The artists played on the stage of the famous Carnagie Hall. The Perm opera was heartily welcomed by an exacting and sophisticated New York audience. On Janu- ary 18, 2008, the Perm troupe of the Perm State Academic Opera and Ballet Theatre gave the three hour concert “Well-known and un- known Tchaikovsky” on the stage of the Carna- gie Hall in New York. Actually this was not just a concert but a presentation of the Perm Krai in the world business centre. It is the first time that such an event has taken place in provincial theatri- cal life. The American partners of the Perm Theatre proposed to organize this concert when they learned that the theatre was 135 years old and that the great composer had spent his childhood near the Perm region in Votkinsk, a town of Udmurtia republic. Curiously, it was P. I. Tchaikovsky who con- ducted at the concert dedicated to the open- ing of the Carnagie Hall (at that time the Music Hall) on May 5, 1891. Then, it was the well known industrialist and patron of the arts Andrew Carnagie who invited Tchaikovsky. The guest perfor-mances of the Perm State Academic Opera and Ballet Theatre named after Tchai-kovsky was successfully and warmly received in the USA. The artists played on the stage of the famous Carnagie Hall. The Perm opera was heartily welcomed by an exacting and sophisticated New York audience. On Janu-ary 18, 2008, the Perm troupe of the Perm State Academic Opera and Ballet Theatre gave the three hour concert “Well-known and un-known Tchaikovsky” on the stage of the Carna-gie Hall in New York.

Actually this was not just a concert but a presentation of the Perm Krai in the world business centre. It is the first time that such an event has taken place in provincial theatri-

cal life. The American partners of the Perm Theatre proposed to organize this concert when they learned that the theatre was 135 years old and that the great composer had spent his childhood near the Perm region in Votkinsk, a town of Udmurtia republic.

Curiously, it was P. I. Tchaikovsky who con-ducted at the concert dedicated to the open-ing of the Carnagie Hall (at that time the Music Hall) on May 5, 1891. Then, it was the well known industrialist and patron of the arts Andrew Carnagie who invited Tchaikovsky.

Apart Tchaikovsky, works such as the op-eras “Eugene Onegin” and “The Queen of Spades” were performed at the concert of Perm musicians. In addition, there were arias and

Recently the congress of the

all-Russian non-gov-ernment organiza-tion (NGO) “Russian Lawyers’ Association” took place in Mos-cow. The members of the association in-clude Vladimir Putin, all the ministers of defense, chief justices of superior courts, head of the Presi-dent’s Administration Sergey Sobyanin, and President of the Central Election Com-mission Aleksandr Veshnyakov.

The chairman of the

lawyers’ association board of guardians Dmitry Medvedev ad-dressed the meeting. He started by reading the complimentary ad-dress of Vladimir Putin where the President, in particular, points out that in a very short term the Russian Lawyers’ Association turned into one of the most authoritative NGO’s in Russia. The association congress made a decision to support Dmitry Med-vedev’s nomination for the candidate in the upcoming Presidential elections.

Fifty five percent of Russian busi-

nessmen believe that the authorities view the business commu-nity mainly as a ‘tight purse’, according to an opinion poll conducted by the All-Russian Pub-lic Opinion Research Center (VTsIOM).

Twenty-six percent of respondents support-ed the statement that a paternalistic state has been created in Russia, in which business plays the role of junior part-ner to the government.

Percentages of be-tween eight and fifteen percent agreed with the statements that the government treats business as an engine of economic and social development. Similar percentages believe that the authorities view business as a rival in the struggle for influence in society, or as an equal partner. Nine percent said that govern-ment views businesses primarily as sources of crime and corruption.

Sixty one percent of small business owners and managers described the authorities as consumers in relation to business. Among respondents from large businesses, the per-

centage was lower, at 51 percent. Thirteen percent of Russia’s big business community agreed with the opinion that the authorities view business primarily as a source of criminal activity. Among other business groups, this opinion is less common, with only 7-8 percent agreeing with this view.

Twenty eight percent of Russia’s large busi-ness leaders described the government’s position with respect to business as a paternal-istic and sympathetic relationship with a junior partner. However, only 22 percent of small business respondents shared this positive view of the government’s role in the economy.

Ten percent of respondents represent-ing big business said that the government treated business as an equal partner. Among small business owners, this view was shared by just six percent. Seventeen percent of the big business segment and eleven percent of the small business group agreed that the authorities primarily look at busi-nesses as engines of social and economic development.

Sixty-four percent of respondents hope that the government will provide effective lawmaking and fairly enforce regulations, while 23 to 27 percent are more concerned with the creation of a competitive business environment, as well as better infrastructure and financial support for high-priority compa-nies and key economic sectors. Seventeen percent said that the authorities should do more to regulate the most important eco-nomic sectors, and eight percent want the state to limit foreign firms’ access to domes-tic markets.

On the whole, Rus-sian businessmen were critical of Russia’s cur-rent economic policy. At the same time, the government’s economic policy was seen by many respondents as supportive of business interests.

The opinion poll, which surveyed 1,200 Russian businessmen (owners and top manag-ers in private compa-nies), was carried out between September and October of 2007 in 40 regions of Russia.

Russian Finance Minister Alexei

Kudrin has expressed confidence that the OECD will upgrade Russia to a lower-risk category in its clas-sification when world financial markets stabilize a little after the current financial crisis.

Kudrin told that Russia already meets the standards of the

OECD second risk group but that the world financial crisis is preventing the country from being transferred to the group.

The OECD moved Russia from its fourth risk group to the third group – a lower-risk division – in january 2007 after the country settled the bulk of commercial debts it had inherited from the

former Soviet Union. Kudrin claimed at that time that Russia’s macroeconomic per-formance equipped the country to seek being upgraded to the second group. Kudrin argued that lower ratings were a global trend today. He also said there were views today that the Russian banking system is not as stable as to with-stand external shocks.

Russia has dis-charged it’s $118.4

million debt to the International Bank for Economic Cooperation (IBEC), according to the REGNUM news agency.

The RF Ministry of Finance announced the payment on February 1, 2008 on it’s official web-site. According to

the press release, the transaction was made on 29 December 2007 following a RF gov-ernment decree of 28 December 2007.

The Ministry of Fi-nance announced this transaction has settled the last relatively big debt of the Soviet era on loans received from foreign banks.

The stock exchang-es have witnessed a drastic downfall on 21-22 January. The stock prices collapsed, even of “healthy” companies with no records of loss or decrease of in-comes in the market. Moreover, the leading Russian corporations, such as “Gazprom”, have born serious losses. Shortly after the crunch at stock markets, the oil prices have fallen down. The stock mar-kets entered a period of instability, which had an immediate effect on commodity markets. Neo-liberal economists tried to set public at ease ex-plaining recent events by mere “stock prices adjustment”. Howev-er, they failed, since the world markets were shaken by yet another crunch of 28 January.

