The Birth of the Josef Baumgartner Learning Resource Center

The 16,000 square meter library, the Josef Baumgartner Learning Resource Center of the University of San Carlos located at Talamban Campus, was blessed and officially inaugurated in fitting ceremonies last Thursday, March 8, 2012 as the library founder, author, editor, scholar and priest, Fr. Josef Baumgartner, SVD, was being remembered on his 99th birthday on March 13 and on his first death anniversary on March 20.

The blessing was officiated by Bishop Julito Cortes, DD, Auxiliary Bishop of Cebu, in the presence of Fr. Dionisio Miranda, SVD, USC President; Fr. Heinz Kulueke, SVD, Provincial Superior of the Philippine SVD Southern Province; Dr. Ernesto Pernia, Chair of the USC Board of Trustees; including past and present members of the USC Board of Trustees and other guests and friends of the University. The ceremony was witnessed by Aklat, Gabay, Aruga Tungo sa Pag-Angat at Pag-Asa Foundation (AGAPP) head and presidential sister Aurora Corazon “Pinky” Aquino Abellada, members of the local consular corps, Cebu City Mayor Michael Rama, Mandaue City Mayor Jonas Cortes, librarians from different Cebu schools and universities, former administrators and staff of the USC Library System, the Carolinian community, book industry and trade people, and the architects and engineers of the building. Fr. Louie Punzalan, SVD, was the Master of Ceremonies.

The new one-stop knowledge and information hub of the University community is where all media, new and old are accessible. The five level state-of-the-art library edifice has four floors, a basement and split-level floors: the product of the strong collaboration of the University of San Carlos administrators, librarians, architects and contractors on financial, creative, artistic and structural ideas and matters needed to put up such a local monumental pro-ject dreamed about for 20-plus years.

The Learning Resource Center, which typifies the important principles of library building and green architecture designs, will house the print, non-print and electronic collections of Architecture and Fine Arts, Arts, Engineering, Health Sciences, and Pure Sciences; the libraries, Filipiniana, General Reference, Cebuano Studies Center, and World Bank’s Knowledge for Development

(KDC); the office of the Director of Libraries and the units Acquisitions and Cataloging.

The blessing and inauguration closed with a robust reading of the biography of Fr. Josef Baumgartner, SVD. The biography, written by Fr. Theodore Murnane, SVD, came to life with the clear and forceful voice of the Master of Ceremonies Fr. Punzalan and the public showing of Fr. Baum’s old black travelling leather bag that he hand-carried on his first mission assignment to China in 1940.

Fr. Dionisio M. Miranda, SVD, Presidential Sister, Aurora Corazon “Pinky” Aquino Abellada, and Fr. Heinz Kulueke, SVD cut the ribbon to formally open the LRC.

Bishop Julito Cortes, DD, Auxiliary Bishop of Cebu, blessed the new LRC together with other SVD priests.

Basic Education Libraries

South Campus Libraries

Basic education libraries continue to offer services that correspond to the needs of library users. The Grade School library—South Campus offers storytelling to pupils from Preparatory - Grade 2 to entice pupils to come to the library and appreciate literature. For this school year, a total of 86 storytelling sessions were conducted. Stories told were varied depending on the theme of the month. For the month of August which is “Buwan ng Wika” stories told were May Tatlong Palaka by Roberto Alonzo, Ang Kamates ni Peles : Pitong Araw na Trabaho by Alberta Angeles , and Papel de Liha by Ompong Remegio. The pupils were excited to visit the library together with their teachers for the storytelling time by Grade School librarian every month.

For Grades 3 – 10 pupils, the libraries conducted library instruction. Librarians teach them skills on how to independently use the library materials, such as encyclopedia, dictionary, reference books, and online databases to aid in their different school works. Storytelling and library instruction are product of collaboration with English and Filipino teachers and librarians.

North Campus Library

The NC Grade School Librarian promotes reading in conducting storytelling sessions to Kindergarten—Grade 3 pupils. Stories told were “ The Greatest King, The Giving Tree, How the Elephants Lost Their Wings, When I Grow Up, Little Apple Goat and Madeline’s Christ-mas.” and Cebuano stories like “Ang Kataw”, “Ang Bata nga si Juan Pusong”, “Ang Anak sa Mananagat”, and “Si Maria Kakaw”.

For NC Book Lovers club, librarians implemented “My Little Book, My Story” activity that encourage the members to read and write their own story. This school year seven potential little authors were discovered; The Mystery of the Forbidden Cabin by Gabriellle B. Largo, G-3 White; Love Your Health by Gabrielle Mae R. Palacio, G-3 White; John and Klint by Kahdshein Paul Tagalog, G-3 White; Based on the True Story: Intramuros Shadow by Richmon T. Martus, G-4 Blue; About Plants by Kent Daniel Pabriga, G-3 White; The Ant and the Grasshopper by Jamuel Kimhoko, G-4 Green; and Yuri’s Revenge by Mak Rio Vistel, G-4 Blue.

