Many young people from Upper Horfield and beyond have been working with staff from Bristol Youth Service, BCHF and UHCT to support a weekly youth club at Eden Grove for 9-16 year olds. The club has been able to function thanks to support from volunteers and funding from various sources. A bid made to the Horfield and Lockleaze Neighbourhood Partnership (part of Bristol City Council) for £2100 last September aimed to ensure on-going support for a range of youth activities and funds to pay for a part-time Youth Worker. The RAG is concerned to hear that this funding application, which had been approved by the Neighbourhood Partnership Small Grants Panel, was subsequently cut to less than half that by Horfield and Lockleaze Councillors. This decision was taken after a delegation of young people from the club attending the November meeting of the Horfield Forum to present a letter appealing to the local councillors not to cut their bid; their appeal found support from many of the local residents at the meeting and Councillor Pete Levy promised to look into the matter on their behalf but despite all this, the councillors went ahead and cut the application and did not return to explain their reasons to the young people. Our question to the four local councillors then, is why decline an application which is so vital for young people living in Upper Horfield, especially when there is still approximately £5000 left in the kitty to be spent by the end of March 2012? Though there are similar activities for young people provided by Bristol City Council at their youth club on Romney Avenue in Lockleaze, it is clear from talking with workers and volunteers at the YR Youth Club that most of the young people they have spoken to would not be able to get to the Lockleaze centre as many, unsurprisingly, walked themselves to the club. YOUTH CLUB FUNDING BID SLASHED BUT

LOCAL SCHOOLS AND TRUST STEPS UP TO THE MARK!

Many young people from Upper Horfield and beyond have been working

with staff from Bristol Youth Service, BCHF and UHCT to support a weekly

youth club at Eden Grove for 9-16 year olds. The club has been able to function thanks to support from volunteers and funding from various sources. A bid made to the Horfield and Lockleaze Neighbourhood

Partnership (part of Bristol City Council) for £2100 last September aimed to ensure on-going support for a range of youth activities and funds to pay for a

part-time Youth Worker. The RAG is concerned to hear that this funding application, which had been approved by the Neighbourhood Partnership

Small Grants Panel, was subsequently cut to less than half that by Horfield and Lockleaze Councillors.

This decision was taken after a delegation of young people from the club attending the November

meeting of the Horfield Forum to present a letter appealing to the local councillors not to cut their bid; their appeal found support from many of the local residents at the meeting and Councillor Pete

Levy promised to look into the matter on their behalf but despite all this, the councillors went ahead and cut the application and did not return to explain their reasons to the young people. Our question to the four local councillors then, is why decline an application which is so vital for young

people living in Upper Horfield, especially when there is still approximately £5000 left in the kitty to be spent by the end of March 2012?

Though there are similar activities for young people provided by Bristol City Council at their youth

club on Romney Avenue in Lockleaze, it is clear from talking with workers and volunteers at the YR Youth Club that most of the young people they have spoken to would not be able to get to the

Lockleaze centre as many, unsurprisingly, walked themselves to the club.

Orchard School, Upper Horfield Community School and Upper Horfield Community Trust with the support of Bristol Community Housing Foundation have set up a 8 - 13 year old term time

Chairman's Welcome - Ean Magee

Welcome to the second edition of the RAG Newsletter. Its an exciting year for Upper

Horfield RAG, especially as we are planning a BIG Jubilee Party in Poets Park for the entire

community and are hoping for extra help from the community. As this is a residents

newsletter, we would like you to have your say. If you wish for us to look at any local concerns

or you wish to write an article for the Rag, then please contact us as we would like to hear

from you. UPPER HORFIELD MATTERS

Mindless vandalism and thief

In December, a Christmas tree was planted in Poets Park as a long term feature for the local

community. Unfortunately a mindless vandal up rooted the community Christmas tree and

stole it. The Rag would like to let this hoodlum know they should be ashamed of themselves for

stealing this gift from their neighbours and community.

If you know who this thief is please ring 101 and let the police as the police are taking this very serious.

As the proverb says ‘tell the truth and shame the devil’.

Dog Faeces and Health Risks

All faeces contains bacteria that can cause stomach upsets if ingested. However, the greatest risk

to public health from dog faeces is toxocariasis.

Toxocariasis is an infection of the round worm Toxocara canis. It is a zoonotic disease that is

spread via dog faeces. Young children in particular are at risk due to their weaker immune

systems and because they are more likely to expose themselves by ingesting the eggs.

http://h2g2.com/dna/h2g2/A3116684

Toxocariasis can and has caused blindness, so please dispose of your dogs faeces.

It is an offence for a dog owner not to clear up after their dog has fouled in any open area in

Bristol. The dog warden can offer a fixed penalty notice (on the spot fine) currently £80.00

If you wish to report dog faeces left by a dog owner on the public highway or park please

phone 0117 922 2100.

Carol in Poets Park

On Saturday 17th December was a great success for both the community and Upper Horfield

Rag, as this is the first event the RAG has held. There was a wonderful festive and joyous feel to

the occasion, with traditional and modern carols being sang and plenty of warm mince pies and

mulled wine to go around. All children got to meet Father Christmas and each received a

selection box of chocolates. Many thanks to all those who organised and came to celebrate

Carols in Poets Park, especially to the Kennet and Avon Cooperative Community Fund for helping

with mince pies, mulled wine and chocolates for the kids.

Also a BIG thank you to all that donated gifts to the free raffle.

JUBILEE PARTY

We are excited to be planning a Jubilee Party for all of Upper Horfield

residents. As this is a big occasion as well as huge commitment we

need plenty of volunteers.

Are you a resident of Upper Horfield?

