil Joshi, Padma Shri awardee foroutstanding work in the field of wa-ter conservation, said that there is aneed to understand the science ofnature. He said that people have tocome forward to conserve water,for which campaigns should belaunched.

Tenant rapes 3-yr-old,arrested in Noida

NOIDA (UP), OCT 10

A 28-year-old tenant wasarrested here and sent tojail on Thursday for al-legedly raping the tree-year-old daughter of hislandlord, police said.

Accused Deepak was staying in the victim's house, underPhase 2 police station limits, on rent and worked in a privatecompany here, the police said.

"The incident took place late on Wednesday night when theaccused lured the girl to his room and forced himself on her.Later the parents got to know of the incident and informed thepolice after which he was arrested," SHO Farmood Ali Pundirsaid.

The accused has been booked under IPC section 376 (rape)and under the Protection of Children from Sexual Offences(POCSO) Act, 2012, the SHO said.

Deepak was produced in a local court which remanded himin judicial custody, the official added.

Three arrested following recovery of 50gms intoxicant powderOUR CORRESPONDENTKHARAR: The CIA Staff Kharar have arrested three accused from village Manakpur Sharifin Majri Police station following the recovery of 50 gram intoxicant powder from their pos-session. Kharar MLA, Kanwar Sandhuhas alleged that the trainingflight which caused the tragicdeath of a trainee pilot Aman-preet Kaur from ChajjumajraColony in Kharar was “unau-thorized” and should be thor-oughly inquired into.

Amanpreet, who was un-dergoing flying training in Hy-derabad, was killed along withanother pilot last week inTelangana. In a letter to ArunKumar, Director General Civ-il Aviation in New Delhi,Sandhu has requested him topersonally supervise the ongo-ing investigations so that fullfacts come to light and thoseguilty of oversight which pos-sibly caused the death of twobudding pilots are brought tobook. He wrote the letter to theDGCA after visiting the par-ents of the deceased, KuldipSingh and RanjitKaur in Cha-jjumajra near here today.

The MLA has stated thatas per preliminary reportsreaching here, the “DualFlight” which met with the ac-cident was not only “unautho-rized” but was allowed amidstbad weather. Since the person,who also unfortunately died inthe crash, was not a qualified

Director General of Police (DGP),Punjab Dinkar Gupta today saidthat the new policy for compensat-ing kin of Police officers/ officialsmartyred during the ‘line of action’would be introduced soon.

The Director General of Police,accompanied by Commissioner ofPolice Gurpreet Singh Bhullar, to-day attended the last rites of HeadConstable late Gurdeep Singh, whohad attained martyrdom on October1 during an encounter with drugsmugglers.

Addressing the gathering, theDirector General of Police saidthat the Punjab Police was com-mitted to extend a helping hand tothe aggrieved families, who hadlost their bread winner during thecall of duty. He said that the policywas under the active considerationof the Punjab Chief Minister Cap-tain Amarinder Singh and wouldbe finalized very soon. Gupta saidthat no stone would be left un-turned for this noble cause aimedat ensuring the well being of thePolice families. Recalling the glo-rious tradition of the Punjab Police

PUNGRAIN procures 39% of total paddy arrivalsCHANDIGARH: The government agency PUNGRAIN tops the procurement Chart by procuring 39% of the to-tal paddy arrivals in various mandis across the State, informed an official spokesman of the Government of Pun-jab. The spokesman said that total procurement till October 9 has been to the tune of 326839 metric tonnes out ofwhich PUNGRAIN has procured 127575 metric tonnes followed by MARKFED with 80029 MT.

Implementing the TandrustPunjab Mission in letter andspirit, the Food Safety Teamsare conducting intensive in-spections of food items, in-formed KS Pannu, DirectorTandrust Punjab Mission.Updating the inspection sta-tus, Pannu informed that in aperiod of four months fallingbetween June to September2019, as many as 3548 foodsamples were collected andanalysed.

