Just weeks after radio financial talk show host Sonny Bloch was named in a class- action lawsuit against a coin dealer who walked away with thousands of dollars from listeners of his show, he's being sued again. According to New York Newsday, NationWide Wireless Corp., a wireless cable television company who advertised on his show, took listeners for $3.5 million. Newsday says the suit alleges "Bloch stated [on the air] that he had personally conducted adequate due diligence. . ." Bloch told Newsday in the article "we certainly aren't responsible for our sponsors." Buckley Broadcasting Corp.'s WOR, New York, Bloch's flagship station, is also named in the suit. The Utah Department of Commerce is threatening to hold broadcasters liable for listeners losses from advertised investment scams. See page 8 for details. WASHINGTON THIS WEER The Commission has denied David Popkin's petition for reconsideration of its Order which amended the rules to require that FCC filings must utilize at least a 12- point type, double spaced, and margins set so the printed material does not exceed 6 1/2" by 9 1/2 ". Popkin contended that the requirements would preclude the use of a standard typewriter and many computer word processing programs do not provide for the control of the size of the typefaces used. The Commission said it found no merit in the contentions and that no one had filed in support of his claims.

Following the recent FCC unveiling of the new Emergency Alert System (EAS), which uses Radio Broadcast Data Systems (RBDS) technology to transmit messages, the Electronic Industries Association's Consumer Electronics Group announced it will provide up to $500,000 to promote RBDS to the American public. RBDS allows broadcasters to transmit digital data on an inaudible subcarrier, as well as select stations by format and provide navigation data.

ELSEWHERE New Orleans will get a 70's rock outlet as a result of a pending duopoly as EZ Communications is buying its LMA partner, classic hits WRNO -FM, New Orleans, from Communications Corp. for $7.5 million. EZ will combo the station with its CHR, WEZB, and its recently announced purchase of adult standards WBYU from The Vanderbilt Corp.

Heftel Broadcasting Corp. went through $5.3 million on a recent holiday shopping spree picking up an FM duopoly partner for its Dallas trombo and an AM in the Las Vegas market. For $4.7 million, it bought Broadcast House, Inc.'s rocker KDZR, Denton, TX. Heftel already owns regional Mexican outlet KESS, Fort Worth; tejano KICI, Denton; and recently -purchased KMRT, Dallas. Heftel also operates KICI -FM, Corsicana, TX, under an LMA which simulcasts KICI (AM)'s tejano programming. For the remaining $600,000, Heftel bought silent KOWA, Laughlin, from Laughlin Roughrider Broadcasting, and will probably flip it to Spanish soon. KOWA has a synchronous transmitter that serves the Las Vegas area.

Tulsa welcomes a new duopoly as NewCity Communications is buying KTFX, Tulsa, from Bill Payne's Central Broadcast Company, and has flipped the station from country to 70's rock under an immediate LMA. Terms were not disclosed. NewCity already owns news /talk KRMG and country KWEN, both Tulsa.

In the McAllen -Brownsville market, Tate Communications will sell easy listening KVJY, Pharr, TX and country KTEX, Brownsville, to July Broadcasting, Inc. for $5.1 million. The two stations will enter into an immediate LMA with July's CHR, KBFM, Edinburgh, TX, which also serves McAllen -Brownsville.

In the Fort Wayne market, Robert Wolfe's AC outlet, WDFM, Defiance, OH, is being purchased by the former mayor of Napoleon, OH, Steven Lankenau. Terms were not disclosed. Even though 1994 was a good year for radio revenues, 1995 should be a great year, too, according to RAB President Gary Fries. He credits retailers and manufacturers confidence in the economy and marketing- driven, not commodity - driven, selling efforts for the 12% jump in radio ad revenues for 1994. In Radio Sales Today, the RAB's newsletter, Fries' urges radio broadcasters to continue to invest in the future: "Learning and applying future techniques is much easier to do when the tide is rising than when it is going out and we're struggling to stay afloat."

