The Executive Engineer serves as the Chief Engineer and Chief Administrative Officer of the Authority.

ESCAFCA encompasses the portion of SandovalCounty, NM, east of the Rio Grande, and includesthe communities of Algodones, Bernalillo, andPlacitas.

ESCAFCA is a flood control district, a politicalsubdivision of the State of New Mexico, and governed by a five-member Board of Directors, towhom the Executive Engineer is responsible. TheAuthority has an annual operating budget ofabout $250,000, and capital improvement programup to $3 million. The Authority has no employees.Staff functions are carried out by contractors;therefore, contract management experience is essential.

Qualifications include five years experience in engineering, with licensure as registered Professional Engineer, experience in public infrastructure projects, to include planning, design, construction, and operation and mainte-nance of public works; real estate acquisition, public finance, public relations, and working withother agencies and elected officials

Approximately 1000 hours of effort per year is es-timated to be required. Compensation is nego-tiable, but will be in the range of $75.00 per hour.
