THE INTEGRATED COUNCILLOR INDUCTION PROGRAMME (ICIP)

1. INTRODUCTION BACKGROUND

In South Africa municipal elections are held every five years. The last municipal elections were held on 18 May 2011 resulting in the election of municipal councils for the period 2011 to 2016. The next municipal elections will be held on the 3 August 2016.

After every municipal elections a nationwide programme of Councillor Induction is undertaken based on previous resolutions adopted by municipalities as follows:

• The SALGA National Conference held on 29 August to 1 September 2011 in KwaZulu Natal mandated SALGA to attend to various capacity building initiatives. In particular with regards to councillor induction, the conference resolved on the following:

• “SALGA to co-ordinate and develop a Councillor Training Programme”.

To give effect to these resolutions, SALGA delivered the Councillor Induction Programme consequent to the April 2006 and May 2011 municipal elections.

2. COUNCILLOR INDUCTION PROGRAMME OBJECTIVES

From inception the objectives of the Councillor Induction Programme are to ensure that the newly elected councillors are capacitated with “general understanding” of the following:

• Their Leadership Roles;

• Legislation that is applicable to Local Government;

• Key Municipal Processes;

• Developmental Local Government and Service Delivery.

For the year 2016, this programme has assumed a new name called Integrated Councillor Induction Programme (ICIP). The ICIP caters for newly elected and returning councillors. For newly elected councillors contact sessions are arranged over 5 consecutive days to orientate them on their roles and responsibilities and for returning councillors a refresher induction is offered with the option of delivering it through contact sessions or over an e-learning platform.

3. RATIONALE FOR THE COUNCILLOR INDUCTION REVAMP

The generic Councillor Induction Programme (CIP) has been revamped and is now referred to as the SALGA Integrated Councillor Induction Programme (ICIP offered through SALGA Centre for Leadership and Governance (SCLG).

The imperative for the harmonization of the CIP (coupling to municipal and portfolio based induction,

e-learning, theoretical and practical learning) from a generic stand-alone training module stems from the political, social, legislative and the vastly increased use of technology, including social media, which has evolved the environment in which councillors carry out their responsibilities.

Further to that, the input of the productive engagements held with stakeholders and implementation partners in the appraisals of the 2011 CIP also gave rise to the ICIP and also inspired the SALGA conceptual framework that articulates the learning pathway for councillor development.

4. MAIN FEATURES OF THE 2016 ICIP

The revamped 2016 ICIP has the following features:

• It is an accredited LGSETA programme, whereby an NQF Level 3 & 5 certificate of competence will be awarded to a councillor upon successful completion;

• Twinning of facilitators is envisaged, ensuring a blend of NQF aligned theory and local government experienced facilitators are assigned to train councillors.

• Training delivery is enhanced through an online Learner Management System (LMS) that will enable councillors to register and complete an online skills profile for the purposes of identifying training needs.

• An online training delivery methodology for re-elected councillors to undertake a refresher induction training, whilst a face to face training delivery methodology will be retained for newly elected councillors.

5. NATIONAL CAPACITY BUILDING MACRO CONTEXT

The 2016 ICIP is also located within the context of the COGTA 2016-2020 National Capacity Building Framework as depicted below:

6. SALGA COUNCILLOR INDUCTION CONTEXTUAL FRAMEWORK

The 2016 Integrated Councillor Induction Programme (ICIP) appreciates the journey of councillor induction as a series of chapters which is best expressed via the Inductive Learning Pathway diagram. The Inductive Learning Pathway is the foundation for the Macro Learning pathway and has a 3 phased approach as outlined below:

6.1. GENERIC COUNCILLOR INDUCTION

• SALGA will coordinate the 2016 Councillor Induction Programme through the SALGA Centre for Leadership and Governance (SCLG) as its implementation arm for leadership development.