What does it have to do in macro scale?

The worldwide economic crisis is at hand, that’s for

certain. The stock market crisis is only first serious signal. The economic cri-sis was entailed not only by overproduc-tion, but by huge a over accumulation of capital. After the events of 21-22 Janu-ary, the stock markets will experience much more frequent and abrupt fluctuations, with falls in stock prices. The stock ex-change instability will be revealing step by step the actual state of economy. At first the massive problems in retail sales will be-come apparent. Next, the crisis will spread over to production. And finally when it strikes the consum-ers’ pockets, the cri-sis will be impossible to deny.

When will crisis come to Russia?

In December, before the first inflation surge, we believed that country’s inter-nal reserves will be sufficient to stand for one and half or even two years. However, the consequences of Minfin’s (Ministry of Finance) policy over past years (“steril-ization of economy” combined with emis-sion) eliminate this last resort. Despite the shrinking Russian consumers’ spending devoured by inflation, the crisis will affect the RF a bit later than other countries, but the consequences might turn out to be far more painful. Producers of raw ma-

terials always feel the crisis impact effects later than others, but they are much more vulnerable to them. Unawareness of this fact and superficial tranquility in the internal market are the key reasons of the Russian politicians’ bravado.

Mikhail Delyagin has stated recently that “Russia has a good chance to with-stand world econom-ic crisis”. How true is this statement?

In fact, the reality is completely differ-ent. The RF hasn’t depleted the potential of its internal market yet. In 2008 we may expect yet another investment inflow. However, we it would be useful to compare current state of af-fairs with the Russian economy at the end of the XIX cen-tury. Then the world economies recorded over accumulation of capital too, which having devastated ev-ery possible market, rushed into Russia. After short period of economic prosperity, the capitals caused crisis in Russia, hav-ing crushed down “the last European market”. Its effects for our country in 1901-1903 were so heavy that became one of the reasons for the First Russian revolution eruption in 1905-1906.

What are possible ways of crisis devel-opment in Russia?

How long will it last?Apparently, govern-

ment has no serious means to cushion the impact of the crisis. The Kremlin keeps up an optimistic view of things and relies on panacea in the form of stabilization fund, which, in fact, can go down during the first months of the crisis. Russian economy is based on raw materi-als export, therefore it is very vulnerable. The reforming of its structure was of no gain for “Gazprom”, that’s why hasn’t been changed for past decade and doubtful it would in the future.

The oncoming crisis promises to be severe for all countries. And at the same time it will last long: after production slowdown, lasting depression will follow. For Russia as an “oil realm”, this includes the political system in the whole, this crisis may be the last. Structural re-construction of world economy will require change of priorities. In the case of Russia it means end of reign for raw material cor-porations. Therefore, the first consequences of the crisis in Russia will be political order toughening: deliber-ate suppression of dis-content with economy state and demands for change which implies the change of political system. Apparently it will be fierce battle.

msk will host a Festival of Perm Krai National Traditions and Martial arts. Several sections will be functioning in the festival framework: national creative companies will perform on stage; representatives of different schools of martial arts will take over the gym, folk handicraft fair will attract the visitors who will have a chance to try some traditional national dishes. Tourists will be tempted to participate in folk games and contests, including the ar-chery competition. Organizers expect around 3,000 guests to visit the festival.

The Perm city bud-get will allocate

18 million rubles ($750,000 US) for the restoration and devel-opment of Perm city vegetation over next 3 years.

These funds are go-ing to be used for the arrangement and pro-tection of green spac-es, reproduction of forests and city nature areas under special

protection, fire safety, refuse collection and the establishment of recreation areas for citizens. The major part of the funds will be directed to the

“Atlant-Souz” airline company might resume the flights from Perm. This decision to resume Moscow-Perm-Moscow flights might be taken in March.

“Atlant-Souz” abandoned their Perm routes on December 20, 2008 after a short period of service to the city. At the time, the airline an-nounced they were focusing on charter flights to Europe.

Recently, the company purchased 15 Em-brayer-120 aircrafts from the Brazilian firm, each with a 30 passenger capacity. Currently the possibility is being looked at to allocate some of these aircrafts to one of the Russian regions, possibly Perm. The final decision on this matter is expected to be taken this sum-mer.

The Head of Perm City Igor Shubin

is going to write a letter to the Governor of the Perm Krai Oleg Chirkunov where he is going to state what social objects to his mind could be located on the territory of the asylum currently situated in Revolutziya Street, 56.

“It should be said to the Governor’s credit that he realizing that this is the city center and the territory is quite big there – 9 hectares, proposed that

we should express our own view of how to build on this site and make a technical plan. And then a competition will be announced on the basis of this plan”, says Shubin.

There are already too many residential buildings in the city center and this causes problems due to the lack of places for chil-dren in kindergartens and schools. But the city center has its own purposes, it should be a public place, as the Head of Perm city says. “That’s why to

our mind that territory should be built with public places”. To this category of build-ings, Shubin attributes five-star hotels if international brands, boutiques, cafes, restaurants, business centers of “A” class. But there should not be motor transport on this territory, the parking will be located underground. Another indispensable condition is preserva-tion of green space. This will be kind of “City” but with no high-rise buildings,

the buildings there would make the cen-ter even more beau-tiful. It will be the cultural and business center with interesting architectural forms”, as Shubin argues.

Privatization of the territory located in Revolutziya Street, 56 is currently planned for 2009. By that time, the members of the Admin-istration of the Perm Krai in charge of the site will have closed the asylum. The price for the site is estimated as 37.5 million rubles ($1.5 Million US).

Recently the gov-ernor of Perm Krai Oleg Chirkunov took part in a conference devoted to the devel-opment of advanced technology methods in medicine. The conference was held in Penza and hosted by Russian President Vladimir Putin and first vice prime-minis-ter Dmitry Medvedev.

Advanced technol-ogy medicine is one of the major trends of the “Health” national project. In 2006-2007 the project called for the implementation of advanced technology for all kinds of medi-

cal treatment. The target is to the usage of these technologies by 45% in the coming year. For 2010 this target is set to reach 80%. In 2008, 195,000 patients are slated tol receive advanced technology medical aid.

Within the frame-work of the national project a number of advanced medical technology centers, in particular cardio-vascular and perinatal hospitals, are to be built. Vladimir Putin and Dmitry Medve-dev visited one of them – Penza federal

center of advanced technologies.

A similar federal center of cardiovas-cular surgery is to be built in Perm. For its construction and equipment Perm krai will receive 2.44 billion rubles ($102 Million US) from

the federal budget. Krai expenditures for land clearing, design planning, utility and engineering structures construction amounts to 360 million rubles ($15 Million US).

The center’s es-timated capacity is 200 beds, including 180 beds for adults and 20 for children. Center’s members will carry out up to 10,000 operations per year, 3,000 of which will be open-heart opera-tions. Examination, treatment and post-operative supervision should meet European requirements.