November was the latest in a string of double digit growth months for radio revenue, according the Radio Advertising Bureau. Figures from Miller Kaplan Arase & Co. showed combined local and national spot was up 16% over November, 1993. Local revenue was up 14 %, while national spot jumped 23 %. Overall radio revenue year -to -date was up 12% over the same period in 1993. The Southwest showed the greatest gain in November for national revenue at 35 %, while the Midwest was up the most for local revenue at 15 %.

ELSEWHERE (cont'd) The Radio Advertising Bureau has added former WWRC /WGAY, Washington, DC GM Dick Rakovan as Senior VP /Stations for the Eastern Region and will be responsible for membership recruitment and servicing stations for that region.

Broadcasters could be held liable for losses due to advertised investment scams if the Utah Department of Commerce has its way. According to the Salt Lake Tribune, the state sent letters to more than 100 Utah broadcast executives asking them not to air the commercials that deal with offers of unrealistically high returns on investments in wireless cable television or other high -tech communications systems, investment opportunities tied to an 800 number, or offers that convey the need to invest immediately without discussing the risks associated with the investment. According to the article, Utahans lost nearly $200,000 in a recent wireless cable offering advertised on the radio.

The Canadian government's plan to impose "neighbouring rights " -- performance royalties assessed against broadcast stations - -has met with strong opposition from the Canadian Association of Broadcasters. In a press release, the CAB's President, Michael McCabe, says "it makes no sense to take millions of dollars from an industry devastated by years of losses. . .and give it to a healthy recording industry. . ." Private radio in Canada already pays more than $22 million a year in music fees.

Billboard reports Atlantic Records has formed a new company that will broadcast its new acts to high density areas on extremely low power radio stations. Low Power Radio Ventures will target areas such as malls, stadiums, or areas where people are stuck in their cars, and broadcast on AM frequencies with a 100 milliwatt signal.

L.A. radio revenues will hit $476 million in 1994, according to BIA's Investing in Radio, 1995. The New York market ranks second with $415 million. For more info, call (703) 818 -2425.

Talkers reports black conservative talk show host Armstrong Williams will move from the Talk America Radio Network to the Salem Radio Network soon. Williams' show airs weeknights from 10 p.m. to midnight.

Geller Media International is hosting "The Producer's Workshop," a six hour seminar for talk radio and television producers, on Saturday, February 11 at the Radisson Empire Hotel in New York City. The seminar will feature producers from WABC, CNBC, and CNN, as well as a keynote address from Talkers publisher Michael Harrison. Cost is $125. NEW ARBITRON RANKS RELEASED. Arbitron has realigned the populations of its 261 measured markets, based on census population updates. In the top 10 markets, Houston and Boston swapped places. Houston is now ranked 9th, while Boston is 10th. The Arbitron Top 100 list welcomes Des Moines, IA (now rank 89 from 113); Lafayette, LA (to 98 from 133); and York, PA (up to 100 from 102). Lafayette added Iberia and Vermillion counties to their metro to make the jump, while Des Moines added Story county for its move. Louisville, KY, also added a county -- Scott, IN - -to bring it to rank 48, up from 52. Three markets fall out of the top 100. Worcester, MA, falls to 101 from 100, while the San Diego North County and Anaheim, CA markets were dropped completely.

EZ MAY BE KING IN K.C. EZ Communications will become a major player in Kansas City as it's announced it will buy news -talker KBEQ (AM), Blue Springs, MO and country KBEQ -FM, Kansas City from Noble Broadcasting for $7.65 million. EZ also has a one -year option to buy country KFKF -FM from Sconnix for $28 million. Sconnix is currently in an LMA with country KKCJ, Liberty, MO.

