All in favor, motion carried. Maintenance report: The inert landfill inspection report was good with no issues reported. The quarterly water samples are still showing an extremely low amount of picloram. The new header at the water building is working well but the new meter was back loading and shutting the pump off. An adjustment was made and the issue was resolved. The interior of the water building is being scrapped and painted. The chlorine tank is past its prime and will need to be replaced. The lagoon pump has been put away for the winter. Council told Mark that the lagoon is to be locked every night. Auditor report: Haven’t heard back from the state concerning the radar sign on the north side of town. CP Railroad hasn’t reviewed the plat around the FD building yet. Auditor will take the abstracts for the City office and surrounding lots in to be updated. The school bus is going to be picking up and dropping off the kids at the apartment building. Council decided not to pursue ND Street application since the school is now going to bus the kids which helps with safety concerns on the highway. Information on Govcard was presented and the council declined to pursue it. The meeting in December will be moved to the second Monday, December 9 at 7:00 p.m. Old business: The Christmas lights have been put up in the park. Discussion on the employee handbook, tabled to the January meeting. Council urged Mark to use his vacation before the end of the year. If any problems come up while he is gone one of the Council members will take care of it. Auditor will make an appointment and take the grasshopper mower to Stanley to be serviced. Motion to accept contract from Circle Sanitation by Lalum, second by Kalmbach. Ruby recused, Council President Ewalt relinquished chair, aye Ewalt, Ewalt resumed chair. Three aye, motion carried. Present was Lisa, Edward, Kevin, William, Kenny Pauline and Wade were present. Citizens present were Patrick Simon and Paul Breiner (Ackerman), Ricky Smith, and Jeff Smith. Burke County Sheriff Brien, no report from the Sheriff Department. Update on Portal Fire Hall Project: Paul Breiner came up and inspected the Fire Hall today and there are a few finishing touches that need done. Paul will be up the beginning of next week to inspect the Fire Hall again. Kevin motion to pay the change of order for the Fire Hall and Edward 2nd, all in favor, motion carried. Edward motion to approve October council minutes and William 2nd, all in favor, motion carried. Kevin motion to approve October financial reports, Kenny 2nd, all in favor, motion carried. Maintenance report: Wade reported they flushed hydrants, fix a leak at Makee Street, haul dirt for manhole, water samples, they mowed the lagoon, and did 811 locates. When North Dakota Pump and Lift came up to work on lift station they informed Wade that we needed plan for a new control panel, the one we have is outdated. Pat will look into getting prices for the control panel for lift station. Wade has tried to call Gustafson’s to schedule jetting of the sewer and no answer and he has left message and they have not gotten back with him. When Wade talk to Gustafson’s he needs to see if we can get on a yearly schedule for jetting the sewer. The equipment of Larry’s, Edward will make a list and let council know. The city has Lead and Copper report and the landfill report at the office if anyone would like to see it. Council discussed about the City Facebook and website. Council decided that we do not need a website. Council wants to talk to Tasha about the Facebook and just put in the events and no minutes and no Website. Council discussed a snow blade or bracket for the Ford pickup. Kenny motion to buy a wiring bracket for $2000.00 in Bottineau, Kevin 2nd, all in favor, motion carried. The Council decided to close dump grounds and trailer for the winter on 11/10/19. The last day open will be Saturday 11/09/19. We had one building permit for Victor Pribanic. We had a removal of Wade Galbranson old trailer and the demo of the house on 109 Makee street. Edward asked the council if a wall could be put up in the old fire hall that will be the city shop. William motion to build a wall in old fire hall, Kevin 2nd, and Kenny abstained, all in favor, motion carried. Edward will donate tools to the city for the city shop. Also present were Daniel Swanson, Kenny MacDonald, Randy Mehlhoff, Chief Lerol, Ronald Peters and the auditor. Mayor Albertson called the meeting to order. There were three sealed bids for 1996 GMC shop pickup and were the following: Ronald Peters-651.00, Randy Mehlhoff-223.00 and Donald Lien-236.78. Motion by Hockenbary, seconded by Ledene to accept the high bid of $651.00 from Ronald Peters. Roll call vote resulted in ayes unanimous. Discussion was held future city projects. Maintenance report: The inert landfill inspection report was good with no issues reported. The quarterly water samples are still showing an extremely low amount of picloram. The new header at the water building is working well but the new meter was back loading and shutting the pump off. An adjustment was made and the issue was resolved. The interior of the water building is being scrapped and painted. The chlorine tank is past its prime and will need to be replaced. The lagoon pump has been put away for the winter. Council told Mark that the lagoon is to be locked every night.

Auditor report: Haven’t heard back from the state concerning the radar sign on the north side of town. CP Railroad hasn’t reviewed the plat around the FD building yet. Auditor will take the abstracts for the City office and surrounding lots in to be updated. The school bus is going to be picking up and dropping off the kids at the apartment building. Council decided not to pursue ND Street application since the school is now going to bus the kids which helps with safety concerns on the highway. Information on Govcard was presented and the council declined to pursue it. The meeting in December will be moved to the second Monday, December 9 at 7:00 p.m.

