Heel 2018 staat Post-truth centraal in de programmering van IMPAKT. Niet omdat we geloven dat we in een Post-truth-tijdperk leven, en al helemaal niet omdat we ons bij dat idee zouden willen neerleggen, maar vooral in de hoop dat we het hele idee van Post-truth zo snel mogelijk weer kunnen vergeten. Dat we heel even niet meer zagen hoe we media en technologie zo konden gebruiken dat ze onze samenleving zouden versterken en korte tijd het vertrouwen in onze democratie kwijt waren. In het festival staat de relatie tussen Post-truth en algoritmes centraal. Via de informatie die we - bewust of onbewust - op het internet achterlaten, verzamelen bedrijven en overheden steeds meer gegevens over ons. Als zij gaan samenwerken en databestanden koppelen ontstaan er structuren waarin veel macht geconcentreerd is. Met geavanceerde algoritmes

analyseren deze superstructuren onze gegevens. Ze vormen zo een steeds beter beeld van wie we zijn en waar onze voorkeuren liggen.

Het IMPAKT Festival 2018 analyseert de algoritmische superstructuren in onze samenleving en bekijkt hoe algoritmes gebruikt en misbruikt worden. Hoe dragen ze bij aan het Post-truth-tijdperk? Kunnen we algoritmes ook inzetten voor een samenleving waarin het zoeken naar gedeelde waarden en waarheden centraal staat, in plaats van polarisatie, controverse en sensatie?

WELKOM!

In 2018, IMPAKT’s entire programme focuses on post-truth. Not because we believe our current era is defined by post-truth, but because we hope to forget the whole idea as soon as possible. Our hope is that on reflection, for a short period of time we were not able to see how media and technology could be applied to strengthen our society and we lost our faith in democracy.

This year’s festival particularly reflects on the relationship between Post-truth and algorithms. Companies and governments are collecting an increasing amount of data on us by tracking our social media usage, online shopping and by sourcing the traces we – either knowingly or unconsciously – leave behind. When they combine their forces and data, strong power nuclei are formed. These super structures analyse our data with the use of advanced algorithms and

get to know us and our preferences better and better.

The IMPAKT Festival 2018 analyses our society’s algorithmic superstructures and explores how algorithms are used and abused. How do they contribute to the post-truth era? Instead of using algorithms for polarisation, controversy and sensationalism, could we repurpose algorithms for a society in which the search for shared values and truths is key?

Algoritmische superstructuren kijken over je schouder mee. Ze bepalen wat je ziet en anticiperen op je verlangens. Voor ieder van ons hebben ze comfortabele filter-bubbelwerelden gecreëerd. Hoe en wanneer is dit gebeurd en waar-om hebben we er niets van gemerkt? Met Algorithmic Superstructures be-schouwen we de werkelijkheid als een rekenkundig model. De demo-cratie wordt steeds meer uitgehold en populisme en post-truth-retoriek nemen de overhand. Traditionele systemen van politiek, media, com-municatie, arbeid en cultuur maken plaats voor nieuwe algoritmische structuren: de interfaces en proto-collen die de techno-kapitalistischedrang naar kwantificatie en regule-ring van de menselijke ervaring in de praktijk brengen.

In een world-by-default bepalen re-kenkundige modellen onze sociale

navigatie. Omdat algoritmische superstructuren stevig verankerd zijn in de bestaande tastbare infra-structuur van glasvezelkabels, datacentra en computer-hardware, kunnen zij onzichtbare zones van macht en controle creëren. Hierbinnen worden zowel besluit-vorming als ons denken onderdeel van een rekenkundige logica. Wiskundige modellen beheersen ons leven steeds meer en vertalen ons zo in een verzameling data. Deze gegevens worden vastge-legd, opgesplitst, geclassificeerd en operationeel gemaakt.

Door middel van gesprekken, paneldiscussies, workshops, film-vertoningen en tentoonstellingen verbeeldt en onderzoekt het fes-tival de alomvattende waarheden die algoritmische superstructuren creëren.

INTRODUCTIE

Algorithmic superstructures are looking over your shoulder. Determining what you see, anti-cipating what you desire, they have built comfortable filter bubble worlds for each and every one of us. How and when did this happen, and why haven’t we noticed?