The Commission issued several actions in docket cases this week:

It addressed several petitions filed regarding a proceeding for 102.9 MHz in Raleigh, NC. In a series of decisions, the presiding law judge disqualified three of six applicants. Exceptions were filed with the Review Board before the Commission imposed a freeze on comparative proceedings which raised questions as to the qualifications of all six applicants. The Board remanded the proceeding to consider basic qualifications issues against two applicants because it found that this might make it possible to resolve the case without further comparative consideration. Both applicants sought a stay and asked the Commission to reverse the Board's remand order, urging that the specified issues were not warranted under FCC precedent and that the Board's action was contrary to the freeze. One applicant also sought to disqualify the counsel of another applicant.

In dismissing the requests for extraordinary relief, the Commission found that neither of the two applicants whose basic qualifications were being considered had demonstrated urgent and compelling circumstances warranting a waiver of the prohibition against interlocutory appeals, and that the ongoing rulemaking proceeding which proposed to revise the criteria for selecting among fully qualified applicants was not a basis for reviewing the Board's order.

It upheld the dismissal of R. Donnie Goodale's application for a new FM on 103.3 MHz at Lenoir, NC. Goodale had been dismissed due to the FM "hard look" processing rules because he had provided inconsistent geographic coordinates for his proposed transmitter site.. Goodale contended that the Commission erred in adopting the "hard look" processing rules without first undertaking a notice and comment rulemaking. In upholding the dismissal, the Commission cited a case in the D.C. Circuit Court of Appeals ruling that the hard look rules were procedural in nature and therefore were properly adopted without the notice and comment rulemaking.

It dismissed as repetitious a petition for reconsideration filed by Maria M. Ochoa in the same Lenoir, NC proceeding. Previously, the Commission had found that Ochoa wasn't qualified to be a licensee and denied her application. A petition for reconsideration was denied, but remanded for further proceedings concerning the qualifications of a competing applicant. Ochoa then asked for another reconsideration denying the previous one. The Commission said all of her arguments were previously considered and rejected.

It denied Manzanita Media, Inc.'s application for review seeking reversal of the Review Board's ruling that its prior denial of Manzanita's application had become final by operation of law. Manzanita was an applicant for an FM on 93.7 MHz at Sebastopol, CA. Manzanita contended that the time -window for appealing the denial of its application was still open and active because of the Bechtel decision that threw out the FCC's comparative hearing criteria. The FCC said that the denial was not subject to the freeze order because the application wasn't denied on comparative grounds, but because Manzanita failed to file a petition for reconsideration after its application didn't rank as high as the winner's.

It denied Avid Communications, Inc.'s application for review of the Review Board's dismissal of its application for a new FM on 94.5 MHz at Temecula, CA. The Administrative Law Judge in this proceeding denied Avid's application on comparative grounds in the Initial Decision and the Board granted a motion to dismiss the application for failure to file exceptions on time. Avid contended the Board ignored factors that would have justified waiving the filing deadline.

It dismissed in part and denied in part a petition by Central Florida Communications Group, Inc., (CFCG) seeking reconsideration of FCC actions resulting in the grant of the application of Michelle N. Terzynski for a new FM on 103.3 MHz in Holly Hill, FL, and the denial of CFCG's competing application. The Review Board found that CFCG did not demonstrate at the time it filed its application because it did not show the availability of sufficient assets to meet its estimated costs to run the station, and did not allow them to rely on a bank letter obtained subsequently.

For you Commission Release junkies. . .the FCC Office of Public Affairs has started a new numbering system for News Releases. Report numbers will consist of a two letter designation for the appropriate bureau, followed by the last two digits of the current year and the number of the release. Docket Cases will continue to be coded DC. For example, the first Mass Media Action of 1995 was labeled MM 95 -1.

Infinity has won the broadcast rights to its sixth NFL franchise with the signing of a three -year deal for the Atlanta Falcons to be broadcast on WZGC. It's the first Infinity FM to carry NFL games. WSB was the former rights holder. Infinity plans to build a network to carry the games throughout the South. Infinity also holds the rights to the Cowboys, Eagles, Patriots, Jets, and the Buccaneers.

