Definition of the Community Learning Center

What CLCs are ?

CLCs are places for providing lifelong learning opportunities to everyone

in the community in order to :

1) Empower them to become self reliant

2) Improve their quality of life

3) Develop their Community

CLCs are usually set up and managed by community people, They serve

everyone in the community, including adults, youth and children

regardless of race, sex, caste or region.

Community Participation and involvement at all stages of decision

making is the first and most important characteristics of CLCs

THE EDUCATIONAL PROBLEMS

For example in Indonesia 2005, the number of children dropping out of primary lower secondary and upper secondary schooling numbered 9,133,289, while the projected numbers who should be in school, i.e. ages 7 to 24 years old is 76,045,500. The number recorded as being in school is 40,476,073 or 53.23%. This means that the percentage of those not enrolled in formal education (schools) is 46.77% or 35,569,427. This is the number that has to be served by non formal education. Data from the BPS (National office of Statistics).

The roles of CLCs

1) To identify and address the needs of the community

2) To cater the needs and interests of the community through various activities

3) To mobilize the resources in the community

4) To establish linkages, close co-operation and partnerships with other organizations and agencies. A CLC may be involved a variety of community development activities depending upon local needs.

5) To monitor and review progress in order to help in future planning

6) To document the strengths and weaknesses of CLC activities.