• This induction is an integral part of the Macro Learning Pathway as it represents the first in a series of learning interventions that will be afforded to every councillor during the term of office in order to build their existing capacity and develop a future pipeline of leaders

• The 2016 ICIP is structured in such a way that the initial 5 day orientation engagement is an integral part of the formal learning journey of a councillor that articulates into a full qualification as outlined below:

6.2. INDUCTION BY THE MUNICIPALITY

This entails the induction of councillors by their respective municipalities drawing on the expertise and support of SALGA. During this induction councillors are exposed to the environment within which they will be working within the jurisdiction of their municipality including but not necessarily limited to the applicable by-laws of the municipality, its roles of order in council and the specific responsibilities of each councillor in the respective committees in which they serve.

6.3 PORTFOLIO BASED INDUCTION

The portfolio based induction is intended to orientate councillors in specific portfolios aligned to their responsibilities within a municipality whether such a committee is a Section 80 committee such as a Finance Portfolio Committee, or a Section 79 committee which is a sub-committee of Council such as the Municipal Public Accounts Committee (MPAC) or a committee created through a collective agreement such as the Local Labour Forum (LLF). The municipality may initiate the request for the delivery of this induction by SALGA.

7. MACRO LEARNING PATHWAY FOR COUNCILLOR DEVELOPMENT

The Macro Learning Pathway has an integrated phased approach to the development of the councillors new to local government and for those who have formal and experiential learning from having served as a councillor previously. This pathway incorporates councillor induction as a starting point in the journey of councillor development during the course of a term of municipal councils.

Councillors below NQF Level 4:

This cohort will enter the learning pathway by commencing with the Inductive segment then progress by enrolling for the Councillor Development Programme (CDP).In between, a councillor may be exposed to a series of professional development opportunities in the sector as well as SCLG programmes which are available on demand.

Councillors above NQF Level 4:

This cohort will enter the learning pathway by commencing with the Inductive segment then progress by enrolling for the Leadership in Governance Programme offered through a reputable institution of higher learning.

9. INSTITUTIONAL ARRANGEMENTS FOR PROGRAMME DELIVERY

The ICIP will be delivered under the auspices of the SALGA Centre for Leadership and Governance (SCLG) based on the learning, reflecting and sharing model of engagement as depicted below:

CLASSROOM BASED LEARNING

This programme will target 2 learner groups of different literacy levels:

• Councillors below the matric level will be registered on the NQF Level 3 course.

• Councillors with matric and higher levels of learning will be placed in the NQF level 5 programme.

Both programmes will be accredited.

REFRESHER PRO-GRAMME

(E-LEARNING)

• The refresher Course will be available to all councillors via the SALGA website and will be linked to the Learner Management System (LMS).

• Learners will have to register and log in to gain access into the programme once every six months. The LMS will track the learner and his/her performance and record accordingly.

• Sms’s to learner for the next Refresher will be sent out as a reminder when due.

• Continuous refresher course with updated legislation and case studies will offered during term of office

• Through SCLG councillors will benefit in leadership conversations and continuous engagements sharing leadership lessons and best practice

It is envisaged that municipal venues and auditoriums of institutions of higher learning will be utilised to host the 5 days contact sessions. In merited circumstances other suitable venues may be considered

10. TECHNOLOGY IMPLEMENTATION MECHANISMS FOR THE 2016 ICIP

SALGA has for the first time deployed an online Learner Management System (LMS) to implement the 2016 ICIP.

Below are some of the benefits of LMS:

• It will provide up to date, integrated and accurate training information of councillors.

• The learning milestones of councillors registered on the system for learning programmes will be tracked by using councillors ID numbers as a unique identifier.

• The system will provide a dashboard of each registered councillor’s learning journey throughout their term of office.

• For returning Councillors, the LMS will offer e-learning programmes of selected ICIP modules, empower councillors to take ownership of their unique learning path as supported by SALGA experts and benchmarked online learning material.

• The system will provide information and create awareness of all SCLG programmes on demand.