Don Crawford Jr.'s Crawford Broadcasting will buy KMVP, Commerce City, CO, for $750,000 from All -Pro Broadcasting. KMVP is a 50,000 watt day /1,400 watt night construction permit on 670 kHz that will cover Denver when it's on. Crawford already owns contemporary Christian KLZ, Denver, CO and southern gospel KLTT, Brighton, CO - -both serving Denver.

Arbitron reports response rates are up 4.8 points or 15% for the first 39 markets measured in the Fall '94 book over the Fall '93 book. The average metro response rate is 36.6 %, up from last year's 31.8% rate. Markets posting double -digit point gains are Danbury, CT, and Monmouth -Ocean Counties, NJ. Markets slightly losing ground were Ann Arbor, Chicago, Philadelphia, Reading PA, and Santa Rosa, but all losses were less than two points. Arbitron reports the Fall survey is the fourth in a row to post gains over the previous year's survey, which the company believes is partially a product of its new key response rate procedures and special diary packaging.

Arbitron's parent company, Ceridian Corp., has acquired MediaMAPS International, a company that has developed an integrated database marketing system for radio station marketing and promotion. MediaMAPS creates listener databases that are integrated with other databases to create profiles of prospective new listeners. Terms of the deal were not disclosed.

Interep's latest format analysis discusses how to reach Generation X'ers - -by marketing backwards. The report suggests that X'ers fascination with the decade of the 70's -- handed down to them by the media and memories of older siblings -- should be used as a key marketing concept to reach the 18 -34 year -old consumer. In conjunction with M Street data, Interep reports that the growth of the 70's oldies format, which has quadrupled in less than a year, "seems a natural spin- off - -as well as an exciting new marketing opportunity. . according to Marla Pirner, Interep's Executive Vice President /Director of Research. Tribune's talk giant WGN, Chicago, topped last year's list of radio revenue producers with $37.5 million. Infinity had three in the top 10, Capital Cities /ABC had two. Heftel - Dallas, TX With the announcement this week that Heftel would be buying KCYT -106.7 MHz, Granbury, TX, for $1.9 million, Heftel brings its Dallas area station count to seven. On the FM side, KCYT covers the S.W., KDZR, Denton, on 99.1 MHz will cover the N.W., KICI -FM, Corsicana, on 107.9 MHz covers the South and KECS, Gainesville, also on 107.9 MHz when built, will cover the North. The FM stations make a 3/4 ring around Dallas but none of the stations city grade Dallas. On the AM side they now own KESS, Fort Worth on 1270 KHz to the West, KICI, Denton, on 1440 KHz to the N.W., and KMRT, Dallas, on 1480 KHz in the center. It is expected all the stations will switch to or continue with Spanish programming.

Dallas gets another duopoly this week as Charlie Strickland's Cen -Tex Media is

selling country combo KSTV -AM and FM, Stephenville, TX, to Service Broadcasting Corp. for $1.5 million. Service owns urban oldies outlet KKDA, Grand Prairie, TX and urban KKDA -FM, Dallas, TX. WASHINGTON THIS WEEK

The Commission has denied Anchor Broadcasting, L.P. and Susan Bechtel's joint

motion to dismiss the application of Galaxy Communications, Inc., or to grant

other similar relief in the landmark case that threw out the Commission's

integration criterion in comparative hearings. In this proceeding, the Commission

granted the application of Anchor for a new FM station on 97.9 MHz in Selbyville,

DE, and denied Bechtel's and Galaxy's application, based on the lack of 100

percent integration criteria. On appeal, the U.S. Court of Appeals rejected

Galaxy's challenges to the reliability of Anchor's integration proposal and to the

constitutionality of Anchor's minority ownership preference, but the Court

remanded the proceeding for the Commission to consider Bechtel's challenge to the

validity of the integration criterion. The Commission reaffirmed the grant of

Anchor, and offered further justification for the continued use of the integration

criterion.

