PERSPECTIVES

Fight AIDS collectively and treat AIDSpatients kindly

AIDS is the disease that is spreading all over the world today. It hasclaimed millions of lives and affected the social and economic life of thepeople. Therefore, the world nations are raising the momentum of theirfight against the disease.

Although anti-HIV/AIDS campaigns are being carried out carefullyand systematically all over the world, the lives of women and children arein grave danger posed by the pandemic. AIDS is the main cause for thedeath of women of child-bearing age.

NAY PYI TAW, 2 Dec—Township-level educativetalks on treatment ofmiscarriage and the openingceremony of multipliercourse for primary healthstaff were held at the meetinghall of Thaton DistrictPeople’s Hospital, ThatonTownship, Thaton Districton 28 November.

Afterwards, DistrictPDC Chairman U SoeNaing made an openingspeech. Dr Myint Myint

Myanmar regards AIDS as a disease that is very likely to endangerpublic health and is fighting it as a national movement. In 1989, Anti-AIDS Central Committee was formed and its work programmes wereimplemented. Beginning 2000, prevention of HIV virus transmission frommother to child was initiated.

As a project for fighting AIDS and venereal disease, educative talksand accurate diagnosis and effective treatment are being given on a widerscale. Moreover, systematic measures are being taken in 325 townships toensure safe blood transfusion.

Myanmar is accelerating the momentum of its fight against AIDS incooperation with WHO and other UN organizations. It is learnt that HIVvirus transmission rate in the nation has been reduced to 0.61 per cent in2009 from 0.94 per cent in 2000.

AIDS affects not only the health of people but also their social andeconomic development. Therefore, it is necessary for the entire people totake an active part in anti-AIDS measures and, at the same time, to treatthe AIDS patients kindly without any discrimination and stigma.

NAIROBI, 2 Dec—International naval forces willnever be able to completely secure the vast area ofocean where Somali pirates are hijacking ships off EastAfrica, the commander of the EU Naval Force’s coun-ter-piracy efforts said on Tuesday.

In the latest attack, pirates captured the Greek-flaggedtanker Maran Centaurus on Sunday while it was carry-ing 275,000 metric tons of crude oil, the ship’s ownerssaid. That is equivalent to about 2 million barrels of oilworth roughly $150 million, said Ben Cahill, head ofthe Petroleum Risk Manager service at PFC Energy.

The naval commander said the Maran Centauruswas travelling east of an area that the EU Naval Forceadvises tankers to steer clear of, so that it wouldn’tnecessarily have expected to have been attacked. Pi-rates now hold 11 ships and 264 crew members off thecoast of Somalia, said Rear Adm Peter Hudson.

Historians have sounded the alarm after 23,600 registeredcultural sites apparently “disappeared” in three years.

The sites were largely erased because of development -swept aside by construction work and infrastructure projectsincluding reservoir and road projects — says a national sur-vey carried out by the State Administration of Cultural Her-itage (SACH), the country’s top relics protection authority.

The 62nd Sacred Tipitakadhara TipitakakovidaSelection Examination in the year 2010

Ba Sein (Religious Affairs)It is known that the Union of Myanmar has been

a predominantly Theravada Buddhist nation in theworld for nearly one thousand years, and over (90) percent of nation’s population has taken faith in TheravadaBuddhism since then. Furthermore, the Union ofMyanmar has been recognized as a permanent higherlearning centre of genuine Theravada Buddhism notonly in the Buddhist world but also throughout theworld. According to historical records of Buddhism, the Fifth and Sixth Great Buddhist Councils (Synods)were successfully convened in the Union of Myanmarwith a view to purification, perpetuation andpropagation of the Buddha Sasana (the Buddha’steachings) all over the world. The Sixth Great BuddhistCouncil, which was attended and participated byMaha Theras from Five Theravada Buddhist Nations,Laos, Thailand, Cambodia, Sri Lanka and Myanmar, was successfully held in the Union of Myanmar in1954.

In order to carefully preserve genuine TheravadaBuddhism, a great number of Buddhist MonasticInstitutions and Learning Centres of BuddhistScriptures have been established in the Union ofMyanmar for years. For the time being, the twoPariyatti Sasana Universities, one in Yangon andanother in Mandalay have been so far established topromote and propagate the Theravada Buddhismthroughout the world. At present, Buddhist monkstudents are attending these two universities, and ifthey have got through the prescribed examinationsheld by these Universities, they will be conferredTakkasila Dhammacariya Degree (Bachelor of Arts)in Buddhism and Tekkasila Maha DhammacariyaDegree (Master of Arts) in Buddhism respectively. And now, the International Theravada BuddhistMissionary University, the very first one in theBuddhist world has been also already established inthe Union of Myanmar in order to propagate, promoteand flourish genuine Theravada Buddhism throughoutthe world, and to share the knowledge of Buddhismboth in theory and practice with the peoples of the

world to promote their happiness and moral well-being.