Thedecision has been taken by the Union Home Ministry taking into consideration ofthe increased threat perception on Nadda, who has taken the charge of the rulingparty's crucial post nearly four months ago. West Bengal Chief MinisterMamata Banerjee is likely totake a call on whether thearterial Tallah Bridge in thecity would be demolished orstrengthened for the timebeing followingrecommendations of a teamof experts to rebuild thestructure, a senior officialsaid. The report submitted tostate chief secretary RajivaSinha by the Mumbai-basedteam on Wednesdayrecommended demolitionand reconstruction of the 57-year-old bridge, reaffirmingan earlier report submitted byconsultancy firm RITES.

"The Mumbai-based firmhas submitted its report andrecommendations on theTallah bridge and the chiefminister will holddiscussions on the fate of the

bridge on October 12.She will take a call on the

best possible option," theofficer said.

Secretariat sources saidthat discussions were held bythe chief secretary with othersenior officials and policeofficers about the options ofbuilding a new bridge orstrengthening the existingone. "Discussions were alsoheld about the possible

expenditure of building anew bridge and whether thestructure would be of steel orconcrete," he said.

The Tallah bridge is oneof the main gateways to enterthe city from North 24Parganas. It was learnt thatthe police has been directedby the state government tochalk out alternative routesfor cars, buses and goodsvehicles, if the 625-metre-long bridge was pulled down.Buses and heavy vehiclesweighing over 3 tonnes werebarred from plying over thebridge just before the DurgaPuja celebrations. The Sanskrit word forentertainment, manoranjana,means delighting/entertain-ing the mind. Most peoplelook forward to their week-ends, because this providesthem an opportunity to dosomething that is fun and re-laxing. It is a relief from thepressures and monotony of

work. However, after awhile, even weekend activi-ties become routine. Then weplan vacations to exotic des-tinations, far removed fromour ordinary experiences.These vacations and amuse-ments remove our boredomand, for a while, offer a senseof mental rest and relaxation.Recognising this need forchange and entertainment,the Hindu religion celebratesspecial occasions, festivalsof a religious nature, calledutsavas. Any religion that in-sists on strict discipline at alltimes, without understandingthe common needs and de-sires of people, will not lastfor long. In addition to fast-ing, people require feasting,singing, dancing, and joyous

celebrations. If the purposeof these festivals is to re-move our mental and physi-cal exhaustion, then why areour vacations and weekendsnot sufficient? What is theneed for religious festivalsthat involve pujas? Thoughthese various amusementsrelax the mind and revive usfor a while, after some timethey become monotonous rit-uals, leaving us with a pecu-liar feeling of incomplete-ness. Often vacations leaveus exhausted physically aswell as financially! In effect,the pleasure of the vacationdoes not remove the pres-sure, but only adds a newone! The Hindu-supremacist Rashtriya Swayamsevak Sanghhas emerged fully from the shadows and is likely to stayin the limelight so long as its political front, the BJP, en-

joys national power and is able to extend its hegemony on sig-nificant aspects of national life, as seems evident now. The tri-umphalist, and didactic, tone of RSS supremo Mohan Bhag-wat’s Vijayadashami address on Tuesday made this clear.

For the faithful, the Vijayadashami speech is the landmarkannual event at which the chief lays down the line for the yearahead. Since the BJP is in power on its own and has won twoLok Sabha polls on the trot, there is a spring in the RSS’s stride.Although the much-anticipated speech was marked by its hall-mark triteness at the intellectual level, it is expected to draw at-tention for the tone it seeks to set in public life.

If we consider the state of play within the ruling establish-ment, Mr Bhagwat bracketed home minister Amit Shah alongwith Prime Minister Narendra Modi when making a referenceto the putative achievements of the government, especially inthe context of the recent changes made in Kashmir. It is rare toname a government functionary in addition to the leader of thegovernment. From the perspective of the BJP-RSS, such a de-velopment has not occurred since Mr Modi’s single-handed ef-fort brought the BJP to power in 2014 and then repeated theperformance, with an improved metric, in 2019. The implica-tions of this intra-party development will, naturally, remain amatter of inference.

Interestingly, in the context of J&K, the RSS chief did notlist a boost security and economic development as possible rea-sons for the extraordinary changes, as the Modi governmenthas done. He cut out irrelevancies and emphatically declaredthat Kashmir had been on the RSS and Jan Sangh (the BJP’spredecssor) radar since 1953, when the Jan Sangh launched amovement to end Article 370 of the Constitution.