Then you are a perfect volunteer to help us make the Jubilee Party an

enjoyable and memorable day.

Please email us at [email protected] with the heading „Volunteer‟, with

your name, address and phone number.

Three arrests made following discovery of two cannabis factories

On the evening of the 10th January, PCSO‟s Paula Perry and Nathan Greenhow used their keen

noses to track down the location of a strong cannabis smell on Wellington Hill West. Their

enquiries provided response officers with enough suspicion to attend the address, whereupon a

female tried to run away. She was detained and subsequently arrested after a large cannabis

factory, containing in excess of 70 mature plants, was found.

The story doesn‟t end there though. The female was later charged and released on bail. As a

result of police enquiries a further address of interest was identified on Filton Road. Officers

attended the address later the next day making follow up enquiries and again noticed a strong

smell of cannabis. The female was at the location, in company with two other persons. Another

large cannabis factory was discovered, and all three were arrested.

The female originally detained has since been charged with production of cannabis, whilst the

other two persons are on police bail pending forensic enquiries.

Police detain suspected burglar and discover a cannabis factory at the same time!

On the 7th January 2012, officers responded to a report of a burglary in progress at Eden Grove.

Upon their arrival a male ran from the property and was pursued by Police. He was detained

nearby and arrested on suspicion of burglary. Upon making enquiries at the address the male had

apparently burgled, officers discovered a large number of cannabis plants (in excess of 40) being

grown. A 61 year-old resident of the property was subsequently arrested on suspicion of cannabis

production, and is on bail pending forensic examination of the plants. A 26 year-old male is also on

bail suspected of burglary.

Police arrest distraction burglar

During the evening of the 18th January 2012 officers received reports of two burglaries. The first

had apparently occurred at Dickens Close. A female knocked on the victims‟ door and asked for

“Wendy”. When she was not invited in, she claimed she was sick and going to have a fit. Whilst

the victim went to get medication the female stole items belonging to the victim‟s daughter. The

other incident had occurred on Macauley Rd, during which a 65 year-old blind woman had

apparently been visited by a female who had stolen her handbag.

Officers conducted searches of the nearby area and found a 33 year-old female matching the

description. She was searched, and items were found in her possession relating to the first

incident. She was arrested and has since been charged with the first burglary, and has been bailed

whilst further enquiries are made into the second burglary.

Bristol school to reward community

at gala awards evening

A Bristol secondary school will recognise those who make an

outstanding contribution to the community at a gala awards night.

Orchard School Bristol has launched its Community Awards 2012,

with individuals in 10 categories set to be recognised.

The school is now inviting people in the communities of Horfield, Lockleaze, Southmead and

Filton to nominate deserving candidates.

A panel from the school senate will then draw up a shortlist and a special voting system –

online and offline – will then determine the overall winners.

Categories up for grabs are for best youth worker, sports coach, young person, local hero,

local business/shop, community volunteer, secondary teacher, secondary support staff

member, primary teacher and primary support staff member.

The criteria for nominees is that they must be resident or do their work in Horfield,

Lockleaze, Filton or Southmead.

Head teacher Helen Holman said: “At Orchard we are a real community school and this is a

wonderful opportunity for our children to recognise the people who make our

neighbourhoods so special.

“All across north Bristol there are people who go the extra mile to enhance the lives of

others and while many might be reluctant to be thrust into the limelight, we think it is

important that their contributions are recognised.”

Nominations must be received by February 16. Please indicate which category, the name of

the nominee, your name and contact number with a short summary of why the individual

deserves the award.

Please email to [email protected] or post to Richard Coulter,

Community Awards, Orchard School Bristol, Filton Road, Bristol

Nomination forms will also be available in public places across north Bristol and online at

www.orchardschoolbristol.co.uk

A shortlist will be announced in February before voting begins and the awards ceremony will

take place at Orchard School Bristol on March 28.

Upper Horfield Community Trust, Bristol Community Housing Federation, UWE and Avon

and Somerset Police have already agreed to sponsor individual awards.

Any other businesses or organisations are welcome to sponsor an award, at a cost of £100.

Update from Fiona Deays RAG

representative on the Neighbourhood

Partnership

Just a short note of the Neighbourhood Partnership Meeting of

items relating to Upper Horfield held on 8th December 2011.

The bulk of the meeting dealt with problems in Lockleaze and

Manor Farm with the following items of interest to UHRAG:-

1)Partial allowance of funds to the youth club as the panel felt that there was a duplication and

overlapping of budgets with the youth club in Romney Avenue

2)It was confirmed that the CCTV in Poets Park is now monitored at a central control, and

that a system has been set in place for rapid response from the police if there is any antisocial

behaviour.

If you want to join with other residents to agree the priorities for Upper Horfield, make sure

you come along to the next UHRAG Residents only workshop on Wednesday 22nd February

@ 7pm at St Gregory's Church Hall on Filton Road (Opposite Orchard School)

The next Horfield Neighbourhood Forum meeting is:-

Thursday 8th March 2012. Horfield Methodist Church, Churchways Avenue BS7 8SN 7 - 9pm.

This gives you the residents an opportunity to raise your concerns directly to the councillors

and officers. These concerns are then recorded and hopefully acted upon,

Regards: Fiona Deays

Are you into Photography?

Local resident Keith Cromwell would like to know if there are others in the area who would

be interested in joining him each Monday evening at the UHCT Community Centre to share

tips and ideas about photography. This could be digital or film and

may even include darkroom skills if enough people are interested.

This would be a club rather than a class so members would be

sharing ideas and bringing their own equipment to begin with.

To register your interest please contact UHCT on 0117 9690011.
