Summary of the Proposed RuleThe Proposed Rule introduces provisions governing electronictrading by marketplace participants and their clients. It also in-troduces specific obligations for direct electronic access (DEA).

Under the Proposed Rule, marketplace participants will be ob-ligated to establish, maintain and ensure compliance with ap-propriate controls, policies and procedures, in order to managethe risks associated with various methods of electronic trading,including DEA, the use of algorithms and high frequency trad-ing. Additionally, the Proposed Rule enhances the current re-quirements imposed on marketplaces to ensure they take an ac-tive role in managing the risks associated with widespreadelectronic trading.The Proposed Rule was developed following consultations withmarketplaces, marketplace participants and service vendors.The proposal is consistent with international developments inelectronic trading.