Building on the Full Disclosure Policy:

Strengthening Citizen Demand for Local Governance

The World Bank in partnership with INCITEGov and University of San Carlos – Knowledge

for Development Center (KDC) organized a three-day workshop entitled “Building on the Full Disclosure Policy: Strengthening Citizen Demand For Local Governance”. The aim of the activity was to strengthen the capacity of civil society organizations to utilize the LGU reports to be disclosed under the policy for engaging in local governance activities. The workshop was held at the Crown Regency Hotel and Towers, Osmeña Boulevard, Cebu City last April 26-28, 2012. There were 16 participants from different civil society organizations in Cebu, Bacolod, and Iloilo.

American Corner

Forum on Decriminalizing Libel In celebration of the World Press Freedom Day, the University of San Carlos Library System through its

American Corner hosted the Forum on Decriminalizing Libel last May 4, 2012 at the Theodore Buttenbruch Hall, Downtown Campus. In this forum were gathered personalities from the various media groups. The guest speaker Justice Gabriel T. Ingles presented the issue with a question: How can our defamation laws achieve the balance between the right to one’s reputation and the right to free expression?

With this issue at hand he proposed the following solutions which can be outlined thus:

1. Decriminalize libel;

2. If libel could not be decriminalized, consider these options:

a. limit the penalty to imposition of a fine; or

b. do not reinvent the penalty but distinguish between political and private libel and apply different stan-dards namely: for political libel, malice should be presumed but the prosecution should prove ac-tual malice while the accused can prove truth to rebut;

c. adopt the distinction between political and private libel and decriminalize the former;

d. adopt the distinction between political and private libel and decriminalize political libel only upon ful-fillment of certain conditions enumerated by Luis Teodoro, the deputy directorof the Center for Media Freedom and Responsibility. In the meantime, limit the penalty to fine for political libel;

e. adopt the distinction between political and private libel, decriminalize political libel and allow the press to work out for the fulfillment of the conditions.

The audience of law and journalism students from Cebu Normal University, St. Theresa’s College, University of the Philippines, and University of San Carlos, media people, law practitioners and some citizens from private sectors were enlightened with the views of the resource speaker and guests who have faced libel cases.

Training on Science Direct and Scopus

The USC Library System in its pursuit to deliver the best service to its customers introduced additional online journals for the university community. Under the helm of the Serials Section through its head Ms. Marcie Mariñas, the university library conducted a half-day activity entitled, “A Training on Science Direct and Scopus: Let’s Navigate and Ex-plore.” This was held last May 10, 2012 at Buttenbruch Hall, Downtown Campus, with Mr. Lionel New, Manager of Lib Tech iGroup as the speaker.

Mr. New explained the new features of the said online journals and answered participants’ queries as well, after which, learning insights were shared by selected librarians and faculty. There were 83 participants composed of librarians and faculty members from the different departments of the university. They were enthusiastic about the benefits the online journals could give. With the success of this activity, it is indeed the Library System’s way of keeping abreast with the latest in online subscription.

Focus on Filipiniana highlights the Cebuano Studies Center Library and its collection. The Cebuano materials were once part of Filipiniana Library and now housed in a different library, still considered as Filipiniana collection.

Cebuano Studies Center Library

The Cebuano Studies Center Library is one of the special libraries of the University of

San Carlos Library System. It aims to provide a catalyst for scholarly studies on the history and traditions of Cebu, as well as the place, people and time which will benefit the cultural and intellectual development of Cebuano community. Library collections include special collection of maps, Cebuano rare periodicals, i.e. Babaye (1930), Nueva Ferza (1915-1922), etc., research aids such as annotated bibliography of Cebuano paintings and sculpture (1952-2002), History of Cebu: bibliography guide (1980), and many more materials pertaining to Cebu’s culture and history.

Collection of Cebuano materials is on-going. The library accepts donations from

homes and places where Cebuano materials are merely forgotten. In giving these valuable cultural materials to the library, the donors contribute to the development and preservation of Cebuano culture and useful for students and scholars.

This book examines the works of Philippine American women writers who have created literature that reflects the need to recontextualize the feminine to cope

with the cultural displacement of living in diaspora. The binary of “Philippine” and “American” are deconstructed as these women recast themselves in the dislocation of migration.

Lariosa, E. D. & Sabanpan-Yu, H.( 2010). Crackshot and other stories. Cebu City: University of San Carlos Press. (899.2113936/L32 2010) The Crack Shot and Other Short Stories of Ernesto Lariosa which was translated by Dr. Hope Sabanpan-Yu contains collection of short stories that ponder philosophically about the natural event and human connection. It has a comprehensive selection of fiction that demonstrates the full range of Lariosa’s interest in nature and society. Lariosa is one of the most important writers in contemporary Cebuano literature. He has been

awarded as a fictionist and a poet for his dedication to the promotion of the Cebuano language.

This is a guide to the Archdiocese of Cebu’s architectural heritage. It show-cases all the churches in Cebu from the earliest missions to contemporary parishes, including all of the outstanding artistry, from bas relief expressed in coral stone to carved images in ivory and wood, and ceiling paintings by the famed Canuto Avila and Raymundo Francia. There are several handwritten pages in canonical books, bronze bells, and many other tangible manifestations of over 400 years of Christianity in Cebu.

