School Profile: Encinitas Union School District serves the City of Encinitas and the La Costa area of Carlsbad in North San Diego County. Although located in the city of Carlsbad, Mission Estancia Elementary is actually one of nine schools in the impressive Encinitas Union School District. All of the District’s schools have been recognized as California Distinguished Schools, and Mission Estancia has also been recognized as a National Blue Ribbon School. We offer a full academic program from kindergarten through sixth grade to approximately 550 students. Our rigorous curriculum, focus on high quality instructional delivery and enrichment opportunities, support us in fulfilling the mission of creating 21st century citizens. Children explore and demonstrate their abilities through challenging academic activities as well as creative art, music, physical education and drama experiences. School hours are extended Monday through Thursday to allow for weekly modified days on Friday. These days serve as planning time for the staff. Additionally, credentialed specialist serve grade levels in learning block times to allow teachers to work at learning communities. Conversations center around student needs both at the grade level and across the grade-levels. This block time is also used to align state standards with curriculum, review current research, establish performance standards, incorporate 21st Century skills into teaching and share effective instructional strategies that are assessed through multiple measures. Decisions are made based on formative and summative data analysis. Mission Estancia has an active volunteer base. Volunteers regularly serve on the PTA (Parent Teacher Association), SSC (School Site Council), EEF (Encinitas Education Foundation), ELAC and various committees such as safety, wellness, technology, green team and student council. Volunteers also help in classrooms, and assist in school activities and long-term projects. The teachers and staff are dedicated to continuous improvement, ensuring the academic success of every student and providing a safe and productive learning experience. We offer a variety of choices for after school enrichment. For struggling students, we provide intervention assistance both during the day and before/after school through the research-based programs Leveled Literacy Intervention, ReadWorks.org, small group reading and Read Naturally. For students on the cusp of grade level proficiency, we provide support to ensure students maintain skills for continued academic success. Additionally, we serve students who are on the cusp of performing to the advanced level through a flexible “booster” pull out program. This

program uses the same research based programs at the correct level of difficulty to promote academic growth.

Mission Estancia School Site Council Bylaws

Revised 2010-2011 and Approved May 2011

Article I Name and Role of the Council The name of the governance shall be the Mission Estancia SSC. The school site council of Mission Estancia Elementary School, hereinafter referred to as Mission Estancia SSC, shall carry out the following duties: • Obtain recommendations for, and review of the proposed Single Plan for Student Achievement (SPSA) from all school advisory committees. • Develop and approve the plan and related expenditures in accordance with all state and federal laws and regulations. • Recommend the plan and expenditures to the governing board for approval. • Provide ongoing review of the implementation of the plan with the principal, teachers and other school staff members. • Make modifications to the plan for governing board approval whenever a material change (as defined in district governing board policy) is made in planned activities or related expenditures. • Annually, evaluate the progress made toward school goals to raise the academic achievement of all students. The Mission Estancia SSC shall recommend the modifications or any improvement of the SPSA or budget shall be developed, recommended, and approved or disapproved in the same manner. The school improvement plan shall monitor the SLIP and Donation budgets to be sure all expenditures match the site improvement plan. The Mission Estancia SSC shall carry out all other duties and responsibilities assigned to it in the Education Code of the State of California – Section 52853 and the EUSD Governing Board.

Article II Members Section 1 – Size and Composition The School Site Council shall be composed of at least (10) members selected by their peers as follows: • Three Classroom Teachers (representative from each K-1, 2-4, 5-6) • One School Representative • Five Community Members that Reside in Encinitas Union School District Boundaries. • The School Principal Council members representing parents and/or community members may be employees of the school district, but may not serve as a parent representative at the site of employment. Section 2 – Election Procedures Selection Process-General Election 1. Parent Constituent Groups • Parents may nominate or self-nominate • In the general election of the parents at large, ballots will be sent home either