Again, Bechtel and Galaxy appealed and the Court reversed and remanded the grant

to Anchor, holding that the integration criterion was arbitrary and capricious.

The Court directed the Commission to consider Bechtel's application using criteria

not including integration and left to the Commission the question of Galaxy's

continuing right to participate in the proceeding.

Upon review of the joint motion to dismiss Galaxy's application, the Commission found force to the argument that Galaxy should no longer be deemed a party to this proceeding. The Commission stated that final denial of Galaxy's appeal by the courts appears to have undercut the viability of its application, and the elimination, per se, does not appear to assist Galaxy.

The Commission has upheld its dismissal of the application of John H. White for a new FM station at La Crosse, WI. It dismissed the application for failing to file the hearing fee when due. On March 1, 1994, the Commission denied White's request to reinstate his application and accept his late -filed hearing fee nunc pro tunc.

The Commission has denied a motion jointly by Longmont Broadcasting Corp. and Amador S. Bustos that the Commission order the Administrative Law Judge presiding in the Longmont, CO, comparative hearing to proceed at once to prepare and issue a partial initial decision resolving all basic qualifications issues against Western Cities Broadcasting, Inc.

Western Cities' renewal application and the competing applications of Bustos and LBC for a new station on 104.3 MHz were designated for hearing in 1990 on character issues against Western. The records was closed in March, 1993 but the ALJ hadn't issued an initial decision. The Commission stated they can't proceed because of the-freeze on comparative hearings because of the Bechtel case.

The Commission has denied Phillip Goldberg's application for review of the dismissal of his complaint against WMAQ, Chicago. Goldberg had alleged that Group W had conducted its 1991 "Grand Slam Sweepstakes" in a misleading and deceptive manner, in violation of the Commission's contest rule, alleging the station's description of a $1 million cash prize was misleading because it was paid in installments, among other things. The Commission ruled against him because it found that WMAQ made clear the winner would be paid in installments on all game cards and contest announcements. The possible ambiguity concerning the number of installments did not amount to a rule violation.

The Commission has instituted a proceeding to streamline its antenna structure clearance procedure and to revise the rules concerning construction, marking, and lighting of towers. It has proposed to simplify the current antenna structure clearance process with rules requiring registration by tower owners, rather than by licensees using the structure. The Commission proposed that licensees remain responsible for compliance with all tower rules, but on a secondary basis, to ensure compliance if the tower owner fails to correct any violation.

NTIRE News reports two traveler's information stations (TIS) have been granted FCC waivers to triple their coverage areas up to approx. three miles. The two stations broadcast traveler information near the Wayne County, NY metro airport and the New York State Thruway Authority in Syracuse, NY.

Arbitron's hunt for a new General Manager has ended with the announcement that Pierre Bouvard, former exec. VP and a partner in Coleman Research, will take over the position beginning February 3. The GM slot is a new position at Arbitron, which was created to oversee most aspects of the company. Jay Guyther, who had temporarily been in that slot, will take over as GM /Radio New Ventures.

Arbitron's radio response rates are up 4.6 points or 13.5% for the first 87 markets for the Fall 1994 survey period. Last week, the tally for the first 39 markets was up 4.8 points or 15% from the same period in 1993.

Pioneer Electronics has introduced a new line of car radios that feature the "ID Logic" technology that allows the user to scan for stations by format. The radio also displays the call letters and format of the station. The data for these radios is provided by M Street to PRS Corp., developer of the ID Logic system, which is now in use by several major audio manufacturers.

