What is the present fact?

The Central government must increase the amount of pensions provided for poor senior citizens, widows and

disabled people, said the Parliamentary Standing Committee on Rural Development.

What are the issues is Pointed Out by the Parliamentary Standing Committee? Let we discuss,

The panel pointed out that it had previously proposed the increase of the miniscule pensions in its

reports and slammed the government’s “laxity in raising the amount”.

Also, criticised the implementation of National Social Assistance Programme (NSAP) in reaching out

to the poor and downtrodden section of the society.

Pointed out the meagre amount of assistance ranging from Rs. 200 to Rs. 500 per month under the

different components of this Scheme.

Noted the callous approach of the State Governments in the proper implementation of the

provision of unemployment allowance.

Pulled up the Department of Rural Development (DoRD) for issues in implementation of the

flagship MGNREGA scheme.

Then, let we discuss about MGNREGA & NSAP scheme one by one.

MGNREGA

Mahatma Gandhi Employment Guarantee Act 2005 (or, NREGA No

42, later renamed as the "Mahatma Gandhi National Rural

Employment Guarantee Act" or MGNREGA), is an Indian labour law

and social security measure that aims to guarantee the 'right to work'.

This act was passed in September 2005 under the UPA government

of Prime Minister Dr. Manmohan Singh.

It aims to enhance livelihood security in rural areas by providing at least

100 days of wage employment in a financial year to every household

whose adult members volunteer to do unskilled manual work.

The act was first proposed in 1991 by P.V. Narasimha Rao. It was

finally accepted in the parliament and commenced implementation in

625 districts of India.

What are the issues are Pointed Out by the Parliamentary Standing Committee in MGNREGA?

Lack of Work Supply: That too when there was an increase in the demand for work under MGNREGA due to

economic distress caused by Covid-19 pandemic.

Delay in the Release of Funds: It is a huge discouraging aspect and does not go in consonance with the

underlying spirit of the scheme.

Disparity in Wages in Different States: The committee noted how it is possible that a single scheme having

the provision of hundred days of guaranteed work to willing people from the rural settings can have different

yardstick when it comes to the payment modalities across the length and breadth of the country.

It is against the Constitutional provision of equal pay for equal work.

Then, let we discuss about NSAP scheme,

National Social Assistance Programme (NSAP):

The National Social Assistance Programme (NSAP) is a welfare programme being administered by

the Ministry of Rural Development.

This programme is being implemented in rural as well as urban areas.

The programme was first launched on 15th August 1995 as a Centrally Sponsored Scheme. It was

brought within the umbrella of ‘Core of Core’ schemes of the Centrally Sponsored Schemes (CSS) in

2016.

Currently, it has five components namely:

Indira Gandhi National Old Age Pension Scheme (IGNOAPS) - since inception of NSAP

in 1995.

National Family Benefit Scheme (NFBS) - 1995.

Annapurna Scheme - launched in 2000.

Indira Gandhi National Widow Pension Scheme (IGNWPS) - launched in 2009.

Indira Gandhi National Disability Pension Scheme - launched in 2009.

The National Maternity Benefit Scheme (NMBS) was part of NSAP and was subsequently

transferred from the Ministry of Rural development to the Ministry of Health and Family Welfare.

Finally, let we discuss about Parliament Standing committee

In the Indian Parliament, a Standing committee is a committee consisting of Members of

Parliament or MPs . It is a permanent and regular committee which is constituted from time to time

according to the provisions of an Act of Parliament or Rules of Procedure and Conduct of Business. The

work done by the Indian Parliament is not only voluminous but also of a complex nature, hence a great deal

of its work is carried out in these Parliamentary committees.

Both Houses of Parliament, Rajya Sabha and Lok Sabha, have similar committee structures with a few

exceptions. Their appointment, terms of office, functions and procedures of conducting business are broadly

similar. These standing committees are elected or appointed every year, or periodically by the Chairman of

the Rajya Sabha or the Speaker of the Lok Sabha, or as a result of consultation between them.

There are two types of Parliamentary committee, the Standing committee and the Ad hoc committee.

1. The Standing committees are constituted every year or frequently and they work on continuous

basis.