This coffee table book has the best photographs, postcards, stereo views and lantern glass slides of Cebu and its many towns taken between 1870-1945. These images are part of over a thousand images collected over the past 20 years by Lucy Urgello Miller, a Cebuano now based in California.

SVD Missionary Joins Library System

USC Library System welcomed Fr. Alfonso “Al” Araceli, SVD who formally joined the Library System on May 1, 2012 as Serials Librarian. Fr. Al obtained his Master’s Degree in Library Science with track specialization on Archival Studies and minor in Museology from UP Diliman in April 2012 . He was ordained to the priesthood on March 9, 2005 at Holy Spirit Chapel, Divine Word Seminary, Tagaytay City. He was the archivist of the SVD Philippine Southern Province Archives before joining the USC Library System. He hails from Legazpi City, Albay.

Seminars, Trainings, Conferences and Workshops

Gesyl Ambos, North Campus Librarian, participated in the Regional Conference on School Librarianship with the theme “Directions for the Future of School Libraries” at Bacolod Pavillion Ho-tel, Bacolod City, Negros Occidental on April 26-27, 2012. Purpose of the conference was to bring together school librarians in the region to establish and strengthen relationship and support re-gional cooperation of school librarians.

Nikita Belarmino, Asst. Grade School Librarian-SC, Milagros Fuentes, High School Librarian—SC, Cristita Lanticse, Engineering Librarian, and Divina Tenorio, Science Librarian, attended a 3-day seminar on ‘"Effective Library Management and Workplace Productivity through Stress Manage-ment, Wellness and Good Nutrition" at Skylight Hotel, Puerto Princesa, Palawan on April 18-20, 2012 . Seminar discussed on different steps one can take to preserve health by reducing work-place stress.

Keth Maan Villaluz, AVC-TC Librarian, participated in the Multi-stakeholder Dialogue of the Philippines’ Country Assistance Strategy and the 2012 KDC Meeting on May 14 – 16, 2012 at AIM Conference Center, Makati City. Objectives of the KDC annual meeting were to discuss on KDC 2.0, share knowledge on innovations and good practices, and to improve skills in knowledge facilitation.

Book Selection

Academic Libraries Book Acquisition Systems, Inc. (ALBASA) had its 39th Annual General Assembly and Book Fair at Grand Convention Center on May 15-17, 2012 with the theme “Assessing Service Quality: User Feedback as a Strategic Tool”. Deans, department chairs, and faculty members were invited and encouraged to select library materials in the 3-day book fair. Librarians namely, Maxie Doreen Cabarron, Janice Berdin, Jacquelyn Gabat, Sarah Angiela Ra-gay, Mari-Rose Lapad, Celia SyPiecco, Irish Concepcion, Mario Anud, Ulysses Ceniza, Gloria Trini-dad, Jovita Ybañez, and Marciana Mariñas, participated in the ALBASA seminar. Topics discussed included components of service quality, best practices of handling user feedback, and trust an element of collaboration: the Philippine experience.

Maxie Doreen Cabarron, Director of Libraries, was elected on May 15, 2012 as the new ALBASA President 2012-2013. Congratulations to our dear Director of Libraries!

The USC Library System had its annual planning and team building on May 19, 2012 at the SVD Beach House, Maribago, Lapu-lapu City. It was attended by all library staff: librarians, library clerks, and AV technicians. After everybody had settled down, Mrs. Cabarron, Director of Libraries, then shared the collated Library System Action Planning Matrix based on the plans submitted by different library section heads. The highlight of the planning was the test on how knowledgeable the library work force was with the USC Library System. Everyone had to pick a question or phrase pertaining to Library System’s projects / activities for Academic Year 2012 – 2013; one had to answer alone or with a lifeline from a library co-worker. The main purpose of Mrs. Cabarron’s activity was to check the value of cooperation and to encourage library staff in the performance of tasks. There were those who answered without help and there were those who asked for a friend’s help. Each answer was elaborated upon by Mrs. Cabarron so that the library project / activity would be fully understood by all library staff.

After the sharing of knowledge, everybody went out for team building exercises. The work force was divided into three wherein each group had 9-10 members. The team building games included Jump Shot, Picture Frame with scenes of the library, labor room, and the zoo, Tissue Wrap, and Limbo Rock. The library staff had jumped in Jump Shot, emoted and acted in the Picture Frame, relayed in Tissue Wrap, and passed and moved under the yarn ala Elvis Presley. The Red and Pink groups were the biggest winners but all learned that the Library System had to strategize and work as a team to attain its objectives.

Before lunch was served, Mrs. Cabarron and the game masters gave away rewards and the prizes for the raffle winners. Fr. Alfonso Alzol Araceli, SVD, Serials Librarian, said the blessing before the sumptuous meal. After the hard work, everybody then did the things they wanted to do: swimming, singing, dancing, and picture taking.
