I will … personally look into it.” Birla’s assurance came as the opposition contin- ued to target the govern- ment for pushing Bills in the Lok Sabha for passage at the last moment without consulting other parties. Parliamentary Affairs Minister Pralhad Joshi de- nied the charge. Soon after the House met, Congress leader Adhir Ranjan Chowdhury, TMC’s Saugata Roy and DMK’s Kanimozhi accused the government of bringing Bills in a hurry, without prior notice, leaving no time for preparation for debate. The matter was raised as the Dam Safety Bill, listed for legislative business on Wednesday, was missing from Thursday’s list. Chowdhury said: “The opposition does not flee from its responsibility. But the way Bills are being pushed by the government is not right. All matters are decided in BAC (Business Advisory Committee).” TMC’s Roy said as the Dam Safety Bill had been suddenly replaced with a new Bill, the opposition had no time for prepara- tion. Kanimozhi said this had become the government’s everyday practice. Gaurav Gogoi of Con- gress hit out at the gov- ernment for rushing through Bills ignoring dis- cussion on the flood situ- ation in many parts of the country. Parliamentary Affairs Minister Joshi said the is- sues were discussed at the BAC meeting. “The Dam Safety Bill was removed from the list of business on the demand of (Adhir Ranjan) Chowdhury.” It is then that Speaker Birla intervened and made the promise to the House. Odisha receives 17.7% deficit rainfall in June- July BHUBANESWAR, AUG 1 (IANS) Odisha has received 17.7 per cent defi- cit rainfall in the months of June and July, said an offi- cial of Special Relief Com- missioner (SRC) on Thurs- day. The state received 457.7 mm rainfall against the average of 556.4 mm in the two months. In July, Odisha re- ceived nine per cent less rainfall with Malkangiri and Bhadrak districts recording the highest and lowest rain- fall of 633.8 mm and 178.9 mm respectively. The 17 districts that received defi- cit rainfall are Jharsuguda, Nayagarh, Dhenkanal, Nuapada, Jajpur, Kandhamal, Balangir, Boudh, Sambalpur, Kendrapara, Balasore, Gajapati, Keonjhar, Bhadrak, Angul, Mayurbhanj and Deogarh Gandhians plan revival of Shanti Sena in his 150th birth year NEW DELHI, AUG 1 (IANS) Shanti Sena, a peace brigade conceptualised by Mahatma Gandhi and taken forward by Vinoba Bhave, is likely to be revived by a group of Gandhian organisations. The Gandhi Smriti and Darshan Samiti, the Gandhi Peace Mission and the All In- dia Harijan Sevak Sangh along with other organisations, here on Thursday, an- nounced the plan, which included desig- nating August 23 -- the day when Vinoba Bhave launched it in 1957 -- as Shanti SenaDiwas. The idea of brigade, Gandhi's answer to the problem of violence and disharmony, was to be taken up on February 8, 1948 at Wardha. But Gandhi was assassinated just few days before on 30 January 1948. The initiative to remember Gandhi's efforts in his 150th birth year, also involves a two-day conference, starting on August 23, at Manjeswaram, a border town be- tween Karnataka and Kerala, where Vinoba Bhave launched the Shanti Sena. The idea behind the revival of Shanti Sena is to make the youth pledge against "hatred, killing, and violence" and to pledge allegiance to Gandhian principles of non- violence, peace and sacrifice. On the relevance of the revival plan, Gandhi Smriti Director Dipankar Sri Gyan has said the structural violence many Indi- ans are complaining against is not the guid- ing force behind the initiative, it has been planned as a peace movement. According to the representatives of these Gandhian organisations, a trained bri- gade of youth will form part of the Shanti Sena. Training centres would be set up at seven places, including Delhi, Madurai, Ahmedabad, Gandhigram, Sodepur and Manjeswaram, to train the youth in "non- violent conflict management, non-killing ini- tiatives, non-violent communication strate- gies" among others. The training will seek to correct the "moral and spiritual value" depletion in India's youth with a focus on social justice and harmony, N. Radhakrishnan, Chairman of the Gandhi Peace Mission, told . It will also focus on inculcating positive attitudes on water con- servation and hygiene and sanitation. Andhra shuts down Anna canteens AMARAVATI, AUG 1 (IANS) Anna Canteens, which provide meals at Rs 5 to the poor and the middle class, were shut down across Andhra Pradesh from Thursday. Daily wage labourers, beggars, other poor folks who thronged the canteens every day found the canteens locked. With the outsourcing agency stopping supply- ing of food following the state government's orders, all 204 canteens downed their shutters. YSR Congress Party (YSRCP) government, how- ever, has assured that this shutdown is temporary and that it would re-launch the scheme with certain modi- fications. Working since July- August last year, the can- teens were proving a boon to the poor as they were getting breakfast, lunch and dinner at Rs 5 each. Alleging corruption in the scheme launched by the previous Telugu Desam Party (TDP) government, the new dispensation has decided to streamline the canteens. Akshaya Patra, which cooks and supply food for the canteens, supplied the last meal on Wednesday night. As the government has not announced alternate arrangements, the canteens were