on most unexpected people. Of Cyrus King of Persia God says,

Cyrus and God’s Plans. Cyrus - heathen King - “my shepherd” -

yet to “perform all my pleasure.” Cyrus’ actions are to please God. “...and I will direct all his ways: he shall

build my city, and he shall let go my captives, not for price nor reward, saith the LORD of hosts.” (Isa 45:13)

Cyrus’ aims were coincidentally same as God wanted for His people Israel.
