A. ADOPTION OF MINUTES:

1. Inaugural Council - December 7, 1987

In regard to Indemnity By-law 9312, Council was advised that the rate for the Council members was set at the 1987 rate and that the allowance for the Acting Mayor was raised to $600 per month.

Alderman Huot advised that Resolution L-083, L-084, L-085, L-088, L-089, L-091 and L-092 should be amended to reflect all the members appointed by Council.

Alderman Huot further advised that Resolution L-121 should be corrected to indicate that the meeting for the Environmental Land Use Committee was requested as December 15, 1987.

Alderman Robinson requested that Resolution L-100 be amended to read 60 days rather than 6 days.

B . DELEGATIONS :

1. John Malm United Fishermen & Allied Workers Union

Requesting Council's support in appealing the recent GATT decision. File: 4873-001

Mr. Malm read the following brief.

The recent trade ruling has been described by both union and corporate spokesmen as a disaster for the fishing industry in British Columbia.

Long time fish companies, such as Ocean Fish and Seafood Products Ltd. have said they will face closure and will consider moving operations to the United States.

The figure of 4,000 to 5,000 jobs lost has been quoted extensively from industry sources.

The ruling was made by a panel of an organization known as the General Agreement on Tariffs and Trade. The ruling says simply that regulations limiting the export of raw sockeye and pink salmon and roe herring should be removed.

These regulations, placed on the three species shortly after the turn of the century, were aimed at ensuring an employment base in Canada and the conservation of the stocks.

In effect, the regulations meant that before being exported the fish had to pass through a Canadian plant for initial processing.

In some cases this has meant the fish was canned and in others it simply meant that it was frozen, graded and boxed up for shipment.

For fishermen, the ruling will not bring the massive increases in prices which some believe. not pay substantially more for fish than their Canadian counterparts.

Fishermen, already burdened by more regulations than any other industry, will also see a further conservative shift in management as it becomes more and more difficult to keep track of the total catch.

For roe-herring, fishermen are paid some of the best prices in the world, partly determined by the excellent product preparations which goes on in Canada before the export of the roe takes place.

In the United States, where no export restrictions exist on the export of herring, the fish is simply frozen and shipped in Korea or Japan for processing.

The practice here would destroy 3,000 jobs in the roe-herring industry in British Columbia.

Over the long-term, the ruling will also result in the failure of Canadian processors to meet long term market commitments that have been built up over the past century.

This in turn will contribute to the demise of the industry here and the destruction of our secure markets.

The United Fishermen and Allied Workers' Union believes this ruling must be defeated.

This can come as no surprise to anyone. The ruling strikes at the heart of our right as a nation to put our interests first.

Many other nations take similar actions to protect their raw resources and ensure the most benefit is returned to the country where the resources are found. Without such legislation, countries would be open to the high grading of the resources and their transfer, unprocessed, to the cheap labor ghettos of the world.

The ramifications of the preliminary ruling are immense. What would happen if the same principles were applied to the export of logs? British Columbia would be curtailed or destroyed. One can only imagine the damage such a ruling would have.

For the fishing industry, the ruling also flies in the face of other recent agreements including the Law of the Sea agreement and the Canada-US salmon treaty.

Both documents have at their root the fundamental right of the countries where the fish originate to reap the benefits of those fish.

The Law of the Sea states that countries have the right to process ocean resources found within the 200 mile zone.

The benefits of the Canada US Salmon Treaty were predicated on the assumption that the fish would continue to be processed in Canada. If this ruling passes, it draws into serious question the valdity of such a treaty with the United States.

We ended up at GATT because the United States wanted access to Canadian raw fish resources. The appeal to GATT was sparked by Alaskan processors concerned about a growing trend by Canadians to purchase raw fish in Alaska.

In particular, a move by the Prince Rupert Co-op to purchase raw herring in the United States set the wheels in motion for this verdict.

We have no argument with US processors who want the same protection for foreign buyers as we do in Canada. right of countries to determine how raw resources will be used.

But instead of giving the US processors the protection they were seeking, the GATT ruling strips our rights.

The ruling must now proceed to the full GATT body, an organization of some 92 countries.

It is imperative that the federal and provincial governments act now to stop the panel recommendations from becoming accepted by the whole organization.

This council, and many others across the province, are being approached and asked to lend their voice to the growing number of organizations and individuals who are opposed to the destruction of our fishing industry.

We would like to end our presentation with a concern regarding the free trade agreement.

It appears clear to us that should the free trade agreement pass, Canada would be forced to follow GATT rulings. this in the tantative agreement.

The Municipal Manager submitted a report from the Municipal Clerk concerning requests for street lighting extensions.

The Municipal Clerk was recommending that:

1. the Street Lighting Extension Projects 86-44, 87-08, 87-11, 87-12, 87-14, and 87-27 be approved to proceed as Local Improvements under the Council Initiative Plan, in accordance with Section 656 of the Municipal Act; and

2. that Street Lighting Extension Projects 86-14, 87-07, 87-13, 87-19, 87-20 and 87-21 not be approved.

The Municipal Manager concurred with the recommendations of the Municipal Clerk.

The Municipal Engineer and Chief Inspector recommended that:

1. Mr. Szabo be advised that his (1982) claim for $6,860, with respect to the property at 10663 Scott Road cannot be met since he has not delivered an acceptable substantiation that the damage caused at this property was entirely due to the sewer construction, and,

2. An offer, without prejudice and with a termination date of December 31, 1987, of $2,500, be made again to Mr. Szabo to put the matter to rest.

The Municipal Manager submitted a report from the Municipal Engineer concerning a petition against sidewalk construction on 58 Avenue from 184 Street to 185A Street.

The Municipal Engineer was recommending that the petitioners be advised that the construction of an asphalt sidewalk along the north side of 58 Avenue from 184 Street to 185A Street will be deferred until the upgrading of 58 Avenue, which is currently planned for 1989.

The Municipal Manager submitted a report from the Municipal Engineer concerning Port Mann Landfill's car refuse drop-off facility and white goods storage area.

The Municipal Engineer was recommending that the car refuse drop-off facility and the white goods storage area originally planned for the entrance to the Port Mann Landfill be eliminated from the plan for economic reasons.

The Municipal Manager commented that as the costs for a white goods and car refuse location are too high, we will continue with the current practice of placing them in the Landfill directly. Note, however, that GVRD will provide a residential transfer station at a Central Surrey location by October 1, 1988. The facility will take household waste and refuse originating from residences in South Surrey & White Rock, including white goods.

The Municipal Manager concurred with the recommendation of the Municipal Engineer.

The Municipal Manager submitted a report from the Municipal Treasurer concerning restructured financing of the boulevard tree planting program for 1987.

The Municipal Treasurer was recommending that the Parks & Recreation Department be authorized to proceed with an expanded boulevard tree program for 1987, funded from old Land Use Contract boulevard tree deposits. are to be added to the 1987 program for only this one year.

Additional funds of $30,000

The Municipal Manager commented that the purpose of this change is to allow funding of a purchase and planting program within the same fiscal year thus synchronizing the program with the budget. Tree planting takes place from November to March.

The Municipal Manager concurred with the recommendation of the Municipal Treasurer.
