Television reached the level where it could be seen as
having the capacity to change teaching.
PROBLEMATIC
TV RECEPTIONparticularly outside themajor urban centres
schools had only oneaerial and few outlets
at the most
BUT Teachers were not allowed to use TV in a creative way.
The production cost was prohibitive.
Teacher training does not exist.