Besides Mr Shah’s status, and Kashmir, the issue Mr Bhag-wat saw fit to dilate on was the question of “lynching”. Heglossed over the reality that it was causing societal schisms andthreatening national unity, and chose to engage in semantics.The RSS chief noted that the word itself was of foreign origin,and was for that reason irrelevant for our purposes. He sug-gested that no alarm need be caused if some from a particularcommunity killed a few persons of another community. Thematter should be left to the police, and forgotten. If such is theunderstanding that pervades the moral and intellectual plane ofthe RSS leadership, it’s a reasonable guess that Sangh Parivarcadres on the ground are likely to be encouraged in seeking tosharpening contradictions with minority communities even byemploying non-peaceful means.

It’s not about Hindi, but aboutdisfranchisement

Behind the BharatiyaJanata Party’s renewedpush to make Hindi a na-

tional language after comingback to power for a second timeafter the 2019 Lok Sabha elec-tions lies a dangerous desire todisenfranchise South India, aregion that has proved a spoilerto the BJP’s political ambitionto rule over every state of India,of its legitimate political repre-sentation and clout.

It is this fear that led to sucha severe reaction to his propos-al when home minister AmitShah recently advocated the useof Hindi as a national language,with a slogan viscerally appeal-ing to the BJP’s worldview butcontradicting India’s diversity— “one nation, one language”.

There was an outpouring of lin-guistic pride and cultural senti-ments in south India.

The South has serious ap-prehensions about Mr Shah’sintentions, his momentarybacktrack notwithstanding. TheBJP’s present numbers in theparliament have nurtured in itsleadership a superiority com-plex. They are convinced theycan get away despite showingscant regard for the basic tenetsof democratic polity and tryingto level all dissent to theground.

Citing a promise made inthe BJP’s election manifesto,Mr Shah has bulldozed his wayto watering down Article 370,instead of evolving a politicalconsensus, or even trying to

create a harmonious context to-wards building a commonmeeting ground. People fearthis behaviour on his part wasnot an exception, but a deeperattitude that would reflect in hisfuture actions. For, the southernstates are also set to lose, botheconomically and politically. Itis an unimpeachable fact thatthe southern states make signif-icantly higher contribution tothe nation’s tax kitty. The 15thFinance Commission, responsi-ble for allocations of respectiveshares of tax collected amongstates, was constituted in No-vember 2017 with the mandatefor devolution of taxes on thebasis of the 2011 populationfigures, instead of using the1971 figures.

Trump’s tweet not out of linewith US role in Middle East

It is telling that no onebatted an eyelid when, ina tweet threatening to

“obliterate” Turkey’s econo-my if it did anything “offlimits”, the commander-in-chief of the United States re-ferred in passing to his own“great and unmatched wis-dom”.

After all, this is the sameperson who routinely de-scribes himself as “a verystable genius”, ignoring thefact that anyone with an av-erage IQ who has even atentative grasp over realitywould recognise that suchboasts are, at best, entirelysuperfluous. The “genius”and the “unmatched wis-dom” both came under ques-tion on Sunday night whenDonald Trump, following atelephone conversation withTurkish president RecepTayyip Erdogan, decreedthat Ameri-can troops wouldget out of the way of anymilitary operations byTurkey in northern Syria.

That was inevitably in-terpreted as giving Ankarathe go-ahead for what Erdo-gan has long been itching todo: to establish a Turkish-controlled enclave on theborder with Syria — an ap-proximately 30-kilometre‘buffer zone’ — that wouldserve a dual purpose.

It would provide adumping ground for a mil-lion or so Syrian refugeeswho have fled their home-land in recent years, while

distancing the Kurds fromthe frontier. Syrian Kurdshave spearheaded the US-backed Syrian DemocraticForces, an entity that was in-strumental in combating themilitant Islamic State groupand its associates in Syria’snorth.

