PCG VISION
“By 2028, PCG is a world class guardian of the sea committed to save lives, ensure safe maritime
transport, cleaner seas, and secure maritime jurisdiction.”
PCG MISSION
"We are a uniformed armed service that implements and enforces all national and international
maritime safety, security, search and rescue, and marine environmental protection laws in support
of the integrated Maritime Transportation Network objectives, national security and economic
development of the Philippines."
HOW TO USE THE HANDBOOK
The PCG Citizen's Charter provides the frontline services offered by the various units of the
PCG. This manual lays down the step by step procedure in obtaining a service and transacting
with the concerned PCG office.
The Mission/Vision of each PCG unit is also stated in this manual for easy reference by the
public as to which office is primarily tasked to render the service they need
Below is a sample service template with an explanation of the different parts:
1. Service Title: Identifies the specific frontline service being offered by the concerned office.
2. Schedule of Availability: Indicates the days and time when the clients can obtain the
service.
3. Client/Requesting Party: Specifies those who may apply for the specific service.
4. Documentary Requirements: Lists the documents that need to be prepared before
proceeding to STEP 1.
5. Concerned Office: Provides the name of the office/unit that is in charge of the particular
service and where clients can direct their concerns.
6. Duration: Refers to the total expected period of transaction for the PCG personnel to deliver
the service, excluding the actions taken by the applicant (e.g filling out forms) and others
made outside the PCG organization (e.g transactions with Land Bank of the Philippines or
other government agencies)
7. Steps: Indicates the sequence or order of the actions to be taken by the applicant.
8. Applicant: Provides for the specific instructions to be done by the client when obtaining a
service.
9. Service Provided: The actions taken by the designated PCG personnel in response to the
client's actions.
10. Office/Person Responsible: Indicates the office or personnel in charge of the transaction.
11. Forms: Specifies the forms to be filled out by the clients with respect to a specific step.
12. Fees: Indicates the corresponding charges to be paid for a given transaction.
13. Processing Time: The estimated number of minutes, hours or days that it would take for the
PCG personnel to finish processing an application indicated for each step.
14. Total Time: Measures the entire service transaction from beginning to end on the
assumption that the Client/Applicant has submitted all the requirements.

The Anti-Red Tape Law (RA 9485) imposes stiff penalties on fixers: imprisonment for as
long as six years, or a fine of up to P200,000.00 or both.

Note:
a. Pensioners are required to file the Yearly Verification of Pensioners Form during their month of
contingency: i.e. for pensioners, month of disability discharge; for death/survivorship pensioners,
month of PCG personnel’s death; for retiree pensioner, month of retirement.
b. Pensioners are notified prior to their month of contingency to submit the requirements. Non-
compliance with the YVOP policy shall result to automatic suspension of pension a month after the
month of contingency. Pensioners whose pensions are suspended are given six (6) months after the
month of contingency to communicate to Office of the Coast Guard Adjutant, CG Districts or CG
Station nearest to them for compliance of requirements, failure to do so shall result to the automatic
cancellation of their pensions.
c. A monthly report shall be submitted to CG Finance Center and O/CG 2 (DCS for Intelligence,
Security and Law Enforcement) for update, verification and implementation of the policy.