The 26th All-Rus-sian Ski Race

“Russian Ski Track – 2008” will go off on February 10, 2008 in Perm Krai as in every other part of the country.

According to deputy-head of the Sport and Physi-cal Culture Agency Sergei Mazein, the competitions will be held in several towns simultaneously – in Chaikovski, Chusovoi, Kudymkar, Berezniki, Lysva. The ski race’s geography is steadily extending not only in Perm Krai but all over the country. The total number of par-ticipants this year is expected to reach 800 thousand. Last year over 450 thousand people took part in the ski race.

As was stated by the competition director Veneamin Sorokovik, the ski race compe-tition is absolutely ready to receive ski-ers: “One can say that even more ready than last year. We have revised last year’s

shortcomings, the track is well laid and well pressed. 2-3 days before the competi-tion if the weather wouldn’t let us down, the track will be rifled. What is most important the track is cushioned along the full length”.

As was stated by the director of the “Permskye Medvedi” sport complex, Vladi-mir Noskov, currently the catering system is being organized. This year hot food out-lets and the car park area are both being expanded. For those without personal cars, a special bus will be transporting participants from the Vosstanie Square to the sport complex. On February 10, 2008, the bus will be running from 9 am to 4 pm every 20-25 minutes.

In addition to Perm residents, residents of Chaikovski (2 thousand people), Chusovoi (1 thou-sand), Kudymkar (2,5 thousand), Lysva (1,5 thousand) will take part in the ski race.

On January 28, 2008, the Federal

Service for Veterinary and Phytosanitary Supervision stopped, for a while, delivery of approvals for the importation of vegeta-tive products from India, in particular, tea.

The decision was taken because “khap-ra” beetles had been revealed in a lot of the sesame. Currently, the importation of goods from India is allowed only through check points in Saint Peters-burg and Kaliningrad where all goods are thoroughly checked, as the Administration of the Agricultural Supervision of Rus-sia in the Perm Krai reported.

But a real danger for the Perm market is in animated demand for tea. The fact that Perm citizens wish to buy tea for future use could result in a price increase of tea, in particular in small shops, as the Ministry of Trade of the Perm Krai announced.

As far as the Perm Krai is concerned, Indian goods are not delivered to the region straight from the exporter. Thus goods are checked first of all at the frontier of the Russian Federa-tion and then at the frontier of the Perm Krai if raw materials are imported. They are checked in the prem-ises of a processing enterprise if the goods are already processed and packaged.

No dramatic in-crease in prices is expected, according to the specialists of the Ministry of Trade of the Perm Krai. A reserve of tea with the price as of January 28, 2008 is enough for sale for a period of a month and a half, as the “May” company, one of the biggest wholesale companies of the Perm Krai, reports. If, in the near future, India is able to meet the demands of the Agricultural Supervision of Russia, supplies will be re-sume and the situation will become stable.

A running test of new 6km railway

branch has been held in Berezniki. The new railway line was built to by pass dangerous area of possible sub-sidence.

First, the test train ran along the route to check consistency of a contact system. This initial test was followed by a freight train which set off for Perm to deliver 34 vans loaded with fertil-izers.

The activity of major enterprises such as “Silvinit”, “Azot”, “VSMPO-AVISMA” and “Solikamsk-bumprom” depends directly on regular and secure operation of the railway. After the accident at Uralkaliy mines which rendered the existing line unus-able, a state committee headed by the Minister of Natural Resources Yuri Trutnev directed “Russian Railways” and Perm Krai authori-ties to construct the temporary bypass no later that 1 January 2008. Moreover the RF president Vladimir Putin took the new railway branch con-struction under his

personal control which gave further impetus to the project.

New temporary 6km railway is made up of several sections bypassing areas of potential soil subsid-ence. Normally, such projects would take up 2-3 longer to complete than what was ac-complished. But in the case of the Berezniki link, it was out of the question. And success-ful and timely railway completion was possi-ble owing to everyone engaged in the project. To construct the rail-way bypass, it was nec-essary to dismantle 1,5 km gas pipeline which blocked the route of railway line. So new gas pipeline had to be constructed. Uralkaliy had to dismantle 16 production facilities. The project required several contractors to work round the clock regardless of weather to complete the rail-way in time.

Despite all obstacles the task set by state committee was fulfilled in time and that stable and secure cargo transportation for enterprises of Solika-msk-Berezniki hub has been provided.

The Perm delegation made a close study of the Louisville information center, charity projects implemen-tation and assessed the way social security, youth activities and volun-teer movements are organized.

According to one of the delega-tion members, the head of Public Relations department of Perm State Duma, Oksana Poltorak: “We have received priceless experience for the future Perm “Call-Centre”. Kungur will host the Aeronautic Champi-

onship of Russia in July 2008 within its traditional festival “Sky Fair of Ural”. The Russian Federacy of Aeronautics has approved the decision to organize the event.

While choosing the place to gather the fans of aero-nautics, town of Velikie Luki had also been considered for the event, but the decision was made to hold it in the Ural town.

Kungur is the site of an annual international festival

of aeronautics “Sky Fair”. In 2007, as part of the fair, the 3rd Cup of Russia, IV Open Aeronautics Cup of Permsky krai and “Sky Battles” were held.

The 2008 Aeronautics Championship of Russia will be held for the 14th time. To date, it is the most sig-nificant event in the world of aeronautic sport in Rus-sia. The chief judge of the competition will be Dutch-man Kornelis van Helden, who became the sport direc-tor of Cup of Russia, Open Aeronautics Cup of Perm krai in 2007.

2007 in Perm Krai was very event-

ful: criminal cases against top officials, deputy elec-tions for legislative bodies, aftermath of the federal scale accident in Berezniki. IA REGNUM presents a brief coverage of the most important events in Perm Krai over last year.

Politics Prikamye’s political life

was marked by a series of scandals around top officials in Perm government. By the results of Prosecutor General’s Office inspec-tion: Nikolai Bukhvalov, premier of the Perm Krai government was prosecuted according to article 199 of Criminal Code “Tax eva-sion or serious due collec-tion from organizations”. The same charges were the grounds for a criminal case against the minister of natu-ral resources Valeri Seredin. In addition, the minister of culture was charged for breaching the article 10 (42) of the Federal law “On placing orders for deliver-ies of goods, execution of work, rendering services for state and municipal needs”, and the head of the Road Agency, Vladimir Volf, was charged with the misuse of 2.8 million rubles of budget funds.

Dark tides also fell upon the governor Oleg Chirku-nov. Some political experts even forecast that he would not hold his governor posi-tion for long. In particular, Perm political scientist Ser-gei Ponomarev, explained the governor’s fortunes have fallen due to the kremlin’s perceived desire to remove Chirkunov from politics.