shut. TDP General Secretary Nara Lokesh took to Twit- ter to slam the Jagan Mohan Reddy government for shutting down the can- teens. Lokesh, who is the son of TDP chief and former Chief Minister N. Chandrababu Naidu, tweeted that the govern- ment shut down the can- teens due to political ven- detta. "Mr Chief Minister hunger doesn't know poli- tics. Should the poor go hungry for your political vendetta," he asked. Meanwhile, there is still no clarity as to how long it will take for the au- thorities to re-open the canteens with new name and colour. YSRCP leaders alleged that TDP used the scheme launched on the eve of elections to further its po- litical interests by painting the canteens yellow (colour of TDP''s flag). As the canteens were named after TDP founder and former Chief minister N. T. Rama Rao, YSRCP government plans to re- name them. NTR, as the late leader was popularly known, was also affection- ately called aAnna'' (elder brother). The canteens may now be named ''Rajanna'' as Chief Minister Y.S. Jagan Mohan Reddy's father and late Chief Minister Y.S. Rajasekhara Reddy was fondly called. He was speaking dur- ing a discussion on the amendment to Goa Facto- ries (Amendment) Bill which enables women to work in factories during the night shift. Urging Deputy Chief Minister and Labour Min- ister Chandrakant Kavlekar to rethink the amendment, Alemao said that women who work in casinos (at night) know karate, but women from Goa are decent. "This bill should be passed after discussing it at a meeting with women in Goa. Then you will know what the reality is. Goan women are delicate, girls are delicate, but the rest are fast. It is works for them," Alemao told the state As- sembly. "In this House an MLA asked, 'don't women work in casinos?' I think he has not been to casinos. Women do work in casinos, but they are not from Goa. They are from outside. They know karate and all that. Our women are de- cent," Alemao said, evok- ing laughter among some MLAs. Former CM and Con- gress MLA Pratap Singh Rane also demanded that the bill be sent to the Assembly's select commit- tee for discussion. "In the interest of de- cency, it is not right to al- low ladies of the state to work in night. In the inter- est of their safety, the bill should be sent to the se- lect committee," Rane said. The amendment bill was, however, passed fol- lowing the debate. VARANASI, AUG 1 (IANS) : Huge quantities of flowers that are offered at the Kashi Vishwanath temple and other temples in Varanasi will no longer be thrown into the Ganga River. These flowers will be turned into incense sticks by the women’s self-help groups and marketed glo- bally by ITC. The photograph of Kashi Vishwanath temple will be printed on the in- cense packets. The projects is likely to be launched this month by Chief Minister Yogi Adityanath. According to the sources, over 12 tonne of flowers are offered at the Kashi Vishwanath temple every day. This quantity increases to 40 tonne ev- ery day during the month of ‘Saawan’. Temple CEO Vishal Singh said that the project would not only make good use of flowers but would also provide employment to women. “This will also solve the problem of disposal of wilting flowers. We cannot throw away the flowers be- cause of the religious sanc- tity and this is the best way to use them. The temple will also get a share of roy- alty on the sale of incense sticks,” he said. Interestingly, the Lucknow Municipal Corporation(LMC) has al- ready moved into a col- laboration with a city- based social enterprise to collect flowers for process- ing and making incense sticks. Municipal commis- sioner Indramani Tripathi said that the plan is to make incense sticks and bio- compost from the collected floral waste. Government hospitals in Delhi hit in protest against NMC NEW DELHI, AUG 1 (IANS): Healthcare ser- vices at government hos- pitals, including AIIMS, were severely hit on Thursday as resident doc- tors withdrew all services including emergency ser- vices in protest against a Bill which they say will en- courage quacks. The strike has been called against the National Medical Commission (NMC) Bill, which is set to be presented on Thursday in the Rajya Sabha by Union Health Minister Harsh Vardhan. Besides the All India Institute of Medical Sci- ences (AIIMS), the strike also badly affected the neighbouring Safdarjung Hospital and the Ram Manohar Lohia Hospital in the heart of the city. All three hospitals, particularly AIIMS and Safdarjung, receive thou- sands of patients from all over the country each day. "If the Bill gets passed in the Rajya Sabha, we will intensify our protests," said Prakash Thakur of the Residents Doctors Asso- ciation at Safdarjung Hos- pital. In a tweet on Wednesday night, Harsh Vardhan assured the pub- lic and the medical frater- nity that the Bill would prove to be historic. The IMA has termed the Bill "draconian" and "anti-people". It has raised concern over Section 32 of the NMC Bill that provides for licensing of 3.5 lakh non- medical persons or Com- munity Health Providers to practise modern medi- cine. ED attaches assets worth Rs 480 crore for money laundering NEW DELHI, AUG 1 (IANS): The Enforcement Directorate on Thursday said it has attached assets worth over Rs 480 crore of REI Agro Ltd, which claims to be the world's largest basmati rice processing firm, under