by hardcopy or electronically; ballots will be returned within seven calendar days to the office. • A notice of the newly elected members will be published. 2. Elections will be held in May/June for parent/community and teacher representatives. 3. Officers will be elected by the members at the first meeting of their term of office. 4. Principal will serve as co-chair. Section 3 – Term of Office It shall be the duty of all council members to attend all regular and special School Site Council meetings. Members have the responsibility to meet with their respective groups to ensure that various interests are represented. Term of Office • Members may serve for a 2-year term. • Terms will go from June through June. • Members are eligible for reelection at the end of their term. • At the first regular meeting of the council, each member’s current term of office shall be recorded in the minutes. Section 4 – Responsibility • Ensure the representation of all constituents (parents, students, classified and certificated staff) in making policies, which affect the educational success of students. • Attend all meetings on time and stay for the duration of the meeting • Report and communicate with all constituencies through the minutes and/or verbal communication • Share duties/responsibilities • Notify the chairperson prior to any absence • Come to each meeting prepared to discuss and/or vote on issues published in the agenda prior to the meeting date. Section 5 – Resignation Any member may resign by filing a written resignation to the School Site council cochairpersons. Section 6 – Termination of Membership Upon a parity vote, a member shall no longer hold membership should s/he cease to be a resident of Encinitas Union School District or no longer meet the membership requirements under which s/he was selected; e.g., a parent becomes employed by the site. Membership can be terminated for any member who is absent from all regular meetings for a period of two consecutive meetings or for persistent failure to fulfill the responsibilities outlined in Article III Section 4 of these by laws. Section 7 – Vacancy A staff vacancy will be filled by a peer election at the next appropriate staff meeting or the chairperson may appoint someone to complete the term. Elected alternates in the order of most votes received will fill a parent vacancy, or if there are no alternates, the chairperson can appoint a parent to complete the term. The remainder of the term will not count toward a full school year term. Section 8 - Vote Each member shall be entitled to one vote. Only School site Council members shall vote

on SSC issues. Absentee votes or proxy votes shall not be permitted. Email votes will be permitted only when impossible to gather members for a meeting. Video, phone or net conferencing voting will be permitted when impossible for members to gather for a meeting. Conferencing members must established validity of identity prior to voting. All voting will be documented and distributed to all SSC members.

Article III Meetings Section 1 – Regular Meetings The SSC shall meet at least 4 times a year while school is in session. The Chairperson and Principal shall determine the meeting dates and times. Section 2 – Agenda The agenda will be coordinated with input from the chairperson and principal. Any community or staff member may present items to the chairperson or principal. Presented items must be submitted on the approved SSC comment form. The agenda will be posted at least 48 hours before each meeting. Public communication must be a part of every agenda as well the place and time of the meeting. Items not in the agenda cannot be voted on. Section 3 – Special Meetings Special meetings may be called by the chairperson, Principal or by the majority vote of the SSC. Section 4 – Place of Meetings The SSC shall hold its regular meetings and its special meetings in a facility provided by the school, and readily accessible by all members of the public, including handicapped persons. Section 5 – Notice of Meetings All meetings of the school site council and of committees established by the school site council shall be open to the public. Notice of such meetings shall be provided in accordance with Section C of this article. Public input may occur on any item on the current agenda, with prior notification to the chair, not to exceed three (3) minutes per speaker. The SSC reserves the right to call closed session meetings. Section 6 – Quorum A quorum shall consist of a simple majority. A quorum for a parity vote shall consist of three parent members and 3 staff members. Section 7 – Conduct of Meetings SSC will operate with adequate discussion, collaboration, and consensus whenever appropriate. Meetings of the council shall be conducted in accordance with the rules of order established by Education Code Section 3147 (c).

Article IV Officers Chairperson The chairperson shall: • Preside at all meetings of the council • Sign all letters, reports, and other communication of the council • Perform other duties incident to the office of chairperson • Provide all notices in accordance with these bylaws

