Town of Deer Lake Request for Proposals Re-Development Concepts for Schwartz Park (2020) Deadline for submissions: Noon (NST), Wednesday, July 15 th , 2020 Terms of Reference Client Overview The Town of Deer Lake is located in western Newfoundland at the junction of the Trans-Canada Highway and Route 430, the Viking Trail. The Town is a vibrant, growing community with over 5,000 residents and it is strategically located as a gateway to the Great Northern Peninsula and Labrador. Nearby Deer Lake Airport is the air-link hub for western Newfoundland. Project Overview The Town of Deer Lake is issuing this Request For Proposals (RFP) for the purposes of re-developing the green space/recreational space within the town - commonly referred to as Schwartz’ Park. The existing layout of this space is considered dated from a user group perspective and requires a re- examination from a number of stakeholder perspectives to better meet the current needs of the community overall. The site in its current layout has a modest sized entranceway parking area with access off of Bennett Avenue for ~20-25 vehicles, is home to a recreational playground area, a regulation sized soccer field, both a softball and a baseball diamond (much of the existing baseball diamond has been turned into a fenced in dog park), an area grubbed for outdoor volleyball and a skateboard park. With this exercise, the town is acknowledging that a meaningful process of engagement with our community regarding the re-development of this space would be beneficial in order to better provide a template for re-development of the space. space, other activities could be identified as better suited in, re-allocated to other parts of the community or given less priority overall. While the Town acknowledges that these spaces are primarily in use during the period between Spring-Fall, the winter period should also be closely considered for these spaces as well. Based on the agreed recommendations for re-development and the respective user groups, further considerations will be given to various end-user needs as relates to accessibility overall, lighting, rest stops/seating/benches, signage, required maintenance, upkeep and seasonal storage of related equipment. The town has recently completed a branding exercise that would be incorporated into these considerations. Safe Process of Engagement & Timelines Through the process of safe community and municipal engagement that is mindful of new COVID19 requirements for public gatherings as per provincial Alert Level guidelines, re-development options for the Schwartz’ Park space will be gathered, prioritized and presented in visual representation. Activities and their associated physical requirements not seen as priority (or a good fit) for this particular space will be incorporated into a set of recommendations to be located elsewhere in the municipality. Reference Material and Other Resources Available The town will be sure to provide the successful applicant with assistance on reference material such as the town’s Municipal Plan, Development Regulations, and any other relevant material from previous planning exercises for context. Also, town representatives will provide further insight into anticipated flow and connectivity considerations to other adjacent assets that are on offer with the strategic location of Schwartz’ Park. The ability for Schwartz’ Park to connect the overall (looping) Deer Lake Trails System for example, and through the newly acquired Joe Butt’s community marketplace site (also set for further re-development connecting the Schwartz’ Park space with the nearby beach area, Municipal RV Park and Campground) are important considerations in this exercise.

Project Requirements Upon successful completion, the town would like to have at its disposal a planning tool that sets the course of action along with an associated budget (including cost estimates) and timelines for the re-development of the Schwartz’ Park area. The re-development plan will have been vetted by members of the community as well as a number of municipal representatives including staff and members of council. Ideally, the Schwartz’ Park Re-development Plan will clearly articulate and convey the key recommendations in both written description and accompanying layout with three dimensional visuals. To achieve this, the Town is looking for a company which has demonstrated experience and capacity to deliver in this regard. The successful company will be required to outline their methodology for meaningful community and municipal engagement in a COVID19 environment. Close attention will be given to provincial recommendations for engagement in this approach. The Town acknowledges their role in providing assistance in this regard.