“First, he wasn’t included in the “United Russia’s” list for the deputy election” Ponomarev noted.“ Second, the situation which occurred due to an accident at “Ur-alkaliy” mines is now under President Putin’s personal control, which is seen as a bad omen in of itself and serves no good to Chirku-nov. In the light of these events, Chirkunov will be, probably, allowed to stay on his post until March, but then, with new president in power, he will be either

removed or “asked” to re-sign. Moreover, he allowed SPS to win regional parlia-ment election, he will not be forgiven for that either. So, the oncoming election is a trial for the Perm Krai governor. If “United Russia” gets necessary quota – he will be allowed to stay, otherwise – discharged, pointing at Berezniki ac-cident as payment for mess in leadership.”

However Perm officials have seemed to have made a narrow escape out of their immiediate problems. By December 2007, all of the charges had been dropped both by prosecutors and federal authorities. First, Leninsky district court dis-missed the case against Volf and exempted him from responsibility.

Later, in mid-October, Perm Krai Court upheld the decision of the Sverdlovsky district court to which found the charges against Nikolai Bukhvalov to be il-legal. Te Sverdlovski district prosecutor and appealed the dcecision.

At the end of October, the Perm Department for Inter-nal Affairs found no “corpus delicti” in the case against Seredin. On 21 Decem-ber, the charges were also dropped against Oshepkov, since the regional depart of investigating committee under the RF Prosecutor General’s office couldn’t find enough evidence.

Chirkunov’s political fortunes improved dramati-cally when he received a record breaking 62.3% of votes for “United Russia” at the deputy election of the 5th convocation of the State Duma, thus insulating himself from the kremlin’s “fury”.

EconomyThe first 3-year term

budget became the greatest achievement of Perm Krai economy. The Legislative Assembly adopted the new budget for 2008-2010. Thus the concept of “flexible 3-years term” has appeared, meaning that the budget is adopted for 2008, 2009, and 2010, but the results of each year are taken in account, so the target figures of next financial year may be adjusted as required. The regional budget incomes for 2008 made up 57.93 billion

rubles ($2.4 Billion US), which is 14.2% more than the target figures of 2007. Budget expenditures for the period are projected at 59.41 billion rubles ($2.48 billion US).

In accordance with the new 3-year term budget, a number of regional pro-grams, including an “in-vestment” one, have been drawn up and adopted. Within the investment program, krai’s government singled out priority facilities to be constructed during next 3 years in the region. Among them are a new terminal in Bolshoe Savino airport, a federal cardiac surgery centre and a pre-natal center. In total, there are15 facilities included in the program. The budget will allot 3.7 billion rubles ($ 54 Million US) over 2008-2010 for their construction.

AccidentsOne year has passed since

the accident at the mines of “Uralkaliy” company in Berezniki. After the ac-cident 14 houses appeared to be in the danger area of possible soil subsidence. All efforts municipal, regional and federal authorities were mobilized to provide safety for the effected Berezniki residents. A new town micro-district – Usolsky was constructed, where 61 families have moved, as of December 18, 2007. In total 445 out of 472 families abandoned their old houses located in dangerous area. 28 families remain to be re-located; 11 from municipal housing, 17 from private. Perm Krai budget trans-ferred 437.44 million rubles ($18.2 Million US) to buy out the flats from Berezniki residents. Of the 385 flat owners who received the money, and 384 of them bought new flats in Usolski.

Apart from people’s re-location another issue was transport services. After the accident the railway section appeared to be in the area of possible soil subsidence, and if the threat was real-ized, the town would be effectively cut off from the rest of the region. Excaser-bating the problem is that enterprises in the northern part of Prikamye transport the biggest share of their cargo by this particular railway route. Thus, a tem-

porary 6km railway bypass was built to secure the cargo transportation of Ber-ezniki-Solikamsk enterprise cluster. This section will be operating until a new and permanent 53km railway bypass is completed.

Sport2007 was very successful

for Perm sport, football, in particular. For the very first time the “newbie” of the elite division, Perm football club “Zvezda-2005” be-came the winner of Russian Championship and owner of Russian cup among the women football teams. And in the ‘Prikamye’s Sport Elite” competition it was recognized as the “Team of the Year”.

Football club “Amkar” didn’t let its fans down either. The football team took the 8th place in the tough Russian Premier-league 2006/2007 season – the highest in the club’s history. In yet another achieve-ment for western Ural foot-ball, konstantine Zyryanov, who plays for the world class side St. Petersburg “Zenit” club, was selected the best football player in Russia.

The Past year had much to offer to basketball fans. “Ural-Great-2” won the right to play in the A-League Championship of Russia, having taken the second place in the A-League.

Unfortunately, the Elite division basketball team “Ural Great” did not meet the level achieved by other regional sports teams this year, managing only a 11th place finish in the league. However the club experi-enced dramatic changes in the “off season” break this last summer. First, the financing issues with krai’s budget have been settled and 110 million rubles ($4.6 Million US) were budgeted for Ural-Great in 2007. Second, the team setup has changed. Croat Drazhen Anzulovich replaced the head coach Sergei Zozu-lin. Drazhen’s former club Tzibona” (Zagreb) has won

the Croatian Championship three times over the last 4 years before moving to Rus-sia. Drazhen Anzulovich has brought his assistant Dario Gerge and two American basketball players from the Tzibona club: forward Brindley Wright and play-maker Andrew Vishnevski. So far the changes are for the good. Ural-Great is pro-jected to finish the season with the 8th place in the top Russian League, which guarantees their entry into the Championship play-offs.

At the end of September 2007 Perm city became a center of Russian Sport as it hosted the first, all-Russian, student basketball festival. The best student basket-ball teams from all over the country and top officials of the state came to Perm to take part in the tournament. The festival matches were held over 3 days, with an “All-Stars” match between current and former students at it’s climax. The team of former students included luminaries such as the RF State Duma speaker and chairman of United Russia party, Boris Gryzlov, acting first vice-premier of the RF government Sergei Ivanov, president’s plenipotentiary of in Privolzhsky Federal District Alexander kon-ovalov, Olympic Champion Sergei Belov, titled basket-ball players Evgeny Pashu-tin, Ivan Edeshko, and chief manager of basketball club “CSkA” Sergei kushenko stepped onto the pitch of Sport Palace “Molot”. They faced the best players of all festival teams from Perm, Krasnoyarsk, Ivanovo, Magnitogorsk, Tumen, St. Petersburg, Moscow district. After a tense but entertain-ing struggle in the friendly game, experience won out as the “former students” team emerged with a 34 to 27 victory.

Apart from team games, single sportsmen of Perm have shown excellent performance as well. Ro-man Tzindeliani became the world arm-wrestling champion, Pavel Roslyakov – world weight-lifting champion, Irina Rodina – the best European sambo wrestler. In addition, world champion titles went to junior-karateka Pavel Ba-zhenov and Nikita Chernov. Perm biathlonist Ekaterina Yuryeva deserves special mentioning as she won 7 medals in the three stages of the Biathlon World Cup 2007.