2. Ad hoc committees are temporary and created for specific task. Once that task is completed, the ad

hoc committees cease to exist.

Tirath Singh Rawat took an oath as the Chief Minister of Uttarakhand on March 10, 2021.

Tirath Singh Rawat is a Lok Sabha MP from Garhwal. He was elected as the leader of the BJP

Legislature Party in the state, a day after Trivendra Singh Rawat resigned from the top post.

The Indian Railways has merged all railway helpline numbers into a single number 139 for

all queries, complaints, assistance and quick grievance redressal. All the other railway

helplines will be discontinued and merged into 139 from April 1, 2021.

The first-ever summit of the QUAD leaders will take place in a virtual mode on March 12,

2021. Indian Prime Minister Narendra Modi will participate in the summit along with Prime

Minister of Japan Yoshihide Suga, President of the United States Joe Biden and Prime

Minister of Australia Scott Morrison.

The Bureau of Pharma PSUs of India (BPPI) celebrated the 3rd

Janaushadhi Diwas (March 7, 2021) to promote the awareness of

high-quality generic medicines at low cost. Janaushadhi Diwas

theme is “Seva Bhi – Rozgar bhi”. From March 1st to 7th, 2021,

Janaushadhi week is celebrated all over the country.

The joint military exercise of India and Uzbekistan ‘DUSTLIK II’ commenced on March 10,

2021, in Ranikhet (Uttarakhand). This is the 2nd edition of the annual bilateral joint exercise

of the armies of India and Uzbekistan and it will continue till March 19th.

Indian Navy’s ‘silent killer’ INS Karanj commissioned

The Indian Navy got its third Scorpene submarine, commissioned as INS Karanj, of Project P-75 in Mumbai. With the delivery of Karanj, India further cemented its position as a submarine-building nation. Mazagon Dock Ltd (MDL), one of India’s leading shipyards with the capacity and the capability to meet the requirements and aspirations of the Indian Navy. Before Karanj, INS Kalvari and INS Khanderi have been commissioned in the Indian Navy in 2017 and 2019, respectively.

Tirath Singh Rawat becomes new Chief Minister of U’khand

The Bharatiya Janata Party’s member of Parliament from Pauri Garhwal, Tirath Singh Rawat, will be the next chief minister of Uttarakhand. This was announced by outgoing chief minister Trivendra Singh Rawat, who resigned. Tirath Singh Rawat will be sworn in as the new chief minister of Uttrakhand.

OECD interim economic outlook pegs India’s GDP growth at 12.6% in FY22

Organization for Economic Co-operation and Development (OECD) interim economic outlook has pegged India’s gross domestic product (GDP) growth to rebound to 12.6% in FY22, which will be the fastest in the world, followed by China at 7.8% growth. India’s GDP is expected to grow at 5.4% in the following financial year, owing to the faster rebound of several large emerging-market economies.

Jammu and Kashmir launches Super-75 Scholarship Scheme

The Jammu and Kashmir Lieutenant Governor Manoj Sinha has launched “Super-75” scholarship schemes for meritorious girls, on the occasion of International Women’s Day 2021. The basic aim of this scholarship scheme is to facilitate the education and entrepreneurship of women.

Economic Freedom Index 2021 announced

The Heritage Foundation, a US Conservative think-tank, recently launched the “Economic Freedom Index”. The index was prepared by covering 184 countries this time for the period of July 2019 to June 2020. In the index, Singapore has topped the global ranking for the second consecutive year. In the 2021 Index, India came in around the middle of the pack among Asia-Pacific countries ranking 26th out of 40 countries, scoring 56.5 points

Koneru Humpy is BBC’s Indian sportswoman of the year

World rapid chess champion Koneru Humpy has won the BBC Indian Sportswoman-of-the-Year award. BBC director-general Tim Davie, hosting the virtual awards ceremony. The Lifetime Achievement award went to veteran athlete Anju Bobby George. English cricket star Ben Stokes announced the 19-year-old Indian Shooter, Manu Bhaker as the winner of the Emerging Player-of-the-Year award category. Bhaker, won two golds at the ISSF World Cup in 2018, followed by gold at the Youth Olympics and Commonwealth Games gold with a record to boot.