Erdogan, whose nationwas indubitably the conduitfor most of the foreign fight-ers attracted to IS and its ilk,and whose regime is hardlyinnocent of the charge ofproviding succour and sup-port to a range of jihadists,sees the SDF as an extensionof the Kurdistan WorkersParty (PKK), which haslong fought for Kurdishrights in Turkey, and beendubbed a terrorist force in

the bargain. It would bestrange if there weren’t linksbetween the unfairly deridedPKK and the freshly belea-guered SDF. Divided acrossMiddle Eastern bordersfrom Iran to Turkey and Syr-ia, the Kurds are the largestethnic group anywhere with-out a nation state to theirname. And in forging al-liances in their quest for re-gional autonomy, they areaccustomed to routinely be-ing betrayed by a range ofregimes, so while the latestmove by the US is in-evitably dismaying, it couldhardly have come as a sur-prise. What Trump may nothave foreseen, notwith-standing long-standing Pen-tagon resistance to his urge

for a pullout, was that someof his closest congressionalRepublican allies — includ-ing Mitch McConnell andLindsey Graham, not tomention former UN ambas-sador Nikki Haley — wouldinterpret the sudden aban-donment of Kurds as repre-hensible evidence of Ameri-can unreliability.

Most of the critics tendto ignore the fact that histor-ically America’s reputationas an unreliable ally is wellestablished. In this sphere,as in so many others, Trumpis hardly an innovator. Theaccidental president proba-bly realises, however, thathe can ill afford to antago-nise his allies in Congressamid the looming threat ofimpeachment. Hence the

tweeted threat to Turkey,which fails to clarify whathe might perceive as “lim-its”. His “wisdom” may in-deed be “unmatched” inrecognising that Americanparticipation in what he de-scribes as the Middle East’s“Endless Wars” ultimatelycauses far more harm thangood.

The Syrian Kurds maynow seek an alliance withBashar al-Assad’s regime inorder to resist the expectedTurkish assault. Assad isbroadly beholden to Russiaand Iran for his continuedrule. The Syrian leadercouldn’t have forgotten,though, that his Turkishcounterpart was particularlyvociferous once in demand-ing Assad’s departure.

Two months after thegovernment’s August 5Kashmir gambit, the of-

ficial claims of near normali-ty are mostly disbelieved.While mass protests havebeen stymied, questions per-sist, including overseas, overthe denial of fundamentalrights to the Kashmir Valley’sseven million residents, as in-deed the constitutionality ofthe government’s actions.

The move reflects PrimeMinister Narendra Modi’sproclivity for dramatic politi-cal or economic movesaligned with his core beliefsor the ideology of the BJP andRSS. The American phrase“shock and awe” captures themanner of major policychanges. But some commonfeatures emerge from fourkey policy shifts —demoneti-sation, the Goods and Ser-vices Tax, the National Regis-ter of Citizens and now the re-shaping of J&K and elimina-tion of its semi-autonomousstatus.

All these actions initiallyevoked popular support, ex-cept among those seriouslyaffected. Each was marketedas “no-pain-no-gain”. The de-clared objectives were, how-ever, tweaked conveniently.Demonetisation was to entrapblack money, cut off terror fi-nancing and end fake curren-cy. It is now generally accept-ed as having destroyed the in-

formal economy and retardedgrowth. GST was to create asingle market, plug tax leaks,bring ease-of-business andboost the revenues of theCentral and state govern-ments. Falling collections,periodic review of rates andinability to stabilise the mech-anism even after two yearsunderscores the poor concep-tion and implementation. TheNRC left the Assam BJP em-barrassed and people con-fused as the claimed high fig-ure of “intruders” was incor-rect and of 1.9 million per-sons excluded, many are Hin-dus. Home minister AmitShah now threatens to extendit to West Bengal and the restof India, raising a spectreworse than demonetisation.But all these were electorallyuseful for the BJP, but with

questionable medium to long-term effects.

