Print Web Mobile Social PUBLIC NOTICE OF VOLUNTARY CLEANUP Pursuant to W.S. § 35-11-1604, notice is hereby given that the Wyoming Department of Environmental Quality (DEQ) has accepted the Sonrise Church site for participation in the Voluntary Remediation Program (VRP). e property entered into the program is Sonrise Church, 1100 East Valley Road, Torrington, Goshen County, Wyoming. e VRP was established to provide a safe and efficient method for cleaning up contaminated sites and putting them back into productive use. DEQ has determined that this site is eligible for participation in the VRP. Eligibility is based on criteria in W.S. § 35-11-1602. According to the site information provided in the VPR application, an asbestos inspection of the building was conducted in July of 2019. e Asbestos Inspection Report indicated that there were levels of asbestos containing material (ACM) detected in flooring and mastic throughout the building. It was determined by the Volunteer that the best long-term solution would be to remove all of the ACM tile. As provided in W.S. § 32-11-1604, any interested party may request development of a public participation plan by Sonrise Church for the site. If the Director of the DEQ determines that there is significant public interest, then Sonrise Church will be required to develop and implement a public participation plan subject to approval by the Director. Delores was born Nov. 19, 1929, at Ba- yard, Neb. She moved with her parents, Iliff and Lucy Dummitt, to Morrill, Neb. She graduated from Mor- rill High School in 1940. Delores married Charles Carson on March 27, 1950, and to this union, they had three daugh- ters Cherie, Karyn and Rene’. They farmed south of Lyman, Neb., Lingle and Morrill, Neb. Delores worked at Farmers State Bank in Lyman, Neb., until she retired in 1988. Charles passed away on May 12, 1971. She married Ivan Benja- min on May 25, 1973, and they made their home in Gering, Neb., until Ivan passed away in 2010. De- lores then moved to Tor- rington to be close to her daughter, Karyn. Delores was active in Eastern Star and was a Past Worthy Matron of Order of Eastern Star. Her greatest joy was being with family and spoiling her grandchildren. She loved to bake and enjoyed giving out cookie trays. Delores liked to crochet and made beautiful cro- cheted tablecloths for each of her children and grandchildren. Survivors include her daughter Karyn (Brian) Grasmick, granddaughter Amy Bates (Frank Jones), grandson Brent (Kendall) Grasmick, granddaughter Andrea (Josh) Wethering- ton, three great-grand- daughters, three great- grandsons, two great- great-granddaughters and two great-great-grand- sons. At the time of her passing, she was self-employed as a Community Health Care Provider with the state of Wyo- ming via the Developmental Disability Division. Nicole touched many hearts and will forever be remembered for her natural healing touch. When she was not caring for others, she spent time making crafts with whatever material she could get her hands on. She lived a very simple and selfless life and appreciated the smallest things most take for granted. Her infectious smile and laughter will be for- ever in our hearts. In 1973, he met Mary Ellen Prado, the love of his life and they married. God blessed them with five chil- dren: Thomas Castro, Simo- na Denny, Norma Hesch, Ol- ivia Remmers and Theodore “Steven” Castro. Henry was loved by his grandchildren: Ephraim Gonzalez, Kaitlen Brown, Hannah Gonzalez, Zaide Remmers, Isaiah Rem- mers, Angelo Remmers, Caleb Moore, Phoenix Cas- tro, Toki Castro, Jeremiah Remmers and Luke Hesch. He was a friend to the whole town of Torrington; he will be remembered for offer- ing his “peace sign” to all he encountered. He was determined to pro- vide for his family and give them the life he felt they de- served. In addition, Henry made sure to always sup- port his kid’s academics and sports. A family man through and through, he would find special ways to love on each person. As he often mentioned, his fam- ily meant more to him than anything else in the world. He also valued service to the community and country. He was very proud of his eldest son, Deputy Chief Thomas Castro of the Dallas Police Department, and his two grandsons Air Force Staff Sergeant Zaide Remmers and Coast Guard Seaman Isaiah Remmers. Henry was also a pas- sionate “chef at heart” and dreamt of opening a food truck with his baby boy, Ste- ven Castro, and could often be found delivering his fa- mous shrimp soup and salsa to his friends and family. An- other passion was support- ing his sport’s teams. Henry was always rooting for his San Antonio Spurs and his Denver Broncos. The shout of “Go Spurs Go” and “Go Broncos Go” will always be reminiscent of dad. Anyone who knew Henry knew that he was the most loving fa- ther, husband and grandfa- ther a family could ask for. He was preceded in death by brother Andrew Castro and sister Anastacia Hernan- dez. TORRINGTON – Delo-res Ann Dummitt died at Goshen Care Center on Dec. 29, 2020. Delores was born Nov. 19, 1929, at Ba-yard, Neb. She moved with her parents, Iliff and Lucy Dummitt, to Morrill, Neb. She graduated from Mor-rill High School in 1940.

