NEWS : Intransigence as villain of the peace?
Context:
The peace talks between the Government of India and the National Socialist Council of Nagalim
(Isak-Muivah), NSCN (IM), could not yield a peace agreement by October 31, the government‟s
deadline for concluding an accord.
History of Nagaland Insurgency
The British annexed Assam in 1826, and in 1881, the Naga Hills too became part of British India.
In 1946 Naga National Council (NNC) was formed under the leadership of Angami Zapu Phizo. It
declared Nagaland “an independent state” on August 14, 1947.
On March 22, 1952, Phizo formed the underground Naga Federal Government (NFG) and the
Naga Federal Army (NFA).
The Government of India sent in the Army to deal with insurgency and, in 1958, Armed Forces
(Special Powers) Act was enacted.
The Naga Hills, a district of Assam, was upgraded to a Nagaland state in 1963.

On November 11, 1975, the government got a section of NNC leaders to sign the Shillong
Accord, under which this section of NNC agreed to give up arms.
A group of about 140 members led by Thuingaleng Muivah, who were at that time in China,
refused to accept the Shillong Accord, and formed the National Socialist Council of Nagaland
(NSCN) in 1980.
In 1988, the NSCN split into NSCN (IM) and NSCN (Khaplang) after a violent clash. While the NNC
began to fade away, the NSCN (IM) came to be seen as the “mother of all insurgencies” in the
region.

What Affects the Land of Nagas
Armed Cadres or Military Wing of insurgent groups remains Intact in-spite of Ceasefire and
despite Suspension of Operations and have not shrunk, neither their resources have dried up
which remains a constant threat to peace in the region.
Insurgent groups have become a way of life in the region, with every group running their
own parallel government and extorting huge amount of money from Nagas as well as non-
Nagas.
There are violent differences between the NSCN (IM) and the NSCN (K) led by S.S. Khaplang
which are a huge roadblock for any accord to succeed in the region.
Politics has played a far greater role in destabilising the region. Insurgent groups have been
used, raised and protected by political parties to settle scores or to come to power.
One of the major drivers of any insurgent movement is ideological belief and hope of
success. However, the Naga movement seems to have lost its original goals and ideological
stand on the basis of which it was initially established.

Context:
The commercial arm of ISRO, Antrix is set to commercialize India's regional navigational
system, NavIC. The Antrix Corporation is set to issue tenders to identify the industries that can
develop hardware needed for the NavIC. In this regard, let us understand the details about the
NavIC.
About NavIC
NavIC (acronym for NAVigation with Indian Constellation) is an independent regional navigation
satellite system being developed by India. It is designed to provide accurate position information
service to users in India as well as the region extending up to 1500 km from its boundary.
It is basically a constellation of total 7 satellite launched in space and a ground facility on land to
receive signals from space satellites.hree of these will be geostationary over the Indian Ocean, i.e.,
they will appear to be stationary in the sky over the region, and four will be geosynchronous –
appearing at the same point in the sky at the same time every day.
IRNSS will provide two types of services, namely, Standard Positioning Service (SPS) which is
provided to all the users and Restricted Service (RS), which is an encrypted service provided only
to the authorised users.

Ministry of finance launched ICEDASH & ATITHI
It aims to improve the monitoring and pace of Customs
clearance of imported goods and to facilitate arriving
international passengers by the electronic filing of Customs
baggage and currency declarations.
ICEDASH and ATITHI:
ICEDASH and ATITHI are expected to be key drivers for further
improvement. It will also reduce interface and increase the
transparency of Customs functioning. ATITHI would create a
tech-savvy image of India Customs. It also aims to encourage tourism and business travel to India.
Piyush goyal launched 5th Global exhibition on services in New Delhi
Shri Piyush Goyal, the Union Minister of Commerce and
Industry & Railways, launched the curtain raiser of 5th
Global Exhibition on Services (GES) in New Delhi on 5th
November 2019. The exhibition will have been scheduled
to be held in Bengaluru from 26th to 28th November
2019. The GES will showcase the planned activities over
the span of the three-day Exhibition.
Organized by: The event will be organized by the Department of
Commerce, Ministry of Commerce and Industry in
association with Services Export Promotion Council and the Confederation of Indian
Industry.

The GES initiative aims to enhance the competitiveness of India's service sectors through the
implementation of focused and monitored Action Plans.
The objective of the exhibition is to give focused attention to the following 12 identified Champion
Services Sectors namely accounting & Finance, Media & Entertainment, IT & ITES, Health &
Wellness, Infra & Construction, Legal, Transport & Logistics, Banking, Financial & Insurance,
Communications, Tourism & Hospitality, Education, Environment.
India needs USD 30bi investment per year in the renewable sector
Arunabha Ghosh, chief executive officer of Council

investment per year in the renewable sector

IFFCO introduced India’s first Nanotechnology based fertilizers for on field
trials On 3 November 2019. It was launched at a function held in
Kalol, Gujarat. The Nano-tech product includes Nano
Nitrogen, Nano Zinc, Nano Copper.
The nano products were researched and developed at the
IFFCO Nano Biotechnology Research Centre (NBRC) at Kalol Unit.
It has been identified that these nanostructured formulations
effectively deliver nutrients to the plants.
Aim:
The products aim to improve soil health, reduce emission greenhouse gases. It will also ensure up
to a 15-30% increase in crop production and reduce the requirement of conventional chemical
fertilizer by 50%. The move is in line with Prime Minister Narendra Modi's vision for doubling the
farmer’s income by 2022.
Implementation:
IFFCO is to test the first phase of the launch on farms under controlled conditions with support
from Krishi Vigyan Kendra (KVK) and the Indian Council of Agricultural Research (ICAR).
