Increase freshwater fishproduction

Ponds, lakes, creeks, rivers andcoastlines of Myanmar abound with so manykinds of fish and prawns that efforts arebeing made not only to ensure sufficientdomestic consumption but also to export thesurplus. As the population of the world isincreasing, fishing and fish breedingindustries are being extended to meet thedemand for fish and meat.

In Myanmar, more and more peopleare now engaged in freshwater fish breeding.During the last twenty years, fish farms haveincreased from about 6,000 to over 200,000acres. Now, fish breeding work is being donein the regions in lower Myanmar as well as inMandalay and Sagaing Divisions in upperMyanmar.

In most of the fish farms in Myanmar,rohu is raised together with other fishes suchas tilapia, catla and catfish, the formerrepresenting 80 per cent. More and morerohu is being raised because its price is stablein both local and international markets andit is in good demand.

Research on modern fish breedingtechniques should be done in order to meetdomestic consumption and be able to increaseexport. As rohu is exported to neighbouringcountries, the Middle East and Europemarkets, research on hybridization andcommercial hatching of the species shouldbe constantly conducted.

To be able to compete with othersuppliers in the international fish market, itis necessary to raise both production andquality. For this, only pedigree fish will haveto be raised, fish farms and their environsclean and feedstuff of good quality. Onlythen will the demand for Myanmar marineproducts be higher in the international fishmarket.

Three British soldiers killedin Afghanistan

LONDON, 14 Aug — Britain’s military says threeof its soldiers have been killed by an explosion inAfghanistan’s Helmand Province.

The Ministry of Defence says two soldiers fromthe 2nd Battalion The Rifles and a third from 40Regiment Royal Artillery were killed when theirfoot patrol was hit by blast near the town of Sanginon Thursday. The deaths bring the number of Britishservice personnel killed in the country since fightingthere began to 199.

American service memberkilled in Afghanistan

KABUL, 14 Aug — The US military says anAmerican service member has been killed inAfghanistan’s Taleban-heavy south.

The service member was a part of the NATOforce in this country.

A Press release on Thursday says the deathoccurred as the result of “a direct fire attack.”

Authorities did not identify the victim or givemore specifics about where the incident occurred.

SINGAPORE, 14 Aug—Singapore’s Minister MentorLee Kuan Yew on Thursday outlined two challengesfor Singapore to undertake in order to do well in thenext five to ten years.

According to local TV broadcaster ChannelNewsAsia, Lee spoke at a National Day Dinner thatSingapore can reach a new level of development, butdifficulties will crop up along the way, and the nationmust always face them squarely and work together.

He said that the first challenge is integrating newcitizens and permanent residents with the local popu-lation. The speed of this process depends on the open-ness of Singaporeans who are born and raised here,and the willingness of new citizens to adapt and bepart of the Singapore society.

Singapore launches new standards forhotel security

SINGAPORE, 14 Aug—Singapore has set up a newstandard system to further enhance hotel security levelhere, local media reported on Thursday.

According to TV broadcaster Channel NewsAsia,key addition for this standard is an inclusion of emer-gency and crisis procedures.

Under the SS 545 Singapore Standard for HotelSecurity, security personnel must undergo structuredtraining as part of the workforce skills qualificationrequirements. The training will ensure high compe-tency levels, even before the security personnel aredeployed for duty. The SS 545 standard, which under-lines Singapore’s commitment to national security, willfurther boost the republic’s reputation as a secure busi-ness and tourism hub, the report said.—Xinhua

Three LA policemen survived in helicoptercrash-landing

LOS ANGELES, 14 Aug—Three policemen from the Los Angeles Police Depart-ment (LAPD) were injured on board a helicopter when the pilot made an emer-gency landing on Thursday, according to the police.

All the occupants were sent to a local hospital immediately, but the woundsseemed not grave, according to Los Angeles Fire Department that was involvedin rescue mission. “There were one moderate and two minor injuries,” it said in astatement. The injured served with the police air support division, and were tak-ing part in a training session when the accident occurred. No one on the groundwas involved in the crash landing, police say. The LAPD is conducting an inves-tigation into the cause of the crash landing, it added.—Xinhua

Every country promulgates their lawsfor perpetuation of sovereignty, and political,economic and social affairs in their interest. Inthis regard, they have to amend the laws inforce, revoke unnecessary laws and promul-gate some more laws, as necessary.

Having a look at the historical back-ground of Myanmar constitutions, the Con-stituent Assembly approved the 1947 consti-tution on 24 September 1947. The constitu-tion was in force on 4 January 1948, on whichMyanmar regained independence. The legis-lative body, executive body and judicial bodyformed under the 1947 constitution exercisedthe powers bestowed by the constitution andexisting laws.

Section 226 (1) of the 1947 constitutionsays, “Subject to this Constitution and tothe extent to which they are not inconsist-ent therewith, the existing laws shall con-tinue to be in force until the same or any ofthem shall have been repealed or amendedby a competent legislature or other compe-tent authority.” According to the provision,the laws enacted in the time of the Britishgovernment remained in force until they weresubject to the 1947 constitution and wereamended, and they were exercised as neces-sary.