A delegation of Perm business-

men will visit Holland in March in order to assess opportunities for buying master franchises of well-known European companies.

The visit is in con-junction with an inter-national forum “Fran-chising 2008” that has

Perm Krai, took part in a conference for the development of the timber industry complex in Russia hosted by Viktor Zubkov, Prime Min-ister of the Russian Federation on Janu-ary 29, 2008.

The final develop-

ment project of the Russian timber indus-try complex will be ready by March 2008, as Zubkov announced.

It is important that the geographi-cal placing of timber enterprises conform to energy and transport infrastructures and take into consideration their development, as

was reported by Denis Manturov, Deputy Head of the Ministry of Energy Industry.

In the Perm Krai, the timber industry complex is one of the most promising branches of econo-my. Summing up 2007 has shown that 5.5

million tons of potassi-um chloride have been produced by the Open Joint Stock Company (OJSC) “Silvinit”, that is the highest index of annual production of Russian potassium industry yet achieved.

In 2007, Silvinit also produced more than 1 million tons of dif-ferent kinds of salt the company reported. The company gave more than 740 000 tons of carnallite ore to the subsidiary of Berezniki town of the corporation “VSMPO-AVISMA” and also some tons of carnallite ore to the

OjSC “Solikamsk Mag-nesium Factory”.

It is worth noting that an investment program with the total volume of 6 billion rubles ($250 Millin US) was carried out by the OjSC “Silvinit” in 2007. The target sum of money for realiza-tion of the investment program in 2008 is more than 8 billion

rubles ($333 Million US), reported the chief manager of OJSC “Silvinit”. Equipment will be modernized further on, the railroad station “Solikamsk-II”. The station will be reconstructed, the construction of a new mine shaft and a new granulation plant at the second mining site will be completed.

The auction of the Polovodovskiy site of the Verkhnekamsk potassium salt field will be a significant event in 2008, according to Sabirov. “kama Mining Company” has been established by Silvinit and its subsidiary, the Federal State Unitary Enterprise “Rosobo-roneksport” in order to develop the Polo-vodskiy site. The main purpose of this amal-gamation is to supply the OjSC “VSMPO-AVISMA” with carnall-ite as Silvinit will run out of its reserves by the summer of 2008 if the mining of the raw materials continues at the present pace.

The total area of agricultural land

in Perm Krai makes up 1,3% of total area of the Russian Fed-eration. Population of Perm Krai makes up 1,7% of country’s total population.

Perm Krai is not only the major producer of agricultural com-modities, but also it has sufficiently developed food and processing in-dustries. To date, there are 12 meat producers, 24 milk producers, 4 grain processing enter-prises, 35 bread baking plants, 2 confectionery plants, large margarine plant, pasta plants and many others.

The total number of agricultural enter-prises in the region is decreasing, as well as arable lands areas, and the total number of livestock. Over past 15 years, the significant number of Perm Krai agricultural produc-ers either have ended in bankruptcy or have otherwise gone out of business.

The trend towards private business development proved itself worthwhile. In the beginning of the 90-s, 75% of agricul-ture commodity output belonged to major and medium-scale enter-prises. Nowadays more than half of agriculture goods are produced by private farms.

Food processing enterprises seek the financial sources for equipment upgrade, integration of new technologies, looking for opportunities to expand the product range, improve prod-uct’s quality to stand the competition.

The biggest contribu-tion to food-processing industry is being made by “Permmoloko” company, “Perm meat processing plant”, (Permsky Myasokom-binat), “kungurski” meat processing plant, “Perm Flour Mill” company, “Vereshagin-ski Bakery Plant”, “ka-mskaya” confectionary plant, “Permalko”

company, “Uralalko” company, Perm marga-rine plant “Sdobri” and others. The products of these companies were presented at a number of Russian and inter-national exhibitions. Many of them received high appraisal and were awarded “High-quality” marks.

Perm Krai agricul-tural complexes “Rus” in Bolshesosnovski district, “Truzhe-nik” in krasnokam-ski district, “kolkhoz Pobeda” in karagaiski district are good examples of the smart use of internal re-sources to boost pro-duction efficiency.

Recently, non-com-mercial private farm-ing communities have become very popular. Small farms, located on parcels of arable land, usually not more than a hundred of square meters, are united into larger “settlements”. On average 103 small farms make up one farming settlement. There are a total 2,500

of these settlements currently registered.

Small farms were in-cluded in the regional program of small-scale business develop-ment. The Perm Krai ministry of agriculture thinks that the provi-sion of subsidies is not enough. Efficient infrastructure must be established to provide farmers with informa-tion and means to sell their goods with opti-mal profit. The special attention will be drawn to the development of small farms in the areas currently with-out major agriculture enterprises.

In addition, a num-ber of measures have been taken to support small-scale farms by means of an organi-zation of small-scale business projects com-petition. This competi-tion is mentioned in the program of agri-cultural sector devel-opment. In 2007 the ministry of agriculture financed 6 projects, each project received

subsidies ranging from 500 thousand to 1.5 million rubles. Among them, a maral breeding farm project, project of rural tourism develop-ment in Bardymski dis-trict, establishment of bakery network in the territory of Perm Krai.. Currently another 15 projects are under examination.

Educational work is also one of the agricultural sector development program priorities. A series of workshops will be organized for farmers during the year. The first one is arranged on April 2008, as a part of the “Agrofarm. Garden. Vegetable Garden. 2008” exhibition.

Further study of the agriculture census will give more precise esti-mates of the real state of affairs in agriculture sector and serve as a base for development of long-term state policy. The final agri-culture sector census will be available at the end of 2008.

A dairy farms sup-port program has

recently been identified in regional planning. The goal of the pro-gram is the technical refurbishment of farms with livestock totaling 100 to 400 head.

The last autumn, an amendment to the regional budget, which assigns 100 million rubles ($4.2 Million US) of the regional bud-get for the technical re-equipment of small farms, proposed by ag-riculture ministry, was ratified by the regional Legislative assembly. As a whole, 80% of the new equipment cost will be reimbursed from the budget.

Presently 47 farms has already applied for participation in the project, named “100 million for 100 farms”. Farms from Berezovs-kiy, Vereshchaghins-kiy, Bolshesosnovskiy, Kuiedinskiy, Kun-gurskiy, Nytvenskiy, Octiabrskiy, Sivinskiy and other districts of Prikamye will have an opportunity to re-equip.

One of the pro-gram conditions is not

just replacement of the milk pipes, but a total re-construction of the whole complex with new, state-of-art equipment. One of the requirements for prospective equipment suppliers will be the ready availability of service centers. Suppli-ers will also be required to provide maintenance free of charge during the first year after erec-tion of the equipment. Currently, there are 8 companies who have already applied for the program as the equip-ment suppliers.