We suggest the idea of Algorithmic Superstructures as a way to imagine reality as a product of computational design. As demo-cracies are becoming empty vessels for populism and post-truth narratives, traditional systems of politics, media, communication, labour and culture are ceding place to new algorithmic frameworks: the interfaces andprotocols, installed under the techno-capitalist drive for quanti-fying and regulating human experience.

In a world by default, computational design controls

our social navigation. As algo-rithmic superstructures are deeply embedded in the existing physical infrastructures of fiber optic cables, data centers and computer hardware, they produce an invisible zone of governance. Within it, decision-making and thought itself become automated and implicated in computational logic, displacing the human from the centre of meaning-making. Mathematical models come to govern our life, turning us into data - data that is captured, segmented, categorized and rendered operational.

In a series of talks, panels, workshops, film screenings and exhibition displays, the festival leaps into imaginaries and explores what deep truths are created by algorithmic superstructures.

Alex Anikina (Russia/Great Britain)Alex Anikina is onderzoeker, filmmaker en curator. Ze is momenteel bezig met het afronden van haar PhD-onderzoek aan Goldsmiths University, waarin zij de politieke esthetiek van algoritmische cinema onderzoekt. In haar kunstpraktijk werkt Alex Anikina met bewegend beeld, software en lezing-performances. Haar werk wordt internationaal vertoond en tentoongesteld.

Luba Elliott (Great Britain)Luba Elliott is curator en onderzoeker, gespecialiseerd in kunstmatige intelligentie binnen de creatieve industrie. Zij probeert een breed publiek te betrekken bij recente ontwikkelingen in creatieve kunstmatige intelligentie. an artist, she works with moving image, software and lecture-performances, screening and exhibiting internationally.


Luba Elliott is a curator and researcher specialising in artificial intelligence in the creative industries. She works to engage the broader public about the latest developments in creative AI through monthly meet-ups, talks, workshops and exhibitions at venues including The Photographers’ Gallery, NIPS Conference, MIT Technology Review and Google.

Yasemin Keskintepe is a curator and theorist who investigates the politics and poetics of technology in contemporary art and exhibiting practices. Since 2016 she is working at the ZKM | Centre for Art and Media Karlsruhe, where she is the co-curator of the exhibition Open Codes.

This panel will put into context how financial markets have been created, governed and manipulated from the tulip mania in the 17th century to today’s algorithm-driven decision-making and speculation.

Surveillance and data collection in smart city projects enhance our public spaces, but also bring a fear of militarized control. In contrast, designers and artists challenge our urban experience in games and augmented reality applications. What is the potential of these technologies for e-governance and e-participation?

Rather than attributing agency to algorithms we should focus on the question what kind of algorithms are inserted into what kinds of socio-economic models. Evgeny Morozov will discuss algorithms and how they are applied in the context of broader reflections on geopolitics and the technological competition between China and the United States.

Democracy is based on fair representation. In the data era, representation itself becomes quantified and questioned. The short films in this screening open a discussion from mathematics as a way of thinking and representing reality to the current political environment in the Netherlands.

Met online onderzoek heeft het netwerk voor burgerjournalistiek Bellingcat bijgedragen aan factchecking en waarheidsvinding met betrekking tot de MH-17 ramp, terreurdaden gepleegd door IS en de Syrische burgeroorlog. In deze presentatie zal Higgins ook de workshop bespreken die Bellingcat later in 2018 in Utrecht geeft, in samenwerking met IMPAKT en Residenties in Utrecht.

With online research the network for citizen journalism Bellingcat contributed to fact-checking and truth-finding in relation to the MH-17 disaster, acts of terror committed by ISIS and the Syrian civil war. In this presentation Higgins will also discuss the workshop that Bellingcat will give in Utrecht, later on in 2018, in collaboration with IMPAKT and Residenties in Utrecht.

Christian von Borries’ feature film turns the camera towards the contemporary image wastelands: ruins of luxury developments, reconstructions of Venice, simulations of warfare at the arms fair. At the heart of holographic copies and replicas, in a world custom-made for selfies, Instagram posts, and tweets, he reveals emptiness and potential violence.