According to RBR, the FCC measured markets, but cut markets would go from $900 $500 to $850. Comments on

At the NAB's Board meeting this past week in Boca Raton, FL, it decided to make

sure the Westin Bonaventure didn't get the nod as the Radio Hotel if the 1996

Radio Show goes to Anaheim. The field of potential host cities has been narrowed

to L.A., Dallas, and Anaheim. Also, in order to eliminate other complaints by

exhibitors, next year's show will have hours when there will be no seminars or

panel sessions scheduled, so that attendees will have time to spend on the exhibit

floor. The Board also approved its 1995 -1996 budget of $28.9 million in expenses

(up 8.7% from 1994 -95) and $32.2 million in revenues (up 9.6 %).

The NAB will honor Stanley S. Hubbard, and his father, the late Stanley E.

Hubbard, with the Distinguished Service Award for a lifetime of service to radio

and TV broadcasting. Hubbard Broadcasting is credited with starting one of the

first commercial AM stations in the country, and owns several TV and radio

stations, and launched the first satellite television news gathering operation,

Conus Communications. The ceremony will take place at the NAB's Spring show.

Speaking of the Las Vegas show, FCC Commissioner James Quello will deliver the

keynote opening address for the Broadcast Engineering Conference on April 9.

To handle the wait -list of exhibitors for its Spring show, the NAB will add

another convention hall across the street from the main building of the Las Vegas

Convention Center. The building will handle another 150 -200 exhibitors.

Paxson Communications, which now operates a web of radio stations in Florida, is

launching the Infomall TV network or "IN TV ". The network will feature 24- hour -a-

day infomercial programming and launch on 10 major market affiliates. Paxson

plans to have stations in 20 -22 of the top 30 markets by the end of 1995.

Geller Media International has announced its line -up of panelists for "The

Producer's Workshop" to be held February 11 at the Empire Radisson Hotel in New

York City. They include Scott Borden, PD of WNYC, New York; Liz Dribben, former

WASHINGTON THIS WEEK

During President Clinton's State of the Union speech last Tuesday, he mentioned that dreaded "free time" proposal again. The proposal would provide some political candidates free air time during campaigns. In a press release, NAB President Eddie Fritts countered, "Requiring broadcasters to provide free time as

welfare for politicians is clearly unconstitutional. We str -ngly oppose free time

requirements, and will challenge any such proposals in court should they be

enacted."

The Commission has launched a task force to look into streamlining broadcast rules. Engineers from six field offices and the Investigations Branch met twice

last week to begin reviewing the technical rules of all broadcast services. The task force will recommend the deletion or simplification of rules that won't significantly impact interference resolution or service.

The Commission has reorganized its Office of General Counsel. The Adjudication Division has been merged into the Administrative Law Division, which will be

responsible for advising the Commission on legal matters, adjudicating cases, and interpreting statutes affecting the Commission. The Commission says the move will provide a more efficient use of staff, a stronger focus on customer service, and reduce layers. The reorganization became effective January 22.

The FCC's International Bureau has relocated up the street from 1919 M. The new

address is 2000 M Street, N.W., Washington, DC 20554. However, the International Reference Center will remain at 1919 M until sometime in March, 1995.

According to Inside Radio, a U.S. District Court Judge in California has refused the FCC's request for a preliminary injunction to shut down a pirate station on 104.1 MHz in Berkeley, CA. So, Steve Dunifer will be allowed to continue to

operate his "Radio Free Berkeley" as Judge Claudia Wilken explores the

constitutionality of the FCC's authorization to regulate very low -power radio stations. Inside Radio quotes a San Jose Mercury story where FCC attorney David Silberman stated to Judge Wilken the decision, "opens up such a can of worms you don't realize."

Suzanne Tetreault has joined the FCC's Office of General Counsel for

Administrative Law. She'll manage the agenda review program of that office. She was previously with the Policy and Program Planning Division of the Common Carrier Bureau.

ELSEWHERE

Country giant Gaylord Entertainment, which owns WSM (AM) & FM, Nashville, as well as the Opryland Hotel, Opryland USA, the Nashville Network, and Country Music Television, is buying another radio station in Nashville to add to its holdings. For $3.8 million Gaylord will take over the reigns at talker WWTN, Manchester, TN.