Agriculture ministry of the Perm region is confident that real-ization of the “100 millions – 10 farms” project will have not only economic, but also social benefits both in an improvement of farm working conditions and in wages. The mod-ernization program for small dairy farms will also be continued in the coming year.

producers took part in the world’s largest agriculture and food industry exhibition “Green Week” (“In-ternationale Grüne Woche”) that was held in Berlin from the 18th to the 27th of January, 2008.

The “Green Week” exhibition boasts an 80-years history and is recognized as the largest event of this kind in the world. 1,600 exhibitors from 56 countries par-ticipated in it in 2007, and the number of visitors held a record – some 430 thousand people.

Last year agricul-tural producers from Perm participated in it for the first time, but with a smaller delega-tion. This year about

20 representatives from different farms of Perm Krai visited the German capital. Perm krai Governor Oleg Chirkunov head-ed the delegation. The regional Ministry of Agriculture recog-nized the main pur-pose of the visit was to attract the atten-tion of international investments in the Perm Krai agrarian-in-dustrial complex.

The Perm Krai stand attracted a lot of at-tention. Participants of the exhibition were particularly interested in Perm potatoes and permanent grasses seeds – clover “Trio” and clover “Perm-sky”. They are highly thought of in Russia, and now these seeds have become of inter-est to foreigners, ac-cording to the gover-nor’s press service.

The City Mayor’s Office has begun to

prepare moving of in-dustrial enterprises from the city center, as the head of Perm city Igor Shubin reported today. A list of suitable territo-ries should be prepared and the further use of the territories released should be defined.

“We don’t make anybody go away, it’s life who prompts it, says Shubin. It isn’t us who fix the land tax, it is determined by the Federal Legislation. A proper management sees the points and knows how to count”.

Two enterprises have already expressed their

willingness to move on. The OjSC “Perm Flour Mill” allowed technical facilities for choosing a territory, the OjSC “Permalko” promised to do it in the nearest future. “We don’t aim to move all industry from the city center. We should clearly under-

stand our purposes, says Shubin. The main thing is that we have turned out to be not ready to proclaim what to place on the released territories. That’s why now it’s urgent that we should make a plan of a de-tailed lay-out even if a land is not ours yet”.

The Moscow com-pany “Park Devel-

opment” has recently announced Perm as one of the cities the developer is planning expand into.

According to Tatiana Ovchinnikova, the com-mercial manager of the company, Perm is in-cluded in it’s long-term outlook plans, although the company has not yet begun to look for an appropriate parcel yet. A similar project is currently being real-ized be the developer in Omsk. In this latter project, a parcel of ap-proximately 60 hectares was rented for construc-tion of the city park.

Specialists from Perm consulting and analytic companies note that the Moscow developer has a very good chance to find an appropriate par-cel in our city. More-over, lately the mayor Igor Shubin has repeat-edly declared that the authorities will support these kind of projects. As a result, the publica-tion experts identified several districts, where the Moscow company could fine a parcel.

The director gen-eral of MVM consult-ing company Andrei Yaroslavtsev thinks that there are three direc-tions, which could be interesting for the park development. The area of “Bolshoe Savino” airport, Kamskaya Dolina (kama Valley), and an area near the bacteriological institute. In addition, the expert suggested the could build the park in one of the new city districts, such as Iva-1 or Iva-2.

Sergei Sedov, the director of the “Perm analysis centre”, sup-poses that most likely, the Moscow developer will have to choose be-tween kamskaya Dolina and Iva, because it is al-most impossible to find an appropriate parcel in the city centre. “The Ideal case would be if the developer could come to an agreement with owners of Gorky Park and create a high-quality joint project, due to good transport access and high atten-dance” – Sergei Sedov says.

“4P” Project

In the framework of project “Promotion of Perm Producers’ products” (“4P” project)

Krai’s authorities plan to extend the network of sale representatives of Perm Krai in CIS countries, developed European countries, and the rapidly developing countries of Asia.

Entrepreneurs in China (Shanghai), Aus-tria and Turkmenistan and other countries will be given the authority to act as sale representatives. In 2007, Perm krai sales representatives have been contracted to work in Singapore, Italy, Holland, Germany and Kazakhstan.

Also within the “4P” project, krai authori-ties have organized trade and economic mis-sions to different exhibitions outside of Perm Krai.

The “4P” project implies the creation and fine tuning of certain mechanisms, which would favor external economic activity of Krai enterprises both outside the region as well as the country. The project’s primary goal is to increase the external commodity turnover of Perm producers.

In addition, Krai authorities aim to attract investors’ attention to existing enterprises of Perm Krai as well as the creation of new pro-duction lines with regular sales outside and inside the region to decrease import rates.

The Perm region authorities are

working on a program to promote regional tourism development for the years 2008 to 2012.

Elena Ghiliazova, the regional minis-ter of commerce and business develop-ment, stated: “When its finished, we will have a unique prod-uct, which no other Russian subject has. There are several ideas within the limits of the project, which may be considered as know-how. For now the program has been presented at the Duma hearings, and then in the end of the January it was introduced to the local parliament”.

According to her, the main stress is set on home and entrance tourism. «Presently, there is a huge short-age of supply in fields of active and pas-sive tourism, which is “country tourism”. Ev-erything we have to-day within the bounds

of tourism, from skiing and sanatorium-and-spa tourism to country tourism is does not meet the demand for it. Our main task is to develop an active market, a market of supply and demand”.

Ghiliazova thinks that there is no need to mark out any kind of tourism as a priority. «From the economic viewpoint, we are interested in development of those kinds of tourism which attract the tourist to stay for longer peri-ods of time. Taking this into account, the most interesting for us would be in the sana-torium-and-spa area. On the other hand, we have a whole range of demands, connected with youth leisure, which includes such sports as Alpine ski-ing, rafting, and other active sports”.

She has also an-nounced that the region authorities intend to finance several projects by the “grant” system.

The first years of a human being are

the basis for his/her whole life, they are crucial for future rela-tionships and even the occupational choice. The same statement is valid for a city as well.

In 1723 a copper smelting plant was established by the Egoshikha river mouth. The produced copper was used for cannon manufacturing and coin-age. A few years later the copper mines were “worked out” but by then the city’s history had begun. The Ego-shikha village had very favorable geographical situation, being located at the intersection of waterways from Euro-pean part of Russia to Siberia. That was the principal reason why the village soon became the provincial center. In 1780, Egoshikha was renamed “Perm”, by the order of Ekaterina II.

The industrial baton was taken by Moto-vilikhinskiy a copper smelting plant founded in 1736 400 km away from Egoshikha. The plant output was pri-marily used for military purposes. The first heat steel, produced at the plant, was considered to be of the highest quality, and the Russian Artillery department ordered 76 guns from the plant.

