Climate The municipality has a tropical climate with relatively

constant temperature throughout the year. Rainy season extends from May through December with

maximum occurrence in July and November. The two (2) maximum wet periods are caused by two air steams which dominate the climatic pattern over the region-the northeast monsoon associated with a northern hemispheric winter that extends from October to March and the southwest monsoon from the Indian Ocean extending May through the month of September. Rainfall is relatively light from January to February with extended periods of dryness.

Mean annual rainfall varies from 1,100 mm to a

maximum of 2, 500 mm. rainfall is generally seasonal sometimes accelerating into tropical cyclones that frequently visit the region. Tropical cyclones occur during the period from June to December when large amounts of rainfall occur within a relatively short period.

Biodiversity Background

1. Coral reef: biophysical status, unique species, coral species count. Though there’s no concrete data available for the area of corals and mangrove within the municipal waters, an assessment of the coral cover was conducted by Bureau of Fisheries and Aquatic Resources 5 personnel to the Tigaon Municipal Fishery Reserve and Marine Sanctuary last 2010 prior to its establishment. It has a “fringing” type of coral reef ecosystem. Shown below is the result of the assessment: Live coral cover 46.32% fair condition Massive coral 23.40% Encrusting coral 13.00% Branching coral 6.40% Submassive coral 3.47%

History of the MPA

Municipal Fishery Reserve and Marine Sanctuary of Tigaon

is also called by the Fishers as “Kagapuan”. It’s believed that the “Kagapuan” are boulder of rocks rolled down at Lagonoy Gulf during the eruption of Mt. Isarog. Its home of many fishes and the municipal waters of Tigaon used to have plenty of Sabalo (bangus breeders); however, according to some fishers their catch decline. The area is vulnerable to degradation because it is a traditional fishing ground.

With this, the Municipal Agriculture’s Office (MAO) took

actions in addressing the issue on fishery in 1990s by establishing artificial reefs; however, they were not monitored. Then, last 2009, Nagkakaisang Mangingisda ng Tigaon (NAMATIAN) a fisherfolks organization of Sitio Rancho, Barangay Huyon-huyon, with the assistance of MAO and a former Instructor of Partido State University, they initiated the establishment of “Kagapuan”Sanctuary. Series of meetings were conducted attended only by the fisherfolks from Brgy. Huyon-huyon because there’s lack of participation of fisherfolks from Brgy. Casuna despite of the notifications given to them. On the other hand, fisherfolks from barangay Casuna claimed that they were not informed.

Finally in 2010, upon the request of the Local Government

Unit of Tigaon, technical staff of Bureau of Fisheries and Aquatic Resources 5 conducted the underwater habitat assessment after series of postponement due to bad weather condition. The result of the assessment was the basis of the Municipal Resolution and Ordinance establishing Municipal Fishery Reserve and Marine Sanctuary within the municipal waters of Tigaon, Camarines Sur. It was approved last September 8, 2012.

It’s an orientation to Coastal Resource Management and Fishery Programs in the district, building fisherfolks’ understanding of the interconnected nature of ecosystems and fishery resources and inspiring them to organize themselves and actively work with their respective LGUs to implement strong, inclusive CRM programs in their communities.

Historical Description

The history of Tigaon dates back in 1701 when it was still

a barrio of Sagnay. It was established by the Franciscan fathers who came to Christianize the inhabitants. Nevertheless, records of its foundation as a town or pueblo have discrepancies. According to the “Diccionario Geografico de Espana Y Ultramar” published in 1729, the name of the town came from the word “tigaw”, a shrub which grew in abundance and extracts of which were used as poison to catch fish in rivers and swamps. Fr. Marcos de Lisboa wrote “Diccionario y Vocabulario Espanol y Bicol” in 1754 He was never assigned in tigaon but became parish priest of Polangui and Oas and 1609 assigned as Vicario Provincial in Naga.

Other historical record obtained from the parish of Tigaon

relates that in 1794 Tigaon was separated from the mother parish, declared independent and carried the title “Mission de Sta Clara de Assisi. Its first parish priest was Fray Jose de Buensalida, who carried the mission of the Parish of St. Claire of Assisi. Today, it continues to respond to the spiritual needs of Tigaon’s Catholic community, and celebrates August 12 as the patroness’ feast.

In 1814, when Mayon Volcano erupted, people of Albay

started to migrate in Tigaon.

Campaign's Social Context

Tigaon is a third class municipality that is partially urban.

Mostly of its area is agricultural covering approximately 76.70% or 8, 427. 80 hectares having abundant supply of palay, corn, root crops, sugarcane, other high value commercial crops, fish, and

livestock and poultry products. Previously, the municipality is known for high quality abaca fiber but because of agricultural lands conversion from abaca plantation to sugarcane and/or corn, the supply of abaca is already depleted.

Producing agricultural products could be attributed to

richly fertile soil composition of low-lying areas. The rivers and the creeks are the source of water supply for irrigation. It has 11 rivers and seven crisscross creeks with Panagan river as the longest measuring 11 kilometers.

Mostly of the inhabitants of Tigaon speaks Bicol and few

of them are Tagalog. Meanwhile, there are different religions as shown by different religious churches with some having own schools. The municipality is also a hub of government offices including PDA, DPWH, LGU-Tigaon and Land Bank.

Fish Refuge and Sanctuaries- Upon recommendation of the Municipal Agriculturist and/or appropriate agency of the government, the Sangguniang Bayan shall set aside and establish his refuges and sanctuaries to be administered in the manner to be prescribed by the Sangguniang Bayan RA 8550 Philippine Fisheries Code of the Philippines CHAPTER IV Fishery Reserves, Refuge and Sanctuaries Section 81. Fish Refuge and Sanctuaries. - …Provided, however, That in municipal waters, the concerned LGU in consultation with the FARMCs may establish fishery refuge and sanctuaries. The FARMCs may also recommend fishery refuge and sanctuaries: Provided, further, That at least fifteen percent (15%) where applicable of the total coastal areas in each municipality shall be identified, based on the best available scientific data and in consultation with the Department, and automatically designated as fish sanctuaries by the LGUs in consultation with the concerned FARMCs.