According to the Pariyatti (learning canonicalTexts) Education System of the Union of Myanmar, there are seven kinds of religious examinationsincluding the Sacred Tipitakadhara TipitakakovidaSelection Examination yearly held by the Ministry ofReligious Affairs of the Government of the Union ofMyanmar. The seven kinds of religious examinationsare as follows:—

(1) Tipitakadhara Tipitakakovida SelectionExamination

(2) Dhammacariya Examination(3) Pathamagyi Examination(4) Pathamalat Examination(5) Pathamange Examination(6) Abhidhamma/Visudhimagga Examination

(only for Laymen and Nuns)(7) Five Nikaya ExaminationOut of these seven kinds of religious examinations,

the Sacred Tipitakadhara Tipitakakovida SelectionExamination has been separately held by the Ministryof Religious Affairs of the Government of the Unionof Myanmar since fifty-nine years ago. Buddhist monkcandidates who wish to appear for this SacredTipitakadhara Tipitakakovida Selection Examinationmust have passed at least the Pathamagyi Examination. In fact, the Sacred Tipitakadhara TipitakakovidaSelection Examination is quite different from otherreligious examinations because the candidates have totake (33) days to sit for this examination. They have totake both oral examination consists of Pali Texts of8026 pages of Tipitaka canons and the writtenexamination consists of Pali Texts, Athakatha(Commentaries) and Tika (Sub-Commentaries) of9934 pages of Tipitaka canons respectively. Only thecandidates who have got through both oral and writtenexaminations will be presented the Title ofTipitakadhara Tipitakakovida (the Title of ReligiousHeroes). Up to now, only nine outstanding membersof Sangha (Bhikkhus) were presented the Title of

Tipitakadhara Tipitakakovida within over 59 years’duration of the Sacred Tipitakadhara TipitakakovidaSelection Examination.

It is learnt that many members of Sanghathroughout the country appeared for the SacredTipitakadhara Tipitakakovida Selection Examinationfrom year to year. However, most of them were notsuccessful. In fact, the Sacred TipitakadharaTipitakakovida Selection Examination is the mostdifficult of the religious examinations which areyearly held in the Union of Myanmar. Such SacredTipitakadhara Tipitakakovida Selection Examinationcan be held only in the Union of Myanmar which hascarefully preserved the genuine Theravada Buddhismfor nearly one thousand years. It is learnt that suchexamination cannot be held in other TheravadaBuddhist nations.

Members of Sangha, multifarious Buddhist peopleand Government of the State Peace and DevelopmentCouncil of the Union of Myanmar, hand in hand, arestriving to propagate and flourish the genuineTheravada Buddhism not only in homeland but alsoabroad. We all Buddhists know that the Sasana is ofthe three kinds, viz (1) Pariyatti Sasana (Learning theBuddha’s teaching), (2) Patipatti Sasana (Practicalapplication of the Buddha’s teaching) and (3)Pativedha Sasana (Realization of the Buddha’steaching). Out of them, the Pariyatti Sasana is themost important one which mainly leads to thepurification, perpetuation and propagation of theBuddha Sasana (the noble teachings of the Buddha). The aims and objectives of holding the SacredTipitakadhara Tipitakakovida Selection Examinationare to preserve, promote and flourish the genuineTheravada Buddhism all over the world.

The 62nd Sacred TipitakadharaTipitakakovida Selection Examination in

the year 2010We all Buddhists throughout the country are

very pleased and honoured to learn that the 62nd

Sacred Tipitakadhara Tipitakakovida SelectionExamination will be held at Mahapasana Cave (GreatCave) in the precinct of the Siri Mangala Kaba AyePagoda, Yangon, Myanmar, and it will take (33)days starting from 13 December 2009. Altogether220 entitled candidates of members of sangha whohave been enrolled throughout the Union of Myanmarwill sit for the Sacred Tipitakadhara TipitakakovidaSelection Examination of year 2010. Lodging andmessing (four kinds of requisites) for candidateswill be provided by the Ministry of ReligiousAffairs, other donors and well-wishers throughout(33) days. It is further learnt that devotees, well-wishers and other people are cordially invited tovisit the Mahapasana Cave (examination centre)for paying profound respect to the members ofSangha who are sitting for the 62nd SacredTipitakadhara Tipitakakovida SelectionExamination of year 2010.#

Many members of Sangha throughout the country appearedfor the Sacred Tipitakadhara Tipitakakovida SelectionExamination from year to year. However, most of them werenot successful. In fact, the Sacred TipitakadharaTipitakakovida Selection Examinations is the most difficult ofthe religious examinations which are yearly held in the Unionof Myanmar. Such Sacred Tipitakadhara TipitakakovidaSelection Examination can be held only in the Union ofMyanmar which has carefully preserved the genuineTheravada Buddhism for nearly one thousand years.