In deze film richt Christian von Borries zijn camera op de image wastelands van vandaag de dag: ruïnes van luxe bouwprojecten, reconstructies van Venetië en simulaties van oorlogsvoering op de wapenbeurs. Patternist is a location-based, augmented reality multiplayer game about a strange exo-planet that is mysteriously appearing overlaid onto the Earth’s surface. This session explores the subject of data brokers, companies that sell profiles of people based on aggregated personal data. The conversation will focus on how systems employed by such brokers are designed and built, aiming to understand how choices made during implementation impact the lives of ordinary people.

In deze sessie verkennen we het onderwerp van de zogenaamde data brokers: bedrijven die pro-fielen van mensen opstellen, op basis van persoonlijke gegevens, en deze vervolgens verkopen. INTRODUCTIE TENTOONSTELLING Algoritmische superstructuren kristalliseren langzaam uit tot een overkoepelend raamwerk dat onze samenleving, waaronder onze ideeën over publieke democratie, media en collectieve actie, radicaal verandert en onder druk zet. Onze omgeving, die steeds meer gecodeerd is, wordt vormgegeven door digitale apparaten die door computernetwerken worden ondersteund. De tentoonstelling laat zien hoe belangrijk de rol is van nieuwe technologieën in de grootste uitdagingen van onze tijd: de versplintering van onze samenleving, de daaruit voortvloeiende populistische tendensen, autoritaire bestuursvormen en maatschappelijke conflicten,

alsmede een algeheel gevoel van instabiliteit en onveiligheid op globaal niveau.

De werken refereren aan het ontstaan van nieuwe vormen van bestuur en hegemonie die in strijd zijn met democratische waarden en procedures. Om het belang van verantwoording en nieuwe vormen van publieke democratie te onderstrepen, worden in deze tentoonstelling urgente vragen gesteld over hoe algoritmische processen gereguleerd zou moeten worden. De tentoonstelling ondervraagt hoe we tegen deze achtergrond onze democratische legitimiteit kunnen behouden en hoe we tegelijkertijd technologische ontwikkelingen kunnen omarmen en de integriteit van democratische processen veilig kunnen stellen.

INTRODUCTION EXHIBITIONAlgorithmic superstructures are crystallizing into an overarching framework, radically changing and challenging the fabrics of society, including our understanding of public democracy, media ecology and collective action. Our increasingly encoded environment is mediated by digital devices and facilitated by computational infrastructure. The exhibition illustrates how new technologies have become instrumental in advancing some of the greatest challenges we are facing today: the dissociation of publics leading to increased populist tendencies, authoritarianism and social conflicts and an ambient feeling of instability and insecurity on a global scale. The works in the exhibition are referential to new forms

of governance and hegemony being established, that stand in opposition to democratic values and procedures. Illustrating how algorithmic superstructures are shaping our thinking, our perception, and value system, they speak to a need for accountability and new forms of public democracy.The exhibition asks how, in this landscape, we can preserve our democratic legitimacy whilst embracing technological developments and maintaining the integrity of democratic processes.

By generating automated targeted ads, the piece exposes the rubrics Twitter uses to render its users legible. It shows the taxonomy of humans according to Twitter and its data brokers.

Door het genereren van geautomatiseerde, doelgerichte advertenties, onthult dit werk de rubrieken die Twitter gebruikt om gebruikers “leesbaar” te maken. Het toont aan hoe Twitter en data brokers de taxonomie van de mens beschouwen.



Deze met kunstmatige intelligentie gegenereerde video en de onderliggende dataset, schetsen historische overeenkomsten tussen de tulpenmanie die rond 1630 in Nederland heerste en de crypto-valuta-speculatie die momenteel gaande is.

This installation discusses the role of the prosumer (consumer who is content prodcucer at the same time), clickbait and the data broker in the so-called Freemium services, which harness user generated data to create economic value.

Deze installatie verkent de rollen van de prosumer (consument en producent in één), clickbait en de datahandelaar binnen zogenaamde Freemium-services, die economische waarde creëren met het verhandelen van door gebruikers gegenereerde data.



Door het uitschrijven en publiceren van de tweets van Donald J. Trump op het moment dat ze gepost worden stelt dit werk vragen bij de vluchtigheid van social media en vraagt het om andere interpretaties en waardering.

By transcribing Donald J. Trump’s tweets into printed form as they are posted, the work questions the volatility of social media, and asks for a different reading and appreciation.