Conduct meetings in accordance with the rules of order established by Education Code Section 3147 (c) • Oversee the annual election of the council from both constituencies • Review these bylaws to ensure the council acts in accordance with the bylaws Vice- Chairperson The vice-chairperson shall: • Represent the chairperson in assigned duties • Substitute for the chairperson in his or her absence Secretary The secretary shall: • Keep minutes of all the regular and special meetings of the council • Transmit true and correct copies of the minutes of such meeting to members of the council • Be custodian of the records of the council in the current year and ensure records are maintained in Principal’s office. • Keep a register of the names, addresses, and telephone numbers of each member of the council • Perform other duties as assigned by the chairperson or the council • Conduct meetings in accordance with the rules of order established by Education Code Section 3147 (c) • Oversee the annual election of the council from both constituencies • Review these bylaws to ensure the council acts in accordance with the bylaws Members • Actively solicit information from and report back to their constituency • Members will represent their constituency • Members will report and communicate with all constituencies through the minutes and/or verbal communication Section 2 – Election and Terms of Office The School Site Council shall elect the officers annually during the first meeting. The election may be held by secret ballot or open court. Members may be elected to the same office consecutively. New officers shall assume their duties at the next regular meeting following the elections. No officer shall serve for more than four consecutive years. Section 3 – Removal of Officers Any officer may be removed from their office by a two-thirds vote of all the members present.

Article V Committees Section 1 – Special and Standing Committees The school site council may establish and abolish subcommittees of its own membership to perform duties as shall be prescribed by the school site council. At least one member representing teachers and one member representing parents shall make up the subcommittee. No subcommittee may exercise the authority of the school site council. The school site council may establish and abolish standing or special committees with such composition and to perform such duties as shall be prescribed by the school site council. No such committee may exercise the authority of the school site council.

Section 2 – Special and Standing Committees Membership Unless otherwise determined by the school site council, the school site council chairperson and Principal shall appoint members of standing or special committees. (Membership on special committees may be open to nominations from the floor at the direction of the school site council). A vacancy on a committee shall be filled by appointment made by the chairperson. The school site council shall determine the terms of office for members of a committee. Section 3: Quorum A majority of the members of the committee shall constitute a quorum, unless otherwise determined by the school site council. The act of a majority of the members present shall be the act of the committee, provided a quorum is in attendance. Mission Estancia SSC maintains the right to oversee and govern all Special and Standing Committees. Article VII Amendments to By Laws Amendments must be presented to the SSC at any regular meeting and a quorum of council members shall be required to adopt any amendments.

Review/Analysis of 2013-2014 Goals

Goal #1 : 80% of students in K-6 focusing on the CCSS domains of Reading and Writing will demonstrate grade level proficiency on 80% of the multiple measures. Summary – Progress on Goal #1: While there was progress made towards this goal, it was not achieved. 28% of the students at Mission Estancia were within the expected stretch band on the end of year myOn report, however, the Fall Lexile summary from Scantron shows that approximately 37% percent of the students are currently within the stretch band for reading. We will continue to work on this goal during the upcoming school year. There was not consistant reporting of writing scores, so it is difficult to determine the success rate for writing. This will be a separate goal for the 2014-2015 year as well.

Goal # 2: 80% of students in K-6 focusing on the CCSS domain of math will demonstrate grade level proficiency on 80% of multiple measures. Summary- Progress on Goal #2: This goal was not achieved as written due in large part to the inconsistent use of the digital curriculum combined with the transition to CCSS standards and more focus being placed on the conceptual understanding of math processes in contrast to the focus on algorithims and basic facts. Mission Estancia had the lowest percentage of standards mastery and syllabus progess on ST Math across the district. Ten Marks usage was more consistant and the most progress was made in grades 3, 4 and 6. A goal to increase the fidelity of usage with both of these programs will be written for the 2014-2015 school year.

Summary – Progress on Goal #3: The data that was to be used to measure this goal was not collected. Antecdotal data such as participation rates in SOAR (Sharing Our Acceptance and Respect), numbers of students requiring academic intervention, attendance rates, and the number of referrals for the social/emotional support groups, however, support that this goal was achieved.

Form A: Planned Improvements in Student Performance: The school site council has analyzed the academic performance of all student groups and has considered the effectiveness of key elements of the instructional program to ensure ALL students access and meet CCSS performance outcomes. In alignment with the significant populations identified through the State’s Local Control Accountability Act, particular goals will be set for each sub group. Using multiple measures, minimum proficiency will be determined by demonstrating grade level performance on at least 80% of the measures. Baseline data was determined using Spring 2014 performance data in targeted CCSS domains.