The guns of the plant were pronounced as “the best iron guns ever used in artillery”. The famous “tsar-gun” was also cast here. The Perm gun was even heavier than the one, located in kremlin. Moreover, 314 test shots were made with the Perm gun, and each shell weighted 500 kg. Nowadays this gun is an honorable exhibit of the Motovilkhinskiy museum.

Perm has been an industrial city from its very “childhood”. At first, the plant had been established; later a village was formed around the plant. Gradually the village grew up into a district of the city. The older the city was, the more plants it had, and the most of them were military plants.

During the Soviet period, Perm was an essential industrial center because of the large number of military plants in the region. All the artillery and rockets, as well as engine start-ing systems for ballistic rockets, MiG aircraft engines and multiple kinds of guns were con-structed in Perm. The Soviet Union govern-ment made big efforts to keep this strategic city top-secret. Even many Russians didn’t know about existence of Perm, a city with population of 1 million citizens.

Until the end of the “cold war” neither the city, nor the roads, leading to the city, were charted in the main USSR maps. Many Perm citizens worked at military enterprises, every one of which had several secrecy levels.

Often the plants, of-ficially manufacturing civil goods, in fact pro-duced “something else”. For example, Perm has never had a “watch” plant, but every demon-stration was participated by a delegation of the “Perm watch plant”. But in reality this enterprise produced automatic pilot and navigation sys-tems. Today it has more accurate name JSC “Perm scientific produc-tion instrument-making company”.

One of the most classified enterprises is situated on Kosmonav-tov road. It was even prohibited to mention it in press, because it dealt with telecommunication apparatus. Today it is jSC “Morion”.

Perm citizens worked on many space projects: from the first satellite launch to the construc-

tion of the international space station. They had unique chance to drink a very special red wine, a carriage of which was bequeathed in 19th century to the first one, who can take a picture of the “dark side” of the Moon. The wine was awarded to the Soviet Union, and the Moscow decided to share the wine with all the enter-prises, included in the project.

Presently Perm continues to work in the defense and space industry. jSC “Inkar” produce units for many kinds of war-planes, for example Su-27. Other local enterprises are de-veloping engines which are to be used in space craft planned for 20 years in the future! But now, these local firms are truly putting Perm “on the map”!

festival “To snow, to chill, to glow!” goes on in Perm.

On February 6 the opening ceremony of the festival took place. The All-Rus-sian Society of the Blind Cultural Centre participants of the fes-tival were traditionally drawing their lots, this determined the par-ticipants’ succession, moreover, it showed what ice cube would fall to whose share.

Number “13” the least desirable and popular among the artists, went to participants from Kungur (Perm Krai). That was a curious co-incidence, because last year Kungur sculptors also picked out the baker’s dozen.

The Opening cer-emony was held in the Gorky Park. The organizers traditionally greeted the guests, whose attention was, for several minutes, drawn by the solemn ceremony of flag hoisting and kindling

of the festival fire. Sculptors who were this year’s festival “freshmen” were initi-ated into participants of the show by so-called “walruses” or Russian winter swim-mers, who covered them over with snow. After the ceremony, participants turned to the sites which were marked out for their work. This time more than 70 artists came to take part in the festival: there were teams from France, Kazakhstan, Chebok-

sary, Moscow, Perm, Kungur, Salekhard, Ekaterinburg, Izhevsk, Saint Petersburg and others. Masterpieces of the talented sculptors will be judged by the board of adjudicators headed by the festival art director, “Russian Artists Union” offi-cer and famed Perm painter, Yury Lapshin. During the festival Gorky Park will be open every day from 12.00 till 21.00. The closing ceremony will take place on Febru-ary 9.

Beginning from the 29th of February

till the 2nd of March, the hospitable tourist slopes of Chaikovsky resort “Snezhinka” will host the IX open winter gathering of Perm Krai.

Its program, open to all, includes a com-pulsory route, a relay race, creative competi-tion and cheerlead-ing team contest. Not to forget about the dancing and entertain-ment program in the restaurant “Volna”, sporting and other ac-tive recreation events on the territory of ski station “Volna”.

According to the results of the general

competitions program the winners are awarded with diplomas of respective level and souvenirs. The winners in individual contests are rewarded with di-plomas and prizes.

Representatives of trade-union organiza-tions, regional enter-prises and institutions of Perm Krai and ev-eryone willing to take part in the competition and recreation on the ski station “Volna” are very welcome to visit the tourist gathering. Teams should consist of 7 participants (6 people to take part in sporting events and 1 representative). Cheer-leading teams are particularly wanted.

Winter “FUn FeStiVal” PlanneD

The museum will be located

in Vsevolodovo-Vilva settlement, where the inter-nationally famous writer and poet lived in a house of his Moscow friend. Legend has it that it was in this place where Boris Pasternak chose literature over mu-sic and wrote his first poetry.

The museum will also set up an

exposition of other famous people as well. Included are Savva Morozov (the owner of a local factory) and

Anton Chekhov who once visited the Vsevolodovo-Vilva settlement. The museum is to be included in the tourist routes run-ning in the north of Perm Krai.

The idea for museum came from the Governor of Perm Krai, Oleg Chirkunov. The Krai has allocated 14 million rubles ($583,000 US) for the project.

PaSternaK’S mUSeUm OPenS in Perm

The Moscow pub-lishing house “Tri

kvadrata” with the help of the Kennan Institute has pub-lished two albums dedicated to the architectural heritage of the two oldest towns of the Perm Krai – Cherdin and Solikamsk.

They are author Wil-liam Brumfield’s photo albums. This person is one of the best western connoisseurs of old Russian architecture, a professor of Slavonic philology in the Tu-lane University (New Orleans, USA), and an Honorary Member of the Russian Academy of Architecture and the Academy of Arts.

In these books there are color and black-and-white photographs of architectural and historical objects that

he took while travel-ing across Russia. The negatives of these photos are kept in the National Gallery of Arts in Washington. Every edition includes the author’s text in the Russian and the English languages that tells about the city’s history and gives some information about its remarkable environ-ments.

These editions published by “Tri kvadrata” are the continuation of a series of unknown places of Russia and their architectural history. The publishers hope that thanks to these bi-lingual editions people not only from Russia but also from the USA and other countries will have an opportuni-ty to learn more about rare treasures of Rus-sian cultural heritage.

Beginning from the 19th till the

29th of April the jubilee tenth Russian open ballet contest “Arabesque-2008” will take place in Perm.

The contest art di-rector is the national artist of the USSR, world ballet star Vladimir Vasilyev. The national artist of the USSR Ekaterina

Maksimova will head the panel of judges.

Events of the jubi-lee contest include gala performance with participation of Russian and for-eign “Arabesque” laureates and stars of the world ballet stage, jubilee exhibi-tion “History of the “Arabesque” contest” that will be held in the Perm Theatre

of Opera and Ballet lobby, master classes of prominent choreo-graphs, and publica-tion of the jubilee pamphlet devoted to the history of the contest.