Operation Kashmir restson sanguine assumptionsaligned with the BJP’s ideol-ogy and popular support. Thelooming Maharashtra andHaryana elections also condi-tioned the decision’s timing,as confirmed by openingsalvos by home minister AmitShah. But this move and theNRC also have internationalimplications. VisitingBangladesh PM Sheikh Hasi-na was reassured that thestateless persons ofBangladeshi origin were nother concern. But is puttingthem in internment camps aviable solution? In case ofKashmir, a diplomaticblitzkrieg at bilateral andmultilateral levels waslaunched to contain the fall-

out, as Pakistan, supported byChina, reacted aggressively.India argued abroad that Arti-cle 370 was a temporaryclause and the constitutionalamendment a domestic issue.Domestically, it was present-ed as necessary to stymie thedanger of terrorism after theTaliban’s rise in Afghanistan,like in the 1990s.It was alsoneeded arguably for Kash-mir’s development. However,by alienating Kashmiris, ter-rorism becomes more likelyas no counter-insurgency op-eration works without win-ning people’s hearts andminds. As regards develop-ment, if reducing a state toUnion territory status begetsdevelopment gains, at leasttwo Hindi belt states are fittercases for it.

The Supreme Court,moving with inexplicablecaution, is examining its con-stitutionality. The humanrights angle also awaits thecourt’s attention. The balancebetween national security andfundamental rights, despitethe special conditions ofKashmir, remains tenuous.The Economist editoriallycommented: “The court’s re-fusal to curb repression inKashmir should alarm all In-dians”. The New York Times,despite carrying Prime Minis-ter Narendra Modi’s Oped onMahatma Gandhi on October2, as well as several other US

publications, have denouncedthe Kashmir situation.

Multilaterally, Indiastymied Pakistan both in NewYork, where the UN SecurityCouncil refused to discuss theissue, and in Geneva, wherePakistan could not gatherenough votes to force a de-bate in the UN Human RightsCouncil. Piramal Enterprises Ltd (PEL) saidon Thursday that certain marketparticipants are spreading false andmisleading rumours against thecompany's financial services businessin an attempt to create panic amongvarious stakeholders.

"In the interest of all ourstakeholders, PEL has filed acomplaint with the Securities andExchange Board of India (SEBI)against publishing and spreadingmisleading rumours about thecompany on blogs, social mediaplatforms and WhatsApp," it said in astatement. PEL said its totalborrowings in financial servicesbusiness currently stands at Rs39,000 crore which is 75 per cent ofthe loan book. It received totalinflows (including borrowings andasset inflows) of Rs 45,000 crore inthe past one year which comprises 85per cent of the loan book. Thecompany raised Rs 24,000 crore oflong-term funds since October 2018which reflects the confidence oflenders on the quality of loan bookand underlying assets. It received Rs19,000 crore in the form ofrepayments and pre-payments fromborrowers in the last one year,

reflecting the client selection and theconsistent trend in sales. Additionally,the company issued pass-throughcertificates of Rs 2,400 crore lastmonth which received the second-highest rating from Crisil, making itthe first rated securitisationinstrument of wholesale loan book inthe Indian market and reflecting thequality of underwriting. On outflows,PEL disbursed Rs 19,000 crore in thepast one year (between October 2018to September 2019) of which Rs5,000 crore was disbursed towardsretail housing finance. The companyrepaid debt obligations of Rs 30,000crore in the past one year of which Rs5,300 crore was repaid in Q2 FY20.

The exposure to short-termborrowings reduced by 90 per cent toRs 1,480 crore currently from Rs18,000 crore as of September 2018.The borrowings from mutual fundsreduced from Rs 15,600 crore to Rs615 crore currently.

"We now estimate thatalmost a quarter of the populationof developing East Asia and thePacific lives below the upper-middle-income poverty line of 5.5dollars a day. This includes nearlyseven million more people thanwe projected in April whenregional growth was lookingmore robust." The report makesclear that increasing trade tensionspose a long-term threat to regionalgrowth. While some countries

have hoped to benefit from areconfiguration of the global tradelandscape, the inflexibility ofglobal value chains limits theupside for countries in the regionin the near term. RBI rejects Indiabulls-LakshmiVilas Bank merger plan

MUMBAI, OCT 10

The proposed merger ofprivate sector lender LakshmiVilas Bank (LVB) with homefinancier Indiabulls HousingFinance has failed to getapproval from the ReserveBank of India (RBI).

"The RBI informed thatthe application for voluntaryamalgamation of lndiabullsHousing Finance andlndiabulls Commercial Creditwith Lakshmi Vilas Bank Ltdcannot be approved," said theChennai-based bank inregulatory filings late onWednesday.

