• June 2019: RFBI (crowdsourcing of ideas).
- Pow-wow#1 (10 July 2019): discuss BI’s, get inspiration, fine-tune use cases.
• July 2019: RFP launched (formal proposals).
- Pow-wow#2 (September 2019): shortlisting viable proposals.
• Nov 2019 – April 2020: Lab & field tests.
• June 2020: Full proposal for endorsement at IASMN.
• We will not stop here, our SCS will continue to evolve.

TESS: Stream 3 – New long term standard
• BYOD (mobile phone)
• Connecting to a data source (at 20 kbps minimum), anywhere, anytime
• Use cases (scenarios):
- Use case 2: Vehicle
- Use case 3: Camp
- Use case 5: Disconnected City
- Use case 6: Brown-out
- Use case 7: Black-out
• Why an RFBI?
- To gain inspiration and get the creative juices flowing!
- To refine our architecture and use cases as we lead into the RFP phase of TESS Stream 3.
• The RFBI was launched on 31 May 2019. Click here to read the RFBI document.
• More than 30 Bright Ideas (BIs) were received from across the globe.
• TESS is passionate about collaboration! Our approach to crowdsource ideas may not be
conventional but it has added real value by allowing TESS to plug into different stakeholders
and build a richer base as we move ahead.
Key take home messages from the BIs
• There are many technical options out there. As we move ahead we need to stay focussed on
the user and the business requirements.
• One product or supplier may not alone fulfil all of the TESS use cases.
• For each use case we see the connectivity layer as made up of two parts:
1. User connectivity (last mile eg. WiMax, local LTE, WiFi)
2. Backhaul connectivity (eg. VSAT)
• We saw that multiple use cases can be satisfied using the same connectivity solution with small
tweaks, eg. [“lone ranger” + “lone vehicle”] or [“camp” + “rapid deployment camp” +
“disconnected city”].
• Some promising ideas are in the prototype phase, but we must have fully tested, concrete
solutions by June 2020.
• The procedure and the application layers are as important as the connectivity technologies.
That said, the RFBI’s primary focus was on the connectivity layer.
Key take home messages from the BIs
• Through this process we are going onto the edge of what’s going on the market so some
ideas were not able to be shared publicly here.
• We have kept the RFBI process as public possible to stick to our principle of inclusivity.
• We realise for some suppliers, especially in the area of prototyping, they may not be able to be
as specific right now and we take this into account.
• At our next event in September 2019 as part of the RFP process we will look to having one day
of public pitches and one day of closed pitches (to the TESS Steering Group).