the Prevention of Money Laundering Act (PMLA). The ED in 2016 had reg- istered a money laundering case against the company. It has been accused of bank fraud totalling Rs 3,871.71 crore. An ED statement said the company Directors Sandip Jhunjhunwala, Sanjay Jhunjhunwala and others availed credit facili- ties from various banks in- cluding UCO Bank "under a consortium arrangement" and defrauded them from 2013 to the tune of Rs 3,871.71 crore by diverting the funds fraudulently for other purposes. The attachment worth Rs 481.04 crore largely com- prises the land, building and plant and machinery of the rice mill. Fifty per cent share of the immovable properties held by four companies of Fortune Group based in Kolkata have also been at- tached, the agency said. With the latest develop- ment, the total attachment totals Rs 1,065.77 crore. Sandip Jhunjhunwala has been arrested for alleged money laundering. Centre to offer aid in 90:10 ratio: Himachal minister SHIMLA, AUG 1 (IANS) Himachal Pradesh Irrigation and Public Health Minister Mahender Singh Thakur on Thursday said the Centre has accepted demands of hill states, in- cluding restoration of fi- nancial assistance for de- velopment projects in the ratio of 90:10. He said most of the proposals given by the hill states have been incorpo- rated by the Centre in ‘Har Ghar Mein Nal Se Jal’ scheme. The decision was tak- en at a meeting of secretar- ies of states organised by the Union Jal Shakti Min- istry in New Delhi recent- ly. Thakur said earlier a minister-level meeting was held in June in which he had raised various con- cerns of the Himalayan states, including restoring a provision of funding to the hill states in the ratio of 90:10 and providing ad- ditional funds for the schemes being implement- ed for making a provision of tapwater to every household. He said he had also tak- en up the matter vigorous- ly with the Union Water Resources Minister and the secretaries concerned as a result of which, all the aspects of Himachal Pradesh have been includ- ed under these schemes. Kolkata spa sex racket busted, 3 rescued KOLKATA, AUG 1 (IANS) A sex racket being run at a salon and spa in Kolkata has been busted, five persons have been ar- rested and three sex work- ers, including two Thai na- tionals rescued, police said on Thursday. Based on prior information, officers on Wednesday raided The Thai Retreat at 56 Sarat Bose Road to unearth a sex racket oper- ating in the disguise of a sa- lon-cum-spa. “Three sex workers, in- cluding two Thailand na- tionals were rescued. Two customers namely Dhiraj Lal Gandhi, 76, and Komal Behati, 55, have been ar- rested along with the man- ager Payel Banerjee. Samajwadi Party workers protest in Azam Khan’s support RAMPUR, AUG 1 (IANS) The Samajwadi Party, on Thursday, took to the streets of Rampur to protest against what the party claims is the victimisation of its Lok Sabha MP Mohd Azam Khan and his MLA son Abdullah Azam. The district administra- tion has imposed the pro- hibitory orders in Rampur and the party MP S T Hasan and former MP Dharmendra Yadav were taken into custody for vio- lating Section 144. A heavy police force has been deployed in the district, especially at all entry points. “The state government is doing injustice with Azam Khan and his son. If this does not stop, lakhs of Samajwadis will take to the streets. We will fight for Azam Khan and will save the Jauhar University at all costs,” said Dharmendra Yadav. Abdullah Azam was also prevented from com- ing out of his house. Several other party MLAs, who were moving towards Rampur on Thurs- day, were detained at dif- ferent places. The Samajwadi Party MLAs, Mohd Faheem Irfan and Irfan Solanki, were de- tained near Bhilai Nagar and taken to the Dak Bun- galow along with their sup- porters. Delhi court extends interim protection to P. Chidambaram, son NEW DELHI, AUG 1 (IANS) A Delhi court on Thursday extended till Au- gust 9 the interim protection granted to former Finance Minister P. Chidambaram and his son and Sivaganga MP Karti Chidambaram in the Aircel Maxis case. District and Sessions Judge O.P. Saini posted the bail arguments for August 9 and will take cognisance of the chargesheet on Au- gust 19. During the hearing, se- nior advocate Sonia Mathur and Special Public Prosecu- tor (SPP) Nitesh Rana, ap- pearing for the ED and CBI respectively, sought ad- journment of the matter. Opposing it, senior ad- vocate Kapil Sibal, repre- senting the Chidambarams, said: “What is bonafide, how many adjournments have they taken already?” The agencies re- sponded: “Every adjourn- ment was taken through proper process of law and applications were filed for each of them.” Sibal said: “Karti Chidambaram was called for questioning 8 times in 2018 and 4 times in 2019 before ED. While in the CBI case, he appeared for question- ing in 2014 and on Septem- ber 18 and 26 in 2017. “Not called for ques- tioning thereafter. Chargesheet filed in July 2018 and he was named. Investigation is complete,” Sibal said. Sibal added: “P. Chidambaram has only been called once by the CBI in 2014. Chargesheet has been filed and investigation is complete. While in the ED case, we filed anticipatory bail. Two replies filed: one in July and the other in Oc- tober. Interim protection from arrest been granted. He has been called four times by ED in 2018.