On 2 March 1962, the commander-in-chief of defence services formed the Revolu-tionary Council of the Union of Myanmarthrough Announcement No (1) of the StateRevolutionary Council and exercised the sov-ereign powers to rule the country. The Revo-lutionary Council of the Union of Myanmarissued Announcement No (14) “All existinglaws shall remain in force until they shallhave been repealed or amended by theGovernment of the Union of Myanmar”.According to the announcement, all existinglaws including the 1947 constitution remained

in force until they were repealed or amended.The 1974 constitution of the Socialist

Republic of the Union of Burma was in force on3 January 1974. Article 202 (b) of the 1974constitution says, “Existing laws and rulesshall remain in force in so far as they are notcontrary to this Constitution until and un-less they are repealed or amended by theCouncil of the State”. It does not enumerateany expression of revoking the 1947 constitu-tion. So, the provisions of the 1947 constitu-tions remained in force so long as they werenot contrary to the provisions of the 1974constitution.

On 18 September 1988, the State Law andOrder Restoration Council took up State duties.On 24 September the same year, it issued An-nouncement 6/88 that all the laws that were inforce on 18 September 1988 on which theState Law and Order Restoration Counciltook up State duties shall remain in forceuntil they were repealed or amended by the

State Law and Order Restoration Council.Therefore, all the laws that have not beenrevoked or repealed by the State Law andOrder Restoration Council remained in force.

The 2008 constitution of the Republic ofthe Union of Myanmar was approved throughthe referendum on 29 May 2008. Article 446of the constitution says, “Existing laws shallremain in operation in so far as they are notcontrary to this Constitution until and un-less they are repealed or amended by thePyidaungsu Hluttaw.” The constitution doesnot manifest any provisions that say the 1974constitution is revoked. The 1974 constitutionhas not been repealed or revoked up to now, soit remains in force until it is not contrary to the2008 constitution of the Republic of the Unionof Myanmar.

Article 202 (a) of the 1974 constitutionand Article 449 of the 2008 constitution of theRepublic of the Union of Myanmar say “ThisConstitution is the Basic Law of all the lawsof the Union”. The government of a nationhas to promulgate necessary laws, repeal orrevoke unnecessary laws, and amend, addexpressions to and replace the laws in force asnecessary.

The laws by nature remain in force in sofar as they are not revoked or repealed.

So, the 1974 constitution of the Social-ist Republic of the Union of Burma is still inforce in so far as they are not contrary to the2008 Constitution of the Republic of the Un-ion of Myanmar because the former has notbeen repealed or revoked yet.

Chemical found to kill breastcancer stem cells in US

BEIJING, 14 Aug — US researchers have found achemical that can kill breast cancer stem cells,according to reports on Friday quoting a study publishedthis week in the journal Cell. Breast cancer stem cellsare a kind of master cancer cell that resists conventionaltreatment and may explain why many cancers growback. And finding ways to destroy these cells couldmake cancer far easier to cure, said the study.

“There is a lot of evidence to suggest now that thesecells are responsible for many of the recurrences thatare observed after treatment has stopped,” PiyushGupta of the Massachusetts Institute of Technologyand the Broad Institute said in a telephone interview.

A chemical called salinomycin hit the target. Thestudy shows that it was 100 times more potent atkilling breast cancer stem cells than the commonchemotherapy drug called paclitaxel or Taxol.

Cancer stem cells treated with salinomycin were farless able to start breast cancers when injected intomice than cancer stem cells treated by paclitaxel. Andthe treatment also appeared to slow the growth oftumors in the mice.

This is not clear if salinomycin will emerge as thebest drug compound for killing breast cancer stem cells— or that it will be safe to use in people with cancer.

But the study offers a new roadmap for drugcompanies to isolate and test compounds capable ofkilling the cells, Gupta added.—Xinhua

NAY PYI TAW, 14 Aug—The Township Health Department transferred a three-year and seven-monthold child who had returned from Malaysia to Yangon Children’s Hospital on 13 August. The National HealthLaboratory conducted the test on the child and the child was found infected with New Influenza A (H1N1)virus. The child had arrived back Myanmar from Malaysia by Flight No. 8M 502 on 10 August. The child wasthe 20th patient infected with the virus.

Five family members of the patient are being kept under home quarantine.Authorities concerned are taking surveillance measures against 116 passengers who had arrived on the

same flight with the patient and 129 airport staff in their respective places.The 17-yaer old boy from Yangon East Hospital and the three and half years old child from Yangon

Children’s Hospital were discharged from their respective hospitals as they have fully recovered from theirillness. Surveillance against 18 family members who had contacted with the patients had been halted.

The number of patients infected with the virus has reached 20 and 15 out of whom have been dischargedfrom the hospital since they have recovered from their illness. The remaining five patients are being giventreatment by specialists.

Up to now, the National Health Laboratory detected 166 flu-suspected persons and 20 were foundaffected with the virus.—MNA