The rejection comes afterthe RBI last month put LVBunder the prompt correctiveaction (PCA) framework dueto a high level of bad loans,lack of sufficient capital tomanage risks and negativereturns on assets for twoconsecutive years.

Under a corrective action,the RBI restricts banks fromissuing big corporate loans toreduce the lender'sconcentration of risk and alsolimiting the opening of newbranches.

The move came afterDelhi Police's EconomicOffences Wing registered acomplaint against the boardof LVB, alleging cheating andmisappropriation of funds. InApril, Indiabulls HousingFinance and LVB firstproposed the merger, sayingthe amalgamated entity willcreate a large, healthy and

diverse asset portfolio, whichwill benefit from stable low-cost funding in the form ofpublic deposits and a widedistribution franchise. In aseparate filing, IndiabullsHousing Finance said thecompany's board willconsider a share buybackproposal on October 14.Meanwhile, the Delhi HighCourt has sought a responsefrom the Centre and the RBIon a plea seeking a specialinvestigation team (SIT)probe into the allegedillegalities, siphoning offfunds and violationscommitted by the promotersof Indiabulls HousingFinance. Established in1926, LVB is one of theoldest private sector banksbased out of Tamil Nadu. Ason March 31, its netadvances stood at Rs 20,103crore and deposits at Rs29,279 crore.

Apple has removed an app that protesters in Hong Konghave used to track police movements and tear gas use,saying the app violated its rules. The company said the app,HKmap.live, had "been used in ways that endanger lawenforcement and residents". Apple initially rejected the app- which uses data from protesters on the ground - from itsstore, said a BBC News report. When it later appeared onthe App Store, there was a sharply-worded response inofficial Chinese media. The removal then came after"many concerned customers in Hong Kong contacted us",Apple said. "We have verified with the Hong KongCybersecurity and Technology Crime Bureau that the apphas been used to target and ambush police," Apple said.The statement added that "criminals have used it tovictimise residents in areas where they know there is nolaw enforcement". Although the app has been removedfrom Apple's store, a website version appears to remainactive. There is also a version on Google Play. When theapp was available on the App Store, Apple was criticised inChinese state media. Communist Party publication thePeople's Daily didn't name the app, but criticised Apple for"opening the door" to violent protests. "Letting poisonoussoftware have its way is a betrayal of the Chinese people'sfeelings," the paper said. Opener Mayank Agarwal stamped hisauthority on a struggling South Africanattack with a second successive hun-dred as India cruised to 273 for three onthe opening day of the second Testhere.

Play was stopped in the 86th overdue to fading light.

The 28-year-old's rich vein of formcontinued as he looked in completecommand for his 108 off 195 balls,having made a sublime 215 in the seriesopener in Visakhapatnam last week.

The first day of the second matchpanned out similar to the way the firstTest went as India, leading 1-0 in theseries, looked to out-bat the Proteas ona good surface.

Along with Cheteshwar Pujara(58), Agarwal added 138 runs for thesecond wicket with minimum fuss, de-spite India losing Rohit Sharma's (14)wicket in the first hour itself.

In the final session, skipper ViratKohli (63 batting off 105 balls) was inhis element, hitting yet another Testhalf-century and adding 75 runs for theunbroken fourth wicket partnershipwith Ajinkya Rahane (18 batting off 70balls). Kohli hit some flowing drivesduring the final hour and had 10 foursto his credit.

After being put on the backfootagainst India on the first day of thesecond Test match, South Africabowling coach Vincent Barnes onThursday said that the bowlersbowled quite well in the first session.

"The window of fast bowlerswas a little longer than Vizag. Ithought we bowled quite well thismorning," Barnes told reporters.

"There was grass on the pitchand plan was to go and bowl in goodareas," he added.

India posted a score of 273/3 atthe end of day one of the second Test.Pacer Kagiso Rabada scalped all thethree wickets for South Africa.

"It was fantastic to see, especial-ly the spell after tea. He bowled very

well in Vizag as well and he is get-ting there. Hopefully, we can see thebest of him in the near future," saidBarnes.

In the first Test, India defeated

South Africa by 203 runs. On the fi-nal day of the Test, pacer Moham-mad Shami scalped five wickets en-abling India to register a victory be-fore the tea interval.