“This will also solvethe problem of disposal ofwilting flowers. We cannotthrow away the flowers be-cause of the religious sanc-

tity and this is the best wayto use them. The templewill also get a share of roy-alty on the sale of incensesticks,” he said.

Interestingly, theLucknow MunicipalCorporation(LMC) has al-ready moved into a col-laboration with a city-based social enterprise tocollect flowers for process-ing and making incensesticks.

Municipal commis-sioner Indramani Tripathisaid that the plan is to makeincense sticks and bio-compost from the collectedfloral waste.

(IANS): Healthcare ser-vices at government hos-pitals, including AIIMS,were severely hit onThursday as resident doc-tors withdrew all servicesincluding emergency ser-vices in protest against aBill which they say will en-courage quacks.

The strike has beencalled against the NationalMedical Commission(NMC) Bill, which is set tobe presented on Thursdayin the Rajya Sabha byUnion Health MinisterHarsh Vardhan.

Institute of Medical Sci-ences (AIIMS), the strikealso badly affected theneighbouring SafdarjungHospital and the RamManohar Lohia Hospitalin the heart of the city.

All three hospitals,particularly AIIMS andSafdarjung, receive thou-sands of patients from allover the country each day.

ED attachesassets worthRs 480 crore

for moneylaunderingNEW DELHI, AUG 1

(IANS): The EnforcementDirectorate on Thursdaysaid it has attached assetsworth over Rs 480 crore ofREI Agro Ltd, which claimsto be the world's largestbasmati rice processingfirm, under the Preventionof Money Laundering Act(PMLA).

The ED in 2016 had reg-istered a money launderingcase against the company.It has been accused of bankfraud totalling Rs 3,871.71crore.

An ED statement saidthe company DirectorsSandip Jhunjhunwala,Sanjay Jhunjhunwala andothers availed credit facili-ties from various banks in-cluding UCO Bank "undera consortium arrangement"and defrauded them from2013 to the tune of Rs3,871.71 crore by divertingthe funds fraudulently forother purposes.

The attachment worthRs 481.04 crore largely com-prises the land, building andplant and machinery of therice mill.

Fifty per cent share ofthe immovable propertiesheld by four companies ofFortune Group based inKolkata have also been at-tached, the agency said.

Centre to offer aid in 90:10ratio: Himachal ministerSHIMLA, AUG 1

(IANS) Himachal PradeshIrrigation and Public HealthMinister Mahender SinghThakur on Thursday saidthe Centre has accepteddemands of hill states, in-cluding restoration of fi-nancial assistance for de-velopment projects in theratio of 90:10.

He said most of theproposals given by the hillstates have been incorpo-rated by the Centre in ‘HarGhar Mein Nal Se Jal’scheme.

The decision was tak-en at a meeting of secretar-ies of states organised bythe Union Jal Shakti Min-istry in New Delhi recent-ly.

Thakur said earlier aminister-level meeting washeld in June in which hehad raised various con-cerns of the Himalayanstates, including restoringa provision of funding to

the hill states in the ratioof 90:10 and providing ad-ditional funds for theschemes being implement-ed for making a provisionof tapwater to everyhousehold.

He said he had also tak-

en up the matter vigorous-ly with the Union WaterResources Minister andthe secretaries concernedas a result of which, all theaspects of HimachalPradesh have been includ-ed under these schemes.

NEW DELHI, AUG 1(IANS) A Delhi court onThursday extended till Au-gust 9 the interim protectiongranted to former FinanceMinister P. Chidambaramand his son and SivagangaMP Karti Chidambaram inthe Aircel Maxis case.

bail arguments for August9 and will take cognisanceof the chargesheet on Au-gust 19.

During the hearing, se-nior advocate Sonia Mathurand Special Public Prosecu-tor (SPP) Nitesh Rana, ap-pearing for the ED and CBIrespectively, sought ad-journment of the matter.

Opposing it, senior ad-vocate Kapil Sibal, repre-senting the Chidambarams,said: “What is bonafide,how many adjournmentshave they taken already?”

The agencies re-sponded: “Every adjourn-ment was taken throughproper process of law andapplications were filed foreach of them.”