Delores married Charles Ca rson on M a rch 27, 1950, and to this union, they had three daugh-ters Cherie, Karyn and Rene’. They farmed south of Lyman, Neb., Lingle and Morrill, Neb. Delores worked at Farmers State Bank in Lyman, Neb., until she retired in 1988. Charles passed away on May 12, 1971.

She married Ivan Benja-min on May 25, 1973, and they made their home in Gering, Neb., until Ivan passed away in 2010. De-lores then moved to Tor-rington to be close to her

daughter, Karyn. Delores was active in

Eastern Star and was a Past Worthy Matron of Order of Eastern Star. Her greatest joy was being with family and spoiling her grandchildren. She loved to bake and enjoyed giving out cookie trays. In it, teen pop-coun-try singer Mason Ramsey sings about how the new BK diet reduces emissions by more than a third and ends with plain text over a shot of a carnival, stat-ing, “Since we are a part of the problem, we are working on a solution.”

That commercial was the tipping point, said Lori Shafer, one of the event’s organizers. Local cattle producers decid-ed to take a stand. They did so by lining the streets and adjacent parking lot near Burger King in Torrington on Friday with all manner and makes of pick-up trucks and trailers adorned with pro-beef signs and American flags.

GCSD releases Smart Start planTORRINGTON – After much specu-

lation and hullabaloo on social media, Goshen County School District No. 1 re-leased its Smart Start School Operation Plan last week. To begin with, anyway, school will look almost normal despite opening in the escalating COVID-19 pandemic.

The plan outlines a multi-tier strategy that keeps students in class as long as it’s safe. It ranges from tier 1A, which is school as usual, but with illness screen-ing and some personal protective equip-ment. The worst-case scenario is tier 3, which requires all students to learn on-line and no students will be allowed on campus.

Cloth face coverings, which scientists and doctors say can prevent the spread of the novel coronavirus, have become a hot topic online and with a group of local citizens. They will be a part of the school year, and that was decided by virtue of a 5-4 vote by the Goshen County School District Board of Trustees last week that decided parents can’t apply for waivers for their children to opt-out of wearing one.

Henry was loved by his grandchildren: Ephraim Gonzalez, Kaitlen Brown, Hannah Gonzalez, Zaide Remmers, Isaiah Rem-mers, Angelo Remmers, Caleb Moore, Phoenix Cas-tro, Toki Castro, Jeremiah Remmers and Luke Hesch.

He was a friend to the whole town of Torrington; he will be remembered for offer-ing his “peace sign” to all he encountered.

He was determined to pro-vide for his family and give them the life he felt they de-served. In addition, Henry made sure to always sup-port his kid’s academics and sports. A family man through and through, he would find special ways to love on each person. As he often mentioned, his fam-ily meant more to him than anything else in the world. He also valued service to the community and country. He was very proud of his eldest son, Deputy Chief Thomas Castro of the Dallas Police

Department, and his two grandsons Air Force Staff Sergeant Zaide Remmers and Coast Guard Seaman Isaiah Remmers.

Henry was also a pas-sionate “chef at heart” and dreamt of opening a food truck with his baby boy, Ste-ven Castro, and could often be found delivering his fa-mous shrimp soup and salsa to his friends and family. An-other passion was support-ing his sport’s teams. Henry was always rooting for his San Antonio Spurs and his Denver Broncos. The shout of “Go Spurs Go” and “Go Broncos Go” will always be reminiscent of dad. Anyone who knew Henry knew that he was the most loving fa-ther, husband and grandfa-ther a family could ask for. He was preceded in death by brother Andrew Castro and sister Anastacia Hernan-dez. He is survived by sister Jenny Rodriguez, brother Tony Castro and sister Mary Aleman, as well as count-less numbers of family and friends.
