Our forces succeeded in forminr a junction, near Brandy Station at i o'clock, when the fighting of both columns under Buford and GreSB very gallantly dune. Not a single instance of misbehavior occur¬ red. The grandest charge was by the 6th Pennsylvania cavalry, supported by the 6th regulars, when they dashed on the whole brigade. ¦ Tt<« enemy were taken in flank by another brigade, and though thoroughly overpowered, gallantly eel their way out- Tworeuiments of Gen. Gregg's brigade, undeT CoL Wyndham aad Colonel Ktfpatrick, bad hot work all the morning, but drove the enemy from the river to BrAndy Station. The rebels were numeri¬ cally superior to ue, including our small sup¬ porting force of infantry. Notwithstanding this we drove them back hnnUsomely, and captured 310 prisoners and one stand of colors. They had five large brigade under command of Generals Fitzhugh l^ee, W. F. H. Lee, Jones, Field, and Robinson, with sixteen pieces of ar¬ tillery, under Maj. Breckham. They had been reviewed the previous day by Gen. Lee, and were under orders to leave on their grand raid into Maryland and Pennsyl¬ vania to-morrow, Wednesday, morning. Im¬ portant papers have been captured in the camp of Jones' brigade, showing the strength of the whole rebel force, and its intentions. . The fight was discontinued about 3 o'clock, the rebels falling back upon strong infantry s upports, which came up by rail from Cul- peper, supposed to-be part of Ijongstreet's force, which, irom letters taken, we learn was in that vicinity on Saturday. Our forces returned almost unmolested to this side of the river during the afternoon, the enemy declining to make any serious attempt to regain their lost ground. One comprises all able- bodied men between the ages of twenty and thirty-five, married or unmarried; and all un¬ married men between the ages of thirty-five and forty-five. The second class includes all married men between the last named ages. It turns out, according to the enrollment in New York city, that the proportion of the first class to the second is nearly as four to one. There is no reason why the same ratio should not hold good throughout the country generally. In the extreme her of Western States, the Territories, and Caliiornia, the proportion or the first-class to the second will undoubtedly be larger. As the second class is not to be drawn upon until the first class is put into service, it appears that the Benedicts between thirty-five and forty-five stand but little chance of the draft; in IBct may be considered as practically exempt from it unless the war becomes one of extermi¬ nation on both sides. <y Under the head of slip-knots, the New. buryport Herald says a gentleman resides in that city who is without a wife, though two women are living to whom he has been mar¬ ried. A bureau is established in the Adjutant Gen¬ eral s Office for the record of all matters relating to the organization of Colored Troops. Another will be assigned to the charge of the Bureau, with such number of clerks as may be designated by the Ad¬ jutant General. II. Three or morn field officers will be detailed as Inspectors to supervise the organization of colored troops at such points as may be indicated by the War Department iti the Northern and Western States. III. Boards will be eonvoned at such posts as may be decided upon by tbe War Department to examine applicants for commissions to command colored troops, who, on application to the Adjn tant General, may receive authority to present themselves to the Board for examination. IV. No persons shall be allowed to recruit for colored troops except specially authorized by the War Department; and no such authority will be given to persons who have not been examined and passed by a Board; nor will such authority be given any one person to raise more than one regiment. ^ . The reports of Boards will specify the grade of commission for which each candidate is fit.and authority to recruit will be given in nccordanee. Commissions will be issued from the Adjutant Gen¬ eral's Office when the prescribed number of men is ready for muster into service. VI. Colored troops maybe accepted by companies, to be af terwards consolidated in battalions and reg iments by the Adjutant General. The regiments will be numbered seriatim, in the order in which they are raised, the numbers to be determined by the Adjutant General. They will be designated : ' Regiment of U. S. Colored Troops." VII.'Recruiting stations and depots will be es- tabli.ihed by the Adjutant Genera 1 as circumstances shall require, and officers will be detailed to musttr and inspect the troops. VIII. The non-commis«ioned officers of colored troops may be selected and appointed from the best men of their number in the usual mode of ap¬ pointing non-com missioned officers. Meritorious commissioned officers will be entitled to promotion .o higher rank it they prove themselves equal to it. IX. The fight was discontinued about 3 o'clock,the rebels falling back upon strong infantrys upports, which came up by rail from Cul-peper, supposed to-be part of Ijongstreet'sforce, which, irom letters taken, we learn wasin that vicinity on Saturday.Our forces returned almost unmolested to

this side of the river during the afternoon, theenemy declining to make any serious attemptto regain their lost ground.The loss of the enemy in killed, wounded and

The conscription bill divides citizens liable todraft into two classes. One comprises all able-bodied men between the ages of twenty andthirty-five, married or unmarried; and all un¬married men between the ages of thirty-fiveand forty-five. The second class includes allmarried men between the last named ages. Itturns out, according to the enrollment in NewYork city, that the proportion of the first classto the second is nearly as four to one. There isno reason why the same ratio should not holdgood throughout the country generally. In theextreme her of Western States, the Territories,and Caliiornia, the proportion or the first-classto the second will undoubtedly be larger. Asthe second class is not to be drawn upon untilthe first class is put into service, it appearsthat the Benedicts between thirty-five andforty-five stand but little chance of the draft;in IBct may be considered as practically exemptfrom it unless the war becomes one of extermi¬nation on both sides.

II. Three or morn field officers will be detailed as

Inspectors to supervise the organization of coloredtroops at such points as may be indicated by theWar Department iti the Northern and WesternStates.III. Boards will be eonvoned at such posts as

may be decided upon by tbe War Department toexamine applicants for commissions to commandcolored troops, who, on application to the Adjntant General, may receive authority to presentthemselves to the Board for examination.IV. No persons shall be allowed to recruit for

colored troops except specially authorized by theWar Department; and no such authority will begiven to persons who have not been examined andpassed by a Board; nor will such authority be givenany one person to raise more than one regiment.^ . The reports of Boards will specify the grade

of commission for which each candidate is fit.andauthority to recruit will be given in nccordanee.Commissions will be issued from the Adjutant Gen¬eral's Office when the prescribed number of men isready for muster into service.VI. Colored troops maybe accepted by companies,

to be afterwards consolidated in battalions and regiments by the Adjutant General. The regimentswill be numbered seriatim, in the order in whichthey are raised, the numbers to be determined bythe Adjutant General. They will be designated :' Regiment of U. S. Colored Troops."VII.'Recruiting stations and depots will be es-