The station is being managed by a bankruptcy trustee. WWTN is on 99.7 MHz and is

100,000 watts at 1,296 feet.

In the Providence market, Radio Equity Partners has purchased WWRX, Westerly, RI,

from Westerly Broadcasting Co. for $10 million. REP will combo the classic rocker with oldies outlet WWBB, Providence. WWRX's sisters, country WHIM, Providence and talker WERI, Westerly, are not included in the sale.

In Las Vegas, news outlet KMTW and rocker KKLZ have been sold to Max Radio for

$4.12 million after Terry Robinson's Radio Management failed to close on the sale from Southern Nevada Radio, Inc. The FCC approved the sale to Radio Management last year.

Following the lead of Infinity Broadcasting, Interep has announced it has

dedicated a rep company to all of the Shamrock Broadcasting stations. The new rep firm, Shamrock Radio Sales, will launch by May 1 with projected sales of $35

million. Late last year, Interep set up a dedicated rep firm for the Infinity Broadcasting group of stations. The Shamrock rep will have 40 employees in eight sales offices throughout the U.S.

After six months of music trend research, Format One, Rocky Mountain Radio Company's two -year -old syndicated AAA format, has switched to a modern rock format. Radio One currently has seven affiliates, and is just now launching a

full -scale marketing campaign. Because the programming is delivered via VSAT, it

can be completely localized by satellite with local weather, traffic, and promotions 24 hours a day. Radio One is also capable of offering several services not available from other satellite networks such as traffic, billing and commercial production. The programming originates from KZYR, Avon, CO. Sports Byline, hosted by Ron Barr, is expanding its overnight lineup to weekends beginning this week. It will air between 10 p.m. and 6 a.m. both weekend nights, and will feature interactive programs "Sports Byline USA - Weekend" and "Regular Guys Talkin' Sports." Arbitron has decided to delete three diaries from the Fall '94 Stockton book after an employee from one of Arbitron's subscribing stations in that market believes they came in contact with the diarykeepers. Delivery of the Stockton book was delayed slightly during the investigation, but have now been mailed. The three diaries were from a San Joaquin county household.

According to the New York Times, two of the largest cable advertising reps in the

country have announced they'll merge soon. Cable Media Corp., which is owned by

Katz Media, will join forces with National Cable Advertising in Boston, which is a

partnership between cable giants Continental Cablevision, Cox Enterprises, Comcast, and Time Warner. The new company, National Cable Communications, will have 13 offices and 185 employees working in its three divisions - -spot sales,

advertising sales, and software applications.

SW Networks President Susan Solomon has appointed David Rimmer as director of talk programming. Rimmer has been PD of FM talker WWDB, Philadelphia since 1990. Prior to that, he was at the ABC Radio Networks. No word on the type of talk to be offered, only that its plan for the new format will be unveiled in the coming months. SW Networks previously announced that their first talk programming venture would be a full -time motivational talk network.

Eight of the H & D Broadcasting stations are on the block after they were put under the direction of Charles E. Giddens by a U.S. bankruptcy court last month. Randy Jeffery of Media Venture Partners is the broker. They are:

USA Digital Radio will offer CD quality radio on both the AM and FM bands at the NAB Spring show in Las Vegas. It will be the first ever over - the -air digital radio demonstration. The demo will use an in -band, on- channel DAB transmission to be heard while travelling throughout Las Vegas on specially -equipped buses. The NAB says a similar demonstration is expected from digital radio developers at

AT &T.

The NAB and RAB are again teaming up for two different radio conferences to be held in Las Vegas during the NAB Spring show. The NAB's Radio Management Conference will explore digital broadcasting, emerging technologies, promotion, and management and production techniques. The RAB's Sales & Marketing Conference will offer a number of sessions tailored to improve station sales and marketing operations.
