Rebecca WoolleyDirector Citizens Advice WalesRebecca joined Citizens Advice in January 2019 as Director of Citizens Advice Cymru and isresponsible for Citizens Advice services across Wales. Prior to Citizens Advice, Rebecca worked atAction on Hearing Loss for 8 years. During this time she undertook a number of roles including Directorin Wales, Head of Services and Head of External Engagement, and held responsibility for the growthin reach and impact of information services in Wales, including partnering around development ofwelfare benefits advice services on a pan-sensory loss basis. Rebecca’s background is in NHSleadership and management, with experience of service development and delivery in thecommunities around the South Wales Valleys, particularly focusing on a non-medicalised model ofcare including social prescribing and community-connected solutions. This exposed Rebecca veryearly on in her career to the power of information and advice to change the lives of patients bothdirectly in respect of their health outcomes, and also in relation to the wider determinants of health.

Louise Freeth FIRRVPresident of the InstituteLouise is currently Head of Revenues & Benefits at the Royal Borough of Windsor &Maidenhead having started her career in local government almost 30 years ago at what was thenPort Talbot Borough Council. Since that time she has worked in a range of roles both within localgovernment and the private sector. She is currently the IRRV National President, provides day releasetuition for those studying their professional exams and is a frequent contributor to the IRRV magazines.

Rebecca Evans AMMinister for Finance and Trefnydd National Assembly for WalesRebecca Evans was first elected to the National Assembly for Wales in May 2011 to represent theMid and West Wales region. In 2016 she became Assembly Member for Gower. Rebecca received adegree in History from the University of Leeds, and a Master of Philosophy degree in Historical Studiesfrom Sidney Sussex College, University of Cambridge. Before being elected, Rebecca worked in thethird sector. She has served on the National Assembly for Wales' Environment and SustainableDevelopment Committee and its Common Agricultural Policy Task and Finish Group. She has alsoserved on the Health and Social Care Committee, and the Children, Young People and EducationCommittee. In June 2014, Rebecca was appointed Deputy Minister for Farming and Food, and inMay 2016 she became Minister for Social Services and Public Health. In November 2017, she wasappointed Minister for Housing and Regeneration, and in December 2018 she joined the Cabinet asMinister for Finance and Trefnydd.

Andrew Shipsides BA IRRVChief executive Valuation Tribunal WalesAndrew became Chief Executive and Clerk of the Tribunal in 2013. Prior to that, he worked in theEnglish Tribunal Service for 17 years, the final six of which were spent as the Head of Administration forthe North West of England. During that period he concurrently held the clerkships of the Merseyside,Cheshire and Lancashire tribunals. He left the English service in 2006 and worked as head ofadministration for a TV production company before being drawn back to the wonderful world ofrating and council tax in Wales.

Darren BakerHead of Change & Communication, Fraud, Error & Debt TeamDarren is currently head of the Fraud, Error & Debt/Change and Communications part of HousingDelivery Division. He is been involved with LAs and welfare services on and off since 1991; starting atChester City Council working across all aspects of the Housing Benefit services for 8 years. He thencontracted around other LAs managing their IT system migrations for a few years. 2004 Darren startedworking for DWP on the Performance Standards Fund, providing £200m for LA Housing Benefitimprovement projects. Since then he has worked in policy, assurance and on various reforms such asUniversal Credit.

Gary Bovan HCEODirector Client Care High Court Enforcement GroupGary entered the Enforcement Profession in 1986 and was appointed as a High Court EnforcementOfficer in 2005, he is one of the few HCEO's to also hold an Enforcement Agents Certificate. Garyundertook a Key Role in the development of the revised application of the Court Procedure Rules,concerning residential evictions in the High Court, and subsequently delivered training to a numberof courts throughout England and Wales.He served as a Director of the High Court EnforcementOfficers Association on the education pathway, where he participated in the development of theChartered Institute of Credit Management (CICM) Level 2 Taking Control of Goods qualification, andthe Level 4 High Court Enforcement Officers Examination.He currently undertakes a key role in theGroup's National Eviction Team (NET), dealing with operational planning and on-site enforcement.

David Magor OBE, IRRV (Hons)Chief Executive of the InstituteFormerly Director of Housing and Revenues at Oxford City Council, David is a past President of theIRRV and became its CEO in 2001. His knowledge of the theory and practice of Housing, Revenuesand Benefits is held in high regard, and he has been a frequent advisor to Government departmentssuch as the Department for Work and Pensions, Department for Communities and Local Government,and the Ministry of Justice. He is also a member of the OECD training group, and has been an advisorto the Northern Ireland Assembly and the Local Government Association. Amongst his many publicand media appearances, he has been a speaker on BBC Radio’s Money Box and a guest on theRadio 4 Reunion programme.