Old business: The Christmas lights have been put up in the park. Discussion on the employee handbook, tabled to the January meeting. Council urged Mark to use his vacation before the end of the year. If any problems come up while he is gone one of the Council members

will take care of it. Auditor will make an appointment and take the grasshopper mower to Stanley to be serviced.

Motion to accept contract from Circle Sanitation by Lalum, second by Kalmbach. Ruby recused, Council President Ewalt relinquished chair, aye Ewalt, Ewalt resumed chair. Three aye, motion carried.

New business: Water tower inspection report reviewed. Motion to keep the Christmas bonus the same as last year by Kalmbach, second by Ruby. All in favor, motion carried. Discussion on employees needing to use their personal phones for work. Motion to compensate for phone usage by Kalmbach, second by Lalum. All in favor, motion carried. Mayor Lisa Smith call meeting to order. Present was Lisa, Edward, Kevin, William, Kenny Pauline and Wade were present. Citizens present were Patrick Simon and Paul Breiner (Ackerman), Ricky Smith, and Jeff Smith.

Burke County Sheriff Brien, no report from the Sheriff Department.

Update on Portal Fire Hall Project: Paul Breiner came up and inspected the Fire Hall today and there are a few finishing touches that need done. Paul will be up the beginning of next week to inspect the Fire Hall again.

Kevin motion to pay the change of order for the Fire Hall and Edward 2nd, all in favor, motion carried.

Edward motion to approve October council minutes and William 2nd, all in favor, motion carried.

Kevin motion to approve October financial reports, Kenny 2nd, all in favor, motion carried.

Maintenance report: Wade reported they flushed hydrants, fix a leak at Makee Street, haul dirt for manhole, water samples, they mowed the lagoon, and did 811 locates. When North Dakota Pump and Lift came up to work on lift station they informed Wade that we needed plan for a new control panel, the one we have is outdated. Pat will look into getting prices for the control panel for lift station. Wade has tried to call Gustafson’s to schedule jetting of the sewer and no answer and he has left message and they have not gotten back with him. When Wade talk to Gustafson’s he needs to see if we can get on a yearly schedule for jetting the sewer.

The equipment of Larry’s, Edward will make a list and let council know.

The city has Lead and Copper report and the landfill report at the office if anyone would like to see it.

Council discussed about the City Facebook and website. Council decided that we do not need a website. Council wants to talk to Tasha about the Facebook and just put in the events and no minutes and no Website.

Council discussed a snow blade or bracket for the Ford pickup. Kenny motion to buy a wiring bracket for $2000.00 in Bottineau, Kevin 2nd, all in favor, motion carried.

The Council decided to close dump grounds and trailer for the winter on 11/10/19. The last day open will be Saturday 11/09/19.

We had one building permit for Victor Pribanic. We had a removal of Wade Galbranson old trailer and the demo of the house on 109 Makee street.

Edward asked the council if a wall could be put up in the old fire hall that will be the city shop. William motion to build a wall in old fire hall, Kevin 2nd, and Kenny abstained, all in favor, motion carried.

Edward will donate tools to the city for the city shop.

Council discussed wages and table them for next month.

The Powers Lake City Council met in regular session on Thursday, November 7, 2019 at 8:00 a.m. Council members present were: Ledene, Griesbach, Hockenbary and Car lson. A lso present were Daniel Swanson, Kenny MacDonald, Randy Mehlhoff, Chief Lerol, Ronald Peters and the auditor. Mayor Albertson called the meeting to order.

There were three sealed bids for 1996 GMC shop pickup and were the following: Ronald Peters-651.00, Randy Mehlhoff-223.00 and Donald Lien-236.78. Motion by Hockenbary, seconded by Ledene to accept the high bid of $651.00 from Ronald Peters. Roll call vote resulted in ayes unanimous.

Discussion was held future city projects.

Motion by Carlson, seconded by Griesbach to approve the October minutes. Motion carried.

Motion by Griesbach, seconded by Ledene to approve the October financial report. Motion carried.

Landfill/Building Permits: Building permits approved were Marvin Stetz-garage and Dan Paulson rental-drain tile.

Water/Sewer: One well is down and parts are coming to repair. Motion by Carlson, seconded by Hockenbary to approve the 5-year water tower maintenance contract with H&H Coatings for $3,600/year. Roll call vote resulted in ayes unanimous. The water department has shut-off one connection due to non-payment.

Police report for October: calls for service-29; cases-1; misdemeanors-1; warnings-13; parking issues-2; animal complaints-2; animal tags-1; domestic/juv-4; assist BCSO-1; PLA/PLFD calls-1; bar checks-6; school checks-3; noise complaints-1; Misc/phone calls-23; vehicle miles-1597. Motion by Hockenbary, seconded Griesbach to approve the quote to purchase of a 2020 Tahoe with police package for $38,290. Roll call vote resulted in ayes unanimous.

Council has extended the sidewalk replacement grant for the Main Street businesses through the 2020 construction season. Note to businesses with new sidewalks, please do not use ice melt salt because sidewalks are not completely cured for a full year.