THE SECRETARY-GENERAL’S

MESSAGE ON THE INTERNATIONAL DAY OF

PERSONS WITH DISABILITIES

3 DECEMBER 2009

UNITED NATIONS NATIONS UNITES

The theme of this year’s International Day of Persons with Disabilities is“making the Millennium Development Goals disability-inclusive”. As weprepare for next September’s MDG summit, we must ensure that our efforts areall-inclusive and improve living standards and quality of life for everyone. Weare all vulnerable to disability, temporary or permanent, especially as we growolder. In most countries, at least 1 person in 10 is disabled by physical, mentalor sensory impairment. A quarter of the global population is directly affected bydisability, as caregivers or family members. Persons with disabilities encountermany disadvantages. They are often among the poorest and most excludedmembers of society. Yet they routinely show tremendous resilience, and achievegreat heights in all spheres of human endeavour. Experience shows that whenpersons with disabilities are empowered to participate and lead the process ofdevelopment, the entire community opens up. Their involvement createsopportunities for everyone with or without a disability. The message for theMillennium Development Goals is clear: putting persons with disabilities andtheir communities at the heart of our efforts is a proven way to advance thedevelopment agenda.

The United Nations advocates for universal human rights and development forall as fundamental goals and as essential foundations for peace, security andprosperity. The United Nations Convention on the Rights of Persons withDisabilities, which entered into force in 2008, is one of our most important toolsto advance this cause. We must continue to work for its implementation and itsuniversality. On this International Day, let us pledge to break down the barriers toparticipation and access which persons with disabilities face in their daily lives.Let us empower them as an indispensable means for achieving the MillenniumDevelopment Goals and development for all.—UNIC

He also announced that he was preparing to take aHIV test himself, and urged the public to do the same.

His speech cemented a sharp break with past poli-cies, when the previous government of Thabo Mbekiquestioned the link between HIV and AIDS and pro-moted garlic and beetroot instead of medication.

“This decision will contribute significantly towardsthe reduction of infant mortality over time,” Zuma saidin a nationally televised speech to mark World AIDSDay. An estimated 5.7 million of South Africa’s 48million people have HIV, including 280,000 children, according to the UN AIDS agency.—Internet

Lung cancer proteinsmay be drug targets

BOSTON, 2 Dec— US scientists say they’ve identifiedproteins that allow them to distinguish between cancerand normal cells with 97 percent accuracy.

Researchers from Boston University School ofMedicine and the Boston University BiomedicalEngineering Department said in addition they’vedeveloped a computational strategy to identify keybiological pathways that are active in cancer and“dormant” in normal cells.

The scientists said their findings will ultimatelylead to the development of drugs specifically aimed toinhibit such cancer proteins.

Much of the cellular machinery involved with suchbiological processes is controlled by a command controland communication system called signal transduction, which is mainly controlled by a process calledphosphorylation. When a protein is phosphorylated iteither becomes active or repressed depending on itsspecial function.

BEIJING, 2 Dec — Canadian PrimeMinister Stephen Harper begins a four-day visit to China on Wednesday forwhat Chinese analysts are describingas a fence-mending trip to repair tiesdamaged by Ottawa.

China-Canada relations have souredover a series of disagreements, espe-cially since Harper’s Conservativegovernment took office nearly fouryears ago with a harder line on Chi-na’s human rights record.

The trip, Harper’s first to China, ap-pears aimed at overcoming negativesentiment on both sides. Harper is tomeet with both President Hu Jintao andPremier Wen Jiabao for discussions onstrengthening trade and overall ties.

Chinese commentators have por-trayed the trip as an act of contrition byHarper, who angered Beijing in 2006when Canada granted the exiled Tibetanspiritual leader the Dalai Lamahonourary citizenship. —Internet

GRANADA, 2 Dec —Spanish scientists saythey’ve found smallertectonic faults close tolarger faults in the Baeticmountain range canreduce the risk of majorearthquakes.

The researchersstudying recent, activedeformations in the Baeticmountains, located insouthern and easternSpain, say they haveshown the activity ofsmaller tectonic

structures close to largerfaults in the IberianPeninsula partially offsetsthe risk of earthquakes.

“There are large faultsin the eastern part of theBaetic mountain range, which are active andoccasionally causemoderate, low magnitudeearthquakes,” saidAntonio Pedrera, leadauthor of the study and aresearcher at theUniversity of Granada.

“Although we can’t

exclude the possibilitythat these direction faultscould cause earthquakesof greater magnitude, wehave shown that theformation of smalltectonic structures helpsto partially relax theenergy associated with theconvergence of plates, andreduces seismic activityin these larger faults,”Pedrera said.

The research waspublished recently in theJournal of QuaternaryScience.—Internet
