races have been living in harmony through thickand thin from time immemorial. So, nationalbrethren are to be equipped with a strong senseof Union Spirit.

Today, the government is working hard fordevelopment of the whole multicultural country.In the drive, it is implementing many projectsincluding road and bridge projects for greaterdevelopment of the regions that are still withpoor transport.

In the past, Namsang in Shan State (North)was not easily accessible. Now, Namsang-HsipawRoad, Namsang-Kyaukme Road and Namsang-Mongton Road have been upgraded to all-weather ones. And the township has got a 50-bedgeneral hospital in addition to manyinfrastructual buildings in the education, electricpower and communication sectors.

Similarly, there have been Mongton-NamtuRoad and Mongton-Namsang Road that lineMongton and Namtu townships. The regions haveto engage in the agriculture and livestock breedingin combination for economic growth. For thoseregions, cultivation of paddy in highlands is enoughfor local rice sufficiency. Local farmers shouldtest five-acre paddy farming and five-acre teafarming for a plot each in the interest of theirposterity. They have to try to extend their livestockfarming from small to commercial scale.

The government has many projects on the gofor equitable development of all regions. It hasbuilt many road networks covering the wholenation. For human resource development, it hasopened numerous basic education schools alongwith arts and science university, a univesity forcomputer studies and a technological universityeach in the 24 special development regions forlocal youths to pursue education in their ownregions.

Now, the government has built a greatnumber of infrastructural buildings in the regionsthe whole Union, irrespective of location andsize. Satisfactory results have been tangible in allsectors. Stability and peace contribute to regionaldevelopment. Local people are therefore to workin concert for durability of the infrastructuralbuildings, while constantly participating in thetasks for ensuring the rule of law.

Suicide attack kills fivein eastern Afghan Province

KABUL, 10 March—A suicide attack rocked Paktika Province in east Afghani-stan on Wednesday morning, killing five persons, provincial police chief DawlatKhan Zadran said.

“The incident occurred in Barmal District this morning. As a result, five per-sons including four Afghan soldiers and one border police constable were mar-tyred,” Zadran told Xinhua.

Medvedev calls for Silicon-Valley-likeresearch centre

MOSCOW, 10 March—Russian President DmitryMedvedev on Tuesdaycalled for intensified ef-forts to establish a researchand development centresimilar to the Silicon Val-ley in the United States.

“I do not know if we canmanage to build a SiliconValley of our own, but theidea is to set up an innova-tive centre to do researchand further commercializeits results,” Medvedev was

quoted by Russian newsagencies as saying at ameeting on preparationsfor the centre.

Medvedev instructed thegovernment to choose thelocation of the prospectivecentre and to define itssources of funding andfunctions.

“Officially, we will callit a research and develop-ment centre. In fact, it willbe a compound to facilitatethe development of state-

of-the-art technologies,”he said.

Medvedev added thecentre would need to at-tract foreign experts to getthe most out of it.

On 25 February, a motorcyclist spread rumour in Shantegyi Village andLaydaukkan Village in Dagon Myothit (South) Township that employees ofYangon Pan Pacific garment factory in Thingangyun Township were taken tohospital due to food poisoning at the garment factory. Around 100 relatives of thefactory workers went to Thingangyun Sanpya Hospital to make enquiry about thenews. When they knew that there was no food poisoned patients, they proceededto the garment factory. They went back as responsible personnel of the factoryexplained that there was no problems including food poisoning in the factory andthe personnel also allowed the relatives to meet the employees. Because ofwidespread rumours, relatives of other workers gathered at the garment factory andthe responsible personnel explained the true situation of the factory.

Similarly, on 26 February, a trishaw man spread rumour in MyaungdagaVillage that some employees of Daewoo Garment Factory in MingaladonTownship were injured and some were taken to hospital as the ferry they were ridingoverturned. Due to the rumour, the garment factory received calls from relatives ofthe employees and some gathered at the factory to make enquiry about the rumour.There was no accident of any ferry and employees were working peacefully there.

The same day, a motorcyclist spread rumour in Nyaungtachan andThayetpinchaung villages in Hlegu Township that the Daewoo garment factory wasexperiencing a problem from contaminated water at the factory. Responsiblepersonnel of the factory denied the rumour when some relatives of the employeesmade enquiries at the factory and explained the true situation.

Authorities concerned have urged people not to allow themselves to beswayed by rumours as destructionists have stepped up spreading rumours to causeunrest, instability and panic among the people, especially among the mass ofworkers, and to give information to the authorities when they see those who spreadrumours among the people.—MNA

ROCHESTER, 10 March — Children taught skills tomonitor and control their anger and emotions improvedtheir classroom behaviour, US researchers found.

The study, published in the Journal of AbnormalChild Psychology, found children in a school-basedmentoring programme were about half as likely asothers to have any discipline incident during the 3-month period of the study.

Lead author Peter Wyman, an associate professorof psychiatry at the University of Rochester MedicalCentre, said those children had a 43 percent decreasein mean suspensions as compared to the control group,which did not receive mentoring of the self-controlskills.

In the 4-month interval after the intervention be-gan, 1.8 percent of children in the mentored group weresuspended, compared to 6.1 percent of the controlgroup. Children taught the new skills had a 46 percentdecrease in mean office disciplinary referrals as com-pared to the children in the study’s control group, thestudy said.

Self-control and reducing escalation of emotionsis taught through the concept of a “feelings thermom-eter” to depict intensity, Wyman said.

Children learn to use “mental muscles” as a tool tomonitor feelings and to stop feelings from entering ahot zone. They also learn to maintain control and re-gain equilibrium through strategies such as taking adeep-breath, stepping back from emotionally intensesituations and using an imaginary umbrella as protec-tion from hurtful words.

Relational uncertainty is a term todescribe how sure individuals are abouttheir perceptions of involvement in arelationship. It has three sources, the re-searchers said.

The researchers said self uncertaintyis the question people have about theirown relationship involvement, such as,

“how certain am I about my view of thisrelationship?” Partner uncertainty in-volves questions about a partner’s rela-tionship involvement, such as, “how cer-tain am I about where my partner wantsthis to go?”

Finally relationship uncertainty in-volves questions about the relationshipstatus, such as, “how certain am I aboutthe future of this relationship?”