Famous ballet-dancers of the past are expected to visit “Arabesque-2008” as the contest honorary guests, among them Mikhail Baryshnikov

(New York), Yury Zorich (Tucson), Dominique kalfuni (Marseille), Marat Daukayev (Washing-ton, D.C.), Nina No-vak (Caracas), Vadim Pisarev (Donezk) and others. The contest includes three rounds where participants should demonstrate the art of both classi-cal and contemporary dance.

The “Golden Mask” award was founded

in 1994 by the “Union of Theatermen of Rus-sia”. It is a profession-al award for the best works, presented in a season, for all kinds of dramatic art.

A performance “Eve-ning of Jerome Rob-bins choreography” by the Perm Academic Opera and Ballet Theater is nominated for the “Ballet. The Best Performance” category. And Yaro-slava Araptanova, a soloist ballet dancer, is nominated in “Bal-

let. The best Actress” category.

A performance of the Perm ballet at the “Golden Mask” festi-val will take place on February, 23rd, on the stage of the famous Bolshoi Theater. The next day, the perm ballet group will launch their great tour in the USA.

The “Golden Mask” award ceremony will be held on April, 15th 2008 at stage of Musi-cal Theatre, named after K.S. Stanislavskiy and V.I. Nemirovich-Danchenko, in Mos-cow.

“1900”On February 6, there was a jazz perfor-

mance called “1900” in the Perm Philhar-monic Society for Perm citizens and its visi-tors. The performance has been put on the stage after the play of Alessandro Barrico, a modern Italian writer and a music expert. This monologue play served as the basis of the film called “The Legend of 1900” and shot by the world known director Giuseppe Tornatore. The film tells about the life of a genius pianist with a rather strange name “1900” who is born and brought up on the board of a ship and whose talent has con-quered the whole world.

The famous Russian news-paper “Kultura” has

summed up the events of 2007.

Georgiy Isaakyan, the art manager of the Perm State Academic Opera and Bal-let Theatre, was named “the director of the year” of Russia who put on the stage the first Russian version of Claudio Monteverdi’s opera “Orpheo”, as the newspaper reported

Dmitriy Morozov, a reviewer of the newspaper “kultura” says:

“Today he is the only rep-resentative of this profession who has managed to play the role of “the quartermaster” of a great opera and ballet theatre. In this role, Georgiy Isaakyan “directs” success-fully not only his own perfor-mances but also the whole life of the theatre, the strategy of its development, festivals and its tours abroad. The genres of

his performances vary greatly for the reason that Isaakyan prefers to express the pecu-liarities of an author’s literary work rather than transform it beyond recognition with the purpose of self expression.

At the same time the peculiar character of his personal per-ception of a literary work can create a rather surprising and sometimes controversial piece of art. Isaakyan’s theatre is an author’s theatre in the both senses of this expression that often may contradict them-selves but sometimes like in the present case go together. In November, 2007, Georgiy Isaakyan put on the stage probably his best performance and made a great art break-through. “Orpheo” is not just the first staging of Montever-di’s masterpiece in Russia but also the first success of our theatre in the sphere of old opera. It was Isaakyan who played the main role in it”.

It’s worth noting that all “the persons of the year” and “the events of the year” mentioned by the newspaper “kultura” are from Moscow. Georgiy Isaakyan is the only exception.

Rostiam Sabirov. Direc-tor general of the JSC “Silvinit”:

— jSC “Silvinit” has been the enterprise pro-moter since it foundation. It is really in the manner of the Solikamsk plant to promote and support cultural and educational projects. Let me show just a single example. Back in 1930’s, when our enter-prise had just started, famous Moscow artists performed at the miner’s club. Even a symphonic quartet of Moscow conservatory was named after Solika-msk potassium plant.

That’s why we agreed, when we were offered an opportunity to par-ticipate in the foundation of “Zhem-chuzhina Urala” (Pearl of the Urals) fund. The main purpose is to fund programs considered to be significant for cultural development of the whole

Perm region. For ex-ample, Perm Opera and Ballet Theater, named after P.I. Tchaikovsky, which has always been one of the finest theaters in Russia.

Many creative projects of the Theater, received world-wide recogni-tion were realized with help of the fund. We are sincerely happy that

performance of the Perm Theater at Carnagie Hall, was not just a success, but even surpassed our own daring expectations.

I suppose that the “Zhemchuzhina Urala” fund made great contribu-tion into this success. Today, we can state, with confidence, that the goal was achieved. Let’s just wish our Opera and Ballet Theater success and growth which would be always favored by the fund.

– Having been one of the fund’s constitu-tors, I took part in its making, coming-to-be and development, and I am happy to belong to this project. In my opinion, participation of business-men and politicians in the fund’s activities is a deliberate attempt to

– I believe that today’s patronage of the arts is to defend art from omnipresent commercialization. The fund’s constitutors don’t interfere in the theater’s creative activity, nor do they impose their tastes or condi-tions on the actors. With sufficient financial support the theater may afford some risky projects that are not aimed at profit earning or don’t require payback but give theater a chance to experiment, introduce innovations in many fields. For in-stance, in 2007 an opera “Orpheus” (XVII century) composed by

K. Monteverdi was staged in the Academic Theater of Opera and Ballet for the first time in Russia. Tying up money in art creates a multiplicative effect in the process of cultural wealth accumulation. Through donations we are just giving out the money that will be con-verted into the cultural

heritage of the Perm Krai. It’s a great pleasure and honor for

the Closed jSC “Sibur-khimprom” to give support to a theater that is an initiator of the krai’s cultural traditions. Every citizen, including our employees, has been to this true temple of art. I am sure that they share the theater’s pride and victories.

– I think this concert is yet ano-ther sign that Perm has overstepped European bor-ders and now is ready to conquer Amer-ica. Yes, I will admit, that we didn’t expect much, we thought that the per-formance of Perm troupe

will get some approval, rely-ing mostly on the public recogni-tion of the Tchai-kovsky name. But what we witnessed astounded us. The audience gave the Perm troupe a standing ovation. It was an absolute triumph; pure suc-

cess. And I’m proud that krai’s authorities made all this success feasible with their support.

– The performance of the Perm opera in New York has been a triumph. The Perm theatre showed P. I. Tchaikovsky’s opera “Mazepa” on the stage of the Brooklyn Academy of Music and the Gala Con-cert “Well-known and un-known Tchaikovsky” was a success in the famed Carnagie Hall. All of us are so happy that together we have managed to do

what just few people have ever been able to fulfill: to be so heartily welcomed by the exact-ing New York audience and to gain such a great response in the American press. The Perm State Academic Opera and Bal-let Theatre express their great gratitude to the ad-ministration of the Perm Krai and the management of the “Lukoil” company for supporting and taking part in realization of this project, for this unique opportunity to perform
